500 HECTARES OF RICE LAND IN BARANGAY SANGHAN

I. BACKGROUND INFORMATION

Project Proponent: NATIONAL IRRIGATION ADMINISTRATION (NIA)

Address: Barangay 1, Sanghan, Cabadbaran City
Name of Project: CABADBARAN CITY IRRIGATION PROJECT, PHASE 2
Project Type: CENTER PIVOT IRRIGATION SYSTEM
Project Site: Barangay, Sanghan, Cabadbaran City 8611, Zone 2

Number of Target Beneficiaries: 356 families / approx. 1,424 individuals

Estimated Project Period: Calendar Year 2023 - 2026
Budgetary Requirements: Php 50,000,000 (Php 125,000 x 400 hectares)

II. PROJECT RATIONALE

Barangay Sanghan's current irrigation system is insufficient to satisfy the rising
demand for water in the rice fields. The proposed project will provide a more
dependable and efficient irrigation system capable of meeting the irrigation
requirements of 500 hectares of rice fields. The new irrigation system will allow
farmers to cultivate their land more efficiently, resulting in an increase in agricultural
output. The availability of water is crucial for crop growth, and with a dependable
irrigation system, producers can increase their yields and income. Agriculture is the
primary source of income for the residents of Barangay Sanghan. By enhancing the
irrigation system, the project will generate more employment opportunities for the
locals and boost the barangay's overall economic activity. The proposed irrigation

system is a long-term investment that will provide many years of community

benefits. The system will enable producers to produce more food, thereby
contributing to the region's food security. In addition, the enhanced irrigation system
will attract more investment in the agriculture sector, thereby contributing to
Barangay Sanghan and the City of Cabadbaran’s economic growth and
development.

In conclusion, the proposed project for a new irrigation system in Barangay Sanghan
is necessary for the area's agriculture to develop sustainably. The initiative will
provide a dependable water supply to the rice fields, increase farmer productivity,
generate employment opportunities, stimulate economic growth, and promote
environmental sustainability.

III. PROJECT OBJECTIVES

 To improve the efficiency and effectiveness of irrigation in the area, resulting in

higher crop yields and increased productivity for farmers.

The National Irrigation Administration (NIA) is responsible for providing technical advice, guidance, and support in planning, building, and setting up the new irrigation system. NIA ensures that the project adheres to established rules and standards for irrigation systems, thereby contributing to its effectiveness, longevity, and environmental sustainability .

The project aims to balance agricultural development and environmental sustainability by enhancing water use efficiency and promoting practices that support sustainable resource management. NIA's adherence to environmental standards plays a crucial role, ensuring that the system minimizes ecological disturbances while maximizing agricultural output. This balance seeks to facilitate sustainable economic and environmental gains .

The main economic benefits anticipated include increased agricultural output due to a more dependable water supply, which will allow for higher crop yields and farmer productivity. Additionally, the project is expected to generate employment opportunities in the local agriculture sector and stimulate overall economic growth in Barangay Sanghan and Cabadbaran City. It aims to attract more investments in agriculture, contributing to the region's economic development and food security .

The primary objectives include improving irrigation efficiency to increase crop yields and productivity, implementing the project within the designated budget and timeline, involving the community, enhancing livelihoods through job creation, and contributing to overall economic development. These objectives align with local economic goals by boosting agriculture as a key income source and promoting environmental sustainability through reliable water management, which supports both local development and environmental resilience .

The irrigation system is expected to enhance food security by increasing agricultural productivity, allowing farmers to produce more food consistently. The reliable water supply reduces crop dependency on erratic rainfall, thus enabling multiple cropping cycles and safeguarding against food shortages. This increase in local food production capacity further supports regional food security objectives .

The project is projected to create numerous job opportunities within the agriculture sector, thereby enhancing community livelihoods. By increasing agricultural productivity, the local economy is stimulated through enhanced farm income, leading to increased spending and investment in other sectors. Such economic expansion potential supports sustainable growth and broader regional development processes .

The funding structure includes a specific allocation of Php 10,000,000 from the Office of the Sangguniang Panlungsod for purchasing heavy equipment essential for transporting construction materials. This calculated investment is part of a broader financial plan to support the infrastructure needs of the project, thus enabling efficient execution and operational functionality .

Potential challenges include maintaining infrastructure over time, ensuring adequate technical and financial support for ongoing operations, and achieving effective community involvement in management and maintenance. Ensuring compliance with environmental standards is also critical, as is adapting to potential climate variability impacts on water supply and demand. These factors must be addressed to meet longevity and effectiveness goals .

Key technical considerations include ensuring the irrigation system's design meets water delivery efficiency and durability standards. Infrastructure must support the center pivot system's operational needs, requiring reliable energy sources and robust water distribution channels. Effective management strategies for construction logistics, given geographic and environmental factors, are also crucial for successful implementation .

The project plans to enhance community involvement by actively involving the local community in the planning and implementation phases. Ensuring their participation will foster a sense of ownership, which is vital for the project's long-term success. This community participation strategy aims to align the project's benefits with the residents' needs, thus empowering them and ensuring sustainability .
