Background:

Hon’ble Prime Minister has announced the launched of a new scheme ‘Pradhan
Mantri Surya Ghar: Muft Bijli Yojana’ on 13.02.2024 for installation of rooftop
solar projects in one crore households across the country.

This programme with an outlay of above Rs. 75000 crores aim to light up one
crore households by providing upto 300 units of electricity every month from
rooftop solar.

The programme is being implemented through a 100 % online process on the PM


Surya Ghar National portal ([Link]) that enables beneficiaries to
register their interest, apply for rooftop solar installation, track progress, view
financing options and receive subsidy.

Consumers can also register and apply through the new PM – Surya Ghar mobile
app.

Features of National Portal ([Link])

The programme is being implemented through a 100 % online process on


the PM Surya Ghar National portal ([Link]). The National
Portal ([Link]) enables quick and easy digital process for:

- Accessing subsidies

- Feasibility and other approvals from Discoms

- Viewing and selecting suitable vendors for installation

- Applying for easy loans from different financial institutions

- Estimation of suitable rooftop solar system size and financial parameters

- Consumer data is fetched automatically through API integration with


Discoms
Subsidy structure under PM – Surya Ghar: Muft Bijli Yojna

The Subsidy structure under PM – Surya Ghar: Muft Bijli Yojna is as follows:

Subsidy for Residential Households

- Rs 30,000/- per kW up to 2 kW
- Rs 18,000/- per kW for additional capacity up to 3 kW
- Total subsidy for systems larger than 3 kW capped at Rs. 78,000/-.

Rs. 18,000 per kW for common facilities, including EV charging, up to


500 kW capacity (@3 kW per house) with the upper limit being
inclusive of individual rooftop plants installed by individual residents
in the GHS/RWA.

Vendor registration process for National Portal

1. The vendors willing to execute the projects through National Portal can get
registered with respective DISCOM by submitting an application along with a
declaration in the format given at [Link] and depositing a PBG
of Rs. 2,50,000/- valid for at least five year.

2. Vendors can submit the application at the Division/Circle level and their name
will be included in the list of empanelled vendors within a period of one month
from the date of submission of the application. The DISCOM will update the list
every month.
3. The DISCOM will upload the details of the registered vendors on the National
Portal and the vendors will receive a registration mail. The vendors can now login
into the National Portal with PAN No. and mobile number (used by DISCOM for
registration) and enter the product rates and contact details. The details entered by
the vendor will be visible to the consumer submitting application to the concerned
DISCOM for rooftop solar.

 Contact person of the empanelled vendors and their contact details are
given above. The consumer may contact them for any enquiry.

 The empanelled project developer shall be responsible for installation of


the supplied systems and commissioning of the same as per the prevailing
electrical norms on the rooftops or on ground mounted within the
premises of the beneficiaries.
 If the consumer avails the services of any other vendor except those
empanelled for installation, testing & commissioning of RTS system,
consumer will not be eligible for getting the CFA benefit.

Validity of CFA/subsidy rates: The CFA/subsidy indicated above


will be applicable for all applications registered on the National Portal
till further notice and will be released after clearance by inspecting
authority (DISCOM) on successful commissioning and installation of
metering system as per specified procedure.

Eligibility Criterion: CFA/subsidy would be applicable only for


those projects which have implemented fully through the National
Portal after the date of launch (13.02.2024) i.e., application made on
National Portal on/after 13.02.2024 and processed for technical
feasibility approval & installation of RTS plant by registered vendor
thereafter, as per the provision of National Portal/ simplified
procedure. The plant capacity eligible for CFA/subsidy would be
calculated after factoring in the capacity already installed at the site.
The applications on the National Portal shall be submitted by the
concerned consumer/beneficiary only and the application submitted
by vendors are liable to be rejected. Further, MNRE may take punitive
action against such vendors including blacklisting and/or debarment
from further participation in the program.

Mandatory Conditions: For availing CFA/subsidy through the


National Portal, it is essential to install the rooftop solar plant through
registered vendors of the concerned DISCOM and as per the
guidelines and technical specifications issued by MNRE. In addition,
only indigenously manufactured solar panels/modules (both solar
cells and modules shall be made in India) shall be used for installation
of the rooftop solar plant.

Calculation of CFA/subsidy: The CFA/subsidy would be calculated


on the basis of total solar module capacity/solar inverter
capacity/capacity approved by DISCOM, whichever is lower.

Disclaimer: Mere submission of claims on the National Portal would


not entitle an applicant to receive CFA/subsidy. The compliance of
complete process/guidelines issued by MNRE is mandatory to avail
CFA subsidy. Submission of false claims on the National Portal, or
using forged/false documents to avail CFA, would be viewed
seriously and strict action would be taken against the concerned as per
the provisions of prevailing Acts, rules and regulations.
