ELEMENT OF BIHAR SKILL DEVELOPMENT MISSION

Skill development in Bihar is the key to economic and social progress. The social
and economic status of person is determined by the kind of work he does. Whatever
a person does is based on the skill he possessed. In today’s time, technical skill is
the demand of industry. It become necessary for the youths to acquire the
technological skill to become the part of ongoing technological revolution in India.

The condition of skill development in Bihar:-
 According to 2011 census, Bihar is third most populous state of the country. Bihar

has largest youth population who are 25 years or less;
it comprises the 58% of total Bihar population. The literacy rate in Bihar is 63.8%.

15% of total Bihar population comprises the age group of 15 or less than and 61 %
of the total population is working population (15 to 59 years).

promoting skill based education and providing skill training across the village
especially in most backward districts. The objectives of this mission can be

The different aspects of Bihar skill development mission have been course corrected
by considering the local challenges.

This mission has been streamlined with long term gains objectives-
 Central government fund allocation:- Through this, state government can
differentiate the central government schemes and implement them according to their
directives.
 Group of skill centres:- Government has linked various independently working
skill development centres with Bihar skill development mission through a portal so

that any one can avail the facilities of these centres. Other department can easily
access the data for better policy implementation related to job creation or imparting

 Skill development mission is part of seven commitments which aims for ‘economic
strength and youth empowerment’.

This mission includes age group of 15 to 28 years, whereas for other backward
caste, schedule caste and schedule tribes are 31 yrs and 33 yrs. 33 yrs age limit is
for the differently able persons. The education criteria for this mission is 10 standard.

Achievements of Bihar skill development mission :-

 Approximately 14 lakh 32 thousand youth have been benefited through this


mission across state. Government has started a fellowship program and allocated a

fund in 2021 budget for connecting number of youths to this mission.


The government has also providing business loan worth 1 lakh to any person who

are willing to start their own business.


 Bihar government has formed youth skill and entrepreneurship department under

its budget. It will empower youth and women and by bringing them in various
sectors; It will transform the landscape of public utilities.

 Many skill development centres and mega tool centres are established in various
blocks, it helps youths who didn’t get admission in polytechnic or ITI institutes.
 Government has promoting the entrepreneur cause by providing 5 lakh grant and 5
loan to new entrepreneurs, it will create more number of jobs and a business
atmosphere.
 The third phase of pradhanmantri skill development mission will start from 15
January and it will be available across India. 8 lakh youth will be skilled through this
program in 2020-21 financial year. Total budget allocation for this scheme will be
949.90 crore. Bihar will also get benefited through this mission.
 Bihar government has been providing 50% subsidy on vehicles(3 to 10 wheels)
under Mukhymantri gram parivahan Yojana. It will dampen the unemployment rate.
Under this scheme, every village of Bihar will be benefited; At least 5 people from
each gram panchayat.

 Under student credit card scheme, Government has been providing 4 lakh to

students who are willing to pursue higher education. Approximately 86544 students

 Bihar Unemployment Allowance Scheme - Under this scheme, the unemployed


youth of the state who are unemployed despite being educated, get 1000 rupees per
month by the Bihar government.
Challenges ahead the Mission

 Insufficient training capacity: The training was not sufficient to ensure a job for
those who got the training – and this is why the employability rate remains very low
in Bihar. However various efforts has been taken to improve it.

 Lack of entrepreneurship skills: Bihar has low skilled manpower and mostly

engaged in agriculture and primary sector of economy. It is more difficult to penetrate
the desired skill to the youth of Bihar.

 Area Specific Approach: Skill development plans and strategies should be


developed by geography and sector by mapping the availability of infrastructure in

 Setup Counseling Centers: Employment and skill counseling centers should be
established in each panchayat of Bihar. Government should establish skill training
centers at the panchayat level in PPP mode on long-term basis.
