C. There are three (3) arguments on both sides:

(a) Necessity (Whether or not it is necessary)
(b) Beneficiality (Whether or not it is beneficial)
(c) Practicability (Whether or not it is practical)
(
Each debater has five (5) minutes to deliver a constructive speech and rebut the speaker before him
(except the First Speaker of the Affirmative) and discuss his assigned argument.

D. Parts of the Debate

(a) Constructive Speech- presentation of each team's arguments and evidence for each aspect of the
case.
(b) Interpellation- the opportunity for the opposing debater to ask questions regarding the speech of the
speaker.
(c) Rebuttal- summary and defense of each team's arguments and evidence, to be delivered by the
team Captain.

E. Method
1. The first speakers argue on the necessity (affirmative) or non-necessity (negative) of the motion. The
second speakers on beneficiality and the third speakers on practicability of the motion.
2. The first affirmative speaker must make the affirmative case crystal clear. He must discuss the status

3. The first negative speaker will be given two (2) minutes to interpellate the first affirmative. He
must only ask categorical questions (answerable by yes or no) and arrange these questions in a
cross-examination style to establish the case of the negative side. He then has five (5) minutes to clash
with the points just made by the first affirmative and advance his argument that the affirmative side's
proposal is not necessary.

speaker (also asking only categorical questions). He may use this opportunity to rebuild his case and/or

7. The third affirmative has five (5) minutes to clash with the opposition case and to deliver his
constructive speech. He will then be interpellated by the third negative speaker for two (2) minutes.
8. The third negative speaker will then have five (5) minutes of his time to clash with the affirmative
case and to deliver his constructive speech on the impracticability of adopting the affirmative proposal.
He will then be interpellated by the third affirmative speaker for two (2) minutes.
9. The rebuttal speaker shall have four (4) minutes to deliver his/her rebuttal speech. The speaker shall
be from among the first, second, or third speakers of the affirmative and negative sides who shall
likewise act as the team Captain. The rebuttal speaker should point out clearly the fallacies committed
by his opponent stating clearly what statement of argument constitutes the said fallacy.

G. Matter
Content is marked out of a possible 40 points. The matter mark is scored as if the speech was
submitted in essay form. It has everything to do with logic, preparation, arguments, the evidence cited,
and analytic skills. It has nothing to do with the presentation. Teams are required to conduct research
and prepare their speeches. The formula is ARGUMENT + EVIDENCE = PROOF. An argument without
citing evidence to support the same is a mere assertion and does
not merit any consideration. Judges should also consider the quality of each argument and the
relevance of the cited authorities.

H. Manner
Manner or presentation is marked out of a possible 40 points and judged from a purely public speaking
perspective: How did the debater actually deliver the speech? Was the tone correct? The rate of
speech? The pitch? The pauses? The eye contact? The confidence?
Clarity and organization. Judges should listen to the debate as an average reasonable person with an
understanding of the issues debated upon. The ability of the debater to convey his/her ideas in a clear
manner and with the facility of expression is to be considered.
The use of humor, the manner of delivery, eye contact, voice, posture, and the ability of the debater to
convince an audience, are some of the elements within the purview of the Manner criterion.

I. Judges
1. There shall be three (3) adjudicators during the debate.
2. Team faculty advisors or coaches, or other persons directly affiliated with a Team, may not act as
judges
in any of the debates.
3. No judge should sit on a panel of any debate round involving a Team from a college with which the
judge has an affiliation, acquaintance, or other roles which would create an appearance of impropriety.

MISCELLANEOUS
1. The speeches shall not, in whole or in part, expressly or impliedly, subvert the principles of
democracy nor offend any religion, sect, or creed, nor violate either the standards of decency or the
laws on libel and oral defamation.
2. Each speaker must observe the following:
3. The first bell means the contestant has (1) minute left to wrap up his/her speech.
4. The second bell by the timekeeper signals the end of the 5-minute and 4-minute time allowance
respectively. Exceeding the time limit will lead to a deduction of points at the judges' discretion.
5. Attendance for all competing teams shall be mandatory during the first and last day of the
competition.
6. The competing teams shall only be allowed a 15-minute time allowance to arrive during the time set
forth for the competition proper. Otherwise, they shall be deemed in default.

8. The single-elimination format shall be followed. Thus, when a team loses during the Elimination
Round, they are considered immediately eliminated from the competition.
9. The Third placer shall be determined based on their scores garnered during the Semi-Final round.
DEBATE RUBRIC:

following
Criteria:

evidence presented, and the logical reasoning and
