BARANGAY HALL
In the Philippines, the barangay is the smallest political unit. Barangays are consequently the
building blocks of every municipality or city.
The Punong Barangay, who serves as the chief executive, the Sangguniang Barangay
members, also known as Kagawads, and the Sangguniang Kabataan Chairman make up the
barangay government unit. The members of the Lupong Tagapamayapa, the barangay
Tanods, the barangay Secretary, and the barangay Treasurer are the appointing officials.
The population of a barangay must be at least 2,000 in order to be established. However, a
minimum of 5,000 people are needed in highly urbanized cities. A barangay can only be
established by law or ordinance of the Sangguniang Panlalawigan or Sangguniang
Panlungsod, and the affected parties must ratify the law.

Children begin learning fundamental skills, social and emotional competencies, hone their
interests, and establish relationships with their parents, friends, and teachers during the early
childhood education phase. It serves as their pillar and the basis for their future growth.
Children need high-quality care and early education during the critical 0–6 year old age range
to improve their social, cognitive, linguistic, and emotional development. Recognizing that a
child's early years can significantly impact their prospects for a brighter future, the
Philippines enacted a law 28 years ago mandating the establishment of public childcare
centers in every community.
Public daycare centers in the Philippines are struggling with difficulties of inadequate
facilities, a lack of teaching materials, and staff who are not appropriately trained, even in
spite of national legislation that supports early childhood care and development. This occurs
because community governments in the Philippines provide funding for public daycares,
meaning that daycares in impoverished towns are typically the most underfunded and
underperforming. Families that are unable to pay for private childcare facilities are forced to
choose between enrolling their children in none at all or making due with the inadequately
equipped community-run daycare centers.
