Common questions

The Designated Person is crucial for the implementation of the ISM Code, responsible for ensuring the safety management system's effectiveness on both the management and operational levels of shipping operations. The Designated Person must have direct access to the highest levels of management and is a critical contact point for shore-side emergency responses. This role ensures adherence to procedures, safety, and pollution prevention measures, showing the commitment from the organization’s top to bottom, which is vital for reducing maritime risks and improving safety performance .

For handling Non-Conformity Reports (NCR), the procedures involve identifying uncontrollable situations affecting safety or pollution, reporting them to the company, investigating, and analyzing the issues to improve the safety management system. The NCR forms must be filled with detailed information, and only a Designated Person can close a report. A closure period of three months is allowed, and the company needs to be notified if the deadline approaches or is overdue .

Emergency preparedness, as integrated into the safety management system, encompasses training, drills, and documented procedures for various scenarios, which are outlined in Chapter 8 of the Shipboard Management Manual. This integration impacts ship operations by ensuring crew members are equipped with the knowledge and skills to address emergency situations effectively, minimizing risks to lives, the vessel, and the environment. Regular drills and clear reporting procedures foster a culture of safety and readiness, reducing the potential impact and occurrence of maritime emergencies .

The document outlines several critical procedural elements for safe operations, including procedures for key operations like shipboard operations, document control, maintenance, emergency situations, and crew management. These procedures focus on ensuring safe ship operations, e.g., passage planning, pollution prevention, permit to work systems, and emergency reporting procedures. This also includes training and verification processes to ensure that each ship is manned with qualified and medically fit seafarers .

The company ensures compliance with national and international maritime requirements through a structured approach to crew management and training. This includes verifying that crew members hold appropriate national licenses, STCW certificates, and valid health certificates. Training policies are outlined in the Safety Management Manual, including familiarization, handover processes, and safety drills. These measures align with IMO guidelines and are regularly audited to ensure ongoing compliance and competence .

Chapter 7 of the Shipboard Safety Management Manual, which addresses maintenance, is significant because it ensures that all necessary procedures and responsibilities related to maintaining the vessel are clearly defined and adhered to. Proper maintenance is critical to preventing machinery failure that could lead to accidents or environmental pollution. This chapter also integrates ISM Code requirements to ensure reliable operational standards and emphasizes the importance of planned maintenance and frequent audits to identify and rectify potential issues .

The ISM Code aims to reduce maritime accidents by establishing an international standard for the safe management and operation of ships, focusing on improving the safety management skills of personnel ashore and aboard ships. It emphasizes training for emergencies, drills, performance monitoring, and continuous evaluation to learn and improve procedures. The Code requires management commitment and systematic organization to enhance ship operations' safety and pollution prevention .

The two primary objectives of the ISM Code are to ensure the safety of life at sea and to prevent human injury or loss of life, as well as to prevent pollution of the marine environment and property damage. These objectives are embedded in the company's policy and are reflected in the comprehensive guidelines provided in the Safety Management Manual, thereby ensuring that safety and environmental protection are prioritized in all operations .

The evolution of international safety standards has been significantly informed by historical maritime disasters. Each major disaster has catalyzed the development of stringent standards, like SOLAS post-Titanic, MARPOL after Torey Canyon, and the ISM Code following the Scandinavian Star incident, which shifted the focus on human error, a major cause of accidents. The ISM Code, made mandatory in 1998, emphasizes a systematic approach to safety, necessitating company-wide commitment and management systems that prioritize prevention and preparedness. This evolution highlights a shift from reactive to proactive safety management .

The Shipboard Safety Management Manual (SMM) supports compliance with international standards through its structured approach detailed across ten chapters. Each chapter addresses specific ISM Code requirements, such as commitment to safety, responsibility and authority, shipboard operations, and document control. It includes procedures for non-conformance, maintenance, emergencies, and crew management. This comprehensive structure ensures that all relevant safety policies and procedures are documented, accessible, and consistently applied, aligning with the ISM Code's mandate for safe ship operations and pollution prevention .
