and each group will have 4 representatives to
discuss their sides and points on their
respective sides. I will give each group a 5-
minute preparation to formulate their
responses on the topic that I will be giving
after this instruction. The groups will have a
total of 5 minutes to discuss both of their
points.

Let us talk about English as a Lingua Franca as
a necessity for progress. English is a global
language that is the most practical to use as a
common language and English is dominant is
international businesses. English enhances
educational opportunities.
It can threat to cultural diversity that lead
neglecting local or native languages, eroding
unique cultural identities. Heavy reliance to
English can lead to cultural shift, where the
next generation prioritizes western cultures
rather than their own. Marginalizing indigenous
knowledge and tradition.

What is AQTF?
The ASEAN Qualifications Reference
Framework (AQRF) is a common reference
framework that enables comparison of
education qualifications across participating
ASEAN Member States (AMS).
The objectives of AQRF
The objectives of AQRF include:
Support recognition of qualifications
Encourage the development of
qualifications frameworks that can
facilitate lifelong learning
Encourage the development of national
approaches to validating learning
gained outside formal education
Promote and encourage education and
learner mobility
Support worker mobility
Improve understanding of qualifications
systems
Promote higher quality qualifications
systems
The aims of the AQRF
The AQRF developed is based on agreed
understanding between AMS. By design, it
aims to have a neutral influence on
national qualifications frameworks (NQF)
of participating AMS. AMS are invited to
participate in AQRF on voluntary engagement
and implementation. More important,
engagement in AQRF does not require
changes to national qualifications systems
(NQS). AQRF respects the specific structures
and processes of participating AMS to
maintain their responsiveness to national
priorities.
The AQRF was endorsed by the ASEAN
Economic Ministers (AEM) in August 2014;
the ASEAN Education Ministers (ASED) in
September 2014; and the ASEAN Labour
Ministers (ALMM) through ad-referendum from
November 2014 to May 2015.
Subsequently, the AQRF Governance and
Structure document was endorsed by ALMM
and ASED in May 2016, and AEM in August
2016, and provided the basis for the
establishment of the AQRF Committee to
implement the AQRF.
The role of AQRF in building the ASEAN
community
The AQRF aimed to support ASEAN
Community building and specifically through
the process to achieve the following goals:
free flow of skilled labour (through
harmonisation and standardisation)
within the region, as indicated in the
ASEAN Economic Community (AEC)
2015 Blueprint; and
ASEAN Socio-Cultural Community
(ASCC) 2015 Blueprint which seeks “to
establish national skills frameworks as
an incremental approach towards an
ASEAN skills recognition framework”.
With the launch of the AEC and ASCC
Blueprints 2025, AQRF will continue to play an
important role in facilitating the seamless
movement of skilled labour within ASEAN
towards a highly integrated and cohesive
economy, and human capacity development
respectively.
Above all, AQRF is an initiative in line with the
ASEAN Charter’s objective to develop human
resources through closer cooperation in
education and life-long learning to empower
the peoples of ASEAN and to strengthen the
ASEAN Community.
In short, AQRF is a unique ASEAN’s cross-
sectoral and cross-pillar initiatives and plays
an important role in supporting ASEAN
Community building.
II. The National Qualifications
Framework (NQF) of the
Philippines/ Philippines
Qualifications Framework (PQF)
Background:
The Executive Order No. 83 Series of 2012,
Institutionalization of the Philippine
Qualifications Framework (PQF) was signed by
President Benigno S. Aquino III on October 1,
2012.
The Philippine Qualifications Framework
(PQF) is a national policy which describes the
levels of educational qualifications and sets the
standards for qualifications outcomes. It is a
quality assured national system for the
development, recognition and award of
qualifications based on standards of knowledge
skills and values acquired in different ways and
methods by learners and workers of a certain
country.
Qualification refers to a package of
competencies describing a particular function
or job role existing in economic sector, covering
the work activities required to undertake a
particular job role.
Other meaning of Qualification…
Qualification refers to the formal certification
that a person has successfully achieved specific
learning outcomes relevant to the identified
academic, industry or community
requirements. A Qualification confers official
recognition of value in the labor market and in
further education and training.
PQF Quick Facts
WHAT It is a reference-system of national
standards of qualifications earned by
individuals educated and trained in the
Philippines.
WHO It is governed by the PQF National
Coordinating Council (PQF NCC)
composed of the Department of
Education (DepEd), Commission on
Higher Education (CHED), Technical
Education and Skills Development
Authority (TESDA), Professional
Regulations Commission (PRC) and
Department of Labor and Employment
(DOLE).
FOR It is for employers, workers, teachers
and learners, parents and governments
who wish to understand Philippine
qualifications and compare them with
others.
WHY Its objective is to establish national
standards and levels of qualifications to
assist and support academic and worker
mobility and to address job skills
mismatch.
HOW It outlines what an individual has
learned and can do based on
qualification type, levels and degrees of
competency.
III. English as Lingua Franca in
ASEAN
What is Lingua Franca?
According to oxford dictionary, it is a language
that is adopted as a common language
between speakers whose native languages are
different.
The Association of Southeast Asian Nation
comprises 10 countries namely the Philippines,
Vietnam, Cambodia, Singapore, Myanmar,
Indonesia, Laos, Malaysia, Thailand, and
Brunei. It is a region of great linguistic
diversity, with more than 10,000 languages
spoken across the 10 nations. The Language
policies of ASEAN nations promote the
respective national languages and English as
languages of education. Multilingual context of
ASEAN nation leads to the development of
English as Lingua Franca.
English is widely used in Global Businesses and
Diplomacy. Choosing English as a Lingua
Franca is more practical use for international
interaction. Most ASEAN countries prioritize
English education to enhance economic
opportunities and global communication. The
diversity of language in ASEAN nations makes
it difficult to choose local language as Lingua
Franca, and English serves as neutral option.
