SAZ Standards Development Update July –December 2022

2

INTRODUCTION

The Standards Association of Zimbabwe (SAZ) is the National Standards Body of Zimbabwe.

The SAZ depends on the work of its technical committees (TC), whose members give their time and effort
without pay or reward, to develop generally acceptable national standards. The basic principles are; that SAZ
carries out its task in the national interest, takes account of all significant viewpoints, secures appropriate
representation at all technical committee levels and has an authoritative body of opinion behind every ZWS
Standard. Regional, Continental or Internationals are adopted only if they are found applicable to the Zimbabwe
situation.

SAZ also adopts regional harmonized texts as required by the regional trade protocol. This work programme is
published as fulfillment of the national standards body’s obligation to publish a work programme of standards
currently under preparation and standards, which it has adopted under the WTO/TBT Agreement Annex 3 Code
of Good Practice for the Preparation, Adoption and Application of Standards (Clause J). It is published twice a
year.

HOW SAZ STANDARDS ARE DEVELOPED

SAZ Standards are developed on the basis of a project approach consisting of the following stages:

a) Proposal stage

b) Preparatory stage

c) Committee stage

d) Draft for public comment stage and

e) Publication stage

During the development of Zimbabwe Standards, drafts are circulated to Technical Committee and or
Subcommittee members for perusal and comment. Differences of view on technical content of a standard are
resolved through consensus. The technical committee ultimately produces a final draft which is then circulated
for comment, not only to technical committee members but also to Standards Approval Committee members,
other national standards bodies and any other organizations and persons who have indicated an interest in the
project. Final drafts are also posted on website and workshopped as necessary. This procedure is designed to
ensure that the published standard is acceptable to as many interested groups as possible.

The SAZ Standards Development Update contains a list of all the standards projects that are in progress and a
list of national Standards and amendments published during the previous six-month period. The SAZ Standards
Development Update is published twice a year, in January and July.

ISO standards for cosmetic products, such as the guidelines for the use of natural and organic ingredients (ISO 16128) and the lists of prohibited substances (EAS 377-1), are designed to standardize safety and quality across international markets. These standards ensure that products are free from harmful ingredients while promoting transparency in ingredient sourcing and labeling. The implication for global trade is significant—cosmetic products adhering to these standards can enter various international markets with reduced regulatory hurdles, boosting export opportunities. Additionally, adherence to these universal benchmarks helps build consumer trust in product safety and efficacy .

ISO standards enhance the global competitiveness of products such as cosmetics and pharmaceuticals by ensuring consistent quality and safety across international markets. For cosmetics, adherence to ISO standards like those governing ingredient definitions and safety limits (e.g., EAS 377-1) ensures products are safe, reliable, and aligned with consumer health expectations, facilitating entry into diverse global markets. Meanwhile, for pharmaceuticals, ISO standards ensure that production processes meet rigorous international benchmarks, which can ease market entry barriers. These standards not only ensure compliance but also build brand credibility, fostering consumer trust and market preference worldwide .

Standards for hair care products, such as those for relaxers (EAS 338) and shampoos, emphasize both performance and safety. Performance standards ensure that products meet consumer expectations for results, like hair texture alteration in relaxers or effective cleansing with shampoos. Safety standards address the potential risks of chemical exposure during use, ensuring products are formulated to be non-irritating and free of harmful substances. This dual focus aids manufacturers in delivering products that satisfy consumer needs while adhering to safety regulations, thus improving market acceptance and trustworthiness .

Evolving standards for children's shoes, such as those outlined in various drafts for different age groups (i.e., 0-2 years and 2-6 years), are likely to introduce challenges for manufacturers in terms of ensuring compliance with updated safety and quality requirements. These could include navigating new materials and design mandates that ensure safety and comfort, adjusting production processes to meet new specifications, and potentially incurring increased costs associated with retooling manufacturing lines or sourcing new materials. Additionally, manufacturers must remain agile in documentation and reporting to demonstrate compliance effectively. Non-compliance could not only lead to regulatory penalties but also damage brand reputation if safety standards are not met .

Standards for traditional and herbal medicines, such as those concerning safety, efficacy, and quality of raw materials (e.g., ARS 955:2015), provide a structured framework for regulatory bodies to ensure product safety, correct dosages, and fair labeling. These standards help mitigate risks associated with adulteration or contamination, thereby increasing consumer trust. In regions where traditional medicines hold cultural significance, these standards enable local producers to compete fairly in wider markets, ensuring products are safe and meet international benchmarks. This, in turn, fosters consumer confidence both locally and globally, reinforcing the legitimacy and safety of traditional medicine practices .

Safety and labeling standards significantly enhance the marketability of household textiles and similar goods by providing clear, reliable information on product provenance, material composition, and compliance with safety regulations. These standards help alleviate consumer concerns over product safety, material integrity, and ethical production practices, which are increasingly crucial considerations in purchasing decisions. By standardizing these aspects, producers can effectively communicate product attributes, thereby boosting consumer confidence and potentially driving higher sales. Moreover, consumers may prefer products that align with values such as sustainability and safety, making compliance with these standards a competitive advantage .

New specifications for textiles, including those for sanitary towels and reusable options, illustrate a growing trend towards sustainability, reflecting a rising consumer expectation for environmentally friendly products. These standards likely push for more eco-friendly materials, improved product durability, and better lifecycle impact assessments, meeting the demand for sustainable and ethical manufacturing processes. Additionally, for products like socks, the emphasis would be on performance, ensuring longevity and comfort which are critical to consumer satisfaction. As brands aim to align with these standards, competitive differentiation could become significantly defined by how well they meet consumer expectations around sustainability .

The new occupational health and safety standards, like ISO 45003, which focuses on managing psychosocial risks at work, have profound implications for workplace environments. These standards push employers to consider mental health alongside physical safety, expanding their responsibilities to create supportive work cultures that mitigate stress, bullying, and other psychosocial hazards. This holistic approach potentially leads to a more engaged, healthier workforce, which could reduce absenteeism and increase productivity. Furthermore, organizations may benefit from reduced legal liabilities and enhanced company reputation as they demonstrate commitment to comprehensive employee well-being .

Implementing risk management standards like ISO 31022 (legal risk management) and ISO 31010 (risk assessment techniques) in organizations, especially within high-stakes industries like finance or pharmaceuticals, is expected to significantly enhance their ability to identify, assess, and mitigate risks. These standards provide a framework for systematic risk evaluation, enabling organizations to anticipate potential legal and operational challenges more effectively. The outcomes include improved decision-making, minimized financial losses, safeguarded reputational assets, and increased compliance with regulatory requirements. Such proactive risk management can lead to a competitive advantage through enhanced reliability and trust from stakeholders .

Specifications for labeling and packaging of ATM remedies, such as those outlined in Draft WD ARS 963, are crucial for consumer protection and ensuring product efficacy. Clear labeling provides essential information regarding usage instructions, dosage, and cautions, which helps prevent misuse and ensures effectiveness. Compliance with these standards also reduces the risk of contamination and degradation from environmental factors, preserving the integrity of these remedies. These measures protect consumers from potential adverse effects, enhance reliability, and improve overall satisfaction with ATM products .
