ABOUT US
The Directorate of Forensic Science services (DFSS) was created by MHA after bifurcation of
BPR&D, based on the recommendations of National Human Rights Commission and Padmanabhaiah
Committee on police reforms. The Gazette notification to this effect was issued on December 31,
2002.
Directorate of Forensic Science Services is the Nodal Agency under Ministry of Home Affairs,
Govt of India, which is entrusted with the task of improve and promote the Forensic science practices
in the country. It has seven Central Forensic Science Laboratories under its administrative control
located at Chandigarh, Hyderabad, Kolkata, Bhopal, Pune, Assam, Delhi which are continuous-
ly catering to the various forensic needs of the investigating agencies and providing adequate scien-
tific support to the criminal justice delivery system. The prime function of Directorate of Forensic Sci-
ence Services (DFSS) under Ministry of Home Affairs is to promote best practices in forensic science
by formulating plans, policies, and legislations to promote and regulate quality, capacity, and capa-
bility building for forensic services in the country.
DFSS also serves in connecting the Forensic Science sector with different Government hori-
zontals and verticals, academia, R&D and industry. With the objective to strengthen the capacity and
capability in forensic science, DFSS restarted its extramural research and development support in
the country to scientists cutting across institutions and disciplines through a competitive mode. This
strategically important function will significantly contributes in promoting of grey areas of forensic
science and transform the overall forensic science and Innovation landscape of the country.
In recent past this Directorate reengineer its existing CFSLs and established new CFSLs by
adopting new tools & techniques, established new divisions like Cyber /Computer Forensics, Narcot-
ics, DNA, Forensic Engineering, Forensic Intelligence to solve the cases in minimum time so that
culprit get punished immediately and the victims get justice in timely manner. The Directorate con-
tinued its efforts towards strengthening the forensic science as a forerunner in underscoring the crit-
ical role of Forensic science and technology in criminal justice delivery system for a safe, secure, bet-
ter society well prepared for future disruptions.

MESSAGE
The Directorate of Forensic Science Services
(DFSS) is a nodal organization of Ministry of Home
Affairs, Govt. of India to propagate and carry out
best forensic science practices in the country to
serve the cause of criminal justice delivery system.
It has been established in the year 2002 on bifur-
cation from the BPR&D, New Delhi. The motto of
the Organisation is to Provide High Quality, on
time and Credible Forensic Services to the na-
tion. It has seven CFSLs under its administrative
control viz. CFSL: Chandigarh, Kolkata, Hyderabad, Pune, Guwahati, Bhopal & Delhi.
The Directorate of Forensic Science formulates plans and policies to promote forensic
science services and to regulate the same. The Directorate also provides the services to various
Law Enforcement agencies of Central and State through its well established Central Forensic
Science Laboratories at Chandigarh Kolkata, Hyderabad and Delhi. Three more Central Foren-
sic Science Laboratories have been established at Pune, Bhopal and Guwahati, which are now
ready and providing forensic support to the law enforcement agencies.
Organized and individual based crime and terrorist activities are constantly posing threat
to the society and homeland security. The scientific investigations, therefore, require to play a
major role to combat the crime. Use of high technology and scientific means by potential crimi-
nals makes the task of detection more challenging, particularly when the technology is fast
changing. DFSS is committed to work dedicatedly to meet these challenges.
DFSS has prepared a road map of various schemes under Plan to upgrade the existing
facilities and to create new facilities to improve capacity and capabilities of the forensic science
set up both in central and state sectors. Sharing of knowledge, experience and application of
latest technology, improvement of methodology, best laboratory practices, Extra Mural Re-
search Programme, coordination and collaboration with various scientific organizations and in-
volvement and awareness are the key factors to make the forensic science set up more dynamic
and vibrant for providing efficient, transparent and effective services to the criminal justice de-
livery system of the country.
Directorate of Forensic Science Services brochure is a reflection of activities of DFSS, its
constituent laboratories and forensic practices in the country. Readers are always welcome to

CHARTER OF DUTIES
The Directorate of Forensic Science Services is responsible for performing following duties:
1) To provide high quality and on time Forensic Services to Criminal Justice Delivery Sys-
tem.
2) To develop new technologies and create new scientific knowledge.
3) To encourage Research & Development in various areas of forensic science
4) To establish linkages with National and International Scientific, Forensic Institutions and
Universities.
5) To promote Quality Assurance and Quality Control in Forensic Testing.
6) To disseminate and promote knowledge in the field of application of Science & Technology.
7) To formulate Plan and Policies to promote capacity building in Forensic Science in the
country.
8) To develop National database on various forensic indices.
9) To promote excellence in Forensic Services & R&D by instituting awards & incentive pro-
grams.

BALLISTICS DIVISION
This department involves the identification and com-
parison of Firearms, ammunition and parts thereof,
examination of target materials. The exhibits include
standard small arms and ammunition of various
make and caliber, homemade/improvised firearms
and ammunition, bullets, pellets, wads, propellant,
cartridge cases and the appliances used for the man-

This division will undertake all types of preventive or proactive forensic works, all types of work related to

This division will undertake the Forensic Analysis of Cyber Crimes, Computer Crimes, Mobile Phone Fo-
rensics, GPS Forensics, Internet Forensics, Malware Forensics, Hardware Forensics, Audio-Video Au-

Guidelines for collection of exhibits in sexual assault cases for the Investigating Officers and
Medical Officers.
Standard List of major and minor Equipments for setting up various divisions in Central /
State FSLs, to bring uniformity and standardization of the case examination.
Quality Manual as per new guidelines of ISO-IEC 17025: 2017 (E) for accreditation of FSLs of
the country. (This is comprehensive document, which can be used as a main quality system
document for accreditation of new lab by NABL or QCI and for updating their existing accredit-

Standard Operating procedure (SOP) for Crime Scene Investigation and developed an Android
Application named “Crime Scene Management”. This app contains the guidelines in Hindi &
