1. Background and Project Description

As a Small Island Developing State (SIDS), the Republic of Marshall Islands (RMI) has a strong dependence on natural resources
and biodiversity not only for food and income. The Marshallese relationship with the islands forms the basis of its culture and
way of life which has developed in harmony over thousands of years. In the face of global threats, RMI still has pristine waters
and coral reefs that contribute to ecosystem services and livelihoods. In recognition of the importance of its natural assets, RMI
together with other SIDS responded to global conservation targets through the Micronesia Challenge and specifically for its part,
it prepared Reimaanlok to serve as a clear roadmap of the way forward.

This project aims to support operationalizing the Reimaanlok – the National Conservation Area Plan, adopted in 2008 to
effectively conserve at least 30% of the nearshore marine resources and 20% of the terrestrial resources across Micronesia by
2020. The project objective is to sustain atoll biodiversity and livelihoods by building community and ecosystem resilience to
threats and degrading influences through integrated management of terrestrial and coastal resources. The principles and
processes outlined in Reimaanlok will be implemented in 5 islands/atolls, the lessons from which will guide replication in other
sites.

The project “Reimaanlok – Looking to the Future: Strengthening natural resource management in atoll communities in the
Republic of Marshall Islands employing integrated approaches” (henceforth “the RMI R2R project”) has been designed to assist
the Government to sustain biodiversity and livelihoods by building community and ecosystem resilience to threats and degrading
influences through integrated management of terrestrial and coastal resources in priority atolls/islands. The project seeks to
address the current barriers through three complementary outcomes:
1. Delineating conservation areas in 5 outer islands to meet Reimaanlok targets and contributing to the Micronesia
Challenge and Aichi targets.
2. Supportive policies, institutions and communities in place to ensure successful implementation of the Reimaanlok vision

3. Accessible data and information systems and improves linkages and collaboration with regional initiatives, including
the Pacific R2R program, to support adaptive management of the biodiversity in RMI

To be able to work towards achieving the three components, the approach adopted by the project is to 1) support the
implementation of conservation areas 2) support development of relevant legislation for atoll management, 3) strengthen
information sharing mechanisms.

The relationship between the UNDP focal team and the web developer/designer involves oversight and interaction to ensure project success. The UNDP, through the RMI R2R Deputy Project Manager, provides quality assurance, reviews deliverables, and interacts with the consultant to facilitate the assignment and review outputs. This oversight ensures that the website development aligns with project goals and stakeholder expectations . The web developer/designer provides technical expertise and maintains communication with the PIU to address issues promptly, ensuring the project's digital outputs meet the specified requirements. This collaboration ensures quality, adherence to timelines, and alignment with project objectives .

The RMI R2R project aligns its efforts with international conservation goals by contributing to the Micronesia Challenge and Aichi targets through the delineation of conservation areas. These efforts are guided by the Reimaanlok, adopted in 2008 as a National Conservation Area Plan, which aims to conserve at least 30% of nearshore marine resources and 20% of terrestrial resources by 2020. The project further incorporates regional collaboration through data and information systems linked with the Pacific R2R program to support adaptive biodiversity management .

The Terms of Reference document places significant importance on adhering to submission guidelines by explicitly stating that any proposals received after the deadline will not be accepted. Furthermore, it emphasizes that incomplete, late, and joint proposals will not be considered, and only those aligning with the specified application submission guide will be evaluated. Additionally, proposals must be sent to a designated email address, strictly prohibiting copying or directly emailing applications to UNDP staff .

Mobile compatibility is a specified requirement for the RMI R2R microsite to ensure broad accessibility and user engagement across different devices, extending the reach of the project's information to stakeholders who may access sites predominantly via mobile devices. This is particularly important in areas where mobile internet usage is more prevalent than desktop access, enhancing the project's visibility and communication effectiveness .

The RMI R2R project utilizes digital platforms like WordPress for the microsite, with content hosting on platforms such as YouTube and Flickr for videos and photos, and UNDP Pacific and Adaptation Portal for documents and reports . These platforms are selected for their reliability and cost-effectiveness, allowing the project to disseminate information widely, engage stakeholders effectively, and maintain real-time access to project documents and media resources, contributing to comprehensive project communication and outreach .

The Terms of Reference outline several steps to ensure timely progress and quality assurance in website development. These include the submission of a detailed workplan upon contract signing, multiple drafts with specified submission dates, and systematic meetings with the Project Implementation Unit and UNDP communications team to agree on specifications and progress. Quality assurance is also maintained through the involvement of the RMI R2R Deputy Project Manager, who reviews deliverables to authorize payment, ensuring that stakeholder comments are integrated into each output .

The Terms of Reference stipulate that the web developer/designer should possess at least a university degree in computer sciences, graphic design, or a related field, and an advanced degree or certification in graphic/web designing is advantageous.
