01. SCOPE OF WORK


a) This method statement covers the procedures and instructions to ensure the quality &
proper functioning of the switchgear panels. The following applicable inspections /
tests are performed at Factory prior to dispatch of the Panel.
 Visual Inspection
 Mechanical Test
 Continuity Test
 Torque Tests
 Electrical Test
 Functional Test

b) This method statement also covers the procedures and instructions for the materials
inspection upon arrived at site, the requirement and instructions for executing the
activities listed under this section up to pre-commissioning, commissioning and final
hand over of the works.

02. GENERAL SAFETY


 Prior to any live testing, the equipment being tested shall be cordoned off from
unauthorized personnel. The cordon shall be installed in such a way to prevent
personnel from moving within a safe working distance of the equipment under test
and that is not possible any person to inadvertently touch the equipment.

03. FACTORY ACCEPTANCE TEST


3.1 VISUAL INSPECTION:
(Conducted at Testing and prior to energization)

 Check filters for proper fitment & ensure vent chambers are clear.
 Circuit Breakers and compartments are as per drawing and satisfactory.
 Installed switchgear matches single line diagrams, schematics and equipment
schedules.
 Marking of Components as per approved Drawing (Engraving / Sticker)
 Current Transformer name plates and details are as per drawing.
 Any accessories and special tools are supplied & stored.

3.2 MECHANICAL TEST:
 Carry out an inspection of the mounting arrangements and ensure the panel is level,
square and aligned.
 Check alignment of tiers and check adjacent tiers are fixed securely together.
 Any mechanical operations and visual indications of ACBs & MCCBs are smooth &
satisfactory.
 Ensure Cable Chamber & Busbar Chamber is clear of foreign matters.
 Check the operation of MCCB and Load Break Switch door interlocks.
 Satisfactory operation of rack out & rack in equipment.
 Satisfactory operation of door locks and any other locking facility.
 Smooth operation and alignment of doors, hinges.
 Smooth operation of selector switches and push buttons.

3.3 CONTINUITY TEST:


 All Metal Parts & Main Earth Bar
 Doors & Main Earth Bar
 Metallic Body of the components installed (if applicable)
 Point to Point checking of all Power & Control Wiring as per Approved Drawing
(Continuity check)

3.4 TORQUE TEST:


Torque tests are carried out with Torque Tester wrench to ensure that all the nuts and bolts
on bus bar connection & termination areas are fully tight as per recommended values.
For carrying out torque tests, it is made sure that all power supplies are disconnected.
Wherever required, shrouds are opened for access to the nuts and bolts. Red mark is made
on every bolt which is tightened as per the recommended torque settings.
The recommended values for the bolt sizes are:
 M6 (8 N-M)
 M8 (20 N-M)
 M10 (40 N-M)
 M12 (70 N-M)
 M16 (140 N-M)

3.5 ELECTRICAL TEST:


To ensure that the system is free from Short circuits + Grounds & to check the
Dielectric strength of the bus bar supports, the following Tests are carried out
respectively.
 Insulation Resistance Test
 High Voltage Test
3.5.1 INSULATION RESISTANCE TEST (Busbar):
To ensure that the system is free from Short Circuits & Grounds by measuring the values of
the resistance between Phase to Phase, Phase to Neutral, Phase to Ground. Test is performed
before and after HV (Di-electric /Flash) Test. Instrument used is Megger tester with variable
voltage selection. Preliminary actions include cleaning of all the supporting isolators,
disconnection of all lamps & meters which are not supposed to be subjected to 500V /
1000V & opening/ isolation of all incoming & outgoing circuits to limit the test to bus bars.
The following steps are followed:
 Connect the 1st lead of Megger Tester Equipment to R-Phase.
 Short Y-Phase & B-Phase & N and connect to Earth. Connect 2nd Lead of Megger
tester equipment to the same.
 First set the time as required i-e 1 minute
 Set the Voltage 500V / 1000V thru Voltage selection key as required.
 Put the Selector Switch in Resistance Mode.
 Note down the insulation resistance shown by the Megger tester.
 Repeat the test for Y & B phases & for N.
 Record the values in the test report sheets.
 The values must come in the range of mega-ohm. Minimum should be greater than
1mega ohm.

3.5.2 HIGH VOLTAGE TEST (Busbar):


To check the Di-electric strength of the bus bars supports by applying voltage of 2.5kV for
1-minute between Phase to Phase, Phase to Neutral and Phase to Ground. Insulation
Resistance test is repeated after high voltage test. Before performing the HV test, it is made
sure that Megger values are within acceptable range.
Instrument used is HV test Equipment. Preliminary actions include disconnection of all
lamps & meters which are not supposed to be subjected to 2.5kV & opening/ isolation of all
outgoing circuits to limit the test to bus bars. The following steps are followed:
 Connect the 1st lead of HV Tester Equipment to R-Phase.
 Short Y-Phase & B-Phase & N and connect to Earth. Connect 2nd Lead of Megger
tester equipment to the same.
 Switch on the HV test kit control unit and gradually increase to 2.5kV test voltage.
Apply 2.5kV voltage for 1-minute to R-phase with respect to other Phases earthed &
grounded.
 After completion of 1-minute gradually reduced the voltage to zero and then switch
off the HV kit.
 Discharge the pole and also HV kit
 Repeat the test for Y & B phases for N.
3.6 FUNCTIONAL TEST:
 Carry out Function tests as per schematic diagrams.
 Check operations of all contactors & relays.
 Check operation of timers, electronic monitoring relays and record functions &
settings.
 Check operation and scaling of ammeters, voltmeters, associated selector switches,
Verify & maintain record.
 Verify operation of anti-condensation heaters & associated equipments.

The checks & results are all recorded in the Factory Test Report for all the above Tests. The
same have been witnessed by Consultant and Contractor during Factory Inspection. FAT
Reports have been submitted as record to the Contractor & Consultant.

04. STORAGE
 In the event of delay in installation, the panels should be stored in a covered space.

05. INSTALLATION
The Panels after reaching the site i.e. place of installation, the following procedure should be
followed for installation: -
 Ensure location of installation should be adequately ventilated and free from dipping water,
water logging, sources of heat etc.
 Remove the wooden packing case (if packed in wooded case) by removing top of cover first
and then four sides. Due care should be take so that the packing case opening tools do not hit
any of the instruments provided on the front of the panel. Remove the panel from wooden base
frame.
 Remove polythene and paper covering sheet from the panel. Remove corrugated paper
packing (in case of paper packing only) from the panel.
 Check the material as per the packing list provided for this purpose.
 Ensure proper protection from mechanical damage which may be caused by activities in the
surroundings is provided.
 Components projecting out from the Panel Boards viz. metering glasses, instrument windows,
rotary handles, switches, relays etc. shall be protected during installation activities.
 Align various shipping sections of the panel (In case of panels with multi transport section) in
one line on the place of installation. Check the straightness of panel. Check the vertical
placement of panel with the help of plumb line and if required use thin packing to adjust
vertical plumb of panel.
 Tighten various panels with each other with the help of nuts and bolts provided for the purpose
on one side of each transport section and ensure that rubber gasket is available between two
transport sections which are also provided on one side of each transport section.

 Join bus bar of various transport sections with bus bar jointing fishplates and nuts and bolts
provided for the purpose. The required fish plates are fixed on one side of main horizontal bus
bars of each transport section duly reversed and tightened with nuts and bolts. On the other
side of horizontal bus bars required number and sizes of nuts and bolts are provided.
 Fix panels with the base channel provided on the trench with the help of foundation bolts or by
welding. The panels with top cable entry i.e., without trench can be fixed by grouting panel to
pockets provided in the floor for this purpose with the help of foundation bolts.
 Check all the bus bars jointing and supporting bolts for any looseness as they might have
loosened in transport. If so found the same should be tightened properly preferably with a
torque wrench.
 Check for looseness of any wiring on auxiliary control equipment and tighten them properly as
the same might have also loosened in transport
 Carry out power and control cabling for both incoming and outgoing feeders. Also connect
control wires in the terminals for inter-panel wiring provided for this purposes on both sides of
transport sections. (In case of electrical interlocking of 2 or more I/C feeders.
 Un drilled gland plates are provided at the bottom to facilitate cable entries. Ensure to plug
extra / vacant entries after completion of work to arrest entry of rodents, vermins and dust.
 Restore insulated shrouding if removed while cabling is being done.
 Check for any foreign material or tools left over in the panel at the time of installation and
cabling.
 Clean the panel with the help of vacuum cleaner.
 Station earthing should be properly connected to the earth studs / earth bar provided on both
sides of Panel.
 Current Transformers are provided with shorting links. Ensure links are open before
commissioning of the Panel Board. In case a device is connected to CTs needs to be
disconnected or not supplied, close the links to those CTs ensuring safe grounding.
 Carry out Megger test (insulation) for the panel, check for satisfactory results.
 After all above points are completed satisfactory, the Panel Board is ready for energisation.

06. START-UP PROCEDURE OF POWER PANEL


 The Panels should be put in to operation only after completing erection of pre-commissioning
checks including the safety precautions i.e. all insulating guards/shrouds to be in position.
 First, the incomer circuit breaker shall be made ON by pressing Knob of the ACB (or) by
operating the handle of MCCB/ISOLATOR, to ON position and check the voltage between
phases and neutral.
 Switch ON the outgoing feeders step by step so as to feed the connected load.
 Check the load condition on each outgoing feeder by means of a Tong meter. The reading
should be less than the rating of the MCCB.
 Check total load on the panel by measuring the current in incoming feeder to ensure that
connected load is not exceeded
 During exigencies, if any, switch off the incomer feeder.
 Once the switching devices have been operated as required, ensure that all doors, covers etc.
are properly closed.
07. START-UP PROCEDURE OF CONTROL PANEL

Once satisfied with visual & mechanical checking of the panel, commissioning can be started as
follows.

 Before energizing the panels please ensure that the incomer switch is in OFF position.
 Keep all outgoing feeder breaker such as MCB or MCCB and ECLB in OFF position.
 Check the fuse ratings provided in the panel fro the control circuit is same as shown in the
drawing.
 Check the voltages between phases and phase to neutral of the incoming terminal of switch
with proven MULTI-METER.
 And make sure that the voltages are as per local electricity regulation. If voltage is satisfactory
then turn on the incoming switch and repeat the voltage check at other end of the switch
terminals.
 Once incomer switch turned on, ensure that OFF (RED) indication lamp is ON.
 Then switch ON the particular feeder breaker such MCB or MCCB and ECLB.

Now let us see the starters start up procedure as follows.

7.1 DOL STARTER:

This is the most common starting method available in the market. The components consist of
only a main contactor and thermal or electronic overload relay. The disadvantage with this
method is that it gives the highest possible starting current. A normal value is between 6 to 7
times the rated motor current but values of up to 9 or 10 times the rated current exist. During a
direct-on-line start, the starting torque is also very high, and is usually higher than required for
most applications.

It can be operated in two modes through three position selector switch that HAND MODE
and AUTO MODE.

HAND MODE:

 If once incomer and feeder breakers turned on, make the selection through H-O-A selector
switch as needed.
 If desired to run the motor in HAND MODE, keep the selection in HAND.
 Please ensure that all interlocks shown in the drawing are properly connected, if not please
loop the interlock terminals with piece of conductor.
 Make sure that the fields Emergency stop pushbutton properly released.
 Press the Start pushbutton (Green) which fixed on the door with short pulse.
 Now the contactor shall energize and motor run which can be identified by the RUN (Green)
indication lamp fixed on the door.
 When the RUN (Green) lamp appeared the OFF (Red) will be disappeared.
 If desired to stop the motor, please press the Stop (Red) push button fixed on the door.
 Now the contactor will de-energize and motor shall stop and can be identified by the
indication lamps appeared and disappeared vise-versa.

 Now keep the selector switch in OFF mode.

AUTO MODE:

 Once the motor stopped in HAND mode, make the selection in AUTO mode by H-O-A
selector switch.
 Once again check that all BMS interlocks are properly connected in the field as shown in the
drawing.
 Release the field emergency stop if incase was pressed in HAND mode.
 BMS voltage signal should be checked properly with proven multi-meter.
 Please note that if the BMS signal voltage is wet contact it should match the relay coil voltage
which may lead BMS start/stop Relay to faulty.
 If start signal is received and ideal the motor shall run which can be identified by the RUN
(Green) indication lamp fixed on the door.
 If desired to stop the motor, please Stop Giving BMS signal.
 Now the contactor will de-energize and motor shall stop and can be identified by the
indication lamps appeared and disappeared vise-versa.

7.2 STAR / DELTA STARTER:

This is a starting method that reduces the starting current and starting torque. The components
normally consist of three contactors, an overload relay and a timer for setting the time in the
star-position (starting position). The motor must be delta connected during a normal run, in
order to be able to use this starting method. The received starting current is about 30 % of the
starting current during direct on line start and the starting torque is reduced to about 25 % of
the torque available at a D.O.L start. This starting method only works when the application is
light loaded during the start. If the motor is too heavily loaded, there will not be enough
torque to accelerate the motor up to speed before switching over to the delta position.
When starting up, the load torque is low at the beginning of the start and increases
with the square of the speed. When reaching approximately 80-85% of the motor rated
speed the load torque is equal to the motor torque and the acceleration ceases. To reach
the rated speed, a switch over to delta position is necessary, and this will very often
result in high transmission and current peaks. In some cases the current peak can reach
a value that is even bigger than for a D.O.L start. Applications with a load torque
higher than 50% of the motor rated torque will not be able to start using the star-delta
starter.

HAND MODE:

 If once incomer and feeder breakers turned on, make the selection through H-O-A selector
switch as needed.
 If desired to run the motor in HAND MODE, keep the selection in HAND.
 Please ensure that all interlocks shown in the drawing are properly connected, if not please
loop the interlock terminals with piece of conductor.
 Make sure that the fields Emergency stop pushbutton properly released.
 Press the Start pushbutton (Green) which fixed on the door with short pulse.
 Now initially Main and Star contactor shall energize and motor run which can be identified by
the RUN (Green) indication lamp fixed on the door.
 After few seconds the timer will BY-PASS the supply from STAR to DELTA and motor
running in DELTA remains same.
 If desired to stop the motor, please press the Stop (Red) push button fixed on the door.
 Now both contactors will de-energize and motor shall stop and can be identified by the
indication lamps appeared and disappeared vise-versa.
 Now keep the selector switch in OFF mode.

AUTO MODE:

 Once the motor stopped in HAND mode, make the selection in AUTO mode by H-O-A
selector switch.
 Once again check that all BMS interlocks are properly connected in the field as shown in the
drawing.
 Release the field emergency stop if incase was pressed in HAND mode.
 BMS voltage signal should be checked properly with proven multi-meter.
 Please note that if the BMS signal voltage is wet contact it should match the relay coil voltage
which may lead BMS start/stop Relay to damage.
 If start signal is received and ideal, initially Main and Star contactor shall energize and motor
run which can be identified by the RUN (Green) indication lamp fixed on the door.
 After few seconds the timer will BY-PASS the supply from STAR to DELTA and motor
running in DELTA remains same.
 If desired to stop the motor, please Stop Giving BMS signal.

7.3 TWO SPEED STARTER:

A typical 2 speed three phase motor will have 6 leads on the motor windings which
Will Require 3 contactors and two over load Relays to incorporate both the "high" and
The "Low" speeds.

In order for the motor to run on "low" speed you need to have a contactor (KM1) that
Pulls in for the L1, L2& L3 leads. that should achieve the "low" speed of the motor.

To achieve the "high" speed you will need a contactor (KM2) to shun or short L1, L2,
L3 Together and another contactor (KM3) to pull in the L4, L5, L6 leads.

HAND MODE:

HIGH SPEED:

 If once incomer and feeder breakers turned on, make the selection through H-O-A selector
switch as needed.
 If desired to run the motor in HAND MODE, keep the selection in HAND.
 Please ensure that all interlocks shown in the drawing are properly connected, if not please
loop the interlock terminals with piece of conductor.
 Make sure that the fields Emergency stop pushbutton properly released.
 Press HIGH SPEED Start pushbutton (Green) which fixed on the door with short pulse.
 Now only the KM1 and KM3 contactors shall energize and motor will run in HIGH SPEED
which can be identified by HIGH SPEED RUN (Green) indication lamp fixed on the door.
 If desired to stop the motor, please press the Stop (Red) push button fixed on the door.
 Now both contactors will de-energize and motor shall stop and can be identified by the
indication lamps appeared and disappeared vice-versa.

LOW SPEED:

 After few seconds since the high speed motor stopped, follow the steps 3 & 4 shown under
high speed.
 Press LOW SPEED Start pushbutton (Green) which fixed on the door with short pulse.
 Now only the KM2 contactor shall energize and motor will run in LOW SPEED which can be
identified by LOW SPEED RUN (Green) indication lamp fixed on the door.
 If desired to stop the motor, please press the Stop (Red) push button fixed on the door.
 Now the KM2 contactor will de-energize and motor shall stop and can be identified by the
indication lamps appeared and disappeared vice-versa.

AUTO MODE:

HIGH SPEED:

 Once the motor stopped in HAND mode, make the selection in AUTO mode by H-O-A
selector switch.
 Once again check that all BMS interlocks are properly connected in the field as shown in the
drawing.
 Release the field emergency stop if incase was pressed in HAND mode.
 BMS voltage signal should be checked properly with proven multi-meter.
 Please note that if the BMS signal voltage is wet contact it should match the relay coil voltage
which may lead BMS start/stop Relay to damage.
 If HIGH SPEED starts signal received and ideal, KM1 and KM3 contactors shall energize and
motor run which can be identified by the HIGH SPEED RUN (Green) indication lamp fixed
on the door.
 If desired to stop the motor, please Stop Giving HIGH SPEED BMS signal.
 Now both contactors will de-energize and motor shall stop and can be identified by the
indication lamps appeared and disappeared vice-versa.

LOW SPEED:

 After few seconds since the high speed motor stopped, follow the steps 2 to 5 shown under
high speed.
 If LOW SPEED starts signal received and ideal, KM2 contactor shall energize and motor run
which can be identified by the LOW SPEED RUN (Green) indication lamp fixed on the door.
 If desired to stop the motor, please Stop Giving LOW SPEED BMS signal.
 Now KM2 contactor will de-energize and motor shall stop and can be identified by the
indication lamps appeared and disappeared vice-versa.

08. POINTS TO CHECK TO AVOID START-UP FAIL:

 Please check the wire tightness connections and continuity with tester.
 For star/delta please adjust timer setting around 5 seconds.
 Please check and set the over load relay setting accordingly to the motor name plate.
 Check the motor terminal connections to avoid malfunction or reverse rotation.
 Check continuity of all interlocks and relays.
 Keep the panel clean to avoid chattering noise.
 Check the AC/DC polarities.

09. GENERAL MAINTENANCE OF CONTROL PANEL:


 Before start the maintenance work, Care should be taken to make sure that all remote circuits
associated with the switchgear are positively isolated before any work is carried out. The
isolation should be „secure‟, that is it should either be at the point of work or precautions
should be taken to prevent anyone else switching on again when work is in progress. A circuit,
whether power, or control, should never be assumed to be “dead”. Voltage test should always
be carried out with proven test equipment, i.e. a voltage tester should first be checked on a
known live source immediately before use and again after use.
 Whenever cables are disconnected from switchgear in the course of maintenance or
replacement, ensure that the cables are suitably insulated and marked for identification for
reconnection.
 Visually inspect to ensure plant is operating as expected. Check that any meters fitted show
correct reading and any timers are set at the correct times for operation. Check readings
against a known source.

Main incomer:

Fuses:

 Inspect fuse carrier / fuses for the sign of over heating and replace if necessary and check fuse
rating and terminations for tightness.

Contactors:

 Check the contact for correct mechanical and electrical operation.


 If required strip and clean the interior properly.
 Inspect and clean the magnetic pole faces.
 Inspect shading ring for damage and fixed and moving contacts for pitting.
 Inspect contactor coil for overheating and insulation breakdown.
 Clean out the arc shuts properly.
 On re assembly please avoid damage or loosening of springs or contacts and ensure correct
mechanical operation and check all electrical connections for tightness and security.

Over load relay:

 Inspect for signs of over heating and check electrical connections for tightness and security.
 Inspect trip setting if required please set per motor rating.
 Operate the trip / test facility which ensure that the switchgear de-energies in a clean and
positive operation.

Bus bar & wires:

 Isolate supplies, inspect for signs of overheating, damage or burnt out cable please check
mechanical support systems and adjust fixings if necessary.
 Inspect for signs of over heating or burn marks.
 Replace if there any suspect conductor found.
 Check all the connections and terminations, earth cables and links for security and tightness.
 Ensure cable connections are tight and correctly terminated.
 Check that panel is correctly bonded to earth.

 Timers must be checked and set properly to by pass contactors to suit the connected load.

Relays:

Alarms:

 Inspect and check operation of each input channel.


 Check the operation and indications of audible and visual alarms.
 Inspect and check the fire and co alarms by giving alarm signal.

Ventilations:

 Inspect and check that all grilles are free of any obstruction, clean as required.

 Clean and replace filter unit as required.

10. MAINTENANCE OF POWER PANEL:


The Panels should be maintained periodically. A reference chart for maintenance is attached for
reference. However, if required, frequency may be increased by concerned engineer depending on
place of installation, and frequency of operation of panel & the electrical components mounted
therein. Maintenance works inside the Panel shall be done only after taking proper power
shutdown

A. PRECAUTIONS BEFORE STARTING MAINTENANCE:


 Switch off incoming power supply before removing outer covers.
 Measure voltage on busbars to ensure that busbars are de-energized.
 Switch off the control supply & Isolate remote control voltage sources, if any.
 Ensure that only qualified personnel are instructed and permitted to attend the maintenance.
 Do not attempt to disconnect any terminations when the door interlock mechanism is defeated
to open a compartment door.
 Current transformer primaries must not be energized when secondaries are open circuited.
Short all CT secondaries.
 For safety of personnel working on busbars, provide temporary earthing using a metallic
chain/ strip near the workplace. Remove this earthing only after the job is completed.

B. PERIODIC MAINTENANCE
 All busbar joints and tap off points to be periodically checked by torque wrench for their
tightness at least once in a year.
 All dust and foreign material should be removed.
 All cable connections to MCCB/ISOLATOR should be properly tightened to avoid any undue
stress on the terminals on for better contact pressure to avoid localized heating. Periodical
checking of the contact should be done. Check for damage or pitting of contact of ACBs,
MCCB‟s and Contactors. It is advised to follow the respective instruction manuals of
manufacturers of these components.
 Periodical tripping and closing/opening of circuit breaker should be checked by qualified
maintenance person, if found not in order the circuit breaker should be replaced.
 All removable covers to be checked for proper fixation and damage of gasket to avoid ingress
of dust and vermin.
 Check for damage of any shroud and guard while operation.
 Check for trouble free operation of electrical components by manual operation on no load.
 Ensure that all shrouds and guards are replaced to their original position after maintenance.
 Ventilation provided on the panel should not be blocked periodical checking of the air vents to
be taken care for proper air circulation there by minimizing heating of the component.
 The operation of system can be checked as per the drawings enclosed.
 The maintenance and operation of panel should be carried out in the supervision of qualified
engineer duly authorized by electricity authority.
 For the requirement of spares / components please refer to the drawing / BOM provided with
the panel / enclosed.
11. EMERGENCY PROCEDURE
 Site general emergency procedures shall be followed. In case of emergency the
Safety officer or the most senior employee present, will stop the work and make the
necessary emergency arrangements and report to the assembly points as described.
 Incase of Emergency Switch off the respective Incomer from which the Instrument is feeding
& for further switch off the respective Upstream Breaker if required.
