Master shall follow this Company Directive

Purpose of the document


This company directive describes the annual ship shore exercise scenario.

Scope of the document


This company directive applies to all owned vessels.

Process
Once a year every vessel shall execute a ship-shore safety-security exercise with the Marine Safety Officer (MSO) to check and
improve:
• emergency preparedness, and
• coordination and communication between ship-shore.

Each year, the QSSE management prepares a scenario for this exercise to include in your planning of drills. The exercise is
based on feedback from real experiences/incidents.

This exercise should be a series of single drills and contact with CMA CGM emergency numbers (as well as a simulation call to
the nearest MRCC, local agent and relevant external parties).

Each of those single drills covers the monthly or quarterly or yearly exercises requirements. You can validate multiple drills in
the IMS Card “Schedule for emergency situations drills”, at the same time.

Warning:
For all communications, add “Drill – Drill – Drill” in the subject and at the beginning of your message.
During phone calls, say clearly that it is a drill.

Note: Cyprus flag vessels to notify flag of the exercise at least three working days in advance and send drill specific
reporting forms to the MSO for submission to Flag.

01 January to 31 December 2024 Annual Ship – Shore Exercise Scenario
Initial situation
Vessel is alongside in Tanger Med for cargo operation. Good weather with light winds and no forecast of adverse weather.

Chronology
T0 – Suddenly offshore winds start, gusting to 30-35 kts and vessel cannot be kept safely alongside. Cargo operations are
stopped. Port authorities are contacted who inform that they have limited availability of tugs, therefore only one tug with
insufficient power is provided. Master then decides to sail out of the port to drop anchor.

T1 – Forward and aft mooring station teams stand-by. Pilot on board.

Safety training: Accidental unberthing


T2 – Prepare for unberthing in emergency.

Safety training: Windlass brake failure


T3 – During anchoring operation, the brake was unable to hold the anchor. In response, the crew engaged the clutch to prevent
the starboard anchor from running out, resulting in motor and gear getting damaged. Port anchor was used which
successfully held the vessel in position. No injuries occurred.

Security training: Stowaways


T4 – While the vessel was at anchor, the bosun reported suspicious noises coming from the cargo bay on deck. Soon, the deck
crew discovered four stowaways inside a 20’ container TYMN 10081973, loaded in Durban bound for Rotterdam. All four
stowaways were taken to the tally office.
Refer SSP for SSPC-80, SSPC-81, SSPC-85 and SSPC-86.

T5 – One stowaway was observed sick, with fever, skin rashes, pale and in weak condition with suspicion of contagious
disease.

Safety training: Medical assistance/Contagious disease


T5 – CIRM/ISOS contacted for medical advice. Implement isolation, sanitation protocols and follow medical advice.
Local agent, P&I and relevant authorities informed. Local medical and health authorities boarded the vessel at anchor with
Police. All four stowaways were checked by shore medical team and then handed over to Police and authorities.

Safety training: Insect/pest Infestation


T6 – Due to unusual weather events after strong wind and heavy rain, vessel encountered an unusual number of insects
(crickets) on the superstructure, on deck, inside the cargo holds, and outside of the accommodation.
Local agent and authorities informed after which vessel was put under quarantine.

T7 – Shore fumigation team boards the vessel for cleaning and fumigation. Crew to be monitored for any symptoms of sickness
or infection.

Safety training: Fire fighting
T8 – After the shore fumigation team disembarked, deck crew noticed smoke coming out from Bay 06 on deck. From initial
assessment, identified container No. IMDG9001124, 40 feet and in position 060582 emitting smoke. After checking cargo plan
and manifest, it is confirmed that the container is loaded with two electric vehicles (UN 3481: Lithium-ion batteries contained
within equipment or packaged with equipment) under IMDG Class 9. In accordance with emergency response procedures
outlined in the IMDG Code supplement, the emergency schedule, and the IMS Emergency Checklist, the fire was promptly
extinguished by using copious quantity of water being flooded inside the container.
Port authorities also sent a firefighting tug to support the vessel.
Explain use of hydropen.

Safety training: Contacted by Media


T9 – Local media (news channel) contacted the vessel via satellite phone inquiring about the smoke emitting from the ship.
Master to answer talk to the media person.

Safety Training: Crew Injury


T10 – While engaged in firefighting, one of the AB sustained an injury. The injury was a result of the fire nozzle striking on AB’s
chin due to the high pressure that had built up in the hose when the fire hydrant was opened. Injured Person (IP) was promptly
replaced by a backup team, and subsequently transferred to the ship's hospital for medical attention. CIRM/ISOS contacted.
TMAS: TELEMEDICINE ASSISTANCE SERVICE obtained and followed.

T11 – As starboard windlass could not be repaired it was decided along with Fleet Superintendent and MSO to release the
chain from the bitter end.

Weather conditions improved after which vessel heaved up port anchor and safely berthed again.
IP was sent to doctor ashore.
Containers impacted by fire were discharged and adjacent container opened and checked to ensure no sign of reignition.

Training: Downloading VDR and ECDIS playback


T12 – Extract VDR data, Playback and send to office.
