Definition of Program
Program can be interpreted as planned activities
in a systematic, sustainable manner to be
implemented in real activities within the
organization and involve many people in it.
Program Dimensions
The descriptive dimension focuses on program
explanations, namely what actually happens as long as
the program functions including program resources,
program activities, program outcomes, program
impacts and specification of the chain of assumptions
linking the assumptions of cause and effect.
consequences, imminent effects, and program goal.
The prescriptive dimension focuses program
implementation on what should be done under ideal
circumstances.
The Definition of Evaluation
Evaluation is a means of arriving at value judgments on the
basis of measures (qualitative or quantitative) deemed valid
and reliable, which compare the actual results of a program
with the anticipated results. Even where evaluation is
concerned with assessing an intangible situation, which is
difficult to measure, it must be reliable based on rigorously
and objectively collected data (Rossi, 1985).

Program evaluation is an effort to provide
information to be conveyed to decision makers
regarding a unitary activity which is a system and a
series of activities carried out continuously.

Measuring the impact of the program on society
Measuring whether the implementation of the program is
in accordance with the standards
identify and discover which dimensions of the program
are running, which are not working
