Documents by the Contractor upon completion of Works as specified in the ArchSD
Operational Instruction No. 5/96 in the Preliminaries of Tender Document. Project
Engineer shall check the adequacy of the provisions and include any additional
requirements in the Preliminaries.]
1. Scope and Specification of Works
1.1 Installations /Systems
This Plumbing Installation, (brief title description of work e.g. flushing water
supply system to be inserted, if necessary) shall include the supply, (except
those listed in the Schedule of Appliances/Equipment supplied by the
Employer), installation and testing and commissioning of the following
systems:
[Note: The systems listed below are core items for consideration to suit the
project design requirement and if any item is not applicable in this
contract, the heading of such system shall be retained with " Not Used” to
be remarked under the heading. Project Engineer shall include material
specifications as separate clauses as per the standard format in following
Clause 1.1 – Installations/Systems. This proforma specification is a general
guidance and is not exhaustive. Project Engineer shall exercise his/her
professional judgement to specify the requirements to meet the project
specific needs.]
1.1.1 Potable and Non-potable Cold Water Supply System
[Note: Non-potable cold water supply system may include
cleansing water system, water supply for non-potable uses such as
up-feed for fire service system, make-up for air-conditioning
system, fountain installation, swimming pool installation and
irrigation system, etc.]

[State the incoming water supply source, e.g. government
mains or private source, etc.]

(b) System Description
[State any specific system type, if any, e.g. direct feed or
pumped system; separate sub-systems for joint user

and disinfection of potable water supply installation.]
1.1.2 Hot Water Supply System
[Note: The scope of centralized hot water plant will be included in
air-conditioning installation works and the scope of non-
centralized hot water heaters will be included in electrical or gas
supply installation, while the distribution pipework is under the
scope of plumbing works.]

(b) Specifications of Pipework and Components and Thermal
Insulation.

(c) Health and Safety Concerns on Hot Water Distribution
[State the requirement of maintaining 60°C to prevent the
growth of legionnella and hence the risk of spread of
Legionnaires’ disease for health and safety concern. Make
reference to the Code of Practice for Prevention of
Legionnaires’ Disease issued by the Prevention of
Legionnaires’ Disease Committee.]
1.1.3 Flushing Water Supply System
[Note: Project Engineer shall state the system description
according to the design. The following shall generally be
included:]
(a) Source of Flushing Water or Temporary Mains Fresh (TMF).
[State the incoming flushing water source, e.g. salt water
government mains, TMF or private source, etc.]
[State the recycled make-up flushing water source, e.g.
treated rainwater, treated grey water, treated cooling tower
bleed-off, treated air-conditioning system condensate, etc.
and interface requirements]
(b) System Descriptions

1.1.4 Connection to Sanitary Fitments
[Note: Project Engineer shall state the requirements for
connection to sanitary fitments.]
[Note: The selection and specification of sanitary fitments will be
carried out by the Architect. Project Engineer shall co-ordinate
with Project Architect to incorporate the specifications of sanitary
fitments in the Specifications for building works of the tender
document.]
1.1.5 Rainwater Recycling System
[Note: Project Engineer shall state the system description
according to the design. The following shall generally be
included:]
(a) Type and Specifications of Rainwater Recycling System
(b) Application of Recycled Rainwater
(c) Specification of Rainwater Catchments, Gutter Shielding
Devices, Down Pipes, First Flush Device, Fiberglass
Rainwater Collection /Make-up /Mixing Tank, etc.
(d) Specifications of Collection/ Mixing and Make-up Tanks.
[Note: If concrete tanks are to be designed, the works of
concrete water tanks shall be under the scope of building
contractor.]
(e) Specifications of Pipework and Components
(f) Specification of Rainwater Treatment Plant
[Note: Project Engineer shall make reference to the proforma
particular specification for rainwater recycling installation in
accordance with BSB Circular No. 20 of 2010.]

1.1.6 Others
[Note: Project Engineer shall add specific systems which are not
included in the core items above to suit the project design
requirement.
1.2 Design Responsibilities
In addition to Clause 1.1, the Contractor shall be responsible for the design
of the following system(s) and selection of equipment and components
including the matching with other components (including the mutual
compatibility among various components, space coordination and tolerance)
to ensure that the system(s) conform to the specified performance
requirements. The Contractor shall submit all design works including
relevant information, data, design calculations, schematic drawing and
layout /detail drawings to the Architect/ Maintenance Surveyor/ Supervising
Officer* for approval.
[Note: Project Engineer shall list out specific items which require
Contractor’s design input. The Project Engineer shall liaise with Project
Quantity Surveyor in the drafting of this sub-section as there is a Clause
relating to the Design Responsibility of the Contractor in the Special
Conditions of Contract and refer to the Preliminary Section of Condition of
Contract Clause 23-Design Responsibilities.]

1.3 Compliance with General Specifications
All materials and workmanship shall comply with "General Specification for
Plumbing and Drainage Installation in Government Buildings of the Hong
Kong Special Administrative Region, 2012 Edition” issued by Architectural
Services Department and any corrigendum issued thereafter (hereinafter
referred to as the PD General Specification or PDGS) unless otherwise
specified on the Drawings or in this Particular Specification, and or other
relevant updated General Specifications issued by Architectural Services
Department including but not limited to General Specification for Building,
ACGS, EEGS, MIGS (to be listed).
1.4 Others
[Note: This is a clause allowed for the addition of any particular project
information or supplementary technical requirements, etc., which may not
be covered in either Clause 1.1 or 1.2. In case this clause is not applicable,
"Not Used” shall be inserted instead of deleting this clause.]

2. Constraints Applicable to the Installation
[Note: Project Engineer shall list out particular constraints to this installation
work. In case this clause is not applicable, "Not Used” shall be inserted instead of
deleting this clause. Examples are as shown below:-]
The following conditions shall be complied with in the execution of the work:
2.1 Specific installation methodology.

water.
2.3 Other items to be specified to suit specific project design requirement
3. Testing and Commissioning
3.1 Compliance with Testing and Commissioning Procedures
The Contractor shall test and commission the entire Plumbing Installation
(brief title description of work in brackets to be inserted, if necessary) in
compliance with the Testing and Commissioning Procedure for Plumbing and
Drainage Installation in Government Buildings of the Hong Kong Special
Administrative Region, 2012 Edition and any corrigendum issued thereafter
and as stated in the Preliminaries unless otherwise specified on the Drawings
or in this Particular Specification.
The Contractor shall submit detailed testing and commissioning procedures
and programme to the Architect/ Maintenance Surveyor/ Supervising Officer*
for approval.
The Contractor shall submit all off site test certificates and certification
records required in the PDGS and this Particular Specification prior to the
testing and commissioning work at the Site.
3.2 Testing and Commissioning Procedures for Special Items
[Note: Project Engineer shall list out special items not being covered by
existing Testing and Commissioning Procedures for which the relevant
applicable particular testing and commissioning requirements shall be
specified under this clause. In case this clause is not applicable, "Not
Used” shall be inserted instead of deleting this clause. Examples are as
below:-]
The Contractor shall follow the approved manufacturer’s recommendation on
the testing and commissioning of any proprietary system and product included
in the installation. Details shall be submitted to the Architect/ Maintenance
Surveyor/ Supervising Officer* for approval.
The Contractor shall in particular submit the procedure for testing and
commissioning of the following items to the Architect/ Maintenance Surveyor/
Supervising Officer* for approval:

3.2.1 Water hammer arrestor
3.2.2 Pneumatic pressure vessel for water supply
3.3 Particular Requirements on Testing and Commissioning Schedules
/Sequences
[Note: Project Engineer shall specify any particular project requirements
in connection with testing and commissioning procedures. Examples areas
below:- ]
3.3.1 All submissions relating to testing and commissioning such as
detailed commissioning and testing procedures, method statements,
format of test records, program for the commissioning and testing
are to be submitted to the Architect at least ________ weeks prior
to the commencement of testing and commissioning work.
3.3.2 [List out special tests to be performed by competent persons.]
3.3.3 [List out special requirements of independent tests conducted by
recognised agents, independent checker, test certificates, factory
tests, off-site tests, and certification records, etc.]
3.3.4 [List out special requirements on testing instruments and format of
test record submission.]
3.3.5 List out other particular project requirements in connection with
testing and commissioning programme /sequence /methodology.]
3.4 Others

4. Maintenance and Training
4.1 Maintenance Requirements
[Note: Project Engineer shall list out explicitly the particular maintenance
requirements or the applicable option of maintenance schemes specified in
the General Specifications for compliance by the Contractor.]
4.1.1 The Contractor shall furnish free maintenance services for the
plumbing installation during the Maintenance Period of the Contract.
4.1.2 The maintenance service shall include systematic and monthly
inspection, adjustment and cleaning of system and components.
Replace and repair all components of equipment and pipework
whenever required. All works under this maintenance provision shall

be performed by competent personnel under the supervision and in
direct employment of the Contractor.
4.1.3 At the end of the Maintenance Period complete inspection and tests
shall be carried out by the Contractor with the presence of the
Architect’s representative. Any defects found shall be rectified by the
Contractor without charge to the Employer.
4.1.4 A log book shall be provided and kept to record all defects,
rectification works and services carried out by the Contractor during
the Maintenance Period.
4.1.5 Spare parts for components which require replacement during the
Maintenance Period shall be provided.
4.2 Training Requirements
[Note: Similarly, the particular training requirements or applicable
options of training specified in the General Specifications should be
explicitly given for compliance by the Contractor. In case this clause is not
applicable, "Not Used” shall be inserted instead of deleting this clause.
Examples are as below:-]
The Contractor shall provide adequate and separate training courses to the
persons nominated by the Architect to enable them to understand and
familiarize with the installation.
[Note: Project Engineer shall list out explicitly other particular training
requirements for users and management staff.]
4.3 Others
[Note: Any special requirements in connection with maintenance or
training not covered by either Clause 4.1 or 4.2 should be further
elaborated under this clause. In case this clause is not applicable, "Not
Used” shall be inserted instead of deleting this clause.]

5. Equipment Schedules Included in Particular Specification [ES(PS)]
The Contractor shall complete the Equipment Schedule (Particular Specification)
and submit for the approval of the Architect/ Maintenance Surveyor/ Supervising
Officer* according to the timing and sequence of submissions as stipulated in the
approved programme pursuant to Clause 16 of the General Conditions of Contract.
The equipment and materials in the following Equipment Schedule shall not be
delivered to site without the prior approval of the Architect/ Maintenance Surveyor/
Supervising Officer*.
[Note: Project Engineer shall refer to Clause 7(5) of the Special Condition of
Contract requiring for the submission of technical information of the
equipment/material for the Approval of the Architect/ Maintenance Surveyor/
Supervising Officer*. Project Engineer should consider to include essential
equipment/material listed below and marked with # in the Tender Equipment
Schedule (TES) upon consultation with respective SBSE/CBSE for tender
submission and assessment processes in accordance with BSB Circular No. 3 of
2013 and BSB Instruction No. 4 of 2001]
