1.

0 OBJECTIVE

a) The objective of this method statement is to describe the procedure of installation of


WATER RETICULATION SYSTEM (HDPE PIPE) including material approval,
material inspection, materials storage, pipe laying and fitting installation works, testing
and connection works. To ensure that all activities are carried out according to the
method statement complying with all approved drawings, specifications, standards
and code of practice. Safety aspects of the works as well as list of workforces, and
material used are also included.

b) The Method Statement shall be read in conjunction with the Contract Documents: BQ,
Construction Drawing/Approved Drawing, SPAN Standard Specifications and Work
Programme.

2.0 SCOPE OF WORKS

The works to be carried comprise of:

a) Material Inspection – Site inspection with AIR SELANGOR Personnel for


the materials on site to ensure that it physical specification follow the
standard required.
b) Material Handing & Storage – The material is placed above flat ground with
cover on wooden support to prevent from rolling off and damage of
material; without direct contact with earth material to avoid chemical
reaction that may affect the material.
c) Pipe Laying Works – As per Construction Procedure
d) Fittings Installations – As per Construction Procedure
e) Testing and Connection Works – As per Construction Procedure

All works shall comply with the requirement of Local Authorities and where required the
plumber responsible for the execution of the work shall be a licensed plumber. The
Contractor shall execute the works in strict conformity with the approved plans and shall
arrange for the necessary formalities to be complied with.

6.0 WORK METHODOLOGY

6.1 PRE-CONSTRUCTION PROCEDURE

6.1.1 Preparatory Works

Obtain relevant approved construction drawings and completed the materials inspection
with AIR SELANGOR’s representatives. Submit Request for Work Inspection (RFI) to
inform Consultant before proceed the work. Since the approved material received to site, all
materials are to be inspected and possible damages must be reported on the delivery note
and stored at location specified by Main Contractor. Proper method for material storage and
mobilization must follow method suggested by supplier/manufacturer.

6.1.2. Planning of Work

The piping route shall be checked as per the Construction Drawings. Any adjustments of
the installation due to the site constraint, writing notice given to Consultant and get approval
before proceeding with the changes.

6.1.3. Setting out

Setting out the pipe alignment and invert level of the pipe shall be done according to
Construction Drawing before the work is execute. All point of setting out & alignment of pipe
to follow main contractor control point.

6.1.4. Commencement of Water Reticulation Works

After approval by the Consultant, owner and the relevant authorities, the mobilization works
is to be commenced immediately.

6.2 CONSTRUCTION PROCEDURE

6.2.1. Excavation Works

a. Excavation by open cut method (trench) using backhoe/excavator to the line and
levels as shown in the Construction Drawings, or as directed by Consultant
(according to site condition).
b. The depth and width of excavation shall be periodically checked to avoid over
excavation.
c. All excavations shall be carried out to the required lengths, widths, depths (between
1.0m to 1.2m plus diameter of pipe and bedding thickness), inclinations or
curvatures as may be necessary for the proper construction of the works or as
shown on the Construction Drawings.
d. If the depth of excavation is more than 1.5m, shoring system as directed by Safety
Officer and advised by Consultant is applied (if shoring using sheet pile due to the
soil condition at the site.
e. All excavations shall be sufficient to provide for the necessary working space.
f. All excavated materials shall be stock piled and kept at the edge of excavation
(minimum 2 feet (600mm) from the trench) or to the area designated by the
Consultant.

6.2.2. Laying Pipes, Fittings and Installation of Pipe Accessories (HDPE Pipe)

a. The bed will be trimmed and levelled, well rammed and consolidated to ensure good
solid foundations as per Construction Drawings.
b. All HDPE pipe and fitting installation, cutting and jointing procedure is follow by
manufacturer standard and requirement (As per attached) as well as Authorities
recommendation (HDPE using Electro Fusion Method for connection).
c. Before any length of pipe is lowered into the trench, it should be inspected for
damage and the inside of the pipe should be inspected for loose dirt and foreign
objects such as tools, clothing, etc. The inside should be scrubbed, cleaned and
washed or flushed out.
d. For fittings such as tee and bend are required to have trust block to support the joint
from any movement or as mention in Construction Drawing.
e. The installation of accessories to follow the specification as per Details Drawing of
the Construction Drawing as well as by manufacturer standard and requirement (As
per attached) as well as Authorities recommendation and Instruction by Consultant.

6.2.3. Electrofusion Socket Jointing

a. Check the pipe ends are cut and free from surface damage and swarf.
b. Wipe loose dirt from the area of joint pipe with prescribed wipe/damp cloth/paper
tower as well any contaminates from the inside of the pipe.
c. Mark the insertion depth on the pipe by holding the bagged fitting against the pipe
d. Scrape the joint area and ensure the whole surface area has been scrapped.
e. Do the same step to the other pipe end that joint with the 1st pipe.
f. Check the fitting is clean and place at the end of scrapped end pipe and push up to
center of the fitting / to the marked insertion depth for both pipe that need to be joint.
g. Visually check the alignment of the pipes and ensure the fitting is fitted properly.
h. Making the weld – the control box (electrofusion joint machine) output lead is
connected to the fitting terminal accordingly.
i. Check the welding time marked on the fitting and ensure the weld time is set on the
control box is same as the time marked on the fitting.
j. Press ‘Start’ on the control box and the countdown for the welding is started. The
weld cycle is completed when the timer reaches zero.
k. Allow the weld to cool accordingly before starting to move the assembly.

6.2.4. Laying Pipes, Fittings and Installation of Pipe Accessories (Mild Steel Pipe) at
Road Crossing
a) Excavate, place, level and compact the 300mm thick granular materials/ crusher run
as per the drawings.
b) Then place the 50mm thk lean concrete and Install the said box culverts to the levels
and falls as per the construction drawings. Box culvert are to be placed to the
gradients as indicated in the drawings.
c) 200mm thk concrete cradle shall be laid underside of pipe in box culvert at all points
of deflection in the pipeline (bends, tees, reductions, expansion, valve, etc).
d) Connection of pipe to pipe shall be fillet welded and pipe to fitting shall be flanged
end via bolts and nuts. Where pipes to be jointed by welding it shall be carried out by
the highly skilled welder.
e) The inspection and water tightness test to be carried out and confirm by the
supervising engineer/clerk of work.
f) Top slab are placed and backfilling is then done as soon as practicable for the
stability of the excavation and for the ease of site logistics.

6.2.5. House Connection

a. The connection point is marked on the exact location and excavate with enough
clearance to carry out the installation.
b. Ensure the pipe is free from dirt/debris/contamination and clean using prescribed
wipe/damp cloth/paper towel.
c. Scrap the marked area and immediately place the Electrofusion tapping tee saddle.
d. Firmly attached Electrofusion Flextee Tapping Tee saddle on the main pipe as per
socket jointing welding method and then drill a hole. Connect the transition coupler
with 25mm dia. Stainless Steel pipe with necessary stainless-steel fittings and joints
to the external stand pipe. (As per construction drawing)

6.2.6. Backfill and Finishing

a. The bedding and backfill using suitable material specification shall refer to the Detail
Drawing of Construction Drawing. All excess material as well as unsuitable material
from excavated stock pile is removed from site.

6.3 TESTING / INSPECTION

6.3.1. Material Inspection – QT3

a. All material should be delivered on site 100% before proceed the inspection with Air
Selangor.
b. The site inspection fee to be paid to Air Selangor 1st before conducting the
inspection and consultant to Request for Inspection (QT1) for material inspection
(QT3) and upload in edplas system.

6.3.2. Hydrostatic Pressure Test & Leakage Test Report External Pipeline – QT4(a)

a. The internal testing is required before conducting the testing with Air Selangor to
make sure all works in order before officially testing with Air Selangor.
b. Once site ready for testing, consultant can Request for Inspection (QT1) for
Hydrostatic Pressure Test & Leakage Test Report External Pipeline (QT4(a)) and
upload in edplas system.
c. For Pressure Test (HDPE pipe), the pressure must stand at 12 bar for 1 hour with
the allowable drop of 0.1bar (max).
d. Then, for Leakage Test (HDPE pipe), the pressure must stand at 8 bar for 2 hours
with no allowable drop (refer Form QT4(a)).

6.3.3. Hydrostatic Pressure Test Report External Pipeline & Main Pipe Complete With
Ferrule and Communication Pipe – QT4(b)

a. The internal testing is required before conducting the testing with Air Selangor to
make sure all works in order before officially testing with Air Selangor.
b. Once site ready for testing, consultant can Request for Inspection (QT1) for
Hydrostatic Pressure Test Report External Pipeline & Main Pipe Complete with
Ferrule and Communication Pipe (QT4(b)) and upload in edplas system.
c. For this Pressure Test, the pressure must stand at 6 bar for 2 hours.

6.3.4. Final Joint Inspection (External Pipeline) – QT6(a)

a. The site must be ready in terms of building works was completed & road works have
finish at least 1st layer premix (binder course) before applying this inspection.
b. In order to request this inspection also, the required document such as Form QT6(a),
As-Built drawing, & GIS Mapping to be furnish before the inspection.
c. Once site ready for inspection, consultant can Request for Inspection (QT1) for Final
Joint Inspection (External Pipeline) (QT6(a)) and upload in edplas system.

6.3.5. Notification for Submission of Bank Guarantee Over Defect Liability Period
(External Reticulation Water Supply System / Supply Mains) – QT7

a. Submission of FORM KA 1/1(Rev. 2016) after Final Joint Inspection (External


Pipeline) (QT6(a)) to request Form QT7 from Air Selangor.
b. The Bank Guarantee (BG) need to upload in edplas system before proceed to
Connection/Tapping Works (QT8)

6.3.6. Support Letter from District O&M Dept For Tapping Works – QT8

a. Consultant to Request for Inspection (QT1) for Connection/Tapping Works (QT8)


and invoice for connection fee before tapping works.
b. To apply permit to work (PTW) with Air Selangor Operation Department.
c. The connection works to existing main pipe is as per Air Selangor approve tapping
point and approved method. (Refer Air Selangor tapping point letter & Air Selangor
approval drawing)

i. The new pipeline to be clean by flushing works before chlorine mixture added into
pipeline for disinfection process for 24 hours. Next, do flushing to clean the pipeline
and take the water sample for lab test and the result will come out within 1 week
(estimate). After result of lab report issued (pass), then to upload all this report for Air
Selangor issue invoice of Flushing charges.

6.3.8 Application For Handing Over of External Water Reticulation System / Supply
Main – QT10

Selangor

7.0 HEALTH, SAFETY, SECURITY AND ENVIRONMENT

Several safety measures should be taken to ensure the safety of personnel and the
surrounding area. Some of the safety measures that may need to be taken include:
a) Conduct a thorough risk assessment and implementing appropriate safety measures
before starting piping work
b) Providing adequate training and personal protective equipment (PPE) to all personnel
involved such as safety helmet, rubber shoe and hand glove.
c) The surrounding excavated area to cordon off and signage around the work area to
prevent unauthorized personnel from entering the area.
d) To ensure sufficient lighting where necessary (night time) for the work area to avoid
any accidents or injuries.
e) Provide appropriate first aid facilities and equipment to ensure if any personnel got
minor injury could immediately will be treated.
f) Ensuring the site is clean and free from any debris or materials that may cause a
tripping or slipping hazard.
g) Refer to the identified Hazard Identification, Risk Assessment and Risk Control
(Hirarc) in Attachment B for the sewerage works.
