1. The intending bidder must read the terms and conditions of CPWD-6 carefully. He should
only submit his bid if he consider himself eligible and he is in possession of all the documents
required.

2. The intending bidders are required to update their profile in CPWD e-tender portal and to
upload their bids well in advance of last date of submission of tender. Any issue related to
updating profile / uploading tender can be resolved through the ERP help line no.
18001803286 or e-mail Id [Link]@[Link]. The e- tendering bidders are
also advised not to wait to raise any issues till the last date of submission of bid in their own
interest.

3. Information and Instructions for bidders posted on website shall form part of bid document.

4. The bid document consisting of plans, specifications, the schedule of quantities of various
types of items to be executed and the set of terms and conditions of the contract to be
complied with and other necessary documents can be seen and downloaded from website
[Link] and [Link] free of cost.

5. The bid can only be submitted after depositing of original EMD either in the office of
Executive Engineer inviting bids or division office of any Executive Engineer, CPWD within
the period of bid submission, and uploading the mandatory scanned documents such as
Demand Draft or Pay order or Banker`s Cheque or Deposit at call Receipt or Fixed Deposit
Receipts and Bank Guarantee of any Scheduled Bank towards EMD in favour of Executive
Engineer cum Senior Manager (C), MNITPD, CPWD, Jaipur as mentioned in NIT, receipt for
deposition of original EMD to division office of any Executive Engineer, (including NIT
issuing EE/AE) C.P.W.D and other documents NIT issuing EE/AE) as specified.

6. Those contractors not registered on the website mentioned above, are required to get
registered beforehand. If needed they can be imparted training on online bidding process as
per details available on the website.

7. Stamp duty tax shall be applicable as per Govt. of Rajasthan, Finance Department (Tax
Division), Jaipur vide Notification No., Q&2¼31½,Q-Mh-@VSsDl@2019&253 fnuakd 06-11-2020
under GCC Clause 34.

8. The intending bidder must have valid class-III digital signature to submit the bid.

9. On opening date, the contractor can login and see the bid opening process. After opening of
bids he will receive the competitor bid sheets.

10. Contractor can upload documents in the form of JPG format and PDF format.

11. Contractor must ensure to quote rate of each item. The column meant for quoting rate in
figures appears in pink colour and the moment rate is entered, it turns sky blue. In addition to
this, while selecting any of the cells a warning appears that if any cell is left blank the same
shall be treated as “0”.

Therefore, if any cell is left blank and no rate is quoted by the bidder, rate of such item shall
be treated as “0” (ZERO).

12. SC/ST contractors enlisted under class V category are exempted from Processing fee payable
to “ITI Limited.”

13. The tenderer should not have been blacklisted or penalized by any Central Government
/ State Government Offices/PSUs. A self certificate / declaration in this effect is required
to be scanned and uploaded while participation in tendering process.

List of Documents to be scanned and uploaded within the period of bid submission:-

(i) Treasury Challan /Demand Draft / Pay order or Banker`s Cheque / Deposit at Call Receipt/
FDR/ Bank Guarantee of any scheduled Bank against EMD and hard copy of the same EMD
have to be deposited physically in Division Office of any Executive Engineer inviting bids or
division office of Executive Engineer, CPWD within the period of Bid submission. The same
should also be Scanned and Uploaded by the intending bidders.

(ii) Copy of receipt for deposition of original EMD issued from division office of any Executive
Engineer, CPWD (including NIT issuing EE/AE), CPWD.

(iii) Valid electrical contractor license OR undertaking that they will either obtain valid electrical
license at the time of execution of electrical work or associate contractor having valid
electrical license of appropriate class.

(iv) Enlistment Order of the Contractor in CPWD in Composite Category, if applicable and valid
on the date of opening of tender. Enlistment order issued by enlistment authority, with validity
duly extended, in favour of the CPWD contractor shall only be considered.

(v) Affidavit for “Proforma Of Affidavit For Non - Black Listing ” (Form F).

(vi). Certificate of Registration for GST and acknowledgement of filled return.

If the contractor is presently not working in the state in which the work is located then he has to
submit and undertaking that :
(i) I am presently not working in the state where the work is to be executed and do
not have GST Registration of the concerned state.
(ii) If the work is awarded to me, then I shall obtain GST registration within 30 days
of award of work OR before the 1st payment is made whichever is earlier.
(vii) Copy of PAN Card duly attested by the firm.

(viii) Bidder’s Contact Address, Telephone & Email id in form of letter of transmittal /submission
of bid as per Annexure-1.

(ix) The contractor has to upload EPFO ESIC Registration or Proof of applying registration with
EPFO ESIC or undertaking that, he will complete all codal formalities related to labour laws
Whatever applicable before award of work along with submission of PG, otherwise his tender
may be rejected and EMD may be forfeited.

NOTICE INVITING TENDER

The Executive Engineer cum Senior Manager (E), MNIT Project Electrical Division, CPWD,
MNIT Campus, JLN Marg, Jaipur - 302017 (Phone No.0141-2945387) on behalf of the President
of India invites online Percentage Rate Tenders on single bid system from contractors of CPWD
who are approved and eligible for Building & Roads category in appropriate class for the work of
“Construction of 600 Bedded Boys Hostel (Aravali Hostel) at MNIT, Jaipur, Rajasthan. (SH:
SITC of Sub Station equipments & DG Set)”

The enlistment of the contractors should be valid on the last date of submission of tenders.

In case the last date of submission of tender is extended, the enlistment of contractor should be
valid on the original date of submission of tenders.

1.1 The work is estimated to cost Rs. 1,54,07,520/- This estimate, however, is given merely as a
rough guide.

1.1.1 The authority competent to approve NIT for the combined cost and belonging to the major
discipline will consolidate NITs for calling the bids. He will also nominate Division which
will deal with all matters relating to the invitation of bids.

For composite bid, besides indicating the combined estimated cost put to bid, should clearly
indicate the estimated cost of each component separately. The eligibility of bidders will
correspond to the combined estimated cost of different components put to bid.

1.2 Intending bidders is eligible to submit the bid provided he has definite proof from the
appropriate authority, which shall be to the satisfaction of the competent authority, of having
satisfactorily completed similar works of magnitude specified below:-

Criteria of eligibility for submission of tender documents

1.2.1 Conditions for Non-CPWD contractors only, if bids are also open to non-CPWD
contractors. For works estimated cost up to Rs. 15Crore (the figure of Rs. 15 Crore may
be modified as per bidding limit of CPWD class I/ Group A contractors of respective
discipline such as Electrical, Horticulture and Furniture etc. as the case may be)
Three similar works each of value not less than Rs. ..................... or two similar work each of
value not less than Rs. ..................... or one similar work of value not less than Rs.
..................... (all figures rounded to nearest Rs.10 lac) in last 7 years ending last day of the
month previous to the one in which the bids are invited.

Note :-
For works costing above Rs. 3 Crore but up to Rs. 15 Crore, (the figure of Rs. 3 Crore and
Rs.15 Crore may be modified as per bidding limit of CPWD class II/ Group B and CPWD
Class I/
Group A contractors respectively of respective discipline such as Electrical, Horticulture and
Furniture etc. as the case may be) when bids are open to non-CPWD contractors also, then
class II contractors of CPWD shall also be eligible if they satisfy the eligibility criteria
specified in 1.2.1 above.

1.2.2 Criteria of eligibility for CPWD as well as non-CPWD contractors.


For works estimated to cost above Rs. 15 crore (the figure of Rs. 15 crore may be modified as
per bidding limit of CPWD Class I/ Group A contractor of respective discipline such as
Electrical/ Horticulture and Furniture etc. as the case may be)

Three similar works each of value not less than Rs. .................. or two similar work each of
value not less than Rs. ................... or one similar work of value not less than Rs.
...................... (all figures rounded to nearest Rs.10 lac) in last 7 years ending last day of the
month previous to the one in which the tenders are invited.

The value of executed works shall be brought to current costing level by enhancing the actual
value of work at simple rate of 7% per annum, calculated from the date of completion to the
last date of submission of bid.

To become eligible for issue of bid, the bidders shall have to furnish an affidavit as
under:-
I/We undertake and confirm that eligible similar works(s) has/have not been got executed
through another contractor on back to back basis. Further that, if such a violation comes to the
notice of Department, then I/we shall be debarred for bidding in CPWD in future forever.
Also, if such a violation comes to the notice of Department before date of start of work, the
Engineer-in-Charge shall be free to forfeit the entire amount of Earnest Money
Deposit/Performance Guarantee. (Scanned copy to be uploaded at the time of submission of
bid)

1.2.3 When bids are invited from non CPWD contractors and CPWD class II contractors as per
provisions of clause 1.2.1 above, it will be mandatory for non CPWD contractors and CPWD
class-II contractors to upload the work experience certificate(s) and the affidavit as per the
provisions of clause 1.2.2.

But for such bids, Class-I contractors of CPWD are eligible to submit the bids without
submission of work experience certificate and affidavit. Therefore, CPWD class-I contractors
shall upload two separate letters for experience certificate and affidavit that these documents
are not required to be submitted by them. Uploading of these two letters is mandatory
otherwise system will n ot clear mandatory fields.

2. Agreement shall be drawn with the successful bidders on prescribed Form No. CPWD 7/8 (or
other Standard Form as mentioned) which is available as a Govt. of India Publication and also
available on website [Link]. Bidders shall quote his rates as per various terms and
conditions of the said form which will form part of the agreement.

3. The time allowed for carrying out the work will be 90 Days from the date of start as defined
in schedule ‘F’ or from the first date of handing over of the site, whichever is later, in
accordance with the phasing, if any, indicated in the bid documents.

4. The site for the work is available. (Site available)

5. The bid document consisting of plans, specifications, the schedule of quantities of various
types of items to be executed and the set of terms and conditions of the contract to be
complied with and other necessary documents except Standard General Conditions of
Contract Form can be seen from website [Link] free of cost.

6. After submission of the bid the contractor can re-submit revised bid any number of times but
before last time and date of submission of bid as notified.

7. White submitting the revised bid, contractor can revise the rate of one or more item(s) any
number of times (he need not re-enter rate of all the items) but before last time and date of
submission of bid as notified.

8. When bids are invited in three stage system and if it is desired to submit revised financial bid
then it shall be mandatory to submit revised financial bid. If not submitted then the bid
submitted earlier shall become invalid.

9. Earnest Money in the form of Treasury Challan or Demand Draft or Pay order or Banker`s
Cheque or Deposit at Call Receipt or Fixed Deposit Receipt (drawn in favour of Executive
Engineer cum Senior (C), MNIT Project Division, CPWD, Jaipur shall be scanned and
uploaded to the e-tendering website within the period of bid submission. The Original EMD
should be deposited either in the office of Executive Engineer inviting bids or division office
of any Executive Engineer inviting bids or division office of any Executive Engineer, CPWD
within the Period of bid submission. The EMD receiving Executive Engineer (including NIT
issuing EE/AE) shall issue a receipt of deposition of earnest money deposit to the bidder in a
prescribed format (enclosed) uploaded by tender inviting Executive Engineer in the NIT.

This receipt shall also be uploaded to the e-tendering website by the intending bidder up to the
specified bid submission date and time

10. A part of earnest money is acceptable in the form of bank guarantee also. In such case,
minimum 50% of earnest money or Rs. 20 lacs, whichever is less, shall have to be deposited
in shape prescribed above, and balance may be deposited in shape of Bank Guarantee of any
scheduled bank having validity for six months or more from the last date of receipt of bids
which is to be scanned and uploaded by the intending bidders.

Copy of documents as specified in the press notice shall be scanned and uploaded to the e-
tendering website within the period of bid submission. However, certified copy of all the
scanned and uploaded documents as specified in press notice shall have to be submitted by the
lowest bidder only within a week Physical EMD of the scanned copy of EMD uploaded shall
must have to be deposited in Division Office.

Online bids documents submitted by intending bidders shall be opened only of those bidders,
whose original EMD deposited with any division of CPWD and other Documents scanned and
uploaded are found in order.

The bid submitted shall be opened at 3: 30 PM on 23.01.2024*.

The bid submitted shall become invalid and e-Tender processing fee shall not be refunded if:

(i) The bidders is found ineligible.

(ii) The bidders do not upload all the documents (including GST registration) as stipulated
in the bid documents including declaration of EMD.

(iii) If any discrepancy is noticed between the documents as uploaded at the time of
submission of bid and hard copies as submitted physically by the lowest tenderer in the
office of tender opening authority.

The contractor whose bid is accepted, will be required to furnish performance


guarantee of 3% (Three Percent) of the bidded amount within the period specified in
Schedule F. This guarantee shall be in the form of cash (in case guarantee amount is
less than Rs. 10000/-) or Deposit at Call receipt of any scheduled bank / Banker’s
cheque of any scheduled bank/Demand Draft of any scheduled bank /Pay order of any
Scheduled Bank or Government Securities or Fixed Deposit Receipts or Guarantee
Bonds of any Scheduled Bank or the State Bank of India in accordance with the
prescribed form. In case the contractor fails to deposit the said performance guarantee
within the period as indicated in Schedule ‘F’. including the extended period if any,
the Earnest Money deposited by the contractor shall be forfeited automatically without
any notice to the contractor. The earnest money deposited along with bid shall be
returned after receiving the aforesaid performance guarantee.

11. Intending bidders are advised to inspect and examine the site and its surroundings and satisfy
themselves before submitting their bids as to the nature of the ground and sub-soil (so far as is
practicable), the form and nature of the site, the means of access to the site, the
accommodation they may require and in general shall themselves obtain all necessary
information as to risks, contingencies and other circumstances which may influence or affect
their bid. A bidders shall be deemed to have full knowledge of the site whether he inspects it
or not and no extra charge consequent on any misunderstanding or otherwise shall be allowed.
The bidders shall be responsible for arranging and maintaining at his own cost all materials,
tools & plants, water, electricity access, facilities for workers and all other services required
for executing the work unless otherwise specifically provided for in the contract documents.
Submission of a bid by a bidders implies that he has read this notice and all other contract
documents and has made himself aware of the scope and specifications of the work to be done
and of conditions and rates at which stores, tools and plant, etc. will be issued to him by the
Government and local conditions and other factors having a bearing on the execution of the
work.

12. The competent authority on behalf of the President of India does not bind itself to accept the
lowest or any other bid and reserves to itself the authority to reject any or all the bids received
without the assignment of any reason. All bids in which any of the prescribed condition is not
fulfilled or any condition including that of conditional rebate is put forth by the bidders shall
be summarily rejected.

13. Canvassing whether directly or indirectly, in connection with bidders is strictly prohibited and
the bids submitted by the contractors who resort to canvassing will be liable to rejection.

14. The competent authority on behalf of President of India reserves to himself the right of
accepting the whole or any part of the bid and the bidders shall be bound to perform the same
at the rate quoted.

15. The contractor shall not be permitted to bid for works in the CPWD Circle (Division in case of
contractors of Horticulture/Nursery category) responsible for award and execution of
contracts, in which his near relative is posted a Divisional Accountant or as an officer in any
capacity between the grades of Superintending Engineer and Junior Engineer (both inclusive).
He shall also intimate the names of persons who are working with him in any capacity or are
subsequently employed by him and who are near relatives to any gazette officer in the Central
Public Works Department or in the Ministry of Urban Development. Any breach of this
condition by the contractor would render him liable to be removed from the approved list of
contractors of this Department.

16. No Engineer of Gazetted rank or other Gazetted Officer employed in Engineering or


Administrative duties in an Engineering Department of the Government of India is allowed to
work as a contractor for a period of one year after his retirement from Government service,
without the prior permission of the Government of India in writing. This contract is liable to
be cancelled if either the contractor or any of his employees is found any time to be such a
person who had not obtained the permission of the Government of India as aforesaid before
submission of the bid or engagement in the contractor’s service.

17. The bid for the works shall remain open for acceptance for a period of Thirty (30) days from
the date of opening of bids in case of single bid system and 75 (seventy five) days from the
date of opening of technical bid in case bids are invited on 2 or 3 bid system. Further (i) If any
tenderer with draws his tenders or makes any modifications in the terms & conditions of the
tender which is not acceptable to the department within 7 days after opening of tender
(excluding date of opening of tender (excluding date of opening of tender) then the
Government shall without prejudice to any other right or remedy, be at liberty to forfeit 50%
of the earnest money absolutely. (ii) After 7 days of opening of tender the Government shall
without prejudice to any other right or remedy, be at liberty to forfeit 100% of the earnest
money absolutely.
(iii) The bidders shall not be allowed to participate in the rebidding process of the work.

18. Forfeiture of Earnest Money – (i) If any tenderer withdraws his tenders or makes any
modifications in the terms & condition of the tender which is not acceptable to the department
within 7 days after opening of tender (excluding date of opening of tender) then the
Government shall without prejudice to any other right or remedy, be at liberty to forfeit 50%
of the earnest money absolutely. (ii) After 7 days of opening of tender the Government shall
without prejudice to any other right or remedy, be at liberty to forfeit 100% of the earnest
money absolutely.

19. This notice inviting Tender shall form a part of the contract document. The successful
bidder/contractor, on acceptance of his bid by the Accepting Authority shall within 15 days
from the stipulated date of start of the work, sign the contract consisting of:-

a) The Notice Inviting Bid, all the documents including additional conditions, specifications and
drawings, if any, forming part of the bid as uploaded at the time of invitation of bid and the
rates quoted online at the time of submission of bid and acceptance thereof together with any
correspondence leading thereto.

20. For Composite Tenders

20.1.1 The Executive Engineer in charge of the major component will call bids for the composite
work. The cost of bid document and Earnest Money will be fixed with respect to the combined
estimated cost put to tender for the composite bid.

20.1.2 The bid document will include following three components:

Part A:- CPWD-6, CPWD-7/8 including schedule A to F for the major component of the work,
Standard General Conditions of Contract for CPWD 2010 or amended/ modified upto
……………..

Part B:- General / specific conditions, specifications and schedule of quantities applicable to
major component of the work.

Part C:- Schedule A to F for minor component of the work. (SE/EE in charge of major
component shall also be competent authority under clause 2 and clause 5 as mentioned
in schedule A to F for major components) General/specific conditions, specifications
and schedule of quantities applicable to minor component(s) of the work.

20.1.3. The bidders must associate with himself, agencies of the appropriate class eligible to
bid for each of the minor component individually.

20.1.4 The eligible tenderers shall quote rates for all items of major component as well as for
all items of minor components of work.

20.1.5 After acceptance of the bid by competent authority, the EE in charge of major
component of the work shall issue letter of award on behalf of the President of India.
After the work is awarded, the main contractor will have to enter into one agreement
with EE in charge of major component and has also to sign two or more copies of
agreement depending upon number of EE’s/DDH in charge of minor components. One
such signed set of agreement shall be handed over to EE/DDH in charge of minor
component. EE of major component will operate part A and part B of the agreement.
EE/DDH in charge of minor component(s) shall operate Part C along with Part A of
the agreement.

20.1.6 Entire work under the scope of composite tender including major and all minor
components shall be executed under one agreement.

20.1.7 Security Deposit will be worked out separately for each component corresponding to
the estimated cost of the respective component of works. The Earnest Money will
become part of the security deposit of the major components of work.

20.1.8 The main contractor has to associate agency(s) for minor component(s) conforming to
eligibility criteria as defined in the tender document and has to submit detail of such
agency(s) to Engineer-in-charge of minor component(s) within prescribed time. Name
of the agency(s) to be associated shall be approved by Engineer-in-charge of minor
component(s).

20.1.9 In case the main contractor intends to change any of the above agency/agencies during
the operation of the contract, he shall obtain prior approval of Engineer-in-charge of
minor component. The new agency/agencies shall also have to satisfy the laid down
eligibility criteria. In case Engineer-in-charge is not satisfied with the performance of
any agency, he can direct the contractor to change the agency executing such items of
work and this shall be binding on the contractor.

20.1.10 The main contractor has to enter into agreement with contractor(s) associated by him
for execution of minor component(s). Copy of such agreement shall be submitted to
EE/DDH in charge of each minor component as well as to EE in charge of major
component. In case of change of associate contractor, the main contractor has to enter
into agreement with the new contractor associated by him.

20.1.11 Running payment for the major component shall be made by EE of major discipline to
the main contractor. Running payment for minor components shall be made by the
Engineer-in-charge of the discipline of minor component directly to the main
contractor.

20.1.12 Final bill of whole work shall be finalized and paid by the EE of major component.
Engineer(s) in charge of minor component(s) will prepare and pass the final bill for
their component of work and pass on the same to the EE of major component for
including in the final bill for composite contract.

ADDITIONAL CONDITION FOR MISUSE OF PAYMENT
RECEIVED AGAINST ADVANCE PAYMENTS

1. Till the work is almost completed to the satisfaction of Engineer-in-charge,

(i) Contractor shall not divert any advance payments or part thereof for any purpose
other than needed for completion of the contracted work. All advance payments
received as per terms of the contract (i.e. mobilization, secured against materials
brought at site, secured against plant & machinery and / or for work done during
interim stages, etc.) are required to be re-invested in the contracted work to ensure
advance availability resources in terms of materials, labour, plant & machinery
needed for required pace of progress for timely completion of work.

(ii) All running account bills preferred by the contractor for advance payments shall be
processed only if Engineer-in-charge is satisfied that upto date investments
(excluding security deposit & performance guarantee, which are not considered as
investments) made by the contractor against contracted work are more than the
payments received. Accordingly, all running account bills shall be supported with an
account of upto date payments received vis-à-vis upto date investments made on the
work to enable engineer-in-charge to check to his satisfaction that the payments
made by engineer-in-charge are property utilized only on the work and nowhere
else.”

1. On acceptance of work, contractor has to submit a committed program of completion


keeping in the view of the prescribed mile stones, stipulated period of completion duly
signed by him. The program submitted by contractor shall be monitor able in a format as

completion necessary letter to commence the work shall be issued to contractor by

CONDITIONS FOR ENGAGEMENT OF ASSOCIATED AGENCIES FOR E&M WORKS

1. The lowest tenderer have to submit electrical contractor license and experience certificate
issued by competent authority within two weeks of award of work in case he himself is eligible for
carrying internal EI & other specialized E&M work as per eligibility criteria mentioned in Schedule-F,
and if not, then he will associate specialized agencies as per eligibility criteria mentioned in Schedule-
F. The main contractor shall submit the details of such specialized agencies to be associated in
Annexure-A within two weeks of award of work. Following documents for association of electrical
contractors for internal EI work or other specialized E&M Works shall be submitted by main
contractor to the SE cum PD, MNITPC, CPWD, Jaipur through Executive Engineer cum Senior
Manager (E), MNITPED, CPWD, Jaipur in charge for deciding the eligibility :-
A. Willingness from an eligible electrical contractors/specialized agency to get associated with the
applicant for execution of the electrical component of works as per the conditions set out in the MOU
as per the proforma given in Annexure-B to be signed between the contractor and the associated
eligible electrical contractor/ specialized agency.

B. For association of Electrical contractor for electrical works: -


(i) Copy of their registration documents with CPWD (if applicable)
(ii) Copy of Electrical Contractor’s License issued by competent authority
(iii) Copy of Goods and Service Tax (GST) Registration
(iv) Copy of ESIC and EPF Registration.
OR
For association of Electrical contractor for specialized E&M works: -
(i) Copy of Completion Certificate as per eligibility criteria mentioned in Schedule-F issued by
competent authority.
(ii) Copy of Goods and Service Tax (GST) Registration
(iii) Copy of ESIC and EPF Registration.
(Copy of all above documents will be self attested by the main agency and associated agency.)

C. MOU signed on Rs. 100/- with eligible electrical contractor/specialized agency meeting the
eligibility criteria and same as specified for specialized works. The MOU in the enclosed form as per
Annexure-C shall be signed by both the parties i.e. contractor as 1st party and associated electrical
contractor as 2nd party.

2. In the event of the concerned E&M agency not performing satisfactorily or failure of associate
to complete the E&M work, the contractor on the written direction of the department, shall remove the
Associate deployed on the work and shall submit name of new associate who fulfill the conditions

mentioned in NIT to execute the leftover work without any loss of time or variation in cost to the
department in this regard. Contractor shall meet all the guarantee for the equipments already supplied
for which payment has been released by the Deptt. in part. If any equipment supplied for the work,
during the currency of the earlier Associate and paid partly by the Deptt., becomes redundant /not in a
position to be installed and commissioned and put to beneficial use due to change in agency for
execution of E&M work, the contractor shall be liable for replacement of the equipment(s) at no cost
to Department. No change of Associated Electrical Contractor /Specialized Agency will be allowed
without prior approval of the EE cum Senior Manager(E), MNIT Project Electrical Division, CPWD,
Jaipur.

3. The contractor/ specialized agency shall be responsible and liable for proper and complete
execution of the Electrical work and ensure coordination and completion of both civil and electrical
work.

4. The associate contractor/specialized agency along with contractor shall attend the inspection of
the work by the Engineer-in-Charge of E&M works as and when required.

5. The associate or contractor/specialized agency shall sign a tripartite Agreement/Contract along


with the main tenderer and the departmental officer, for technical compliance of specification,
guarantee etc.

6. The associate or contractor/ specialized agency shall attend the inspection of the work by the
Engineer-in-Charge of E&M works as and when required.

GENERAL TERMS AND CONDITIONS FOR ALL E&M WORKS

1.0 All the works shall be carried out as per CPWD General specification for Electrical Works
amended up to till date (date of call of tender) and should also comply with relevant
provisions of the Indian Electricity Rules and Acts as applicable, amended up to date.

2.0 The contractor is advised to visit the site of work to have an idea of the execution of the
work; failure to do so shall not absolve their responsibility to do the work as specified in
agreement.

3.0 Rates:

3.1. The work shall be treated as on works contract basis and the rates tendered shall be
for complete items of work (except the materials, if any, stipulated for supply by the
department) inclusive of all taxes, duties, and levies etc. and all charges for items
contingent to the work, such as packing, forwarding, insurance, freight and delivery
at site for the materials to be supplied by the contractor, watch and ward of all
materials (including those supplied by the department, if any) for the work at site etc

3.2. Prices quoted shall be firm.

4.0 Taxes and Duties:

4.1. Being an indivisible works contract, GST etc. are not payable separately.

4.2. The GST shall be deducted from the bills of the contractor as applicable in the State
in which the work is carried out, at the time of payments.

5.0 Completeness of Tender:

All sundry fittings, assemblies, accessories, hardware items, foundation bolts, termination
lugs for electrical connections as required, and all other sundry items which are useful and
necessary for proper assembly and efficient working of the various components of the work
shall be deemed to have been included in the tender, whether such items are specifically
mentioned in the tender documents or not.

6.0 Works to be done by the contractor:

Unless and otherwise mentioned in the tender documents, the following works shall be done
by the contractor, and therefore their cost shall be deemed to be included in their tendered
cost:-
(i) Foundations for equipment and components where required, including foundations
bolts.
(ii) Cutting and making good all damages caused during installation and restoring the
same to their original finish.
(iii) Sealing of all floor openings provided by him for pipes and cables, from fire safety
point of view, after laying of the same.

(iv) Painting at site of all exposed metal surfaces of the installation other than pre-painted
items like fittings, fans, switchgear/distribution gear items, cubical switchboard etc.
Damages to finished surfaces of these items while handling and erection, shall
however be rectified to the satisfaction of the Engineer-in-Charge.
(v) Testing and commissioning of completed installation.
(vi) Storage space for all equipment components and materials for the work.
(vii) Cutting/removing of existing gypsum type false ceiling of suitable size for the work of
fixing of armored cables on wall above false ceiling & repairing & painting of same.

7.0 Storage and Custody of Materials:

The contractor has to make his own arrangement for the storage of the material at site &
necessary watch and ward of the electrical installation during the execution of work till the
same is handed over to the department. No extra payment will be made on this account. The
storage space shall however be arranged by the department at site, if available.
The main contractor shall arrange for proper storage of the electrical fans and fittings at site
and that double lock system shall be arranged for the fans and fittings after receipt at site
until the time they are taken for installation. The contractor shall however be responsible for
proper storage and safe custody of the same till their installation and handing over to the
department.

8.0 Electric Power Supply and Water Supply:

Power and water supply will be arranged by the contractor at the site for installation purpose.
However, for final testing purpose after complete installation of the electrical items,
electricity supply will be made available free of cost to the contractor. Contractor will take
due care to ensure safety of electrical installation during execution of work.

9.0 Tools for handling and Erecting:


All tools and tackles required for handling of equipment and materials at site of work as well
as for their assembly and erection and also necessary test instruments shall be the
responsibility of the contractor.

10.0 Payment Terms:


Payment shall be made as per the relevant clauses of form PWD 7/8 forming part of the
tender documents.

11.0 Co-ordination with other agencies:

The contractor shall co-ordinate with all other agencies involved in the building work so that
the building work is not hampered due to delay in his work. Recessed conduit and other
works, which directly affect the progress of building work, should be given priority.

12.1. Care of buildings:

Care shall be taken by the contractor to avoid damage to the building during execution of his
part of the work. He shall be responsible for repairing all damages and restoring the same to
their original finish at his cost. He shall also remove, at his costs, all unwanted and waste
materials arising out of his work, from the site.

13.0 Structural Alterations to Buildings:


(i) No structural member in the building shall be damaged/altered, without prior
approval from the competent authority through the Engineer-n-charge.

(ii) Structural provisions like openings, cutouts, if any, provided by the department for
the work, shall be used. Where these required modifications, or fresh provisions are
required to be made, such contingent works shall be carried out by the contract at his
cost.
(iii) All such openings in floors provided by the department shall be closed by the
contractor after installing the cables/conduits/rising mains etc. as the case may be, by
any suitable means as approved by the Engineer-in-charge without any extra
payment.
(iv) All chases required in connection with the electrical works shall be provided and
filled by the contractor at his own cost to the original architectural finish of the
buildings.

14.0 Addition to an installation:


Any addition, temporary or permanent, to the existing electrical installation shall not be
made without a properly worked out scheme/design by a qualified Electrical Engineer to
ensure that such addition does not lead to overloading, safety violation of the existing
system.

15.0 Work in occupied buildings:


(i) When work is executed in occupied buildings, there would be minimum of
inconvenience to the occupants. The work shall be programmed in consultation with
the Engineer-in-charge and the occupying department. If so required, the work may
have to be done even before and after the office hours.

(ii) The contractor shall be responsible to abide by the regulations or restrictions set in
regard to entry into, and movement within the premises.
(iii) The contractor shall not tamper with any of the existing installations including their
switching operations or connections there to without specific approval from the
Engineer-in-charge.

16.0 Drawings:
(i) The work shall be carried out in accordance with the building drawings issued by
Engineer-in-charge. The electrical drawings for above work shall be prepared by the
contractor and will be got approved by the Engineer-in-charge before execution of
work.
(ii) All wiring diagrams shall be deemed to be ‘Drawings’ within the meaning of the term
as used in Clause 11 of the conditions of contract (PWD 7 or PWD 8). They shall
indicate the main switch board, the distribution boards (with circuit numbers
controlled by them), the runs of various mains and sub mains and the position of all
points with their controls.
(iii) All circuits shall be indicated and numbered in the wiring diagram and the points
shall be given the same number as the circuit to which they are electrically connected.
(iv) After award of the work, the firm will be required to submit the drawings for the
proposed work including layout plan, conduit routes etc. Work will be carried out as
per the approved drawings.

17.0 Conformity to IE act, IE Rules, and standards:

17.1. All electrical works shall be carried out in accordance with the provisions of Indian
Electricity Act, 1910 and Indian Electricity Rules, 1956 amended up to date (Date of call of
tender unless specified otherwise). List of rules of particular importance to electrical
installations under these General Specifications is given in Appendix C for reference.

18.0 General requirements of components:


18.1. Quality of material: All materials and equipment supplied by the contractor shall be new.
They shall be of such design, size and materials as to satisfactorily function under the rated
conditions of operation and to withstand the environmental conditions at site.

19.0 Inspection of materials and equipment:

19.1. Materials and equipment to be used in the work shall be inspected by the departmental
officers. Engineer-in-charge shall decide when and which material needs to be inspected.
Such inspection will be of following categories:

(i) Inspection of materials / equipment to be witnessed at the Manufacturer’s premises in


accordance with relevant BIS /Agreement Inspection Procedure.
(ii) To receive materials at site with Manufacturer’s Test Certificate(s)
(iii) To inspect materials at the authorized dealer’s go downs to ensure delivery of
genuine materials at site.
(iv) To receive materials after physical inspection at site.

19.2. Adequate care to ensure that only tested and genuine materials of proper quality are used in
work shall be ensured by firm. The firm shall ensure that:

(i) Material will be ordered & delivered at site only with the prior approval of the
department to ensure timely delivery.
(ii) As and when the order is placed for the fittings/ fixtures, cables, switchgears, poles,
rising main, other main items etc, its copy shall be endorsed to the CPWD Engineer-
in-charge.
(iii) The firm will be required to procure material like exhaust fans, MCB’s & DB’s,
switches & sockets, wires & cables, conduits and switchgears etc directly from the
manufacturer/ authorized dealers to ensure genuineness & quality and as per the
approved makes only. Proof in this regard shall be submitted by the contractor if
required by the department.
(iv) Inspection at factory or at godown of the manufacturer, as required, shall be arranged
by the firm if applicable for a mutually agreed date. Certificate for genuineness of the
fittings shall have to provided duly signed by the manufacturer’s officer not below
the rank of Regional Manager.
(v) Delivery of material shall be taken up only with the consent of department, after
clearance of the material.
(vi) Department shall reserve the right to waive inspection in lieu of suitable test
certificate, at its discretion.

19.3. Similarly, for fabricated equipment, the contractor will first submit dimensional detailed
drawings for approval before fabrication is taken up in the factory. Suitable stage inspection
at factory also will be made to ensure proper use of materials, workmanship and quality
control.

20.0 Ratings of components:

20.1. All components in a wiring installation shall be of appropriate ratings of voltage, current and
frequency, as required at the respective sections of the electrical installations in which they
are used.

20.2. All conductors, switches and accessories shall be of such size as to be capable of carrying the
maximum current, which will normally flow through them, without their respective ratings
being exceeded.

21.0 Conformity to standards:

21.1. All components shall confirm to relevant Indian Standard Specifications wherever existing.
Materials with ISI certification mark shall be preferred.

21.2. Relevant Indian Standards including amendments or revisions thereof up to the date of tender
acceptance shall be applicable in the respective contracts for respective items, firm to ensure
its compliance.

22.0 Interchangeability:

Similar parts of all switches, lamp holders, distribution fuse boards, Switch gears, ceiling
roses, brackets, pendants, fans and all other fittings of the same type shall be interchangeable
in each installation.

23.0 Workmanship:
23.1. Good workmanship is an essential requirement to be complied with. The entire work of
manufacture/fabrication, assembly and installation shall confirm to sound engineering
practice.

23.2. Proper supervision/skilled workmen: The contractor shall be a licensed electrical contractor
of appropriate class suitable for execution of the electrical work. He shall engage suitably
skilled/licensed workmen of various categories for execution of work supervised by
supervisors / Engineer of appropriate qualification and experience to ensure proper execution
of work. They will carry out instruction of Engineer-in-charge and other senior officers of
the Department during the progress of work.

23.3. Use of quality materials: Only quality materials of reputed make as specified in the tender
will be used in work.

23.4. Fabrication in reputed workshop: Switch boards and LT panels shall be fabricated in a
factory/workshop having modern facilities like quality fabrication, seven tank process,
powder/epoxy paint plant, proper testing facilities, manned by qualified technical personnel.
These shall be as per make / item approved.

24.0 Testing:
All testes prescribed in this General Specification, to be done before, during and after
installation, shall be carried out, and the test results shall be submitted to the Engineer-in-
charge in prescribed Performa, forming part of the Completion Certificate.
All expenditure to be incurred for testing of samples e.g. packaging, sealing, transportation,
loading, unloading etc. including testing charges shall be borne by the contractor

25.0 Commissioning on completion:


After the work is completed, it shall be ensured that the installation is tested and
commissioned.
26.0 Completion plan and completion certificate:
26.1. For all works completion certificate after completion of work as given in Appendix –E of
CPWD Specification shall be submitted to the Engineer-in-charge.

26.2. Completion plan for the following, along with three set of prints of the same shall also be
submitted.
(i) General layout of the building.
(ii) Locations of main switchboard and distribution boards, indicating the circuit
numbers controlled by them.
(i) Position of all points and their controls.
(iv) Types of fittings, viz. fluorescent, pendants, brackets, bulk head, fans, exhaust fans
etc.
(i) Name of work, job number, tender reference, actual date of completion, names of
Division/ Sub-division and name of the firm who executed the work with their
signature.

27.0 Guarantee
The installation will be handed over to the department after necessary testing and
commissioning. The installation will be guaranteed against any defective
design/workmanship. Similarly, the materials supplied by the contractor will be guaranteed
against any manufacturing defect, inferior quality. Unless mentioned the guarantee /
warrantee/ defect liability period shall be 12 months from the date of completion / taking
over by department whichever is later. During this period installation/ equipments or
components thereof shall be rectified/ repaired to the satisfaction of the Engineer-in-charge.
The firm will be required to submit guarantee of material from the manufacturer to the
department. The warranty for LED fittings i/c driver shall be 05 years (five Years) after
handing over the installation to the department.

28.0 The order of preference in case of any discrepancy as indicated in condition no. 1 under
“Conditions of contract” given in the Standard CPWD Contract form may be read as the
following:
(a) Nomenclature of item as per Schedule of Quantities.
(b) Additional specifications, particular specifications and special conditions for Electrical
Works.
(c) General conditions.
(d) Contract Clauses of General conditions of contract for CPWD 2014 and amendment
therein upto date (Date of call of tender) CPWD specifications for electrical works as
applicable.
(e) Architectural/structural drawings and specifications mentioned in drawings.
(f) Indian standard specifications of BIS.
(g) Sound engineering practice as per directions of the Engineer-in-charge.

(h) Manufacturer’s specifications.

A reference made to any Indian Standard Specifications in these documents, shall imply
reference to the latest version of that standard, including such revisions /amendments as
issued by the Bureau of Indian Standards upto last date of receipt of tenders. The contractor
shall keep at his own cost all such publications of relevant Indian Standards applicable to
the work at site.

29.0 The department shall deduct GST as per Tax Act and Income Tax and other taxes on the
value of work done from each bill of the contractor as per prevailing Government
instructions/orders. Labour cess as per building and other construction worker’s welfare cess
act 1996 shall also be deducted from all the bills payable to the firm. In lieu, the department
shall issue a certificate of deduction of tax at source to the contractor in relevant forms.

30.0 The main contractor shall not indulge in procurement of electrical items and getting the work
done on labour contract with the electrical contractor. The whole electrical component shall
be executed by the eligible electrical contractor on a turnkey basis i.e. procurement of
material & engaging labour. The associate electrical contractor shall submit the completion
certificate of electrical work executed by him along with necessary test reports, completion
plan etc. If Composite contractor himself meets eligibility conditions for execution of
electrical work then he may not associate any other eligible electrical contractor.

31.0 The contractor shall take all safety precautions to avoid accidents by exhibiting caution
boards, red flags, red lights and by providing necessary barriers and all other measures
required from time to time. The contractor shall be responsible for all damages and accidents
due to negligence on his part.

32.0 The contractor shall give due notices to Municipality, Police and/or other authorities that may
be required under the law/rules under force and obtain all requisite permissions/licenses for
temporary obstructions/enclosures and pay all charges which may be leviable on account of
his execution of the work under the agreement. Nothing extra shall be payable on this
account.

33.0 The contractor shall leave such recesses, holes, openings, etc., as may be required for the
electric, air-conditioning and other related works. (For this purpose, any required inserts,
sleeves, brackets, conduits, base plates, insert plates, clamps etc. shall be arranged by the
contractor and fix the same at the time of casting of concrete, stone work & brick work, if
required, and nothing extra shall be payable on this account.

34.0 The contractor shall give a trial run of the equipments and machinery for establishing its
capability to achieve the specifications within laid down tolerances to the satisfaction of the
Engineer-in-charge before commencement of work.

35.0 The work will be carried out in close coordination with the building work and other agencies.
Conduits will be laid in the slab within the specified time and it will have to be ensured that the casting
of slabs is not delayed for want of laying of conduits. The conduits will also be laid in walls before the
Plaster work is undertaken so as to avoid breaking cutting of plaster while making chase for laying of
conduits subsequently. The contractor will have to employ adequate labour for carrying out the work.
No claim regarding the idle labour for any reason will be entertained by the Department.

36.0 No tools and plants including special T&P etc. shall be supplied by the department and the
contractor will have to make his own arrangements at his expenses.

37.0 All tools, plant and machinery provided by the contractor shall, when brought at the site, be
deemed to be exclusively intended for the construction and completion of this work and the
contractor shall not remove the same or any part thereof (save for the purpose of moving it
from one part of the site to another) without the consent of the Engineer-in-charge.

38.0 All materials shall be got checked & approved by the Engineer-in-charge on receipt of the
same at site before use and rejected material is to be removed from the site immediately.

39.0 No foreign exchange shall be made available by the department for the purchase of
equipments, plants, machinery, materials of any kind or any other items required to be
carried out in execution of work.

40.0 The contractor shall carry out his work, so as not to interfere with or hinder the progress or
completion of the work being performed by other contractor (s) or by the Engineer-in-charge
and shall as far as possible arrange his work and shall place and dispose off the materials
being used or removed, so as not to interfere with the operations of other contractors, or he
shall arrange his work with that of the others in an acceptable and coordinated manner and
shall perform it in proper sequence to the entire satisfaction of Engineer-in-charge.

41.0 All items which are not covered while carrying out electrical work shall be removed and
shall be cleared by the contractors as soon as the work is completed.

42.0 The contractor shall give the Engineer-in-charge in every week, a progress report of the work
done during the previous month. The progress of work will be reviewed periodically by the
Engineer-in-charge with the contractor and shortfalls, if any, sorted out. The contractor shall
thereupon take such action as may be necessary to bring back his work to schedule without
any additional cost to the department.

43.0 It shall be responsibility of the main contractor to sort out any dispute involved with the
associated contractor without any time and cost overrun to the department. The main
contractor shall be solely responsible for settling the dispute/litigation arising out of his
agreement with the associate contractor. The contractor shall ensure that the work shall not
suffer on this account.

44.0 The contractor shall quote his rates considering the specifications, terms & conditions and
particular specifications and special conditions etc. and nothing extra shall be payable
whatsoever unless otherwise specified.

45.0 The main contractor shall be responsible for coordinating the activities of all works and
essential progress of works as per milestone and laid down programme.

46.0 The contractor shall be responsible for the watch and ward of the site/property/material
provided by him and materials issued by the department against pilferage and breakage
during the period of execution and thereafter till the work is completed and physically
handed over to the department.

47.0 Samples of all materials, fittings and other materials/articles required for execution of the
work shall be got approved from the Engineer-in-charge. Materials/articles manufactured by
the firms of repute as indicated in tender documents and approved by the Engineer-in-charge
shall only be used.

48.0 The contractor shall ensure quality construction in a planned and time bound manner. Any
sub-standard material or work beyond set out tolerance limits shall be summarily rejected by
the Engineer-in-charge.

49.0 The contractor shall be required to make a sample Room for each type at the earliest
opportunity using all approved materials for approval of Engineer in charge before mass
scale finishing works are taken up.

50.0 Even ISI marked materials shall be subjected to quality test at the discretion of the Engineer-
in-charge besides testing of other materials as per the specifications described for the
item/material. Whenever ISI marked, materials are brought to the site of work; the contractor
shall, if required by the Engineer-in-charge, furnish manufacturers test certificates to
establish that the materials procured by the contractor for incorporation in the work satisfy
the provisions of IS codes relevant to the material and/or the work done.

51.0 The contractor shall have to engage well experienced skilled labour and deploy modern T&P
and other equipments to execute the work.

52.0 The firm shall use only electrically operated chase cutting machine for cutting the chases in
the wall for recessed conduit wiring.

53.0 The contractor will have to make his own arrangement for storage of materials. No storage
space shall be provided by department.

54.0 The contractor will have to make his own arrangement for water and power supply for
execution of works.

55.0 The contractor will have to ensure that the skilled labour i.e. wireman etc., Engaged in the
execution of the work must possess valid electrical license, otherwise he will not be
permitted to execute the work.

56.0 The associate contractors executing the electrical works must possess the valid electrical
contractor license otherwise they will not be permitted to execute the electrical works.

57.0 The contractor shall be responsible for removal of all defects in the work during the
guarantee/warranty/ defect liability period. The department shall carry out routine
maintenance only. However, if any failure is noticed during this period which is attributable
to poor quality of material and bad workmanship, the contractor will be required to rectify
the same at his own cost, failure of which the department will be at liberty to get the defects
rectified at the risk & cost of the contractor. The contractor will also be required to carry out
his own inspection/testing during the guarantee/warranty period and attend to any defect
taking place during this period.

58.0 Priority to arrange the material shall be decided by the department. However, material
required for the work shall be brought at site only at the appropriate time keeping in view the

progress of building works as well as Electrical & Mechanical works. Decision of Engineer-
in -charge in this regard shall be final.

59.0 The contractor has to intimate his authorized representative, who will be receiving
instructions in his absence. The contractor /his authorized representative is bound to sign the
site order book as and when required by the Engineer-in-charge and to comply with the
instructions therein.

60.0 Suitable back plates providing for fixing the wall brackets and ceiling flush fittings shall be
supplied by the contractor free of cost.

61.0 It shall be responsibility of contractor to provide polythene/PVC plastic cover for all
SDBs/meter boards/feeder pillars/panels etc. so as to protect them from wear & tear/damage
during execution stage. Contractor shall provide the covers for the materials if any being
supplied departmentally also. Nothing extra shall be paid on this account.

62.0 Contractor is fully responsible for any kind of damage to the LT/HT cable during execution
of work. No joints shall be allowed if the cable is damaged. Contractor has to replace the full
length at his own cost.

63.0 The MCB/MCCB and switch accessories should be of same make as that of MCB DBs and
Modular Switch boxes respectively. The make of cable end boxes will also be same that of
MCBDBs.

64.0 Colour coding shall have to be adopted in the wiring system as per specification.

65.0 Tinned copper Earthing lugs/Thimbles/ferrules shall be provided for termination of earth
wire to all Metallic outlet boxes/fittings/fixtures/fan regulator/MCB DB/switch board/Meter
board etc., properly crimped/brazed/soldered for which nothing extra shall be paid.

66.0 Suitable crimping tools shall be used for crimping the lugs/thimbles/ferrules. Nothing extra
shall be paid on this account. The lugs/thimbles/ferrules pressed by conventional/ordinary
pliers shall not be accepted.

67.0 A suitable brass/tinned copper neutral link shall be fixed at suitable place in the Metallic
outlet boxes of all sizes to terminate neutral wire properly. Nothing extra shall be paid on
this account.

68.0 An earth termination with earth stud of brass/tinned copper i/c 2 No. metallic washers or
suitable earth bar of Brass/tinned copper with tinned copper thimbles/ferrules/lugs should be
suitably fixed at suitable place in the Metallic outlet box for termination of protective earth
conductor. Nothing extra shall be paid on this account.

69.0 In the outlet boxes, phase from one switch to other switch shall be looped with suitable size
of solid copper conductor. Nothing extra shall be paid on this account. Stranded conductor
shall not be accepted.

70.0 Only required number of knockouts should be removed from Metallic outlet boxes for entry
of conduits. If more than required number of knockouts are removed, the Metallic outlet box
shall not be accepted.

71.0 Separate GI boxes shall be used for staircase light switches and bell push. Nothing extra shall
be paid on this account.

72.0 Metal sheath of Co-axial T.V. cable shall be terminated using 'U' shape thimble/lugs/ferrules.
Nothing extra shall be paid on this account.

73.0 To facilitate drawing of wires 16/18 SWG GI fish wire be provided along with laying of
recessed conduit. Nothing extra shall be paid on this account.

74.0 Cable connection to switch gear is deemed to be included in the item of end termination. No
extra payment shall be made for that.

Note: The quantity of material in the BOQ is indicative. Contractor has to assess the actual
requirement of material at site before placing the order, keeping in view the drawing and site
requirement from the shortest route. No claim for payment for unused excess material shall be
entertained.

TECHNICAL SPECIFICATIONS FOR INTERNAL EI WORKS

1.1 The work shall be executed as per CPWD’s general specification for Electrical Works Part-I
(Internal) 2013, Part-II (External) 2007, Part-IV (Sub-station) 2013, Part-V (Wet Riser and
Sprinkler System for Fire Fighting Installation) 2006, Part-VI (Fire Alarm System), Part-VII
(DG Set) 2013 and CPWD General Specification for Electrical Works (Part III Lifts &
Escalators-2003), IE Rules, Indian Standards amended upto date and as per direction of
Engineer-in-Charge. The additional specifications are to be read with above and in case of any
variations; specifications given along with the tender shall apply.

1.2 The contractor shall bring sample of materials for approval of the Engineer-in-charge. Sample
of approved materials must be kept at site for inspection/comparison with materials to be used
in work by senior officers. All materials shall be delivered with manufactures test certificates
and technical catalogues, instructions manuals, wiring diagram etc. as required.

1.3 However, it shall be the responsibility of the Contractor to ensure that all wiring work has been
carried out as per specification and till fixing of Electrical lighting fixtures it will be
responsibility of the contractor that all points/ circuit wiring are in intake in position and in
working order.

1.4 All hardware items such as screws, thimbles, connectors, earth/neutral terminals, wires etc.
which are essentially required for completing any item as per specifications will be deemed to
have been included in the item even when the same have not been specifically mentioned.

1.5 All hardware material such as nuts/bolts/screws/washers etc. to be used in the work shall be
zinc/cadmium plated iron. The galvanized boxes of modular switch/sockets etc. shall be of the
same make as of switch/socket etc.

1.6 While laying conduit, suitable minimum number of junction boxes shall be left for pulling the
wires. These shall be placed in such a way that the same do not remain noticeable.

1.7 Multi stranded FRLS PVC insulated copper conductors, wires are to be used in the work.
Termination of multi-stranded conductors shall be done using crimping type copper thimbles
at both the ends. Nothing extra shall be paid for the same.

1.8 The contractor shall follow the shortest route for circuits, submain, point wiring etc.

1.9 The connections of switches, sensors, earthing conductors & interconnections cables shall be
made by adequate rating thimbles of approved standard makes only and nothing extra on this
account shall be paid.

1.10 Check nuts shall be provided while terminating the M.S. conduits in switch board boxes for
which nothing extra shall be paid.
1.11 All distribution boards shall be marked with circuits controlling the rooms/area/SDB
controlled.

1.12 Material to be used in the work shall be ISI marked. The makes of material have been indicated
in the list of acceptable makes. No other make will be acceptable. The material to be used in
the work shall be got approved from the Engineer-in-charge before its use at site. The
Engineer-in-charge shall reserve the right to instruct the contractor to remove the material
which, in his opinion, is not as per specifications.

1.13 While deciding the size of switch boxes for light points/fan point, exhaust fan point items, extra
two modules will be provided for each fan point for fixing of regulator(s) (fan regulator is to
be provided under different item). Wherever extra modules are available, the same shall be
provided with blanking plates without any extra cost.

1.14 Modular type switches/sockets/telephone outlets/TV sockets are to be provided wherever


indicated in the items. The same shall be of only one make. The modular plates of switches,
sockets, telephone & TV sockets etc. shall be in two parts i.e. plates with frames with in
quoted rates.

1.15 The building shall be provided with false ceiling in various areas. In order to avoid maintenance
problem, the contractor will not provide any ceiling rose/connector/looping box etc. above the
false ceiling. The point wiring in that case will be extended up to the fitting/fan etc. directly
without provisions of any termination arrangement in between. The wire from the end point up
to the fixture shall be considered to be included in the point wiring. Nothing extra shall be paid
for the same.

1.16 Wherever it is not possible to provide rigid conduits, flexible conduit pipe shall be provided for
drawing/running the wires. However, such arrangement has to be kept to the barest minimum
and only with the prior approval of Engineer-in-charge.

1.17 Earthing and all hidden items of work shall be carried out in the presence of the Engineer-in-
charge or his authorized representative.

1.18 The fan box cover shall be made from 3mm thick phenolic laminated sheet as per CPWD
specification.
1.19 The contractor shall provide only metallic junction boxes/looping boxes with cover of required
sizes even in PVC conduiting and such boxes shall be measured as a part of conduit/wiring
without any extra payment.

1.20 The metallic junction boxes & looping boxes shall be covered with approved makes of phenolic
laminated sheet. For telephone, television & fire alarm system shall be provided at all the
floors within scope of work without any extra cost as per requirement & layout approved by
Engineer-in-charge.

1.21 The quantities of various items may vary from the quantities given in schedule of work. The
agency shall bring the various items & materials as per actual requirement at site at the time of
execution of work. Excess quantities shall not be accepted & paid by the department.
1.22 The ceiling roses wherever required to be provided are included in the scope of work without
extra payment and the same shall also be of modular type & of the same make as that of
switches & sockets along with earthing provision.

1.23 The models of the LED fittings from given makes will be finalized at the time of execution
based on specification given in BOQ.

Guarantee for LED Lights: -The contractor will stand performance guarantee of all LED
Fittings in BOQ for a period of 60 months from the date of completion of the work. An
amount for this performance guarantee of amounting 5% of agreement / ECPT
(whichever is higher) rate of these items has to deposit with Executive Engineer(E),
CPWD, Jaipur in shape of FDR/TDR/Bank Guarantee in favour of EE(E), CPWD,
Jaipur after completion of work, but before receiving payment of final bill. This

performance guarantee for above said items will be refunded year wise
proportionately. If the performance of any of the LED item found unsatisfactory
during the guarantee period or contractor failed to replace the defective LED
equipment within a week time, the amount of performance guarantee shall be forfeited
absolutely.

1.24 Testing of Materials: Regarding testing of electrical materials, which cannot be tested in site
laboratory and/or to be tested at an independent laboratory, the testing of materials shall be
conducted in Govt. Laboratory/ Govt. colleges/ IITs/NITs or from the laboratory approved by
ADG/SDG.

All expenditure to be incurred for testing of samples e.g. packaging, sealing, transportation,
loading, unloading etc. including testing charges shall be borne by the contractor.

GENERAL TERMS & CONDITIONS FOR SUB-STATION WORK

1.0 TERMS OF PAYMENTS

The following percentage of contract rates for the various items included in the contract shall
be payable against the stage of work shown herein.

1.1 70% after initial inspection and delivery at site in good condition on pro- rata basis.

1.2 20% after completion of installation in all respects.

1.3 Balance 10% will be paid after testing, commissioning, clearance from CEA/ Local Body&
handing over to the client department for beneficial use.

2.0 INSPECTION AND TESTING

2.1 All major equipment i.e. HT panel, transformers, bus duct, LT panel etc. shall be offered for
initial inspection at manufacturers works. The contractor will intimate the date of testing of
equipment at the manufacturer’s works before dispatch. The successful tenderer shall give
advance notice of minimum two weeks regarding the dates proposed for such tests to the
department’s representative to facilitate his presence during testing. The Engineer-in-charge
may witness such testing. The cost of the Engineer’s visit to the factory will be borne by the
department. Equipment will be inspected at the manufacturer/Authorized dealer’s premises,
before dispatch to the site by the contractor if so desired by the Engineer-in-charge.

2.2 Copies of all documents of routine and type test certificates of the equipment, carried out at the
manufacturer’s premises shall be furnished to the Engineer-in-charge and consignee.

2.3 After completion of the work in all respects the contractor shall offer the installation for testing
and operation.

3.0 COMPLIANCE WITH REGULATIONS AND INDIAN STANDARDS

3.1 After completion of the installation, the same shall be offered for inspection by the
representatives of the Central Electricity Authority if required as per rules. The contractor will
extend all help including test facilities to the representatives of CEA/Local body. The
observations of CEA/Local body will be attended by the contractor.

4.0 MAINTENANCE

4.1 Sufficient trained and experienced staff shall be made available to meet any exigency of work
during the guarantee period of one year from the handing over of the installation.

4.2 The maintenance, routine as well as preventive, for one year from the date of taking over the
installation as per manufacturers recommendation shall be carried out on quarterly basis.

5.0 INTERPRETING SPECIFICATIONS:

In interpreting the specifications, the following order of decreasing importance shall be


followed in case of contradictions:

and technical catalogues, technical parameters as per CPWD specifications, instructions
manuals, wiring diagram etc. as required.

8.0 Transformer losses at 50% and 100% loading shall be as per latest ECBC norms with upto date
amendments.

TECHNICAL SPECIFICATION FOR SUB-STATION EQUIPMENTS

Scope of work

1. The work shall be carried out as per the guidelines of NBC -2016 amended upto date
Specification:- The work shall be executed as per CPWD’s general specification for
Electrical Works, Part-I-2013, Part-II-1994 (External) & Part-IV-2013 for Sub-
Station. Indian Standards amended upto date and as per direction of Engineer-in-
Charge. The additional specifications are to be read with above and in case of any
variation; specifications given along with the tender shall apply.

2. Inspection by CEA/Local Authority: - After completion of the work, the contractor


will offer the same for inspection of Central Electricity Authority/Local Authority.
The contractor will extend all help including test facilities to the representative of
Central Electricity Authority/Local Authority. In case the contractor fails to make
desired facilities available during inspection, the department reserves the right to
provide the same at the risk & cost of the contractor. The observation of Central
Electricity Authority /Local Authority which are a part of agreement will be attended
by the contractor promptly. The installation will be commissioned only after
receiving clearance from Central Electricity Authority. Inspection fees of Central
Electricity Authority/Local Authority will be borne by the department.

1.0.0 CODE & STANDARDS:

1.1.0 All equipment and material shall be designed manufactured and tested in accordance with the
latest applicable IEC standards. The 12KV Package Substation Design must be as per
IEC62271-202 only.

1.2.0 The Package Sub-station offered shall in general comply with the latest issues including
amendments of the following standards.

2.0.0 DESIGN CRITERIA

2.1.0 Package Sub-station consisting of 11KV Non-Extensible SF6 Ring Main Unit with
breaker as protection + Transformer + Low Voltage Switchgear with all connection
accessories, fitting & auxiliary equipment in an Enclosure to supply Low-voltage energy
from high-voltage system as detailed in this specification. The complete unit shall be installed
on a substation plinth (base) as Outdoor substation located at very congested places. 11KV
Isolators controls incoming-outgoing feeder cables of the 11KV distribution system. The
Vacuum Circuit Breaker shall be used to control and isolate the 11kV/433V Distribution
transformer. The transformer Low Voltage side shall be connected to Low Voltage

switchgear. The connection cables to consumer shall be taken out from the Low Voltage
switchgear.

2.2.0 The prefabricated-package substation shall be designed for a) Compactness, b) fast


installation, c) maintenance free operation, d) safety for worker/operator & public.

2.3.0 The Switchgear and component thereof shall be capable of withstanding the mechanical and
thermal stresses of short circuit listed in ratings and requirements clause without any damage
or deterioration of the materials.

2.4.0 For continues operation at specified ratings temperature rise of the various switchgear
components shall be limited to permissible values stipulated in the relevant standard and / or
this specification.

2.5.0 Service Conditions:

The Package substation shall be suitable for continuous operation under the basic service
conditions indicated below
Ambient Temperature: 40 Deg C
Relative Humidity upto 95%
Altitude of Installation upto 1000m

The Enclosure of High Voltage switchgear-control gear, Low Voltage switchgear-control


gear & Transformer of the package substation shall be designed to be used under normal
outdoor service condition as mentioned. The enclosure should take minimum space for the
installation including the space required for approaching various doors & equipment inside.

3.0.0 SPECIFIC REQUIREMENT

3.1.0 The main components of a prefabricated- package substation are Transformer, High-voltage
switchgear-control gear, Low-voltage switchgear-control gear and corresponding
interconnections (cable, flexible , bus bars ) & auxiliary equipment. The components shall be
enclosed, by either common enclosure or by an assembly of enclosure. All the components
shall comply with their relevant IEC standards.

OUTDOOR ENCLOSURE

3.2.0 Outdoor enclosure:

3.2.1 The outdoor enclosure shall be made of galvanized Sheet Steel tropicalized to local whether
conditions.
3.2.2 The CSS shall be made up of 1.5 mm thick non load bearing members and 2 mm thick load
bearing members with a base frame made up of 4 mm HRCA.
3.2.3 The CSS shall have a 6 degrees slope to avoid water logging in case of rains or any other
such issue.

3.2.4 The metal base shall ensure rigidity for easy transport & installation.

3.2.5 Substation will be used in outdoor application hence to prevent enclosure from
rusting/corrosion, welding should be avoided.

3.2.6 The protection degree of the Enclosure shall be IP54 for LT & HT switchgear
compartment & IP23 for Transformer compartment. Proper / adequate ventilation
aperture shall be provided for natural ventilation by way of Louvers etc. Transformer
compartment has to be designed in such away that, it meets IP class without any forced
cooling arrangements.

3.2.7 Considering the outdoor application of the substation the doors shall be provided with proper
interlocking arrangement for safety of operator and to avoid corrosion door should have
stainless steel hinges.

3.2.8 Interconnection between HT switchgear and transformer shall be using 1R: 3C x 240 [Link]
Aluminum armoured XLPE cable and between transformer and LT switchgear shall be using
4R: 3.5C x 300 [Link] Aluminum armoured XLPE cable (as required)

3.2.9 Internal Fault: Failure within the package substation due either to a defect, an exceptional
service condition or mal-operation may initiate an internal arc. Such an event may lead to the
risk of injury, if persons are present. It is desirable that the highest practicable degree of
protection to persons shall be provided. The Enclosure Design shall be tested for IAC AB as
per IEC 62271-202. Type test report of arcing due to internal fault should submitted
with offer.

3.2.10 Covers & Doors: Covers & doors are part of the enclosure. When they are closed, they shall
provide the degree of protection specified for the enclosure. Ventilation openings shall be so
arranged or shielded that same degree of protection as specified for enclosure is obtained. All
covers, doors or roof shall be provided with locking facility or it shall not be possible to open
or remove them before doors used for normal operation have been opened. The doors shall
open outward at an angle of at least 900 & be equipped with a device able to maintain them in
an open position.

3.2.11 Earthing: All metallic components shall be earthed to a common earthing point. It shall be
terminated by an adequate terminal intended for connection to the earth system of the
installation, by way of flexible jumpers/strips & Lug arrangement. The continuity of the earth
system shall be ensured taking into account the thermal & mechanical stresses caused by the
current it may have to carry. The components to be connected to the earth system shall
include :
a) The enclosure of Package substation,
b) The enclosure of High voltage switchgear & control gear from the terminal provided for
the purpose,
c) The metal screen & the high voltage cable earth conductor,
d) The transformer tank or metal frame of transformer,
e) The frame &/or enclosure of low voltage switchgear,

3.2.12 There shall be an arrangement for internal lighting activated by associated switch for HV ,
Transformer & LV compartments separately.

3.2.13 Labels: Labels for warning, manufacturer’s operating instructions etc. shall be durable &
clearly legible.

3.2.14 Cleaning & Painting :

The enclosure shall be Powder coated with colour specific to Light and Dark Gray
combination.

TECHNICAL SPECIFICATION OF 11KV SF6 METAL ENCLOSED, INDOOR RING MAIN


UNIT (RMU).

This RMU should be complete with all components necessary for its effective and trouble
free operation along with associated equipment etc. such components should be deemed to be
within the scope of supplier’s supply.

The RMU should be fixed type SF-6 insulated, Vaccum circuit breakers with O/C & E/F
relay for the protection of the transformer. It should be maintenance free equipment, having
stainless steel robotically welded IP67 enclosure.

4.0 STANDARDS AND REFERENCE DOCUMENTS

The RING MAIN UNIT (RMU) should be designed, manufactured and tested according to
the latest version of:

IEC 60694 Common specifications for high-voltage switchgear and control gear standards.

The design of the switchgear should be based on safety to personnel and equipment
during operation and maintenance, reliability of service, ease of maintenance,
mechanical protection of equipment, interchangeability of equipment and ready
addition of future loads.

4.2 Salient Technical feature of “SF-6 RMU.”

11KV SF6 INDOOR, NON-EXTENSIBLE, Ring Main Unit (RMU), comprising of 1No.
630 A Vacuum Circuit breaker with provision of incoming/outgoing.

Circuit Breaker should have the following:

INDOOR RMU

1. Modular design, panel type with front/side cable access.


2. RMU must be made of robotically welded stainless steel with all live parts inside
stainless steel tank, manually welded RMU shall not be acceptable.
3. Offered RMU must be Non extensible.
4. Maximum Modules can be accommodated in a single Stainless steel Tank so as to make it
more compact and reliable.
5. Cable covers must be interlocked with Earth switch to have complete safety of operating
person.

4.3 DIELECTRIC MEDIUM

SF6 GAS shall be used for the dielectric medium for 11KV RMU’s in accordance with
IEC376. It is preferable to fit an absorption material in the tank to absorb the moisture from
the SF6 gas and to regenerate the SF6 gas following arc interruption. The SF6 insulating
medium shall be constantly monitored via a temperature compensating gas pressure indicator
offering a simple go, no-go indication.
The RMU should have provision of Gas filling at site , in case there is some leakage of the
gas. The RMU shall have site replaceable bushings.

4.4 GENERAL TECHNICAL REQUIREMENTS

4.4.1 Fixed type Vacuum breakers insulated in SF6 gas. It should be maintenance
free, having stainless steel robotically welded enclosure for INDOOR RMU application. The
SF6 tank should have a thickness of min 2 mm of stainless steel.

4.4.2 Low gas pressure devices- 1.4 Bar pressure. RMU should have full rating with 1.2 Bar gas
pressure.

4.4.3 Live cable indicators- High operator safety.


4.4.4 Fully Rated integral earthing switch for Switches and Breakers.

4.4.5 Self powered Microprocessor Based 3O/C + 1E/F with Low and High set for
Over current and Earth Fault –

4.4.6 Units fully SCADA Comaptible. Retrofitting at site possible at a later date. Line

5.0 DESIGN CRITERIA

5.1 Service conditions


The offered switchgear and control gear should be suitable for continuous operation under
the basic service conditions indicated below. Installation should be in normal indoor
conditions in accordance with IEC 60694.

5.2 General structural and mechanical construction


The offered RMU should be of the fully arc proof metal enclosed, free standing, floor
mounting, flush fronted type, consisting of modules assembled into one or more units. Each
unit is made of a cubicle sealed-for life with SF6 and contains all high voltage components
sealed off from the environment. The overall design of the switchgear should be such that
front access only is required. It should be possible to erect the switchboard against a
substation wall, with HV and LV cables being terminated and accessible from the front.
The units should be constructed from stainless steel sheets. The design of the units should
be such that no permanent or harmful distortion occurs either when being lifted by eyebolts
or when moved into position by rollers.

The cubicle should be have a pressure relief device. In the rare case of an internal arc, the
high pressure caused by the arc will release it, and the hot gases is allowed to be exhausted
out at the bottom of the cubicle. A controlled direction of flow of the hot gas should be
achieved.
The switchgear should have the minimum degree of protection (in accordance with IEC
60529)

7 .0 PANEL(MODULE) DESCRIPTION

7.1.1 Incoming cable module


It should be consist of an SF6 cubicle housing a switch disconnector and an earthing
switch. Bus bars and all electrical connections are located inside the tank. The operating
shafts for the switches should be have rotary seals where they enter the SF6 cubicle. The
operating mechanisms should be located outside on the front of the SF6 tank. Cable
bushings should be located on the Front / Side of the SF6 cubicle in a separate cable
compartment. Front covers containing the mimic diagram and having a degree of
protection IP2XC close the fronts.

7.1.2 The T-off circuit breaker module (630 A )


The T-off circuit breaker module should be consisting of an SF6 cubicle housing a
Vacuum circuit breaker unit and a disconnector- ear thing switch. An integrated relay and
related CTs is used for tripping of the circuit breaker. Bus bars and all electrical
connections should be located inside the tank. The operating shafts for the switches should
be have rotary seals where they enter the SF6 cubicle. The operating mechanisms are
located outside on the front of the SF6 tank. Cable bushings should be located on the
front/Side of the SF6 cubicle in a separate cable compartment. Front covers containing the
mimic diagram having a degree of protection IP2X seal off the fronts.

Off load isolator shall be provided after the Vacuum circuit breaker for maintenance
purpose.

7.2 CIRCUIT BREAKERS


Vacuum bottles should be use as interrupters of the currents. The circuit breaker main
circuit should be connected in series with a three-position disconnector –ear thing switch.
The operation between circuit breaker and disconnector ear thing must be interlocked.

8 OTHER MAIN FEATURES

8.1 Bus bars


Comprising the 3 single phases copper bus bars and the connections to the switch or
vaccum circuit breaker. The bus bar should be integrated in the cubicle Bus bars should be
rated to withstand all dynamic and thermal stresses for the full length of the switchgear.

8.2 The cable switch


It should be a switch-disconnector and ear thing switch using SF6 gas as an arc-quenching
medium. The switch positions are closed – open – earthed. In the open position the switch
satisfies the disconnector requirements.

8.3 Earthing Switch


Earthing switches should be rated equal to the switchgear rating.
Earthing switches should be quick make type capable of making Rated Fault Current. Ear
thing switch should be operated from the front of the cubicle by means of a removable
handle.

8.4 The mechanisms


All mechanisms should be situated in the mechanism compartment behind the front covers
outside the SF6-tank. The mechanism for the switch and the earthing switch is operating
both switches via one common shaft. The mechanism provide independent manual
operation for closing and opening of the switch, independent closing of the earthing switch
and dependent opening of the earthing switch.

The mechanism for the T-off switch and earthing switch is operating both switches via one
common shaft. The mechanism has stored spring energy and provide independent manual
operation for closing and opening of the switch, independent closing of the ear thing switch
and dependent opening of the ear thing switch. The mechanism for the vacuum circuit
breaker (VCB) and disconnector- earthing switch is operating the VCB and the
disconnector earthing switch via to separate shafts. The mechanism for the VCB has stored
spring energy and provides independent manual operation for closing and opening of the
VCB. The mechanism has a relay with related CT’s and/or remote tripping device. The
mechanism for the disconnector earthing switch provide independent manual operation for
closing and opening of the disconnector, independent closing of the earthing switch and
dependent opening of the earthing switch.

8.5 Front covers


The front cover contains the mimic diagram of the main circuit with the position indicators
for the switching devices. The voltage indicators are situated on the front panels. Access to
the cable bushings is in the lower part of each module.

8.6 Position indicators

The position indicators are visible through the front cover and are directly linked to the
operating shaft of the switching devices.

8.7 Voltage indicator


The voltage indicators are situated on the front cover, one for each module, and indicate the
voltage condition of each incoming cable. Identification of the phases is achieved with
labels L1, L2 and L3 on the front of the voltage indicators. The voltage indicator satisfies
the requirements of IEC61243.

8.8 Cable compartment


The access to the compartment will be possible by removing the cable cover, Hinged to the
main frame only when earth switch is ON. Cable Compartments of Indoor RMU should be
Arc Proof and interlocked with respective Earth Switches.. Each module has a separate
cable compartment that is segregated from each other by means of a partition wall. A
partition wall should be fitted to divide the cable compartment from the rear side of the
switchgear. In case of an arc inside the tank, followed by the opening of the pressure relief,
the partition wall prevents the hot gases flowing out from the pressure relief to enter the
cable compartments. All covers are removable. The ground continuity is achieved when the
covers are in place by means of Hinged connections.
Interconnection between HT switchgear and transformer shall be using 1R:3Cx240 [Link]
Al. armoured XLPE Cable.

8.9. Power connection.


The cables are installed in the dedicated compartment below the mimic front cover. At the
bottom of the cable compartment, an earthing bar system made of copper/GI with a
minimum cross section of 120 mm2 should be fitted. In each compartment the earthing bar
should be fitted with 4 screws M10. The earthing system is connected to the tank by a
copper/GI bar, which rises up to the connecting point of the tank behind the rear partition
wall on the middle of the switchgear.

8.10 Inter Locking.


The mechanism for the cable switch should be provide a built in interlocking system to
prevent operation of the switch when the earthing switch is closed, and to prevent operation
of the earthing switch when the switch is in the closed position.
The mechanism for the T-off switch should be provide a built in interlocking system to
prevent operation of the switch when the earthing switch is closed, and to prevent operation
of the earthing switch when the switch is in the closed position. The mechanism for the
VCB and the disconnector-earthing switch should be has a built in interlocking system to
prevent operation of the disconnector-earthing switch when the VCB is in the closed
position.
Further is should not be possible to Open the Cable doors unless the Earthing Switch is
Turned ON. In case the Cable door is accidentally left open a positive interlock shall
prevent operation of Load Break Switch and Isolators / Breaker from any operation.

8.11 Current Transformers


All current transformers should be complying with IEC 60185.
Current transformers should be of dry type, with ratings and ratios as required.
Cable current transformers used in circuit breaker modules should be maximum 100mm
wide. Current transformers used in metering cubicles should be having dimensions
according to DIN 42600, Narrow type.
Current transformer shall be placed in the cable covers / Bushing Mounted so that it can be
easily replaced at site without removing the bushings.

8.12 Auxiliaries.

The switchgear should be prepared for options like motor operation, auxiliary contacts and
short-circuit indicators. Necessary terminal blocks and wiring etc. should be placed behind
the front cover of each module.

8.13 Fault Passage Indicators.


These shall facilitate quick detection of faulty section of line. The fault indication may be
on the basis of monitoring fault current flow through the device. The unit should be self-
contained requiring no auxiliary power supply. The FPI shall be integral part of RMU to
avoid thefts. The FPI shall have clear display, automatic reset facility and shall be SCADA
compatible. 1 No. FPI shall be provided on 1 No. Incoming Load Break switch.

9 TESTING AND CERTIFICATION.

9.1 TYPE TESTS.


Units should be type tested in accordance with IEC standards 60056, 60129, 60265,
60298,60420,60529 and 60694. The following type tests should perform on the HT
Switchgear and report should submit with offer.
- Short time and peak withstand current test
- Temperature rise tests
- Dielectric tests
- Test of apparatus i.e. circuit breaker and earthing switch
- Arc fault test
- Measurement of resistance of main circuit.
- Mechanical endurance test.
- Duty cycle test.
- Internal arc test for HT chamber.
- Type test reports for above type shall be submitted with the offer.

9.2 ROUTINE TESTS.


Routine tests should be carried out in accordance with IEC 60298 standards. These tests
should be ensure the reliability of the unit.

Below listed test should be performed as routine tests before the delivery of units;

- Withstand voltage at power frequency


- Measurement of the resistance of the main circuit
- Withstand voltage on the auxiliary circuits
- Operation of functional locks, interlocks, signalling devices and auxiliary devices
- Suitability and correct operation of protections, control instruments and electrical
connections of the circuit breaker operating mechanism

- Time travel characteristics measurement facility for Breaker should be available with the
manufacturer to asses the quality of RMU.

This specification covers the requirements of design, manufacture, testing and supply of cast
resin dry type transformers complete with all the accessories and fittings for efficient and
trouble-free operation.

10.2 GENERAL DESIGN FEATURES


10.2.1 All transformers shall be of the latest design, dry type Cast Resin only.
10.2.2 The type of cooling shall be Natural Air cooled (AN) and the corresponding ratings
for each transformer shall be as indicated in the specific requirements.
10.2.3 Each transformer shall be suitable for operation at full rated power on all tapings
without Exceeding the applicable temperature rise.
10.2.4 It shall be possible to operate the transformer satisfactorily, with the loading guide
Specified in IS-6600. There shall be no limitations imposed by bushings, tap changers,
Auxiliary equipment to meet this requirement.

10.2.5 The transformers shall be designed to be capable of with-standing, without injury, the
thermal and mechanical effects of short-circuits between phases or between phase and
earth at the terminals of any winding with full voltage applied across the other winding
for periods given in relevant standards. There shall be no limitations imposed by any
part/component of the transformer/off load tap links to meet the short circuit level
Specified.

10.2.6 Each transformer shall be designed for minimum no-load and load losses within the
Economic limit and shall be able to have minimum loss at the rated load condition.
10.2.7 All electrical connections and contacts shall be of ample cross sections for carrying the
rated current without excessive heating.
10.2.8 The transformer shall be capable of continuous operation at full load rating under the
following conditions.
a) Voltage variation =  10%
b) Frequency variation =  5%
c) Combined voltage and frequency variation (Absolute sum) = 10%
10.3 CONSTRUCTION
10.3.1 The transformer shall be dry type, AN cooled suitable for Compact substation
application.

10.3.2 The core-clamping frame shall be provided with lifting eyes having ample strength to
lift the complete core and winding assembly.
10.3.3 Off circuit tapings shall be provided on the HV windings. Tap changing is done by
means of off-circuit links accessible through openings provided.
10.3.4 The lifting lugs and rollers shall be provided. A winding temp. Scanner shall be
provided and is actuated by means of resistance temperature detectors embedded in LV
windings of all three phases. It should have alarm and trip contacts at a specified
temperature.
10.3.5 The transformer shall be of IP00 protection class and will be installed in the transformer
compartment of compact substation having IP23 protection class.

10.4 WINDINGS
10.4.1 The winding insulation shall be of Class “H” and temperature rise limit to Class H.
i.e.115 deg. C over ambient of 50 degrees
10.4.2 Windings shall be of electrolytic copper conductors (circular in shape) of high
conductivity and 99.9% purity.
10.4.3 Windings shall be designed to withstand the specified thermal and dynamic short circuit
stresses.
10.4.4 The windings shall be duly sectionalized. Accessible joints brazed or welded and
finished smooth shall connect similar sections. No corona discharge shall result on the
winding upon testing the transformer for induced voltage test as specified in IS.
10.4.5 The end turns of the high voltage windings shall have reinforced insulation to take care
of the voltage surges likely to occur during switching or any other abnormal condition.
10.4.6 The high voltage and low voltage winding are shall be made of copper Conductors. HV
winding will be always be resin casted under vacuum while LV winding can either be
casted or pre-impregnated with resin.
10.5. CORE
10.5.1 The double wound Core shall be constructed from non-ageing cold rolled Grain
oriented steel sheets. The built core shall be painted with high temperature resistant
paint to prevent corrosion at the edges of core plates and to withstand high
temperatures. By using different core material optimization of core losses shall be
achieved. The yokes shall be firmly clamped between yoke channels or plates. The top
& bottom yoke frames shall be secured to each other by means of tie-rods, which help
in securing the winding in place.
10.5.2 The design of the magnetic circuit shall be such as to avoid static discharges,
development of short circuit paths within itself or to the earthed clamping structure and
the production of flux component at right angles to the planes of laminations which may
cause local heating.
10.6 OFF-CIRCUIT TAP CHANGING LINKS
10.6.1 Off circuit tapings are provided on HV windings. Tap changing is done by means off
circuit links. Use of tap changing links eliminates any moving parts as against a
manually operated tap changer.

10.8 PAINTING
10.8.1 All steel surfaces shall be thoroughly cleaned by sand blasting or chemical agents as
required to produce a smooth surface free of scale, grease and rust
10.8.2 The external surface, after cleaning, shall be given a cost of high quality red oxide or
yellow quoted primer, followed by filler coats.

10.9 Routine Test


All Routine Tests in accordance with IEC 60076 / IS 11171/IS 2026 shall be carried out
on each transformer.

11.0 GENERAL CHARACTERISTICS OF ACB

11.1 Conformity with Standards

The air circuit-breakers used in low voltage installations are constructed and tested in
accordance with the IEC 947/IS 947 Standards and respect the following EC directives:
– “Low voltage Directive” (LVD) No. 73/23 EEC
– “Electromagnetic compatibility Directive” (EMC) No.89/336 EEC

11.2 Functional characteristics


– The circuit-breakers must have a rated service voltage of 690 V AC and a rated insulation
voltage of 1000 V.
– The circuit-breakers must have a rated impulse withstand voltage of 12 kV.
– The rated uninterrupted current must be between 800 and 6300 A with the possibility of
selection of ratings from 400 A.
– Different versions shall be available with rated ultimate short circuit breaking capacity(Icu)
from 50kA at 415V and shall have rated short circuit service breaking capacity(Ics) equals
to Icu.
– Different versions of circuit-breakers shall be available with rated short-time withstand
current (Icw -1 sec) for 50kA for 1sec in category B.
– It must be possible to supply the circuit-breakers both from the top and bottom terminals
without derating their performances and without jeopardising their functionality.
– The mechanical life must be at least 12000 operations, without the need for maintenance of
the contacts and arcing chambers.

11.3 Environmental characteristics

undergo a tropicalisation process which makes them suitable for use in a hot-humid
environment, as established by the prescriptions of the main shipping registers and in

11.4 Construction characteristics


– The circuit-breaker structure must be made of steel sheet.
– There must be total segregation between power and front shield, using double insulation
where suitable so as to guarantee maximum operator safety.
– Total segregation between the phases must be guaranteed for safety reasons.
– The main contacts must be separate from the arcing contacts in cat. B circuit-breakers only.
– It must be possible to inspect easily the arcing chambers easily and to check main contact
wear with the circuit-breaker racked-out, by removing the arcing chambers.
– All the circuit-breakers in the range have the same height and depth with the aim of
standardising the supporting structures of the switchgear and the switchgear itself as far as
possible.
– The circuit-breakers must indicate the precise position of the main contacts and the
condition of springs charged/discharged on the front, by means of certain and reliable
signals.
– The operating mechanism must be of the stored energy type with operation by means of

precharged springs fitted with antipumping device. The springs are charged manually by
activating the front lever, or by means of a geared motor, supplied on request.
– The whole range of air circuit-breakers must be fitted with electronic protection releases. It
must be allowed the interchangeability of protection releases from skilled personnel.
- ACBs shall have minimum watt losses in order to restrict temperature rise inside the
breaker.

11.5 Releases

12.0 Earthing:

Earthing arrangement shall be provided for earthing each cable, PVC cable gland, neutral
busbar, chassis and frame work of the cubicle with separate earthing terminals at two ends.
The main earthing terminals shall be suitably marked .The earthing terminals shall be of
adequate size, protected against corrosion, and readily accessible. These shall be identified by
means of sign marked in a legible manner on or adjacent to terminals. Neutral bus bar strip
shall be connected to Earthing terminal with help of GI strip of suitable capacity & nut-bolt
arrangement.

TYPE / ROUTINE TEST ON PACKAGE SUBSTATION

13.0. TYPE TESTS FOR THE PACKAGE SUBSTATION:


The Package Substations offered must be type tested as per latest IEC 62271-202 only. The
copy of type test summary should be submitted along with the tender. CSS manufactured at in
JV consortium shall not be accepted. Type Test reports shall not be older than 3 years from
the date of tender opening.

Routine Tests: The routine tests shall be made on each complete prefabricated substation.
a) Voltage tests on auxiliary circuit.
b) Functional test.
c) Verification of complete wiring.

Test Witness: Routine test shall be performed in presence of Owner’s representative if


so desired by the Owner. The Contractor shall give at least fifteen (15) days advance
notice of the date when the tests are to be carried out.

Test Certificates:
Certified reports of all the tests carried out at the works shall be furnished in three (3) copies
for approval of the Owner.

GENERAL AND COMMERCIAL CONDITIONS
FOR LT PANEL & FEEDER PILLAR WORKS

1.0 GENERAL

This specification covers manufacture, testing as may be necessary before dispatch, delivery at
site, all preparatory work, assembly and installation, commissioning putting into operation and
final testing & commissioning of the equipments.

1.1 The work shall be executed as per CPWD General Specifications for Electrical Works Part – I,
II & IV as amended up to date, relevant I.E. Rules, BIS/IEC and as per directions of Engineer-
in-charge. These additional specifications/ conditions are to be read in conjunction with above
and in case of variations; specifications given in the in the contract shall apply. However,
nothing extra shall be paid on account of these additional specifications and conditions, as the
same are to be read along with schedule of quantities for the work.

1.2 The tenderer should, in its own interest, visit the site and get familiarized with the site
conditions before tendering.

1.3 No T & P shall be issued by the Department and nothing extra shall be paid on account of this.

1.4 Type of Contract: The work to be awarded by this tender shall be treated as indivisible works
contract.

2.0 TERMS OF PAYMENTS

The following percentage of contract rates for the various items included in the contract shall
be payable against the stage of work shown herein.
i) 80% after initial inspection (wherever specified) & delivery at site in good condition on
pro-rata basis.
ii) 10% after completion of installation in all respects.
iii) Balance 10% will be paid after testing, commissioning and handing over to the
department for beneficial use.

3.0 Works to be carried out by CPWD

Unless otherwise mentioned in the tender specifications, the following works shall be carried
out by the department.
(i) Space for accommodating all the equipments and components involved in the work.
However, watch and ward shall be responsibility of the contractor.

4.0 Works to be done by the contractor

In addition to supply, installation, testing and commissioning of all the equipments, as per
schedule of work, and specifications, the following works shall be deemed to be included
within the scope of work to be executed by the contractor.
i) Tools and tackles required for handling and installation of equipments.
ii) Protection required for the equipments from rain, dust storm etc. during transportation
i.e. polythene cover and tarpaulin.
iii) Necessary equipments for commissioning/site testing.

5.0 RATES

The rates quoted by the tenderer, shall be firm and inclusive of all taxes including GST,
packing, transportation, handling etc. The tendered rates should also include charges for
installation, testing, commissioning etc. at site including temporary construction of storage

5.1 The contractor has to carry out maintenance as per manufacturer’s standards for a period of 12
months from the date of handing over for which nothing extra shall be paid.

6.0 COMPLETENESS OF TENDER


All sundry equipments, fittings, unit assemblies, accessories, hardware items, foundation,
foundation bolts, painting, termination lugs for electrical connections, and all other items
which are useful and necessary for efficient assembly and installation of equipment and
components of the work shall be deemed to have been included in the tender irrespective of the
fact whether such items are specifically mentioned in the tender documents or not.

7.0 STORAGE AND CUSTODY OF MATERIALS

The Store room of Electrical Inquiry may be used for storage of sundry materials and erection
equipments or else the agency has to make its own arrangements. No separate storage
accommodation shall be provided by the department. Watch and ward of the stores and their
safe custody shall be the responsibility of the contractor till the final taking over of the
installation by the department.

8.0 CARE OF THE BUILDING

Care shall be taken by the contractor while handling and installing the various equipments and
components of the work to avoid damage to the building. He shall be responsible for repairing
all damages and restoring the same to their original finish at his cost. He shall also remove at
his cost all unwanted and waste materials arising out of the installation from the site of work.

9.0 COMPLETION PERIOD

The completion period indicated in the tender documents is for the entire work of planning,
designing, approval of drawings etc., arrangement of materials &equipments, delivery at site
including transportation, installation, testing, commissioning and handing over of the entire
system to the satisfaction of the Engineer-in-charge.

10.0 GUARANTEE

10.1 All equipments shall be guaranteed for a period of 12 months, from the date of taking over the
installation by the department, against unsatisfactory performance and/or break down due to
defective design, workmanship or material. The equipments or components, or any part
thereof, so found defective during guarantee period shall be forthwith repaired or replaced free
of cost, to the satisfaction of the Engineer-in-Charge. In case it is felt by the department that
undue delay is being caused by the contractor in doing this, the same will be got done by the
department at the risk and cost of the contractor. The decision of the Engineer-in-charge in this
regard shall be final & building on the contractor.

10.2 The tenderer shall guarantee among other things, the following:
(a) Quality, strength and performance of the materials used as per manufacturers standards.
(b) Safe mechanical and electrical stress on all parts under all specified conditions of
operation.
(c) Satisfactory operation during the maintenance period.

11.0 POWER SUPPLY

Power Supply for the purpose of Installation of LT/Feedar Panel shall be arranged by the
contractor themselves and nothing shall be paid on this account.

12.0 ACCEPTABLE MAKES OF VARIOUS EQUIPMENTS

The acceptable makes of various equipments/components/accessories have been indicated in


the List of Acceptable Makes of equipments/ materials”. The tenderer shall work out the cost
of the offer on this basis.

13.0 DATA MANUAL AND DRAWINGS TO BE FURNISHED BY THE TENDERER.

13.1 With Tender: The renderer shall furnish along with the tender, detailed technical literature,
pamphlets and performance data for appraisal and evaluation of the offer.

13.2 After award of work

The successful tendered would be required to submit the following drawings for approval of
the department.
(a) General arrangement drawing of the LT Panels, Feeder Pillars & Meter Boards with
complete dimensions.
(b) Single line diagram of LT Panels, Feeder Pillars & Meter Boards.
(c) Schematic drawing of LT including all safety interlocking.
(d) Details of foundations for the equipments and the weights of assembled equipments.
(e) Equipment details proposed to be procured for the execution of the work for the approval
of the Engineer-in-charge.
(f) Cables rating & sizes, Layout and routes.
(g) Any other drawings necessary for the job.

The successful tendered should furnish well in advance three copies of detailed instructions
and manuals of manufacturers for all items of equipments regarding installation, adjustments,
operation and maintenance including preventive maintenance & trouble shooting together with
all the relevant data sheets, spare parts catalogue etc. all in triplicate

14.0 The successful tendered should furnish well in advance three copies of detailed instructions

15.0 EXTENT OF WORK

15.1 The work shall comprise of entire labour including supervision and all materials necessary to
make a complete installation and such tests and adjustments and commissioning, as may be
required by the department. The term complete installation shall not only mean major items of
the plant and equipments covered by specifications but all incidental sundry components
necessary for complete execution and satisfactory performance of installation with all layout
charts whether or not those have been specifically mentioned in bill of quantity in the tender
document. However, major equipment not covered in the scope of the work and required
subsequently as an additional feature, not covered in the contract specifications, shall be paid
extra. The decision of the engineer-in-charge in the matter shall be final and binding upon the
contractor.

15.2 In addition to supply, installation, testing and commissioning of sub-station equipments,


following works shall be deemed to be included within the scope of work to be executed by the
renderer.

a) Minor works necessary for installation of equipments, foundation, making of opening in
walls or in floors and restoring them to their original condition/ finish and necessary
grouting etc. as reqd.

16.0 INSPECTION AND TESTING

16.1 All the equipments and fabricated items etc. shall be offered for initial inspection at
manufacturer’s works. All routine tests conforming to relevant IS shall be carried out in the
presence of Engineer-in-Charge or his authorized representative. Contractor will give sufficient
notice for the same. The department reserves the right to inspect or not to inspect the
equipment at the works of the manufacturer. In the later case confirmation in writing will be
issued by the department. The department will bear to &fro expenses of the officer deputed for
carrying out inspection. However, nothing extra shall be paid for conducting routine test in the
presence of department’s representative.

Copies of all manufacturers’ routine and type test, certificates of the equipments shall be
furnished to the inspecting officer at the time of inspection at the factory.

After completion of work in all respect the contractor shall offer the installation for testing and
operation.

17 Defect Liability Period:

17.1 All the equipments shall be guaranteed for a period of 12 months from the date of completion.
Any defective materials and equipment shall be replaced free of cost at the direction of
Engineer-in-Charge.

18 INTERPRETING SPECIFICATIONS
In interpreting the specifications, the following order of decreasing importance shall be
followed in case of contradictions:
(a) Schedule of quantities
(b) Technical specifications
(c) Drawing (If any)
(d) General Specifications
(e) Relevant BIS or other international code in case BIS

19.0 COMPLIANCE WITH REGULATIONS AND INDIAN STANDARDS

19.1 All works shall be carried out in accordance with relevant regulation, both statutory and those
specified by the Indian Standards related to the works covered by this specification. In
particular, the equipment and installation will comply with the following:
(i) Factories Act.
(ii) Indian Electricity Rules.
(iii) B.I.S. & other standards as applicable.
(iv) Workmen’s compensation Act.

19.2 Nothing in this specification shall be construed to relieve the successful tenderer of his
responsibility for the design, manufacture and installation of the equipment with all accessories
in accordance with currently applicable statutory regulations and safety codes.

20.0 INDEMNITY

The successful tenderer shall at all times indemnify the department, consequent on this works
contract. The successful tenderer shall be liable, in accordance with the Indian law and
regulations for any accident occurring due to any cause and the contractor shall be responsible

for any accident or damage incurred or claims arising there from during the period of erection,
construction and putting into operation the equipments and ancillary equipment under the
supervision of the successful tenderer in so far as the latter is responsible. The successful
tenderer shall also provide all insurance including third party insurance as may be necessary to
cover the risk. No extra payment would be made to the successful tenderer on account of the
above.

21.0 ERECTION TOOLS

No tools and tackles either for unloading or for shifting the equipments for erection purposes
would be made available by the department. The successful tenderer shall make his own
arrangement for all these facilities.

22.0 COOPERATION WITH OTHER AGENCIES

The successful tenderer shall co-ordinate with other contractors and agencies engaged in the
construction of buildings, if any, and exchange freely all technical information so as to make
the execution of this work/contract smooth. No remuneration should be claimed from the
department for such technical cooperation. If any unreasonable hindrance is caused to other
agencies and any completed portion of the work has to be dismantled and re-done for want of
cooperation and coordination by the tenderer during the course of work, such expenditure
incurred will be recovered from the successful tenderer if the restoration work to the original
condition or specification of the dismantled portion of the work was not undertaken by the
tenderer himself.

23.0 The work will be carried out with least disturbance during shifting & shut down taken in
consultation with the client department.

24.0 MOBILIZATION ADVANCE

No mobilization advance shall be paid to the contractor.

25.0 INSURANCE AND STORAGE

All consignments are to be duly insured up to the destination from warehouse at the cost of the
contractor. The insurance covers shall be valid till the equipment is handed over duly installed,
tested and commissioned.

26.0 VERIFICATION OF CORRECTNESS OF EQUIPMENT AT DESTINATION

The contractor shall have to produce all the relevant records to certify that the genuine
equipments from the manufacturers has been supplied and erected.

27.0 PAINTING

This shall include cost of painting of the entire installation. The major equipments shall be
factory final finish painted. The agency shall be required to do only touching to the damages
caused to the painting during transportation, handling & installation at site, if there is no major
damage to the painting. However, hangers, supports etc. of bus trunking shall be painted with
required shade including painting with two coats of anticorrosive primer paint at site.

1.2 LT PANELS

The scope of this section covers design, manufacture, supply, installation, testing and
commissioning of Power Distribution Panels including ACBs, MCCBs, MCBs rated up to 415-
430 volts. The panel shall be fabricated i/c all switch as per CPWD specification for electrical
work (part-I) and Sub-station work (Part IV) amended to date.

1.2.1. Basic Structure:


a) All electrical panels will be fabricated from 2mm thick CRCA sheet steel for robust
construction properly supported with angles and channels.
b) Panels shall be totally enclosed, dust and vermin proof, fully compartmentalized,
cubical design modular construction. The covers and doors shall be very well gasket
with neoprene rubber gaskets so as to obtain dust proof enclosure.
c) The cubicle will be floor-mounted type unless specified otherwise.
d) The cabinet will be welded construction and not of jointing construction.
e) Door shall be made of 1.6mm/2mm sheet steel, with foamed seal polyurethane gasket,
square section under tabular frame with punching in DIN pitch pattern.

1.2.2. Cubical Panel

The cubical panel shall be made out as per CPWD specification and as per relevant Indian
Electricity Rules as amended till date.

The firm shall submit the drawing of cubical panel mentioning all the dimensions and
schematic diagram along with detail and capacity of each switch gear. The cubical panel shall
be fabricated only after approval of drawings from the Engineer-in-charge.

All incoming ACB`s shall have microprocessor-based releases with overload, short circuit,
earth fault protections all with adjustable settings and also with adjustable time delays;
alongwith adjustable instantaneous short circuit protection; RS485 communication port.

All outgoing and bus coupler MCCB`s of above 250 A capacity shall have microprocessor
based releases with overload and short circuit protection with adjustable settings and also with
adjustable time delays; along with adjustable instantaneous short circuit protection

Incomers and Bus coupler shall be mechanically inter locked

All metering CT’s and PT’s shall be cast resin type of accuracy class 1.0 Multi-function meter
shall be LCD display of accuracy 1.0. All CT's shall be 15VA burden class.

Air Circuit Breakers (ACBs): The ACBs shall comply to IEC 60947 Part I & II and IS 13947
Part I & II and shall be suitable for operation on 415 Volts, 50 Hz 3 Phase system.

Moulded Case Circuit Breaker: The Moulded case circuit breaker (MCCB) shall conform to
latest IEC-60 947-2/ IS13947- 2. The circuit breaker shall comply with the isolation function
requirement of IEC 60 947-2 section 7.1.2 to marked as suitable for isolation/ disconnection to
facilitate safety of operating personnel while the breaker is in use.

Miniature Circuit Breakers (MCB): MCBs shall be hand operated, air break, quick make,
quick break type conforming to applicable standards. MCB shall comply with IS : 8828,
1996/IEC 898. MCB shall have minimum power loss (watts) per pole defined as per IS/IEC
and the manufacturer shall publish the values.

Current Transformers: Current transformers shall be in conformity with IS: 2705 (part I,II&
III)

Test At Manufactures Work: All routine tests specified in IS: 8623-1977 shall be carried out
and test certificates produced to the Department.

The bus-bars will be insulated with heat shrinkable sleeves and properly supported. All live
parts shall be shrouded by means of acrylic / steel /FRP sheets to ensure no accidental contact
with live parts during maintenance and provide simultaneous inspection. The bus-bar supports
will be designed to withstand short circuit current equivalent to 35 MVA at 415 volts. The bus-
bars will be adequately insulated and protected to prevent accidental contact during operation
and maintenance.

Each Panel shall be provided with an earth bus bar running along the entire length of the board.
Material and size of the earth bus bar shall be as per CPWD specifications amended upto date.

1.3 FEEDER PILLARS

1.3.1 Outdoor type Feeder Pillars shall be suitable for 3 phase, 50Hz, 415 volts, A.C. system and
shall generally conform to IS 5039. Rating and size of Feeder pillar shall be as per designed
load and requirement.

1.3.2 The Feeder pillar shall be provided with degree of protection IP 65 as per IS : 2147.

1.3.3 Each door shall open to minimum 135 degrees. Locking on both the doors with two keys for
each lock shall be provided with each pillar.

1.3.4 The enclosure shall be provided with ventilated louver cover with wire mesh, lifting hooks,
supporting legs and double earth terminal with double washer.

1.3.5 Moulded case circuit breaker shall be provided for incoming and MCB shall be provided as per
IS 8828-1978 for outgoing. Gland plate shall be 3mm thick with suitable number of flanged
type brass cable glands of required sizes shall be provided.

1.3.6 All civil work for feeder pillar foundation shall form part of feeder pillar installation work.
This shall include excavation, backfilling, brickwork, plastering and providing PVC sleeves.
Cost of civil work shall deem to be included in quoted rates.

1.3.7 BUS BAR


i) The bus bars shall be air insulated and made of high conductivity, high strength
aluminium alloy complying with the requirement of gradeE-91E of IS : 5082.
ii) Capacity of aluminium bus bars shall be considered as 1.3 Amp per [Link] of cross
section area of the bus bar and also conforming to Table -VI of CPWD specifications
for Electrical Works (Part-I).
iii) The main bus bars shall have continuous current rating throughout the length of Feeder
Pillars. The cross section of neutral bus bars shall be same as that of phase bus bar for
busbars of capacity upto 200Amp; for higher capacity the neutral bus bar shall not be
less than half (50%) the cross section of that the phase bus bars.
(iii) Busbars to be colour coded with PVC sleeves.

2.0 LT Switchgears

2.1 MOULDED CASE CIRCUIT BREAKERS (MCCB)

2.1.1 General

The Moulded case circuit Breaker (MCCB) shall confirm to the latest IEC 60947-2 and IEC 60
947-3-1989. MCCB’s shall be suitable for rated operation voltage up to 415 VAC & rated
insulation voltage up to 690 VAC.

MCCB’s in AC circuits shall be of triple pole / four pole construction as per enclosed BOQ.
The “ON”, “OFF” and “TRIP” positions of the MCCB’s shall be clearly indicated and visible
to the operator when mounted as in service. Front of door operating handle shall be provided
with pad lock and door interlock. Front of door operating handle shall be provided with door
interlock defeat mechanism to facilitate inspection of the MCCB during ‘ON’ position. MCCB
shall be suitable for Positive isolation / disconnection according to IEC 60947-1 & 2 for
optimum user safety.

The Service short circuit Breaking capacity (Ics at 415 VAC) of all MCCB’s shall be as
specified in BOQ and shall have (Ics=100% Icu).

All MCCB should have “Class-II” front facia as per IEC 60664.
All circuit breaker below 250 amps rating shall be provided with thermal magnetic

Release& circuit breakers of 250 amps rating and above shall be provided with
Microprocessor based release unless otherwise specified.

All MCCBs shall be provided with rotary handles, spreader links and phase barrier on both
incoming & outgoing sides for which nothing extra shall be paid.

2.2 Miniature Circuit Breaker (MCB)

Miniature circuit breakers shall be of approved design and make and must be tested and
validated as per IS/IEC 60898, IEC/EN 60898 and IEC 60947-2 standards.

MCBs shall be suitable for operation at 230V/415V, 50Hz supply. The MCB ratings shall be
available from 1--125A in 1P/2P/3P/4P versions. The rated short circuit capacity acc to IS/IEC
60898 shall be of 10,000A. MCBs shall be offered with B, C or D tripping characteristics as
per the BOQ requirements. The MCBs shall be suitable for mounting on a 35mm DIN rail.

MCBs shall carry ISI and CE marking.

MCBs shall ensure complete electrical Isolation of downstream circuit or equipment, when the
MCB is switched OFF

3.0 CABLE WORK

The L.T. Power cables shall be XLPE insulated PVC sheathed type aluminium conductor
armoured cable conforming to IS : 7098 : 1988 (Part-I) with up-to date amendments whereas
control cable shall be XLPE insulated and PVC sheathed copper conductor armoured/
unarmoured cable conforming to IS:7098 (Part-I) 1988.

All the street light Cables shall be laid in 50mm dia. HDPE pipes, as per the direction of
Engineer-In-Charge. Cable laying shall be carried out as per CPWD general specifications for
electrical works (part-II External)-1994.

Cable tags shall be made out of 2mm thick aluminium sheets, each tag 1-1/2 inch in dia with
one hole of 2.5mm dia, 6mm below the periphery. Cable designations are to be punched with
letter/number punches and the tags are to be tied inside the panels beyond the glanding as well
as below the glands at cable entries. Trays tags are to be tied at all bends. On straight lengths,
tags shall be provided at every 15 metres.

Prior to installation, burying of cables, following tests shall be carried out. Insulation test
between phases, phase & neutral, phase & earth for each length of cable.
a. Before laying.
b. After laying.
c. After jointing.

Prior to installation, the following tests shall be conducted in the presence of the Engineer-In-
Charge.
a. Insulation Resistance Test (Sectional and overall).
b. Continuity Resistance Test.
c. Earth Test.

All tests shall be carried out in accordance with relevant Indian Standard code of practice and
Indian Electricity Rules. The Contractor shall provide necessary instruments, equipments and
labour for conducting the above tests & shall bear all expenses of conducting such tests.

TECHNICAL SPECIFICATIONS FOR DG SET

1. The work shall be carried out as per CPWD General Specifications for Electrical Works, Part-
VII (DG SET works) 2013 amended upto date, CPWD General Specifications for Electrical
Works Part-I & II as amended upto date, relevant IE rules, and as per directions of Engineer-
in-Charge. For electrical panels, CPWD General Specifications for Electrical Works Part-IV
(SUB-STATION) 2013 amended upto date shall be applicable.

2. SCOPE
Work covered by this contract include design, manufacture, supply, transportation, delivery,
installation and commissioning of automatic start direct coupled Diesel Generator Sets suitable
for continuous round the clock operation at upto rated output with permissible overload with
associated works. Items included (but not limited to) in the contract are abstract below.
 Diesel engines directly coupled with alternators mounted on a rigid fabricated base frame
with resilient anti vibration mountings.
 DG cooling system.
 Silencer to provide 25 DBA insertion loss
 Electric starting equipment including batteries and battery chargers.
 Fuel supply system.
 Acoustic Enclosure as per C.P.C.B. Norms latest.
 Clearance/Approval of the complete installation from CPCB/State Pollution control Board,
central Electricity Authority (CEA)/Local Bodies and Other licensing authorities, wherever
required.
 D.G. Control Panels.

3. ENGINE
i) The diesel engine shall be indoor-type, four stroke, multi-cylinder, 1500RPM with 2%
speed variation for operation between 10% and 100% load, Turbo charged inner cooled,
compression ignition with residential type Governor Fuel system complete with its self
contained lubricating system.
ii) Engine mounted radiator designed to dissipate the generated heat effectively shall be
used.
iii) High speed diesel oil shall be used as fuel for the engine.
iv) The engine shall be de-rated in accordance with the tables given in BS649 to suit site
conditions.
v) The engine shall be directly coupled to the generator.
vi) The noise level limitations shall be as per latest CPCB norms.
vii) The engine shall be capable of taking 10% overload for one hour in every 12 hours
viii) The engine shall be capable of producing the desired nominal output at site referred
generator terminals and with machine operating under ambient conditions as special the
specific requirements.
ix) The Engine to be fitted with silencer to provide min 25 DBA insertion loss.

4. ALTERNATOR WITH ACCESSORIES:


The Alternator shall have the following characteristics/specifications:-

at its terminals when operating at rated KVA and PF and at 5% over voltage with fire
excitation for 3 seconds.

 The alternator shall be capable of withstanding without damage


a) 50% overload for 15 seconds.
b) 10% overload for one hour every twelve hours.

 The line and neutral leads of phase windings of the Alternators shall be in suitable
terminal boxes.

 The Alternator winding shall have class of insulation H class with temperature rise limited
to Class H insulation.
 The alternator shall be of self-excited, self regulated, self ventilated in brushless design,
provided with suitable automatic voltage regulator and shall conform to IS60034 and shall
give rated output at NTP conditions.

5. 12/24 Volt DC Batteries


12/24 volt batteries for each set shall comprise of sealed maintenance free automotive high
discharge batteries consisting of required no. of cells, each of 2 volts, to build up AH capacity
as required for satisfactory starting of diesel engines. One hour rate of discharge to attain
voltage of 1.85 volt per cell to 2 volts shall be provided. Battery cells shall conform to IS 1651
with up to date amendments. The electric start battery shall be of adequate capacity for 10
successive starts. Time delay relay shall be incorporated to provide a rest period of 1– 5 sec
(adjustable) before each successive start and a time by period of 19 – 199 sec. (adjustable)
before the system lock out due to failure of the 5th start to crank up the engine. The battery
bank shall be provided with the following accessories.
a) Battery stand, Set of connectors with ends take off suitable for connections.

6. FUEL TANK

1 no. sub base fuel tank of suitable capacity for each DG Set is to be provided in the base rail.
Tank is typically suited for 8 hrs. of operation @ 75% load.

7. DRAWING SUBMISSION:
i. The following drawings shall be submitted for approval for DG set :
a) Foundation drawing with loading data :
b) Schematic drawings :
c) All control & indication circuit drawings :
ii. The final drawings with erection/operation & maintenance manual and literature, write
ups and description of DG set excitation system, voltage regulator governor and other
auxiliaries shall be submitted.

8. PERFORMANCE GUARANTEE:
The performance figures quoted in the technical particular sheets shall be guaranteed within the
tolerance permitted by relevant; standards. In case of failure of equipment to meet the
guaranteed figures, the purchaser reserves the right to reject the equipment. The rejected
equipment may be used by the purchaser till the new equipment meeting the guaranteed
requirements is supplied by the vendor.

TEST CERTIFICATES

Copies of all documents of routine and type test certificates of the equipments shall be
furnished to the department along with the supply of equipments and these are as below.

(e) Relevant BIS or other international code in case BIS code is not available.

TERMS OF PAYMENTS

The following percentage of contract rates for the various items included in the contract shall
be payable against the stage of work shown herein.
iv) 80% after initial inspection (wherever specified) & delivery at site in good condition on
pro-rata basis.
v) 10% after completion of installation in all respects.
vi) Balance 10% will be paid after testing, commissioning and handing over to the
department for beneficial use.
