Capri is a medium sized town with a population of 30,000, located in southern Ontario, on the banks of
the credit river, and immediately adjacent to a reforestation area of several thousand hectares. The
town began as an agricultural support centre, and has since evolved to include a variety of light
industries, including plastic fabrication plant. The town is located at the junction of two major highways,
and is also served by a main railway line with daily freight service, but no passenger service. A train
derailment and fire at the plastic plant resulted in a major fire and the evacuation of the entire town.
There is also a small general aviation -type airport which over its 50-year history, have experienced
several light aircraft crashes.

Throughout its history, the town has experienced cyclical periods of drought, as is the case for most
agricultural communities.

Winter usually lasts from December to mid-March, and snowfall accumulations of 10 centimetres are
common, with truly large snowfalls (30 to 35 centimeters) occurring about every five years. The area is
also subject to ice storms, which has typically occurred every two to three years. Every two to three
years in the spring, the Credit River is subject to ice jams, which results in flooding of low-lying areas.
The area is subject to two to three small tornadoes per year, with one large tornado having struck within
the past ten years. None of these have actually struck the town itself.

1. Given the history provided, prepare a list of all the possible hazards for Capri
2. Categorize the causes of these hazards by origin as natural, technological or human.
3. Identify a frequency ranking for each hazard.
4. Determine which three hazards represent the highest level of risk to the community and
determine immediate priorities for preparedness and mitigation.
