Rationale In the Philippine educational settings, poor literacy still remains
a challenge. Learners usually struggle to read and write which causes
them to face academic difficulties, leading them to undervalue their
potential. According to the result of Programme for International
Assessment (PISA), an international study to evaluate education systems
worldwide, the Philippines ranked 77th out of 81 participating countries,
thus, a proof that our country’s educational setting ranks as one of the
lowest performing systems internationally. As a result, the current
situation is being questioned, doubting and affecting the strategies of
teachers and performance of learners, respectively. Hence, as the
National Center for Teachers Education, Philippine Normal University -
North Luzon aims to conduct an outreach program, entitled, PNUNL
CARES-NSTP Immersion, catering to the needs of learners to enhance
their literacy skills and promote academic development.
Truly, reading comprehension among learners, particularly
among early childhood pupils in the Philippines is an alarming issue
nowadays. Therefore, as catalysts of change and development,
educational leaders, especially teachers, are encouraged to develop
interventions to ensure that every child’s reading comprehension skills
matter. In relation to this, the DepEd Order No. 45, s. 2002— A
Reading Literacy Program in the Elementary Schools that gave birth to
the DepEd's Policy of Every Child a Reader Program (ECARP)---is
being implemented. In line with this, the Second Year students - Section
2 of Bachelor in Early Childhood Education Philippine Normal
University North Luzon, who are currently taking the National Service
Training Program (NSTP), aims to provide opportunities among early
childhood learners at Alicia South Central School to enhance their
literacy skills through teaching them how to read and write
comprehensively.
Educating children at a young age is a crucial act that needs to
be imposed and adapted. Hence, PNUNL CARES-NSTP Immersion
initiates to empower recipients in improving literacy while enriching

educational experience that will support their academic and personal
renewal.
Objectives This project aims to:
Enhance the literacy skills and promote academic improvement
among the learners of Alicia South Central school.
Fosters socialization skills through the collaborative activities
prepared by the PNU NL Students.
Build the confidence of the learners with the prepared engaging
materials and activities of PNUNL Students.

Benefits In order to meet the educational requirements of non-reader
children, PNUNL and Alicia South Central School (ASCS) have
partnered to create the PNUNL CARES NSTP Immersion program.
Through this program, PNUNL participants work one-on-one with
ASCS students, utilizing specific teaching techniques to enhance literacy
and promote academic development. In addition to improving
educational possibilities for ASCS students, this relationship encourages
participant personal growth and community involvement.
1. Improving Literacy Skills
The program focuses on teaching non-reader students, aiming to
significantly improve their literacy skills through dedicated teaching
methods and individualized attention.
2. Enhancing Educational Opportunities
By participating in the program, students at ASCS gain access to
specialized teaching techniques and resources that are tailored to their
needs, thereby enhancing their overall educational experience.
