WHEREAS, Section 2 of Executive Order 366 dated September 5, 1996 and DILG MC 2002- 02 dates June
24, 2002 mandates all barangays to organize their Barangay Peace and Order Committee;

WHEREAS, with the assumption of new set of barangay officials, all barangay governments are
mandated to reorganize BPOCs per DILG MC 2008-101 which provides for the reorganization and
guidelines in the monitoring of functionality of BPOCs;

Section 2. Functions- The BPOCs shall perform the following functions:

a. Initiate, coordinate and monitor the implementation of peace and order programs
and projects at the barangay level;
b. Serve as an info-gathering mechanism pertaining to peace and order;
c. Monitor and check the nefarious activities of criminal elements;
d. Supervise barangay tanod`s in identifying barangay constituents with strong valiant
behaviour referral to appropriate authorities;
e. Maintain continuing dialogue, close coordination and rapport with the city or
municipal POC, the city or municipality management coordinating committee and
the law enforcement units operating in the barangay;
f. Formulate plans and recommend measures which will improve or enhance peace
and order and public safety in its area of jurisdiction;
g. Supervise, coordinate and monitor the operations all community based anti-crime
activities under taken the barangay;
h. Undertake periodic assessment of the prevailing peace and order situation in the
barangay and submit a report with appropriate recommendations to the
city/municipal POC; and
i. Perform such other functions which may be assigned by higher POCs.

Section 3. Effectivity. This order shall take effect immediately.

CONTROL COMMITTEE OF BARANGAY NO.30 PIGCALE, LEGAZPI CITY

WHEREAS, rabies which is a serious viral disease transmitted to humans from animals such as
dogs particularly through the bite of an infected animal;

WHEREAS, this dreaded disease can be prevented through mass immunization of pet dogs
through proper coordination with responsible pet owners;

WHEREAS, the leashing and control of stray dogs, advocacy on rabies prevention measures and
first aid for dog bites are important complementary strategies in the control and eradication of
rabies;

WHEREAS, the city government through the leadership of Hon. Noel E. Rosal,City Mayor of
Legazpi has called the attention of all Barangay Local Government Units to strongly
implement their respective Rabies Prevention and Control Programs;

WHEREAS, the City Government of Legazpi is really serious in preventing if not totally
eradicating rabies as manifested by its enactment of City Ordinance No. 0018-2015 entitled
."Legazpi City Anti-Rabies Ordinance", which states to protect the health and ensure the well-
being of the Legazpenos and visitors through responsible pet ownership, all Pet Owners are
required that their pets shall be registered and vaccinate;

WHEREAS, our Local Government Unit being part of this endeavor is committed to do our share
of implementing the municipal rabies prevention and eradication program to save human lives
and protect the welfare of our pet animal,the dogs;

WHEREFORE, foregoing premises considered, I,lsabelo R. Alamo, Jr., Punong Barangay of


Barangay NO. 30 Pigcale, by virtue of the powers vested in me by Republic Act 7160 otherwise
known as the Local Government Code of 1991 hereby constitute the Barangay Rabies

Section 2. ROLES AND FUNCTIONS


1. Ensure that all dogs are properly immunized, registered and issued a
corresponding dogtag
2. Strictly enforce dog impounding and field control to eliminate stray dogs
3. Ensure that dogs are leashed or confined within owners' house or fenced surroundings
4. Ensure that funds are allocated by the LGU to augment the national program
5. To cause the enactment of additional local ordinances to support the program
6. Enforce Sec. 6 of RA 8485 a.k.a. Animal Welfare Act of 1998 which states that" it is
unlawful for any person to torture any animal or maltreat the same or neglect to provide
adequate care, sustenance or shelter ....

Section 4 EFFECTIVITY

This executive order will take effect immediately. Any order inconsistent to or in conflict with
this order shall be repealed or amended consequently.

WHEREAS, the Disiplina Muna national advocacy campaign is an initiative of the DILG which
seeks to rebuild the culture of discipline among Filipinos as a means of fostering people’s
participation, which is one of the tenets of good governance;

WHEREAS, the DOH together with the PCOO and DILG is currently leading the implementation
of “BIDA Solusyon sa COVID – 19” which aims to encourage the Filipino people to take an active
role in the fight against our common enemy: COVID – 19:

WHEREAS, DILG MC 020 - 116 provides guidelines on the refocusing of the Disiplina Muna
national advocacy campaign towards the needs to practice discipline to defeat COVID – 19 and
encourage to organize Barangay Disiplina Brigades in each barangay to drive the core message
of the campaign.

WHEREAS, Section 3 (A) of DDB regulates No. 2 Series of 2016 entitled: “OPLAN SAGIP –
GUIDELINES ON VOLUNTARY SURRENDER OF DRUG USERS AND DEPENDENTS AND
MONITORING MECHANISM BARANGAY ANTI – DRUGS ABUSE CAMPAIGN mandates that the
whole process of voluntary surrender to the authorities shall be properly documented by the
duty Officer (DO) of the office where the individual surrendered and each Local government
Unit consequently should provide the names and offices of the Duty Officers which shall be
forwarded to the DDB and DILG for records purposes;

WHEREAS, Section 6(A)(3) DDB Regulation No. 3, s. 2017 entitled “Strengthening the
implementation of Drug Clearing Program”, provides for the organization of house cluster with
designated cluster leader in each barangay;

WHEREAS, Section (A)(7) of DDB Regulates No. 3, s. 2017 provides for the establishment
of Rehabilitation Referral Desk in every barangay to endorse drug depepndants to the duty
authorized representative of the DDB;

WHEREAS, DILG MC 2017 – 151 dated November 10, 2017 is issued to monitor barangay
compliance to DDB Regulations;

WHEREAS, RA NO. 7160 ALSO KNOWN AS THE Special protection of Children Against Child
Abuse, Exploitation and Discrimination Act, provides for stronger deference and special
protection against child abuse, exploitation and discrimination, and corresponding penalties;

WHEREAS, Article 87 of Presidential Decree 603 (Children’s and Youth Welfare Code) states
that there is a need to organize the Local Council for the Protection of Children (LCPC) not only
at the barangays but also in all levels of the Local Government Units to ensure synchronization
and integration of policies, programs and projects for children;

WHEREAS, DILG Memorandum Circular No. 2002 – 121 dated August 5, 2002 enjoins all Local
Chief Executives (LCEs) to organize/reorganize prvoncial/city/municipal council for the
protection of children and take the lead in the implementation of all children’s programs in
their respective localities;

3. Establish and maintain Database on children in the barangay;
4. Foster education of every child;
5. Advocate for establishment and maintenance of playgrounds, day care centers and
other facilities necessary for child and youth development;
6. Recommend local legislations promoting child survival, ptotection, participation and
developments, especially on the quality of television shows, media prints and coverage,
which are detrimental to children, and with appropriate funding support,
7. Assist children in need of special protection and refer cases field against child abusers
to proper agencies/institutions;
8. Conduct capability building programs to enhace knowledge and skills in handling
children’s programs;
9. Document Barangay programs for children;
10. Monitor and evaluate the implementation of the programs and submit quarterly
status reports to CCPC;
11. Perform such other functions as provider for ECCD and other child related laws.

WHEREAS, Section 16 of the Local Government Code of 1991, the Local Government Units are
charged with the promotion of health and safety within their territorial jurisdiction.

WHEREAS, the DILG issued Memorandum Circular NO. 2020-18 enjoining all local government
units effectively intensify information education campaign against Coronavirus and implement
programs, projects and sevices that will promote the health and well-being of every Filipino

NOW, THEREFORE, I, Fernando A. Lopez, Punong Barangay of Barangay #30, Pigcale, Legazpi
City, Albay, by virtue of powers vested in me by law, do hereby order:

1. With or without the list of arrivals from Mayon supposed to be given by the Bureau of Immigration,
conduct visits in the home of every arriving person from a coronavirus country;

2. Immediately list down the person(s) the arriving resident(s) came in the contact with prior to his/her
arrival in hes/her residence;

3. Check the condition the require the arriving resident(s) to check the record temperature daily, in the
morning and in the afternoon for the duration of the 14-day home confinement. Always wear N95 or
surgical mask and maintain a distance of more than (1) meter from the arriving resident during
checking;

4. Advise the arriving resident(s) to watch out for any symptoms of Coronavirus like cough, difficulty in
breathing or shortness of breath;

5. If symptoms are observed, immediately isolate and confine the arriving resident(s)to a room away
from the members of the household prior to his immediate transport to a DOH – designed coronavirus –
referral center or hospital. Require the coronavirus suspect to wear N95 or surgical mask;

6. Place the rest of the household also under 14-day home confinement. Repeat the process for them,
including contact tracing. If no signs manifest, report to the City or Municipal Health Officer for lifting at
home confinement.

7. If no symptoms are observed after 14-day home confinement, report the matter to the City or
Municipal Health Officer for the lifting of home confinement;

8. Reportto the Punong Barangay an measures or actions taken per arriving resident.

SECTION 3. EFFECTIVITY. This order shall taken effect immediately.

EXECUTIVE ORDER CREATING THE BARANGAY CONTACT TRACING TEAM OF BARANGAY 30-
PIGCALE, LEGAZPI CITY

WHEREAS, DILG Memorandum Circular No. 2020-077 dated April 24, 2020 enjoined all Province City,
and Municipality to create Local Task Force Against COVID-19 in their respective areas of jurisdiction and
provide as one of the term of the said Task Force a Contract Tracing Team at the
Provincial/City/Municipal level whose primary responsibility is the conduct tracing and to identify
persons with known exposure to a COVID-19 patients;

WHEREAS, DILG Advisory dated July 21, 2020 direct all Barangay to create their own Contact Tracing
Teams (CTTs) whose responsibility it to conduct contact tracing for all persons with known exposure to a
COVID-19 patient to ensure that they are strictly observing appropriate home quarantine measures or
are properly situated in a government- managed isolation facility and shall monitor the status of
probable, suspected and confirmed cases including family members with known contact to a confirmed
case to mitigate the spread of the virus;

WHEREAS, DILG Memorandum dated July 30, 2020 provides additional members to the existing
Barangay Contact Tracing Teams in all Barangay;

NOW, THEREFORE I, Fernando A. Lopez, Punong Barangay of Barangay 30 Pigcale, Legazpi City by the

Section 2. DUTIES AND RESPONSIBILITIES. The Barangay Contact Tracing Team shall have the following
duties and responsibilities:

1. Maintain a list of all arriving individuals from a place/area where there is a known COVID – 19 case;
2. Conduct contract Tracing for all persons with known exposure to a COVID – 19 patient;
3. Conduct house visitations and ensure that those COVID – 19 cases who are not qualified for home
quarantine in accordance with DILG Advisory dated July 21, 2020 be referred to the proper health
facility or government-managed isolation facility;
4. Monitor periodically and ensure that those under home quarantine are strictly observing appropriate
home quarantine measures or are properly situated in a government-managed isolation facility should
they be not allowed to be on home quarantine;
5. Monitor the status of probable, suspected and confirmed cases including family members with known
contact to be confirmed case to mitigate the spread of the virus; and
6. Coordinate with the City/Municipality and PNP in ensuring the cooperation of all persons or entities
identities as having notifiable disease.

Section 3. REPEALING CLAUSE. All Barangay Executive Order inconsistent with the provisions of the
executive order are hereby repealed or amended accordingly.

Section 4. EFFECTIVITY. This Executive Order shall be effective immediately.

FUNCTIONAL COMMITTEE UNDER THE BARANGAY DEVELOPMENT COUNCIL (BDC)

WHEREAS, with the passage of Republic Act No. 7160 or the LGC of 1991, monitoring and
evaluation of programs and projects have been devolved to LGU’s;

WHEREAS, Executive Order No. 70 aims to prioritize and harmonize the delivery of basic
services and social development packages in conflict affected areas and conflict-vulnerable
communities ,facilitate societal inclusivity, and ensure active participation of all sectors of
society in pursuit of the country’s peace agenda;

WHEREAS, Section 8.3 of DILG Memorandum Circular No. 2019-169 orthe “Guideliness on the
Implementation of the Retooled Community Support Programs (RCSP)” provides fot the
implementation of the Priority Programs, Project and activities (PPAs) based on the
development and governance gaps identified in the second phase of this program. To monitor
the implementation of these PPAs, a monitoring mechanism must be organized if not yet
established or reconstituted if already existing, in areas identified by the National Task Force
Geographic Areas (FGAs) for RCSP immersion; and in all other areas for similar purposes;

WHEREAS, a similar mechanism already exist in Provinces, Cities and Municipalities (PCMs)
provided by MC 2019-188 or the Organization or Recinstitution of sub-Regional Project
Monitoring Committees (PMCs), “wherein local government officials are enjoined to organize
Local PMCs (LPMCs) in their respective areas of jurisdiction if not yet established, or
reconstituted said LPMCs if already existing. To achieve a whole-of-nation and whole-of-
government approach highlighted in EO 70, the same mechanism should also be established in
the barangay level per DILG MC 2020-070 dated April 7,2020;

ARMED CONFLICT

WHEREAS, Executive Order No. 16, Series of 2017 adopted the Nation Security Policy 2017-
2022 which calls to end armed threats in the county and recognizes that internal socio-political
stability rest upon healing the rifts that divided the nation by promoting participatory
governance, synergy of government development efforts, and enchaning the participation and
responsibilities of local government units;

WHEREAS, the ASEAN through the Joint Communique of the 50th ASEAN Foreign Ministers
meeting in Manila on August 5, 2017 reaffirmed the importance and effectiveness of the
Whole-of-Nation approach as opposed to a purely military option in combatting terrorism and
violent extremism;

WHEREAS, there is a need to reframe and refocus the government policy for achieving inclusive
and sustainable peace by reorganizing that insurgencies, internal disturbance and tensions, and
other armed conflicts and threats are not only military and security concern, but are
symptomatic of broader social, economic and historical problems such as poverty, historical
injustice and lack of inclusivity, among others;

WHEREAS, the Whole-of-Nation approach addresses the root causes of insurgencies, internal
disturbance and tensions, and other armed conflicts and threats by prioritizing and harmonizing
the delivery of basic services and social development packages by the government, facilitating
societal inclusivity and ensuring active participation of all sectors of the society in the pursuit of
the country’s peace agenda;

WHEREAS, there is a need to create to organize the Barangay that will support and implement
efficient mechanism and structure of the Whole-of-Nation approach to aid in the realization of
the collective aspirations of the Filipino people to attain inclusive and sustainable peace;

WHEREAS, to ensure comprehensive orchestration at the barangay level of related peace


efforts and initiatives of the nation government, thereis a need to formulate the Barangay
Peace Framework anchored on the Whole-of-Nation approach which shall include a mechanism
for local peace engagement or negotiations and interventions consistent with constitutional
integrity and nation sovereignty, responsive to the local needs and sensitive to realities on the
ground and directing the adoption of a Barangay Peace Framework by the local sanggunian;

WHEREAS, the DILG has issued MC 2019-125 dated August 6, 2019 5 to ensure convergence
and coherence in the implementation of EO70, Series of 2018 at the local levels;

WHEREAS, the Whole-of-Nation approach will be used to address the root causes of local
communist armed conflict, internal disturbances and tensions, and other armed conflict and
thaets by prioritizing and harmorizing the delivery of basic services and social development
pacgkages by the government, facilitating societal inclusivity, and ensuring active participation
all sectors of the society in the pursuit of the country’s peace agenda;

WHEREAS, to ensure an effective implementation of the Whole-of-Nation approach, local task


forces to end local communist armed conflict shall be created in every local government unit at
all level in accordance with EO 70 and DILG 2019-125

NOW THEREFORE, upon the motion by Barangay Kagawad Romel M. Rangasajo, and
unanimously seconded by the body, be it RESOLVED AS IT IS HEREBY RESOLVED to organize the
Barangay Task Force to End Local Communist Armed Conflict which serve as the venue for
integrating and coordinating national efforts to localize the peace initiative efforts in Barangay

REOGNAZING THE BARANGAY RISK REDUCTION AND MANAGEMENT COUNCIL (BDRRMC) OF

WHEREAS, Section 1, Rules of 5 of the Implementation Rules and Regulation if RA 10121


states as the Provincial, City and Municipal Disaster Coordinating Council shall henceforth be
known as the Provincial, City and Municipal Disaster Risk Reduction and Management Council.
Barangay Disaster Coordinating Council shall cease to exist and its power and function shall
henceforth be assumed by the existing Barangay Development Council (BDCs) which shal serve
as the local Risk Reduction and Management Council (DRRMCs) in the barangay;

WHEREAS, Section 5, Rules 6 states that the BDRRMC shall be a regular committee o9f the
existing BDC and shall be subject thereto. The Punong Barangay shall facilitate and ensure the
participation of at least (2) CSO representatives from existing and active community-based
people’s organization representing the most vulnerable and marginalized group in the
barangay;

NOW THEREFOR, I, Fernando A. Lopez, Punong Barangay of Barangay 30-Pigcale, Legazpi

Section 1 . Reoganization of the Barangay Disaster Risk Reduction and Management


Council (BDRRMS). A Barangay Disaster Risk Reduction and Management Council is hereby

accordanmce with the Section 4 or IRR of 101121 which are as following:

2. Ensure the integration of the disaster risk reduction and climate change adaption into local

3. Recommended the implementation or forced or preemptive evacuation of local resident;
if necessary; and
4. Convene the local council as provided by the Republic Act and IRR of 10121.

Section 2. Powers and Functions of the BADAC – The BADAC shall have the authority and
responsibility to perform the following:

formulating a plan of action to address the drug problem;

campaign against street level illegal drug trade thru seminars or trainings;

4. Coordinate and collaborate with other institutions implementing programs and projects on
drug abuse prevention at the barangay level;
5. Conduct information, education and communication campaign activities on illegal drug
demand reduction;
6. Conduct regular and consultative meetings at least once a month and call for special
meetings with organizations in the barangay;
7. Strengthen the family in the barangay by promoting family affairs and conduct values
formation . on parental care and guidance in coordination with other peoples' organization and
concerned agencies; .
8. Determine and maintain a record of the names and other personal information of actual
residents of the barangay, likewise, gather and update all drug related incidents and its effects
on the peace and order situation in the barangay including listings of suspected drug
users/dependents and pushers;
9. Identify drug affected house clusters, work places, streets, puroks and sitios where there are
violations of RA 9165 and immediately report the same to PNP or PDEA;
10. Conduct an inventory of drug personalities who were identified to be involved in illegal drug
activities and identify who were brought to both government and/or private facility/center and
community-based rehabilitation centers;
11. Refer suspected drug users and dependents who voluntarily surrendered to the barangay
duty officer to CADAC/MADAC for proper assessment
12. Conduct periodic monitoring of those undertaking facility/center and community-based
rehabilitation program;
13. Empower and encourage the community in reporting drug-related cases through an
award/commendation system;
14. Extend assistance to law enforcement agencies during the conduct of drug clearing
operations at the barangay level;
15. Enact local ordinances, policies and other legislative measures to support the barangay drug
clearing program;
16.. Set quarterly targets to reduce level of drug affectation and ultimately, to achieve and
Maintain drug-cleared status;
17. Submit monthly report to the CADAC/MADAC copy furnished DILG city/municipal field office
on the progress of the barangay drug clearing program;
18. Monitor the progress and disposition of drug-related cases filed with courts;
19. Ensure the safety of the community and extend such other necessary assistance to the
operating units during the conduct of anti-drug operations ;and
20. Perform other related functions.

3. Help facilitate in the preparation and distribution information, education and communication
materials in collaboration with schools, neighborhood associations, etc.; and
4. Initiate the conduct of neighborhood activities to prevent drug abuse in their area of
operation especially among children and youth.

Section 5. Organization of Barangay House Clusters - The organization of Barangay House

WHEREAS, Republic Act (RA) 9710, otherwise known as the Magna Carta of
women, is a comprehensive women's human right's law that seeks to eliminate discrimination
against women by recognizing,protecting,fulfilling and promoting the rights of Filipino,women,
especially those in the marginalized sectors;

WHEREAS, Section 12 D,Rule IV of the rules and regulations Implementing the


Magna Carta of women provides from the establishment of a VAW Desk in every barangay to
ensure that violence aga inst women cases are fully addressed in a gender-responsive manner;

WHEREAS, joint Memorandum Circular No. 2010-2 dated December 9, 2010 by the
Department of the Interior and Local Government (DILG), the Department of Health (DOH) the
Department of Education (DepEd), and the Philippine Commission on Women (PCW) provides
for Guidelines in the Establishment of a violence Against Women (VAW) Desk and designation
of VAW Desk Person;

organizations (NGOs), institutions and other service providers as necessary;
7. Address other forms of abuse committed against women, especially senior
citizens women with disabilities, and other marginalized groups;
8. Lead advocacies on the elimination of VAW in the community; and
9. Perform other related functions as may be assigned.

WHEREAS, Republic Act 10121 also known as the Philippine Disaster Risk Reduction
and Management Act of 2010 was enacted and enjoins all LGUs nationwide to adopt a disaster
risk reduction and management approach that is holistic, comprehensive, integrated and
proactive in lessening the socio economic and environmental impacts on disaster including
climate change, and promote the involvement and participation of all sectors and all
stakeholders concerned, at all levels, especially, the local community;

WHEREAS, as stated in Section 4,this acts provides for the development of policies and
the implementation of actions and measures pertaining to al.I aspects of disaster risk reduction
and management including good governance , risk assessment and early warning, knowledge
building and awareness raising,reducing underlying risk factor, and preparedness for the
effective response and early recovery;

WHEREAS, Section 11of this act mandates all level of LGUs that the existing
Provincial,City and Municipal Disaster Coordinating Councils shall henceforth be known as the
Provincial, City and Municipal Disaster Risk Reduction and Management Councils,

WHEREAS, the Disaster Risk Reduction and Management Council shall also be
established in every barangay;

WHEREAS, The Barangay Disaster Coordinating Council shall cease to exist and its
powers and functions shall henceforth be assumed by existing Barangay Development Councils
(BDCs) which shall serve as the LDRRMCs in every barangay;

Section 2. Function of the Punong Barangay. The Punong Barangay shall perform the
following functions:

1. Strictly observe the provisions of R.A.9003 and related Department Issuances.


2. Establish a Mater:ial Recovery Facility (MRF) in the Barangay or in a cluster, in barangay
owned or leased land and or in any suitable open space to be determined by the Barangay
through its Sanggunian.
3. Allocate certain parcel of land or to the duster barangays for the MRF,
4. Initiate information campaigns through public consultations in their respective localities.
5. Implement a Comprehensive Solid Waste Management System, enacted through an
Ordinance.
6. Communicate with the concerned City Environment Natural Resources Officer or DENR.
Regional Office for technical support in the event there is a need to train LGU personnel on
comprehensive solid waste management .
Section 3. Functions of the Committee. The committee shall perform the following functions:
1. Formulate a community solid waste management program consistent with that of the
Municipality;
2. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable and usable waste; .
3. Establish within the barangay cluster of this barangay a Materials Recovery Facility (MRF), a
redemption eco centers in the barangay owned or leased land or any suitable open space to be
determined by the Sangguniang Barangay. The MRF shall receive recyclable for final sorting,
segregation, composting and recycling in an efficient and environmentally sound manner and to
be solid in bulk to buy-back center or "junk shops". The remaining residual
wastes shall be collected by the municipality; In establishing the MRF the building arid I or
land layout and equipment must be designed to accommodate efficient and safe materials
processing movement, and storage;
4. Allocate funds for the barangay ecological waste management program, approved by the
Sangguniang Barangay;
5. Organized a Core of Area I Street Coordinators thru the conduct of training for barangay
residents on segregation, composting, recycling and livelihood opportunities from use of
recyclable waste and to monitor their implementation;
6. Integrate the Ecological Solid Waste Management program in the Barangay Development
Plan and /or Annual Investment Plan;
7. Find alternative source of funds other than the regular barangay budget;
8. Submit monthly report to the city ESWMC on the progress of the program copy furnish the
local DILG Office.
9. Implement policies and plans on the following:

9.1EDUCATION:

9.1.1 Develop and disseminate IEC material son solid waste management to every
household,business establishments, and other institutions in the barangay;
9.1.2 Conduct of community trainings and seminars on ecological solid waste segregation,
composting,reduction of waste for disposal and recycling;and
9.1.3 Issuance of community policies that will patronize ecological friendly products and
packaging

9.2 ENGINEERING:
9.2.1 Provision of support mechanism for segregated collection; and
9.2.2 Setting-up of redemption or eco-center (MRF) within the barangay for non-biodegredable
or recyclable materials before selling in bulk to junk shops.

9.3 ENFORCEMENT:
9.3.1Enact barangay ordinances on the establishment of in awards system and other incentive
and sanctions in the barangay; and other rules and regulations to impleme the program.

9.4 ENTREPRENEURAL:
9.4.1 Establish a system of buying and selling of recyclable waste including compost;
9.4.2 Promote livelihood activities from waste materials;
9.4.3 Networking with the private I business establishments within the barangay; and
9.4.4 Micro financing for livelihood projects from waste.

Section 3. Functions of the Secretariat. The Secretariat shall perform the following functions
1. Assist the Committee in the performance of its funtions.
2. Provide technical and administrative support to the Committee, whenever necessary.

Section 4. Effectivity. This order shall take effect immediately and shall remain in effect unless
otherwise repealed and I or superseded by succeeding orders.

DEPARTMENT OF JUSTICE, Sgd: June 4, 2021}

Pursuant to constitutional policy enshrined in Article 11, Section 15 of the Constitution


which provides that the State shall protect and promote the right in health of the people and
instill consciousness among them, as well as the policy of the government to strictly implement
minimum public health and safety protocols in the entire nation, the Department of Interior
and Local Government (DILG), the Philippine National Police (PNP), and the Department of
Justice (DOJ) undertake to harmonize the regulations and policy guidelines involving violations
of health and safety ordinances, quarantine related violations, and other related violations
during the period of public health emergency.
Health and Safety Ordinances shall refer to ordinances issued by the local government units
relative to the implementation of the minimum public health standards and safety protocols
including but not limited to:

A. THE PROPER WEARING OF FACE MASKS AND FACE SHIELDS;


B. THE MAINTENANCE OF SOCIAL DISTANCING PROTOCOLS, and
C. THE SETIING OF CURFEW HOURS {FROM O:OOPM TO 3:00 AM)

To help implement this Joint Memorandum Circular, all local government units to
ensure compliance within their respective jurisdictions with minimum public health standards
and safety protocols and curfew hours are hereby reiterated.

Local government units are enjoined to strictly enforce the implementation of the
minimum public health standards and safety protocols to immediately act on any violations of
the prescribed minimum health standards and safety protocols and Curfew Hours,
Including Illegal mass gatherings, and, where plainly necessary, pursue appropriate criminal
actions against persons caught in blatant violation of existing laws and ordinances.

In lieu of this and in the observance of strict Curfew Hour policy, we would reiterate,
remind and/or inform you once again that OPERATIONS Al BARANGAY STORE OR SARI-SARI
STORES,COMPUTER SHOPS AND ANY OTHER RELATED BUSINESSES OPERATING WITHIN OR
INSIDE THE PREMISES OF THE BARANGAY SHALL ONLY BE MADE ONLY UNTIL 10:00 O'CLOCK
