ADMISSIBILITY:
Study Leave is admissible for employees pursuing:
• Higher Studies or Specialised training in a professional or technical
subject having a direct and close connection with his sphere of duties.
• Studies connected with public administration.
• Studies capable of widening his mind and improving his ability as Civil
Servant but not closely or directly concerned with work.
• The course of training or study is certified to be of definite advantage to
Govt. from point of view of public interest.
• A Post-Graduate course in Medical Sciences by a Medical Officer.
• A Post-Graduate course by a Specialist or Technical person.
STUDY LEAVE IS NOT ADMISSIBLE
• For studies out of India if facilities for the same are available in India.
• For studies in Academic or Literary subjects, other than those
mentioned above.
Channel:
• To same official with such frequency as to remove him from contact with
his regular work or cause cadre difficulties owing to his absence on leave.
• To an official due to retire within 3 years( 5 years in case of Central
Heath Service(CHS) Officers granted 36 months study leave) of return
from the study leave.
SANCTIONING AUTHORITY
• Ministry/Department of the Central Govt./Administrator/ Comptroller
and Auditor-General of India → (FIRST SCHEDULE)
Channel:
CERTIFICATION,APPROVAL AND REPORT
• Course should be certified to be of definite advantage to Govt. from the
point of view of public interest.
• The particular study or study tour should be approved by the Authority
competent to grant leave.
• The Official on his return should submit a full report on the work done
during study leave.
Channel:
EMPLOYEES ELIGIBLE
The Official should have satisfactorily completed period of probation
and rendered not less than 5 years of regular continuous service
including the period of probation.
Channel:
PERIOD OF STUDY LEAVE
• 36 months for Central Health Service(CHS) Officers.
• For others 24 months in the entire service and may be granted at a
stretch or in different spells.
• Study leave can be combined with other kinds of leave due, including
vacation, provided the the total leave (except Extraordinary Leave) shall
not exceed 28 months for general and 36 months for Ph.D. courses.
Channel:
• If the course falls short of the study leave,the official should resume
duty on conclusion of course or the excess period may be treated as
ordinary leave with the Leave Sanctioning Authority’s prior approval.
LEAVE ACCOUNT
• Study leave is not debited from leave account.

REQUISITE BOND UNDERTAKING
• The employee shall execute the requisite bond undertaking to
serve the Govt. for atleast 3 years (5 years in case of CHS Officers)
after the study leave.
Finnance Ministry’s Agreement
• Before grant of leave outside India,Department Of Economic Affairs
of Finance Ministry make agreement for release of foreign exchange
is necessary.
LEAVE SALARY AND OTHER BENEFITS
For study in India: Pay last drawn + DA + HRA
For study outside India: Pay last drawn + DA + HRA
No Study Allowance
Stipend/Scholarship/Remuneration for part-time employment shall
be adjusted against leave salary subject to the condition that the
leave salary will not be less than that admissible on HPL.
Channel:
HRA is payable at the rate of last place of duty for the first 180 days
and thereafter the payment will be subject to production of
prescribed certificates.
Travelling Allowance(T.A)
• Ordinarily,no T.A. is admissible but the President may in exceptional
circumstances sanction the payment of T.A.

COST OF FEES FOR STUDY
• The Govt. Servant should be required to meet the cost of fees paid
for study.
• In exceptional cases,the President sanction the grant of such fees.
• In no case such grant of fees is admissible,if the Govt. Servant is in
receipt of scholarship or stipend from whatever source or is
permitted to receive and retain in addition to his leave salary,any
remuneration in respect of part-time employment.

SPECIAL TERMS FOR JAWAHAR NEHRU FELLOWSHIPS STUDY
• Study leave will be granted for the entire period of fellowship.
• In addition to the benefits admissible in accordance with the
Fellowship,they will draw leave salary(equal to pay drawn immediately
before proceeding on such leave) and DA appropriate to the leave salary.
• The official may retain his residential telephone(Officially alloted) during
the period of Fellowship but bills for rental and all other charges etc.
should be paid by him.

RESIGNATION OR RETIREMENT AFTER STUDY LEAVE
OR NOT COMPLETING THE COURSE OF STUDY
An Official, who after availing of study leave resigns from service or
othertwise quits within 3 years after return to duty or does so without
returning to duty at all from study leave or fails to complete the course
of study,should refund-
the actual amount of leave salary,cost of fees,T.A. and other expenses,
if any,incurred by the Govt.
Channel:
The actual amount,if any, of the cost incurred by other agencies such
as Foreign Govts,Foundations,Trusts in connection with the course
of study, with interest thereon at the prescribed rates.
In exceptional cases,the President may waive or reduce such
recoveries.
