1. The new International Health Regulations (IHR) (2005) of the World Health Organization have
come into force since 15 June 2007. Ship owners and ship operators should take note of the
following:
(1)Ship hygiene documents under the IHR (2005)
Since 15 June 2007, the Ship Sanitation Control Exemption Certificate (SSCEC) and the
Ship Sanitation Control Certificate (SSCC) have replaced the Deratting Exemption
Certificate (DEC) and the Deratting Certificate (DC) respectively as the ship hygiene
documents under IHR (2005).
The Port Health Office of the Department of Health (DH) is responsible for issuing the
SSCEC/SSCC and carrying out necessary ship inspections as appropriate. Application
form for SSCEC/SSCC is available at the DH’s webpage:

Completed application form can be faxed to +(852) 2543 2557.
(2)Ports designated under IHR (2005)
Only those SSCEC/SSCC issued by the designated ports under IHR (2005) will be
recognised by the HKSAR. The list of designated ports can be found at the DH’s webpage
mentioned above. Free pratique will not be granted to vessels without valid ship hygiene
documents issued by a designated port.
(3)Application for free pratique
The new form for free pratique can be downloaded from the DH’s webpage mentioned
above. Applicants should state on the form the country and port that issued the ship
hygiene document. Completed application form together with the telex from the master
declaring the latest condition on board can be faxed to +(852) 2893 6747. Vessel will be
subject to inspections by the Port Health Office upon its arrival in Hong Kong if it fails to
obtain a free pratique.
(4)New form for Maritime Declaration of Health
In Hong Kong, the Maritime Declaration of Health (DH 168) has been revised. Forms can
be downloaded from the DH’s webpage mentioned above. The master is required to submit
a copy of the Maritime Declaration of Health, a copy of the SSCEC/SSCC and the crew list
and passenger list within 24 hours after the ship’s arrival. The completed form together with
the required documents can be faxed to +(852) 2574 7136.
The original copy of the Maritime Declaration of Health should be kept by the company for at
least 3 months.

2. Masters and operators should note that different statutory requirements with regard to IHR
(2005) may also be imposed by other countries. Therefore it is important to obtain the
necessary information from the competent authorities of those countries the vessel may call
upon, as soon as possible.
