As the 2023–2024 Teluk
Wondama Pengajar Muda
Coordinator, I am tasked with
coordinating and leading seven
other educational facilitator
during a 1-year assignment in the
Teluk Wondama district, West
Papua.
We were doing community
development for a better
educational ecosystem by
working at three-dimensional
levels, namely village, subdistrict,
and district levels, so we were
required to be able to set good
priorities and focus on
encouraging the education
ecosystem in our placement area.

network of future leaders who have a deep
understanding of grassroots realities in their
regions, as well as global competence, is
becoming increasingly important. This enables
leaders to make holistically informed decisions,
paying attention to local needs while still
adapting to changing global dynamics.
Therefore, as a response to the educational
gap and the need for future leaders who
empathize with grassroots conditions, I chose to
take part in mutual cooperation for education in
Teluk Wondama Regency as Pengajar Muda.
This decision is based on the belief that,
through education, I can make a sustainable
contribution to the development of local
communities, create better opportunities for
young people, and strengthen community
independence.
The steps I take in this service are
supported by a community development
approach that uses outcome mapping to
measure and ensure the sustainable
achievement of goals. With this approach, I
hope to track the positive impact of the
education programs I run, as well as ensure
active participation and support from various
stakeholders in efforts to improve the quality of
education and build a brighter future for Teluk
Wondama Regency and other outer areas in
Indonesia.

CHALLENGE
FACED :
Geographical Isolation:
01 The regency's remote location
poses significant barriers to
access. Many villages are tucked
away in mountainous regions or
nestled along winding rivers,
making transportation arduous and
unreliable. And Especially, villagers
are isolated on a small island

named Roon Island, where we can
only go by small boat within 3 to 4
hours of being accessible from the
capital region of Teluk Wondama
regency.
Resource Scarcity:
Limited funding and resources
have hindered the development
of educational infrastructure.
Schools often lack basic
amenities such as textbooks,
teaching materials, and
adequate facilities, where the
condition is :
a. there is no electricity
b. there is no connection signal
in some villages
c. Water scarcity in some areas

Socioeconomic Factors:
High levels of poverty exacerbate
educational disparities. Families do
not think that education is
important, so they prefer to bring
their children with them to hunt 04
food in the jungle or in the sea
rather than encourage them to go
to school, leading to high dropout
rates, particularly among
marginalized communities. Cultural Barriers:
Traditional beliefs and practices
sometimes clash with modern
educational ideals, leading to
resistance or reluctance to
embrace formal schooling,
especially among indigenous
population.

Absence of Health Workers and
Teachers:
Teachers and Health Workers are
very rarely even absent from the
village; somehow they cannot be
present in the village for several
months because of their fear of
Suanggi, which is a mystical story
in eastern Indonesia, and another
factor is the difficulty of access in
the village, here is the impact :
a. Due to a lack of access to
health services, many
wounds do not heal
properly and lead to serious
complications, even
resulting in death
b. The absence of a teacher in
the village has a significant
impact on the literacy level
in the village, with only 20%
of the villagers being able
to read.

Community Development Activity
1. Regional Government at Regency,
District, and Village Levels:
Providing relevant data, information, and
actual experience in the region to support
education policies that are more effective
and responsive to the needs of local
communities.
Encourage investment and better
resource allocation for educational
improvement, such as creative method
learning for teachers, and also provide
incentives for teachers who fight as
educators in the remote area regency.
Building closer relationships between
local governments and local communities,
thereby increasing the sustainability and
effectiveness of education programs.

to relevant and meaningful learning.
Inspire and encourage them about

Improve the quality of teaching and
learning by intervention transformational
teachers in the region that can support
relevant training, guidance, and resources
for the others.
Increase teacher motivation and morale
by providing support and appreciation for
their role in changing the future of
education. Encourage collaboration
between teachers to share experiences
and best practices, thereby increasing the
effectiveness of learning across regions.

organizations such as youth organizations
and education activists at the district

importance of education as an investment
in their future.
Encourage active community
participation in supporting local
education programs and building a
conducive environment for children's

Key Component of intervention
Community Engagement:
The intervention began with extensive
community consultations to understand local
needs, aspirations, and challenges. This
participatory approach ensured that
interventions were culturally sensitive and
contextually relevant.
Capacity Building:
Facilitation and training were conducted for
teachers, parents, and community leaders to
enhance their skills in areas such as
pedagogy, leadership, and digital learning.
Empowering local stakeholders was deemed
essential for sustainable change.
Infrastructure Development: Doing intervention for the headmaster or
education authorities to improve school infrastructure, including the
construction of classrooms, the provision of educational materials, and
the establishment of libraries and computer labs. These investments
aimed to create conducive learning environments and enhance student
engagement.
Outreach and Advocacy: Awareness campaigns were conducted to
promote the importance of education and combat entrenched
beliefs that hindered children's access to schooling. These efforts
aimed to mobilize community support for education and break
down barriers to enrollment.
Partnership Building: Collaboration with
government agencies, NGOs, and private
sector entities was crucial for leveraging
resources and expertise. By forging
partnerships, the intervention was able to
maximize its impact and reach a broader
segment of the populatio

Outcomes and Impact
While comprehensive data analysis is
ongoing, preliminary findings suggest
promising outcomes across various
indicators:
Increased Enrollment: The intervention has led to a noticeable
01 increase in school enrollment, particularly among marginalized
groups previously excluded from formal education.
Learning Outcomes: Early assessments indicate
improvements in student performance, as evidenced by attend

greater classroom participation.
Enhanced Community Empowerment: Local stakeholders
03 have reported feeling more empowered and engaged in
decision-making processes related to education. This sense of
ownership bodes well for the sustainability of interventions
beyond the project's duration.

and collective problem-solving

Conclusion and
Recommendation
One year's experience as an education facilitator in Teluk Wondama Regency,
West Papua Province, has given me valuable knowledge and skills. I am not only
sympathize with the conditions of extreme poverty and isolated life but also
directly experience them and live with the local community. Through positive
interactions with stakeholders in the region, I strive to encourage the growth of
a better educational ecosystem for the region. My hope for the future is to see
more positive movements that are sustainable and benefit many people.
I believe that collaborative efforts and continuous commitment from all parties
can create meaningful change in improving access and quality of education in
remote areas such as Teluk Wondama Regency.
With our hard work, dedication, and empathy, we hope to see sustainable
positive changes in the lives of local people. We hope that our efforts will not
only stop at reducing poverty but also at creating wider opportunities and
empowerment for all residents of Teluk Wondama Regency.
