CHRISTMAS LEAGUE 2023
VOLLEYBALL GROUND RULES (SUGGESTION)
1. The Official Volleyball Rules of the International Volleyball Federation (FIVB) will be adopted for the competition.
The English text shall be the officially accepted one to be used in settling any dispute on the interpretation of the rules.
2. Technical problems shall be resolved according to the current rules of FIVB.
Rules and Regulations
ELIGIBILITY
1. All players must be a bonafide resident of the barangay he/she is representing.
2. To be eligible to participate in this tournament, a player must be a registered voter or at least a 6-month resident of the
barangay. Additional documents such as proof of residence or barangay certification must be provided once eligibility status
of the player will be questioned.
3. No professional player, active college varsity, or ex varsity shall be allowed to play. High school varsity players and
GUVS cup players are allowed to play; however, only a maximum of 2 players will be allowed in the line-up.
1. TEAM COMPOSITION
1.1 A team will be composed of fourteen (14) players. (Including 1 or 2 LIBEROS) All must play.
A team is only allowed maximum of two (2) officials that can sit in the bench. These include the coach, assistant coach/
trainer. Playing coach will also be allowed.
1.2 LIBERO – The libero(s) shall be counted as one of the fourteen (14) players and can’t be changed every game. A
registered libero at the start of the tournament will not play as regular player unless injuries or unforeseen
circumstances will arise.
1.3 The moment a team submitted only 1 libero during the submission of official line up, the team cannot add another libero
after. (This also same if the team writes down 2 libero)
1.4 Only those players and officials listed in the official line up will be allowed to sit on the bench during their game. No
roster substitution or addition is allowed once the team roster is deemed final.
1.5 All 14 players should be allowed to play in any game.
1.5.1 6 players (regular) should be nominated for each set; a team may opt to or not field libero(s) in a set
1.5.2 The 6 players played during the first set is not allowed to play in the 2nd set, only the remaining players
will play including the libero(s).
1.5.3 If a team does not have enough players in the 2nd set their opponents shall automatically be awarded 2
points for each player lack(s) at the start of the 2nd set.
1.5.4 If a team qualifies to play in the 1st set due to enough players present, but has only 1-2 remaining
who not yet played going to the 2nd set; the team will automatically loss the set (the team must at least
have 3-6 players not played going to the 2nd set)
1.5.5 But in the course of the remaining set if other team members will arrive, he/she must be the priority to
be allowed to play, even it is in the 3rd or 4th or 5th set.
1.6 The team can select any player to play during the 3rd to 5th set (if applicable)
1.7 NO substitution during the first and second set of the match. Substitution(s) is allowed in 3rd to 5th set.
Except to replace a player who is injured, disqualified or has committed serious ad dangerous offense.
1.8 In the absence of the coach and assistant coach, the trainer can coach the team.
1.9 In the absence of all officials, the team captain, SK official can stand as a coach.
1.10 In the absence of any officials, the team will not be allowed to play, and shall forfeit the game
2. GAME FORMAT:
2.1. All elimination and semifinal games will be played 2 out of 3 sets. Final round will be played 3 out of 5 sets.
2.2 Each set shall be up to twenty-five (25) points, except in the deciding set where it will be up to fifteen (15) points only. In all sets
the “must lead by two" shall be followed.
3. FORCE MAJEURE
Any game that is stopped or delayed by force majeure shall be reset following FIVB rules.
NOTE: PLAYERS WHO ARE NOT AROUND/PRESENT DURING THE MATCH WILL NOT BE ALLOWED TO
PLAY DURING THE RESCHEDULED GAME.
4. TOURNAMENT FORMAT:
COMPETITION FORMAT
4.1 The competition shall be run on a SINGLE ROUND ROBIN format following the GAME BY SUCCESSION rule.
4.2 The Top 2 teams will advance to the semi-final round.
4.3 The top 4 teams will be play for the semi-finals in which Rank 1 vs. Rank 4; Rank 2 vs. Rank 3
4.4 To decide the ranking: 3 points for every match won via straight sets
2 points for every match won via 2-1 set
1 point for every match lost via 1-2 sets
5. BREAKING OF TIES
5.1. In case of double tie “WIN OVER OTHER” system shall be used to break the tie, there will be no play-off
5.2. In case of triple tie or multiple ties, the goal average or quotient system shall be used to break the tie; there
will be no play-off.
5.2.1 If more than two teams obtain the same points, the ranking shall be decided by quotient of the sets
won over the sets lost in all matches played.
5.2.2 If teams again scored equal, the ranking shall be decided by the quotient of the points won over the
points lost in all matches played.
5.2.3 If two teams are still of equal standing, the “winner over the other” shall be apllied.
6. DUTIES AND RESPONSIBILITIES
1. Both coaches of the playing team should know the rules and regulations of the game and must see to it that
they are in total control of their players and their benches.
2. Only the coaches of the playing team are allowed to stand and make necessary verifications/complaints during
the progress of the game.
7. TEAM DISCIPLINE AND CONDUCT OF PLAYERS
1. A team must be present at the playing court fifteen (15) minutes before the scheduled match. In case a team
will not show up after a grace period of fifteen (15) minutes, THE TEAM WILL lose THE GAME by forfeiture
2. Any team who commits two (2) consecutive game defaults will be withdrawn from the tournament without
prior notice.
3. Any player, coach or manager who commits any of the enumerated acts of violence or UNSPORTSMANLIKE
conduct shall be penalized with a technical and or a suspension in the game depending upon the gravity of the
violation/situation.
4. Players who are under the influence of liquor or any prohibited substance are not allowed to play.
5. Only the team captain in the floor can communicate with the game officials including table officials regarding
technicalities but not judgment call. However, it should be in a courteous and calm manner.
` 6. A player/coach disqualified or send out of the game shall be automatically suspended on his next game.
Repeating this offense shall be automatically disqualified from further participation in the league. In case it’s
the last game, the suspension will be imposed on the next league.
7. The following are prohibited from the court’s premises:
a. ALCOHOLIC BEVERAGES
b. PROHIBITED DRUGS
c. GUNS or DEADLY WEAPON/S
8. Team members found positive either on alcohol or high on drugs will be automatically banned from the league.
9. A team who “walked-out” on the game shall lose the game by forfeiture.
10. In case of fights, every player involved will be automatically banned from the tournament. A fight means:
someone who has thrown a punch or kick an opponent or other physical contact that is not related to volleyball.
The officials and the technical committees still have the final decision.
11. All postponed games will be re-scheduled at the end of the round.
12. Player/s caught giving an obscene sign such as dirty finger or heard saying bad words to any official/s,
technical committee/s, or to an opponent, that player/s will be given a:
a. Yellow card on the first offense;
b. Red/Yellow Separate or Throw out of the game on the second offense and will be suspended on his
next team game.
8. PROTEST PROCEDURE
1. NO-PROTEST SHALL BE ENTERTAINED ONCE TOURNAMENT HAS STARTED
2. Decision of the committee shall & will be final.
9. SANCTIONS:
9.1 Team Offenses – Delaying the Game – Yellow Card – Loss of Rally
9.2 Individual Offense
9.2.1 Misconduct

- 3rd/Same Player – Red Card
- 4th/Same Player - Red/Yellow Card

NOTE: YELLOW CARD – Loss of rally
RED CARD – Expulsion from particular set (can play in the next set)
RED/YELLOW CARD – Disqualification (out of the playing area; suspended next playing game.
10. GAME TIME IS DEFAULT TIME. (Rule of succession)
11. UNFORSEEN ITEMS
Any technical matter not mentioned in the Ground Rules shall be decided by the LYDO/ Tournament Manager/Technical Committee.
