ĐỀ 1:

A. READING, VOCABULARY AND GRAMMAR

When people have more money than they need to spend, they may deposit it in a bank account at a commercial
or retail bank that generally pays interest to them. The bank then uses the money deposited to grant loans to
borrowers. Banks make profit by charging higher interest rate to borrowers than they pay to depositors. Before
lending money, a bank has to evaluate the risk involved. Generally, the greater the risk for the bank of not being
repaid, the higher the interest rate they charge. Most retail banks have standardized products for personal
customers, such as personal loans. This means that all customers granted a loan have the same terms and
conditions. Banks have more complicated risk assessment method for corporate customers- businesses, but large
companies now prefer to raise their own finance rather than to borrow from a bank. Bank can also transfer
money form one customer's bank account to another one, for which they charge fee.
Banks can also create credit -make money available for someone to borrow. The capital a bank has and the loans
it has made are its assets. The customers' deposits are the bank's liabilities because this money is owned by that
bank to the customer depositing it in the bank. Banks have to keep a certain percentage of their assets as
reserves for borrowers who want to withdraw their money. This is known as reserves requirement.

Basel III and international financial reporting standards 9 (IFRS 9).

3. The State Bank of Viet Nam (SBV) might have to extend credit growth for the whole year
2022 to 16 per cent and grant more credit quotas to commercial banks in the near future as
the pressure to loosen the credit room is strong, analysts forecast.

A. READING, VOCABULARY AND GRAMMAR

Read the passages and answer the questions below.

A Giro system is commonly used in Europe. It is a credit transaction since it is initiated (được tạo ra) by the
debtor making a request to the paying bank that a credit be made to another individual's account.
The undoubted merit (ưu điểm) of the Giro system is the simplicity (đơn giản) that results from the
unidirectional (1 hướng) flow of paper and information. Consequently(kết quả là), many of the costs involved in
cheque system are avoided. Additionally, because the transactions' e an initial debit and subsequent credit to
account, the default risk(rủi ro ko thanh toán) is reduced once the transactions begin.
The drawback (nhược điểm) of the Giro system is, however, readily apparent(rõ ràng). It relies upon(phụ thuộc
vào) the debtor (purchaser) initiating the transaction. The creditor thus loses control over the implementation of
e payment (thanh toán điện tử) which the debtor has an obvious incentive to delay and is uncertain about
receiving payment until notification IS given. Consequently, Giro transactions are not suitable for large number
of transactions where the seller of goods has no way of influencing the purchaser's actions, and there may be a
greater use of cash for day-to-day transactions in comparison with countries which use cheques. The Giro
system is particularly(đặc biệt) suitable for payments where the goods are supplied in advance(trước) of
payment on a regular basis. Payments to public utilities(tiện ích công cộng) for electricity, gas and water are
obvious examples. This commonality in many payments can be exploited in the bill-payment services offered by
some banks, building societies (hiệp hội xây dựng/ thực chất là tài chính, cung cấp tiền cho bên kia rồi được
hoàn trả) and credit unions (tổ chức tín dụng), which effectively substitute(thay thế) a credit for a debit transfer.

1. OCB General Director Nguyen Dinh Tung also admitted the settlement of bad debts is
currently more difficult than in the previous period. Currently, although borrowers want to
sell their real estate as mortgages to pay debts to banks, it is difficult to find buyers because
of the poor realty market liquidity. Therefore, bad debt settlement at banks is slower.

2. However, the sale of real estate collateral has encountered many difficulties although
banks have actively advertised on media and lowered prices. For example, Sacombank has to
drastically reduce the price of 19 apartments in the Xi Grand Court project from VND100.8
billion to VND79 billion. These apartments were put for sale for the first time in July 2020,
but after two years, Sacombank could not sell any apartments and had to reduce prices
sharply.

3. Banks have been also very enthusiastic about the handling of collateral assets and debt
recovery. They have continuously promoted the sale of NPLs’ collateral. Sacombank, for
example, has recently announced it will continue to auction 19 apartments of the Xi Grand
Court project while BIDV will also put for auction 1ha of land in Chon Thanh Industrial
Park.

The gains from growing pains
Alicia Clegg
The best start-up ideas are often the simplest. But entrepreneurs(doanh nghiệp) often need to experiment With
business models as their ventures(sự kinh doanh) grow. For young retail companies, one of the biggest
challenges is getting the right mix of outlets(cửa hàng) as they perfect their products. Christian Rucker, founder
of The White Company, which made pre tax profits of £2.2m the year before last, is a classic example.
While working as an editor at fashion magazine Harper’s, Ms Rucker spotted(nhận thấy, tìm được) a gap in
the market for stylish white bed linen(ga trải gường) and accessories priced(định giá) mid way between designer
labels and mass-market lines (hàng hóa sx hàng loạt). After finding £20,000 from a local government grant (trợ

(tạo ra doanh thu) £49.5m, up by(tăng lên) almost £10m on the previous year.
“Offering choice is part of great customer service,” says Ms Rucker, whose company owns 14 shops, plus
space in department stores and franchises in (nhượng quyền thương hiệu) Dubai. “One channel feeds another”.
Someone might see something in a store then place an order online. Customers will spend more because you are
making it easy for them.”
Having survived the early days the entrepreneur must find ways of sustaining(duy trì) growth(tốc độ tăng
trg) in future, without sacrificing(hi sinh) the individuality that attracted their customers in the first place.
Ms Rucker, who aims for sales of £110m by 2011, believes the as solution is to improve quality. “There
comes a point when it's easy to drop the quality a little and take a higher profit margin. But, as the quantity goes

credit cards first became popular nearly 30 years ago. At that time, individual banks issued the cards to their

accounts then received immediate credit. less the bank's discount.
This service provided benefits to all three parties: issuing bank, cardholder and retailer. The bank fee derived
from discounting retailers' sales vouchers and charged interest on cardholder riding balances. Cardholders
enjoyed unquestionable credit from participating retailers, avoided the burden of carrying cash for large
purchases, were not worried about uncertain acceptance of written checks. Retailers expanded their sales appeal
to a growing pool of cardholders.
However, the local bank credit card had serious drawbacks. The card's usefulness was restricted to a

A. READING, VOCABULARY AND GRAMMAR
Read the passages and answer the questions below.

The rapid development of factwing in recent years has proved its importance to all parties (factor, supplier and
buyer) involved, especially to the suppliers, who have to supply goods on credit because of the tough
competition - an inevitability(ko thể tránh khỏi) in the free market.
Factoring enables the suppliers to raise money from the unpaid invoices(hóa đơn chưa trả), solving the shortage
of capital for their further oroduction. Another advantage is that they do not have to employ extra staff to collect
payments from their customers and pay interest on the money used by their customers. Moreover, the suppliers
can take advantage of factoring services to regulate their cash flow position. that is to avoid the negative cash
now position by agreeing with a factoring company (usually a bank) the date they pay money for the unpaid
invoices. The suppliers can then, use this money to settle some fixed payments such as salary and wage
payments to employees, business taxes, insurance premiums and other fixed debts.
However, the factors would provide factoring services for the suppliers only if they were able to assess the risk
of the customers given credit. They need to assess the debtor's credit status and creditworthiness before they
decide to purchase the suppliers accounts receivable. The information on credit rating is hard to come by in
Vietnam at present. The credit bureaus of banks are not modern enough and do not have the sufficient credit
information on necessary customers. It is the main reason why the etnamese banks have not provided factoring
services.

A. READING, VOCABULARY AND GRAMMAR
Read the passages and answer the questions below.
The bank of England is the central bank of the UK. For historical reasons, it is divided into (chia ra) Issue and
Banking Department, each with separate balance sheets.
The Issue Department is responsible for issuing banknotes(phát hành tiền), shown as liabilities. To introduce
notes into circulation(đưa tiền vào lưu thông), the Issue Department purchases financial securities: bills and
bonds issued by the government, commercial firms, or local authorities. These are shown as assets of the Issue
Department. The exchange of high powered money for financial securities is called an open market operation.
The Banking Department acts as banker to the commercial banks and to the government Public deposits and
bankers’ deposits are deposits by government and commercial banking system. Reserves and other accounts are
deposits by central banks of other countries, by domestic local authorities, and by nationalized industries.
Assets are government securities (giấy tờ có giá) (loans to the government) and advances. Advances are loans to
the banks . Other assets include physical capital, buildings and equipment, and securities issued by private firms
or local authorities.
In practice, the activities of the Issue Department and the Banking Department are carefully coordinated(liên
quan, hợp tác). Although much of The Bank’s balance sheet resembles the one of a commercial bank, there is
one crucial difference. There is no possibility that the Bank can go bankrupt. The unique feature of the central
bank’s liabilities is that it can create them in unlimited qualities without fear of bankruptcy. This was not always
so. In the days of the gold standard, notes could be cashed in for gold and the central bank might not have had
sufficient gold to pay. Nowadays there is no such obligation. The Bank can always meet withdrawals by its
depositors by printing new banknotes.

(sterling) and the US dollar. A rate of $1.54 to £1, for example, may be quoted as the closing
rate on a particular day. This would be a middle rate between the rate at which banks are
selling US dollars in exchange for sterling and the rate at which banks are buying dollars for
Sterling, but it gives a rough indication to the public of how many dollars can be bought for
£1 or how many dollars are needed to buy £1. The banks’ selling rate for a currency will
always be lower than their buying rate and you will have to make a clear distinction between
the two.
You are also probably aware that rates of exchange fluctuate so that one currency weakens
and the second currency strengthens in relation to each other. Fluctuating exchange rates
presents a serious business risk to overseas traders and its management is an important aspect
of foreign exchange dealings. Exchange rates fluctuate continuously whenever they are
allowed to respond to the pleasures of supply and demand in the foreign exchange markets.
Nowadays, exchanges rate between all the world’s major currencies are allowed to fluctuate
in the market, at least within certain limits.
There are a number of factors which contribute towards fluctuation in exchange rates, but all
of the factors are associated with supply and demand. Fluctuations in exchange rates are
caused by an excess of supply over demand, or vice versa. For example, if demand to buy US
dollars and sell Sterling exceeds the counterbalancing demand to buy Sterling and sell US
dollars, Sterling will lose value against the US dollar. (here demand for buying and selling
refers to demand of customers not dealers because when a customer buys, a dealer sells.

ĐỀ 9
A. READING, VOCABULARY AND GRAMMAR
Read the passages and answer the questions below.

A Giro system system is commonly used in Europe. It is a credit transaction since it is

initiated the debtor making a request to the paying bank that a credit be made to another
individual’s account.
The undoubted merit of the Giro system is the simplicity that results from the unidirectional
flow of paper and information. Consequently, many of the costs involved in cheque system
are avoided. Additionally, because the transactions involve an initial debit and subsequent
credits to account, the default risk is reduced once the transactions begin. The drawback of
the Giro system is, however, readily apparent. It relies upon the debtor (purchaser) initiating
the transaction. The creditor thus loses control over the implementation of the payment which
the debtor has an obvious incentive to delay and is uncertain about receiving payment until
notification is given. Consequently, Giro transactions are not suitable for large number of
transactions where the seller of goods has no way of influencing the purchasers actions, and
there may be a greater use of cash for day-to-day transactions in comparison with countries
which use cheques. The Giro system is particularly suitable for payments where the goods are
supplied in advance of payment on a regular basis. Payments to public utilities for electricity,
gas and water are obvious examples. This commonality in many payments can be exploited
in the bill-paying services offered by some banks, building societies and credit unions, which
effectively substitute a credit for a debit transfer.

1. According to VDSC, the SBV is under pressure to loosen credit as the SBV’s statistics
showed credit growth as of August 15 this year reached more than 9.6 per cent, up some 1.5
times compared to the same period last year. It meant that credit from August 15 to the end of
the year will be allowed to increase by only 4.4 per cent or about VND457.45 trillion, less

4,4%, tương đương khoảng 457,45 nghìn tỷ đồng, chưa bằng một nửa nhu cầu tín dụng
từ đầu năm đến 15/8.
2. Capital demand accelerated sharply in the first half of the year. In the first seven months of
2022, the number of newly established and re-operating enterprises increased by 17.9 per

A. READING, VOCABULARY AND GRAMMAR
Read the passages and answer the questions below.

The factoring companies provide sales-ledger accounting and double-debt protecting services
for their customers. Most of these also offer the guarantee to on-credit buyers.
When a company sells, especially to another company, it usually supplies goods on credit. It
means that the trading is carried out immediately, but payment will take place later. The
credit period may be from one to three months or even longer, depending on the transaction
terms concerned. The capital is, therefore, tied up in unpaid invoices for that period of time,
which may hinder the business in the company. To solve this problem, a factoring company
will immediately provide the company selling on credit with an amount equivalent to the
debt. Most major banks offer the factoring services to corporate customers with the help of
their business subsidiaries. The services vary, depending on each factoring company.
However, almost all of them provide help in three main areas:
Purchasing the claims on sold goods and making immediate payment for the companies
selling on credit. The payment is limited to a certain percentage (usually 80%) of the
invoices, which have been accepted by the factors.
Providing the sales-ledger accounting, taking all the responsibility for sales accounting in a

Passage 1: CURRENT ACCOUNTS

A current account is an account which allows customers to take out or withdraw money, with
no restrictions. Money in the account does not usually earn a high rate of interest: the bank
does not pay much for ‘borrowing’ your money. However, many people also have a savings
account or deposit account which pays more interest but has restrictions on when you can
withdraw your money. Banks usually send monthly statements listing recent sums of money
coming in, called credits.
Nearly all customers have a debit card allowing them to make withdrawals and do other
transactions at cash dispensers. Most customers have a credit card which can be used for
buying goods and services as well as for borrowing money. In some countries, people pay
bills with cheques. In other countries, banks do not issue cheque books and people pay bills
by bank transfer. These include standing orders, which are used to pay regular fixed sum of
money, and direct debits, which are used when the amount and payment date varies.

Passage 2: BANKING PRODUCT AND SERVICES

Commercial banks offer loans – fixed sums of money that are lent for a fixed period (e.g. two
years). They also offer overdrafts, which allow customers to overdraw an account. That
means customers can have a debt, up to an agreed limit, on which interest is calculated daily.
This is cheaper than a loan if, for example, you only need to overdraw for a short period.
Banks also offer mortgages to people who want to buy a place to live. These are long-term
loans on which the property acts as collateral or guarantee for the bank. If the borrower does
not repay the mortgage, the bank can repossess the house or flat: the bank takes it back from
the buyer, and sells it.
Banks exchange foreign currency for people going abroad, and sell traveler’s cheques which
are protected against loss or theft. They also offer advice about investments and private
pension plans – saving money for when you retire from work. Increasingly, banks also try to
sell insurance products to their customers.

Passage 3: E-BANKING
In the 1990s, many commercial banks thought the future would be in telephone banking, and
internet banking or e-banking, but they discovered that most of their customers preferred to
go to the branches, local offices of the bank – especially ones that had longer opening, and
which conveniently situated in shopping centers.

ĐỀ 14
A. READING, VOCABULARY AND GRAMMAR
Read the passages and answer the questions below.
Debt financing is classified as short-term or long-term. Short-term debt issues must be repaid within three to
five years. Loans obtained from commercial banks are common form of short-term debt. Bank lines of credit
allow a firm to borrow up to a specified maximum but require that the loan balance be zero for one or more
months during a year. Banks will also provide two or three year loans, but these are often secured by claim to
inventories or accounts receivable if they are not paid on time.
Three other major types of short-term financing include commercial paper, pledging and factoring. Commercial
paper is a debt of the firm that has maturity of one year or less. It is sold only by large, financially sound firms
and has an interest cost slightly less than the prime rate given to lowest-risk bank loans. Factoring and pledging
are used by smaller, less stable companies. Factoring is the physical sale of the firm’s receivables due from
customers. Pledging is the loan secured by the firm’s receivables due from customers. Because of their
increased risk, pledging and factoring bear a large interest cost to the firm than commercial paper.
Before the mid-1960s, virtually all debt issues were sold within the country in which the corporation resided.
Since then, international financing has increased dramatically. Much of this international financing is short-term
and takes place in what is referred to as the Eurodollar market. A Eurodollar market is a US dollar deposited in a
foreign bank without being converted to the local currency. France, German, Japan and Great Britain are major
sources of Eurodollar loans.

3. This year, all banks will have to continually pay dividends in shares, instead of cash,
according to the SBV’s requirement. Right from the beginning of the year, the SBV’s
Governor Nguyen Thi Hong issued Directive 01/CT-NHNN on organising the

A. READING, VOCABULARY AND GRAMMAR
Read the passages and answer the questions below.
Credit cards are a means of exchange, not of payment. Ultimate payment by the card user occurs at the end
of the month when a cheque is written or a bank account is debited to settle the outstanding balance. In that
respect, credit cards are akin to credit for the users, and a substitute credit long extended by retailers to
customers.
However, to the seller of goods, sales made to the credit card users have similarities' those made to cheque
writers. Costs and fee may differ, but credit card sales vouche can be effectively credited to the merchant's bank
account in a similar manner' cheque received. Because the voucher is a claim on the credit card company or card
issuing bank, the risk of non payment is lower.
In the ways that most are currently structured, credit card systems can be thoug of as similar to the cheque
payments system. Paper (i.e. vouchers) flows in a similar direction, the major difference being the timing of
transactions and liabilities incurrec along the way. The card holder/voucher writer is given short-term credit (a
short-term loan or long-term float) by the card issuing body between the immediate unconditional credit to the
merchant involved and delayed collection of value from the card holder.
The combination of float to card holders and more or less immediate reimbursement .
to stores is thought to be one factor inhibiting the greater use of EFTPOS system, in
which float is absent.

vốn mới để đáp ứng yêu cầu CAR tối thiểu của Basel II trong nước là 8% trước thời
hạn thực hiện vào tháng 1 năm 2023.

2. However, Fitch calculates the banking system's additional capital needs would rise to as
much as $10.7 billion (2.9 per cent of GDP) if banks were to raise their loan-loss reserves to
cover potential losses from all problem loans, while simultaneously maintaining average
CARs at 10 per cent. State banks drive much of the shortfall, due to their lower capital
positions.

A. READING, VOCABULARY AND GRAMMAR
Read the passages and answer the questions below.

International trade credit and the documents associated with it are more complicated than
their domestic equivalents. This is because international trade cuts across two bodies of laws
and regulations, and because the buyers and sellers (importers and exporters) are less familiar
with and less accessible to one another than buyers and sellers in the same country. These
complications often require the help of banks to intermediate import-export transactions
through methods of international payment.
In the simplest form of international trade, the open-account basis, banks have only a simple
transaction role. In open-account trade, the importer and exporter are well-known to each
other and probably have established a successful working relationship. The importer orders
goods and promptly pays for them when the goods and tittles thereto are received.

Almost as simple is the foreign collection basis, in which a bank is used to transmit collected
funds. Before the goods it has bought can be shipped, the importer must place funds with its
bank so that the exporter is assured that payment will be made with collected funds. In this
instance, the bank is merely an agent and not a lender.

(8) …………is very complex in a barter economy. People spend a lot of time and effort
(9) ………..others with whom they can make mutually (10) ………swaps. Since time and
effort are scarce resources. a barter economy is wasteful. The use of money –any commodity
generally accepted in payment for goods, services, and debts - makes trading (11)………..
and more efficient. By economizing on time" and effort spent in trading, society can use these
resources to produce extra goods or leisure, (12)………. everyone better off.
