ODISHA TRAVELLING ALLOWANCE RULES

• The rules came into force w.e.f 01.8.1938.


• They apply to all Government servants under the administrative control of the Govt. of Odisha.
• Contractual employees while performing official duty outside the headquarters are entitled to get Travelling Allowance / Daily
Allowance in requisite grade & scale as admissible to their regular counterparts.
• When contractual engagement is made on abolition of a post carrying fixed travelling allowance, he is entitled to FTA on performance
of required no of days of official tour.

DEFINITIONS
• DAY:-
 A calendar day beginning & ending at midnight.
 Absence from head quarters not exceeding 24 hours - one day
At whatever hour it begins/ ends.

• FAMILY:-
(a)Wife/ husband of Govt employee
Provided that:-
 not more than one wife.
 When husband is wholly dependent on her.
(b) (i)sons, step sons (below 21 years)
(ii) daughters & step daughters (unmarried/ widowed)
(iii) parents, minor brothers & sisters.
When they actually reside with & are wholly dependent on the Govt. employee. RULE 14

*** FOR A FEMALE GOVT. SERVANT


She may include either her parents or parents-in-law
Provided that, they are dependent to her & actually resides with her.
She shall furnish the certificate
“I certify that my father, mother/ father-in-law, mother-in-law is/ are dependent upon me and no claim has been made for
him/ her/them by any other Govt. Servant.”

• PUBLIC CONVEYANCE:-
A train, steamer or other conveyance that plies regularly for conveyance of passengers and normally does not deviate there from according to
wishes of the passengers. RULE 19
• TRANSFER:-
Movement of a Govt servant from the headquarters station (in which he is employed) to another station
 To take up duties of a new post.
 In consequence of change of his headquarters. RULE 22

• TRAVELLING ALLOWANCE
An allowance granted to a Govt. Servant to cover the expenses that he incurs in travelling in the interest of public service. It includes
allowances granted for maintenance of conveyances, horses and tents.
RULE 23

• ELIGIBILITY
A Govt. servant making a journey for purposes provided in the Odisha Travelling Allowance Rules, is entitled to recover from Govt., the cost of
transporting his family/ his personal luggage, conveyances, tents or camp equipment.
RULE 24

• INCREASE OF ORDINARY T.A.


Govt. may increase rate of any variety of T.A for any / all Govt. servants
When
they travel in any specified locality in which travelling is unusually expensive.

RULE 25

• RESTRICTIONS TO DRAW ORDINARY T.A


 If Govt. declares that pay of a particular Govt. servant is fixed to compensate him for cost of all journey (other than journey by rail/
steamer) within his sphere of duty
that Govt. servant is not entitled to draw any T.A for such journey.
 When travelling on duty beyond his sphere of duty ( with proper sanction), he may draw ordinary T.A.( including part of journey within
his sphere of duty).

Permanent Travelling Allowance
RULE 32
• PTA is a monthly allowance to cover the cost of all journeys performed within the sphere of duty of a Govt. servant.
• Granted to the Govt. servant whose duties require him to travel extensively subject to specified minimum period being spent on tour in
each month, quarter or half year/ year, as the case may be.
• PTA is drawn all round the year in monthly salary bill.

• At the end of each month such Govt. servant to certify the number of days he was on tour.
• If he not toured for prescribed no of days, permanent T.A to be drawn proportionately.
• Permanent T.A shall not be drawn during leave or joining time.

• When period of duty of a Govt servant is less, the minimum period of tour shall be proportionately less.
• (in case of casual leave) since C.L is duty for all purposes, if Govt. Servant avails C.L & performs minimum period of tour during a month,
he is entitled to draw full PTA.
• Claim for permanent allowance should be included in the pay bill for the month.

• “CERTIFICATES”
 BY HEAD OF OFFICE (when drawn by head of office)
“certified that in respect of fixed travelling allowance claims drawn in the previous month, quarter, half-year/ full year, as the case may be, the
necessary journals have been examined to see that the Govt servants concerned made the requisite tours and that in cases where
requisite tours have not been made, the necessary recoveries have been effected”

• BY GOVT. SERVANT(when drawn by himself)


“certified that in respect of fixed travelling allowance claims drawn in the previous month/ quarter/ half-year/ full year, as the case may be, the
prescribed touring has been made /OR as the prescribed amount of touring has not been made, necessary reduction has been made as
noted below.”

• TIME TO FURNISH CERTIFICATE


 When the period is one month/ a quarter
with the bill for claims relating to the next month, after expiry of the month/ quarter.
 When the period is a half year/ full year
with the bill for claims relating to the second month, after expiry of the half year/ year.

• PROBLEM
In case of a Govt. Servant “X”, the prescribed minimum period of tour is 20 days in a month with permanent travelling allowance Rs 1000/-. In
the month of November, “X” has performed duty for 24 days only.
• What is the minimum period of tour required to him in that month & what is the amount of permanent travelling allowance for that
month if he performs proportionate full period of tour
• what is the amount of permanent travelling allowance for that month if he performs 20 days of tour.
• what is the amount of permanent travelling allowance for that month if he performs 14 days of tour.

• Govt. servant shall not draw any travelling allowance (other than T.A on transfer), in place of or in addition to permanent T.A.
• EXCEPTIONS
(1) If the sphere of duty extends over more than one district & actual travelling expenses exceeds double the amount of PTA for the period
occupied in that journey, the difference between such double PTA & calculated mileage allowance may be sanctioned by competent
authority.

(2) When the journey is performed beyond the sphere of duty,


the Govt. Servant is entitled to draw either PTA OR mileage allowance for the days of journey for entire distance including the distance
covered within the sphere of duty.

• PROBLEMS
• An asst consolidation officer posted at Cuttack went on tour to attend a consolidation camp at Kujanga (Jagatsingpur Dist), within
his sphere of duty. He left his headquarters on 22nd Jan 2013, spent 6 days in camp & returned back to headquarters on 29th Jan
2013. 28th Jan was a Sunday. Grade pay of the officer is Rs 4200/-
Notes:- distance from Cuttack to Kujanga is 80 Kms .
Incurred actual expense Rs 90/-. (to & fro)
Minimum period of tour is 120 days per half year
Rate of PTA is Rs 275/- (For 6 months),
DA = Rs 140/- per day
CALCULATE TOTAL TA DUE TO THE GOVT. SERVANT.

(2) Govt. Servant “X” having headquarter at Bhubaneswar went on tour by road transport, beyond his sphere of duty to Balasore on official duty.
He left BBSR at 9 AM on 22.1.2013 & returned back to BBSR at 9.30 PM. X is drawing grade pay Rs 2800/-.
NOTES:-
Distance from BBSR to Balasore is 180 Km .
Actual bus fare Rs 100/-(one side)
Minimum period of tour is 20 days per month
Rate of PTA is Rs 140/- per month.
DA = Rs 140/- per day

Admissibility
Govt. servants required to perform journey frequently at or within a short distance from his Headquarters

• The Govt. Servant in receipt of conveyance allowance shall not be entitled to any other travelling allowance i.e daily allowance/ mileage
allowance for journey up to 16 [Link] from usual place of work (at the headquarters).
• Other travelling allowance (daily allowance or/and mileage allowance) shall be admissible to them for journey beyond 16 [Link] IF
 journey is performed otherwise than his own conveyance.
• If the Govt. Servant travels by his own conveyance either in combination with the rail/ steamer/air or otherwise, he may exchange the
conveyance allowance @ 1/30th of C.A. for each day for any travelling allowance i.e daily allowance and/or mileage allowance.

• PROBLEM
An Asst. Sub inspector of police posted at Rourkela went on tour to Sundargarh for investigation of a case by road transport. He left the
headquarters on 10th Jan 2013 at 8 AM & returned back to Rourkela on the same day at 8 PM.
NOTES:-
He draws grade pay Rs 2800/-
Distance between Rourkela & Sundargarh is 90 Kms.
Actual bus fare Rs 45/- (one side)
Bus taken 1 & half hour to reach Sundargarh.
Motor cycle allowance Rs 175/- per month
DA = Rs 130/- per day

EXAMPLES OF CONVEYANCE ALLOWANCES


 Conveyance allowance for blind & physically handicapped Govt. Servants. Rs 350/- per month.
• Not admissible to those who are provided with Govt. accommodation within a distance of one K.M. from the place of work or residence
within the same campus.
• Not admissible to those who have been provided with the facility of Govt. transport.
• Not admissible during absence from duty exceeding 30 days due to leave, training, tour etc.
 For judicial officers of Odisha - Though provided with Govt. Vehicle/ pool vehicle, If use own vehicle, entitled to C.A @ Rs 200/- per
month.
 The Govt. Servant in receipt of conveyance allowance may be permitted to use staff car on payment of due rent.
• But as per Law Department Resolution No. 1359/L, Dt.28.01.2009, the judicial officers who own car are given petrol/diesel for A and A1
city with 75 liters and district centers 50 liters and those who own two wheeler are given 25 liters of petrol or equivalent price.

• RATES OF CONVEYANCE ALLOWANCE


 Motor cycle/ scooter allowance - Rs 350/- per month.
 Bi-cycle allowance – Rs 75/- per month.
• Conveyance allowance may not be drawn during joining time.
• Conveyance allowance may be drawn by Govt servant taking leave up to a maximum period of 4 months.
• Conveyance allowance may be drawn by Govt servant being transferred from the post but performing duty therein to a maximum
period of 4 months.
Mileage Allowance Rule 37 - 58
• Given to meet the cost of a particular journey & calculated on the distance travelled.
• Admissible for shortest / cheapest route.
• When alternate railway route is there & difference in time & cost is not great, mileage allowance is calculated on the route actually
used.
• Shortest route is that by which the traveller can most speedily reach his destination . In case of doubt competent authority to decide.
APPENDIX 1
• When Govt. servant travels by a route which is not the shortest but is cheaper than the shortest, mileage allowance is calculated on the
route actually used.

• A competent authority may, for special reason which should be recorded, permit mileage allowance to be calculated on a route other
than the shortest or cheapest, if the journey is actually performed by such route.
APPENDIX 1

• ENTITLEMENT BY AIR / TRAIN

• Officers drawing grade pay of Rs 10,000/- and above and those in the pay scale of HAG+ , while On tour outside the country, may travel
in business/ club class by air.

• The state Govt. May declare any particular Govt. Servant or class of Govt. Employees (2 nd, 3rd & 4th grade) to be entitled to
accommodation of a higher class than that prescribed for their grade.
(for special reasons that must be recorded)

• When a govt servant of second/ third grade travels by railway & accommodation of the class to which he is entitled is not provided on
the train in which he travels, he may be allowed to draw mileage allowance of the next higher class, on production of certificate signed
by his controlling officer stating that “ it was necessary in the public interest that he should travel by that train”.
RULE 45
• When, for part of journey, through booking of tickets, Govt employee has to pay rates for accommodation of class higher than that to
which he is entitled, he may draw mileage allowance at the higher rate for that part of journey. RULE 46

Govt. Servant is entitled to draw no mileage allowance but daily allowance. He shall not refuse the accommodation & draw mileage allowance.

• Other than by own vehicle or public motor services:-
@ Rs 1.00 per Km (for all Govt servants irrespective of grade)
(2) Journey by public motor vehicle
ACTUAL BUS FARE + RESERVATION CHARGE + DAILY ALLOWANCES ADMISSIBLE
(3) For journey by rickshaw, bicycle & foot
entitled for mileage allowance @ Rs 1/- per km

(4) For journey by own conveyance

DAILY ALLOWANCE (RULE 59 -66)


• It is the allowance for each day of absence, on duty, from headquarters, which is intended to cover the ordinary daily charges incurred
by a Govt. Servant, in consequence of such absence.
• It may not be drawn for any day on which a Govt. Servant does not reach a point more than 8 kms from his headquarters or return to
his headquarters from such point.

For journey on tour by means of Govt. Vehicle/ air/ train/ bus, daily allowance shall be allowed at this graduated rate.

• Any absence from headquarters which do not exceed 24 hours, shall be treated as absence within one day (at whatever hour the
absence begins or ends when the same falls in 2 calendar days)
• D.A. Will be calculated on the basis of graduated rates according to the period of absence from the headquarters.
• When any absence from headquarters exceeds 24 hours, D.A. will be calculated on the number of calendar days i.e beginning & ending
at midnight.

• Daily allowance is not drawn during casual leave & training.


• Daily allowance is drawn during a halt on tour or on a holiday during tour.
 Daily allowance is not drawn for continuous halt of more than 10 days at one place.
 Competent authority may grant such D.A. with satisfaction that prolonged halt was necessary in the interest of public service.
 full rate of DA for first 30 days. Thereafter half of the DA rate.

• When a Govt servant / a student (not a Govt servant)
IS SELECTED FOR TRAINING
May draw TA
• For 1st & last journey to & from the place of training.
• Journey in course of training.
• In educational institutes for journey in holidays & vacations.
Competent authority to decide the scale on which TA to be drawn.
Journey to attend military camp
RULE 135
• When a Govt servant (member of Indian Auxiliary Force)
Attends a military camp of exercise
Not entitled to draw TA
• For 1st & last journey to & from the place of training. BUT
• May draw DA for period of halt LESS the amount of military pay actually received.
 Duration of halt to be more than 72 hours. &
 place of camp at more than 8 kilometres from headquarters.

Journey of family members of G.S who dies in service RULE 135 A


• When a Govt servant DIES IN SERVICE
His/ her family members may claim T.A.
When they complete the journey within 6 months of death of Govt servant,
By the shortest route
From last headquarters to residence declared as permanent residence
• Transportation by rail :-
 Actual fare admissible to each member.
 Actual cost of transportation of personal effects.
• Transportation by road :-
 one mileage allowance for 1 member.
 2nd mileage allowance for other 2 members.

Transportation of dead body of Govt. servant


• From the place of death to his/ her home town or place of last rites
the family to make their own arrangement
***Subject to reimbursement of the amount equal to transportation of personal effects after retirement from place of death to last rite.
• T.A. For one member of family’s relative from the place of commencement of journey to the place of death & from place of death to
place to place of last rite at admissible rate. (to accompany the dead body)

LEAVE TRAVEL CONCESSION


• Historical background:-
 Introduced vide Finance Dept. O.M No 19867/F/dated 18.4.1979. (once within state)
 Withdrawn w.e.f 01.4.1993 vide Finance Dept. O.M No 7958/F/dated 23.2.1993.
 again extended vide Finance Dept. O.M No 21730/F/dated 16.6.1994. (once within territory of India)
 allowed facility of LTC once in 10 years & maximum 3 times within entire service period vide vide Finance Dept. O.M No 27131/F/dated
16.6.1999.
 Facility of LTC suspended w.e.f 01.4.2002 vide Finance Dept. O.M No 45439/F/ dated 27.9.2002.
 Again restored the facility of LTC w.e.f 1.4.2006 vide Finance Dept. O.M No 23194/dated 9.8.2006.

• L.T.C. Is admissible to Govt. Employees for journey to any place in India.


• “Any place” covers any place within the territory of India whether it is mainland or overseas.
• Nature of concession :-
Once in 10 years, subject to 3 times during the entire service period.
• Eligibility :-
 All Govt servants but not the part time employees, employees paid out of office expenses or borne on work-charged
establishment.

 not admissible during the period of suspension or deputation.


 Not more than 10% of the total staff to be allowed to avail the benefit at a time.
 To apply in prescribed FORM.
• ADMISSIBILITY
 For self & 4 nos of family members.
 where both husband & wife are Govt. Servants, one of them shall avail the benefit & other will be treated as member of the
family.
 Admissible during leave of any kind not exceeding 60 days including vacation.

 Govt. Servant & family members may perform journey for LTC
together / separately
To the same place / different places
 when perform journey separately
Journey of second batch should commence within six months from commencement of journey of first batch.
• Govt. Servant to declare the intended place of visit in advance to his controlling officer.
• Once declared it shall not be changed
ENTITLEMENTS ON LTC
• JOURNEY BY RAIL :-

(2) JOURNEY BY ROAD :-


(a) to places not connected by rail
• Where public transport exists:-
The fare actually charged as per appropriate class.

(ii) Where public transport does not exist:-


actual fare paid / double the mileage allowance fixed under rule 53, whichever is less.
(iii) Where travels by vehicles operated by Tourism Development Corporation / State transport corporation and transport services run by
other Govt. or local bodies.
actual fare / amount reimbursable on journey, by shortest route, had the journey been performed by rail, whichever is less.

(3) JOURNEY BY SHIP/ STEAMER :-


When both the places are connected by shipping / steamer services entitlements are

(4) When both places are partly connected by rail :-


For distance connected by rail --Admissible route is rail route.
For distance not connected by rail – other admissible mode of travel.
EXAMPLE :-
Phulbani to Andaman & Nicobar
Phulbani to Berhampur – by bus
Berhampur to Chennai – by train
Chennai to Andaman & Nicobar -- by ship / steamer

(5) When both places are not connected by any means of transport :-
Double the mileage allowance
• ADVANCE
 90% of estimated cost of both way journey.
 Sanctioning authority :- controlling officers concerned for themselves (when they are their own controlling officers) &
others.
 To be refunded if outward journey is not commenced within 15 days of drawal of advance.
 The claim of reimbursement of T.A in adjustment of the advance drawn should be made within one month of the completion
of the return journey.

• REIMBURSEMENT
 To submit original Journey tickets, from point to point over shortest direct route. (expenses of journey).
 No incidental expenses & expenditure incurred on local journey.
 Claim shall be submitted within one month after completion of return journey. (if drawn advance, in adjustment of the
amount drawn).
 In the Form prescribed in appendix 14.
 Fact of availing LTC shall be recorded prominently in the service book of the employee.
