INTRODUCTION

The Subject, Industrial Security Management and Security Concepts attempts to train Criminology
Students and Future Law Enforcement Officers to broaden their understanding of the fields of security
business and its role in the prevention and reduction of criminal acts committed against privately-owned
and government-owned enterprises and agencies. Thus, the writer believes that this Module/Unit is
helpful to the Criminology Students to foster their Knowledge and Skills in the field of Security
Management and Law Enforcement.

This Module/Unit is patterned to an Author-made Model personally derived by the writer which he called
“The Marksman Model,” for purposes of giving the students with essential activities and lectures
needed in this subject while they are studying at home. This Module has a primary parts like Introduction
and Module Mapping that serves as guide to the content of the module proper. The Module proper is
composed of Pre-Test, Lecture Proper, Activitu/ies, and Summative Evaluations. The task in the Module
may vary from one module to the next module depends on the topic and needs of the Students.

Each task (Activity either Pre-test, Learning Activity, or Summative Evaluation) in this module will be
recorded as part of the Class Standing and Exams of the Students. Therefore, no task shall be left

A. Overview

This Module 01 primarily discuss the Fundamentals of Industrial Security Management. The module
focusses on discussing the General Security, Industrial Security Management that includes the types of
security and major divisions of security. It also discusses the historical development of industrial security
and security concepts and the legal basis of the establishment and organization of security agency in the
Philippines.

B. Lecture Proper

Note: This part is the lecture part of this Module/Unit. All you need to do is to read and analyze every
topic and lessons to accomplish correctly all the task provided.

I. FUNDAMENTALS OF INDUSTRIAL SECURITY MANAGEMENT

The need for Security of lives and properties is as old as the history of man. Man’s existence is
characterized by constant exposure to dangers: those hazards caused by nature; and those dangers posed
by man’s fellowmen. The means and methods of human beings to secure themselves are also as old as the
history of policing.

It is innate to human beings to seek security and protection from dangers for them to survive and continue
existing free from anything that may cause damage to their properties or may result to injury or death. In
ancient world, human learned to unite themselves into clans, then into tribes, and later to bigger
communities. As they organized themselves, their primary reason is security of their life, their livelihoods,
and security of their existence. Initially, humans were only worried of the natural causes of dangers such

as earthquakes, typhoons, lightning, and attacks from animals. Later, other tribes became their enemies as
other tribes and other groups of people compete for survival.

1. Security in General

SECURITY is defined as the state or quality of being secured, freedom from fear or danger, assurance, or
certainty. To secure is to make safe or be protected.

a. Definition of Security

In relation to this subject, security can also be defined as:

i. State or feeling of safety: the state or feeling of being safe and protected;
ii. Freedom from worry about possible loss: the assurance that something of value will not
be taken away;
iii. Something giving assurance: something that provides a sense of protection against loss,
attack, or harm;
iv. Safety: protection against attack from without or subversion from within;
v. Precautions to maintain safety: precautions taken to keep somebody or something safe
from crime, attack, or danger; and
vi. Guards: people or an organization entrusted with the job of protecting somebody or
something, especially a building or institution, against crime.

With the above definition, SECURITY can be summed up as any measures taken to keep an
individual or group from dangers or hazards that may cause harm, injury, loss of life, and or loss
or damage to property.

b. Necessity of Security

Security measures are inevitable or necessary for the attainment of the goals and objectives of a
certain individual, group or organization. It follows that when an individual or organization is
exposed to hazards, their productivity is adversely affected.

The economic growth of the Philippines for instance moving at a turtle-pace because of the
impending internal and external threads. Internal threats include but not limited to communists
aggressions, the Muslim Separatists, the Extreme rightists such as the threat of Military takeover
of the government; and the restless mass actions like strikes and protests by civil organizations.
External threats include the country’s incapability to defend itself in case of war. All of these
threats if not deterred or reduced, will bring political instability which surely hampers the
economy of the country.

Conversely, among business enterprises, their productivity is restrained if the hazards surrounding
their personnel, properties, and operation are not eliminated or controlled.

c. The Role of the Philippine National Police and other Government Law Enforcement
Agencies

Industrial security is an indispensable part of the Philippine economy because it serves as a partner
of Law Enforcement Agencies in the country such as the PNP. With its doubtless significance, the
PNP takes responsibilities in the supervision, control and training, and operations of security
agencies and in the issuance of license to operate and the license to practice the security
profession.

In addition to this, the PNP and other government law enforcement agency serve as the immediate
law enforcement agency which assist security guards and security agencies in the performance of
their security functions such as accepting and processing crime reports submitted by the private
security agency.

d. Hazards

Hazards refer to conditions that may cause damage to property, injury, or loss of life. It is also
defined as “exposure to the chance of loss or injury.” Hazard are caused either by nature or by
man himself.

The role of security is to prevent or stop these hazards in causing unintentional or intentional
damage to property, injury or loss of life. Various measures are designed to counter-attack natural
and man-made hazards.

e. Republic Act No. 5487

Considering the significance of providing security to industries, the Philippine legislative body
enacted this Act governing the organization and management of private security agency, company
guard forces and government security forces.

2. Industrial Security Management

In relation to Industrial Security management there are some terms to ponder such as:

i. Industry – The term denotes “earnest or constant application to work or business,” or “a special
branch of productive work, or the capital or workers employed in it.”

ii. Industrial – This is defined as “pertaining to or engaged in industry. The word industrial may
also mean: “of industry or relating to, used in, or created by industry; and/or of industry’s
workforce or relating to or involving workers in industry.

iii. Management – This term means the “skillful use of means to accomplish a purpose.”
Management can also be defined as “the planning, deciding or exercising of control and
supervision on some functions of the organization.”

iv. Industrial Security – The term may mean: security measures applied to business industries; or
the business of providing security and protection to private individuals, business enterprises, or
government and non-government industries.

v. Industrial Security Management – With the preceding discussions, Industrial Security
Management could be defined as “the skillful handling of the security and safety measures of
business enterprises and industrial establishments.”

a. Security and Safety Measures

The security of any business establishment today is a complex process. Security involves active
and passive measures so those effective defenses can be established against crimes.

Active measures are the physical barriers, security lightings, safes and vaults, locks and other
devices and gadgets designed to detect and impede hazards. On the other hand, passive measures
are those that will deter man from committing such acts for fear of being caught, or changed in
court or get dismissed. Security education programs, security investigation, fire prevention
seminars, safety drills, and personal security checks are examples of passive measures.

b. Types of Security

In the field of industrial security, various types of security are applied depending on the
installation and the security need of the installation. The types of security are the following:
1. Physical Security – It is the broadest branch of security which is concerned with the
physical measures adopted to prevent unauthorized access to equipment, facilities,
materials, and documents, and to safeguard them against espionage, sabotage damage
and theft. Physical security covers other types of security to protect equipment,
documents, facilities and materials against theft damage, sabotage and espionage. It is
also encompasses protection of personnel from criminal act.

2. Communication Security – It is the protection resulting from the application of


various measures that prevent or delay the enemy or unauthorized persons in gaining
information through the communication system. This includes:

a. Transmission Security – A competent of communications security that results


from all measures designed to protect transmission from the interception, traffic
analysis, and imitative deception.

b. Cryptographic Security – Result from the provisions of technically sound


crypto-systems and their proper use.

c. Physical security – Providing of safeguards to equipment and materials from


access by unauthorized persons.

3. Hotel Security – It refers to the protection of assets, guest, personal effects and other
properties in schools, inns, and other similar establishments.

4. Bank Security – A specialized type of physical security protecting the assets,


personnel, and operation of a bank, with special emphasis on the precaution and

measures to safeguard the cash and assets while the storage, in transit, and during
transaction.

5. Document Security – It is the physical security involving the protection of documents


and classified papers from loss access by unauthorized persons, damage, theft and
compromise through disclosure.

6. Personal Security – This involves the protection of personnel especially the high
ranking officials from any harm, kidnap, and other acts. Very important people (VIP)
security is a type of personal security.

7. Crises Security – This is a part of VIP security involved in hostage and kidnapping of
VIPs.

8. Industrial Security – This a type of security applied to business groups engaged in


industries like manufacturing, assembling research and development, processing,
warehousing and even agriculture. It is a form of physical security involving industrial
plants and business enterprises where the personnel, processes, properties and
operations are safeguards. Use of protective barriers, and security lighting, personnel
movement control, lock and key management, guard forces, communications and
electronic hardware are essential aside from fire prevention and control programs,
emergency plans, industrial safety, and security education programs.

9. Operational Security – This is a type of security that deals primarily with the
protection of processes, formula, patents and other industrial manufacturing activities
from espionage, infiltration, loss, compromise, photocopying.

10. Other Special Types of Security

a. Air Cargo Security – This applied to minimize, if not prevented, losses of


cargo during in transit, storage or transfer.

b. School Security – This applied in response to the increase of violent crimes


committed against students and school personnel, school properties.

c. Supermarket Security – This is applied in response to the mushrooming of


bazaars, marts, supermalls and the like.

d. Personnel Security – This is involved in the background checks of individuals


commensurate with the security requirements of their work. This also includes
measures designed to protect employees of an organization or business
establishment.
c. Major Divisions of Industrial Security

In providing security and protection to industrial establishments, security and protective measures
are focused on the following major divisions:
1. Physical Security – As discussed earlier, this is the broadest type of security. As a
major division of industrial security, it can be defined as those measures taken to
prevent physical access or entry to an installation or area by unauthorized personnel.

2. Personnel Security – As described earlier, this division of security is applied to check


the background of persons as well as the protection of company personnel against
potential harm acts or conditions.

3. Document and Information Security – This includes every measures designed to


safeguard company documents from unintentional harmful acts or against unauthorized
disclosure of the information contained therein.
3. Historical Background and Legal bases of Industrial Security in the Philippines
a. Historical Evolution

Thousand years ago, some form of law and consequently some form of enforcement can be traced
back to the dawn of civilization. Four thousand years before the birth of Christ, man knew law
enforcement which is security. The Chinese, the Greeks, the Hebrew, the Persians, and the Roman
empires are replete with historical background of security.

In the Christian era or after the birth of Christ, the watchman, forerunner of the security guard was
known in the testaments. Security or law enforcement more often than not appeared to be military
troops. During the time that the countries were governed by royal families, military bodyguards or
guardsmen picked from the elite troops comprised of the household troops assigned to Royal
Families. Famous among them were the Praetorian Guards of Ancient Rome and the Mameluks of
Egypt. Today, the only remaining are the Swiss Guards at the Vatican in Rome.

During the Age of Feudalism, the Anglo-Saxons brought with them to England organizations
made up of individuals to protect civil and military groups. The formal system of security during
the middle ages follows largely the refinements of existing practices. Kinship was the bond on
which the individual depended for security and mutual aid in all his affairs. Between lord and man,
the fact was bilateral. In return for such relationship man provided the lord with weapons, horses,
land and treasures and gave total answering loyalty. The system of social structure was known as
the “Frank-Pledge,” a group of ten householders were considered a unit called “Tithing,” ten
tithing constituted police organization in criminal matters.

In the history of England, the Norman period (1066 – 1199) administered by William of
Normandy brought about such personality as “Shire Reeves” whose duties are directed toward
preservation of peace and other within their jurisdiction. In 1748, author and magistrate Henry
Fielding proposed a permanent, professional and adequately paid security force. His most valuable
contribution was the “Foot Patrol” to make the streets safe and mounted patrol for the highways.

The Industrial revolution during the latter half of the 18 th Century began to gather momentum. The
time people flocked to the cities with the influx of wealth seeker brought theory, crimes of
violence and juvenile delinquencies. Then the “Laisses Faire” which contended that labor was the
source of wealth; and it was by freedom of labor, that public wealth would best be promoted.

In America, security practices in the early days of the colonization followed those of England.
Mutual protection and accountability characterized the various groups. The American Revolution
sprang and the “Declaration of Independence was born.” The advent of the World War II causes
an even more dramatic development of private security agencies. Security personnel constituted a
large work force, looking for jobs involving security services and thus usher in the era of Modern
Security.

In 1850, Allan Pinkerton, a cooper from Scotland and the Chicago Police Department’s first
detective established one of the oldest, private security forces in the United States. The company,
aside from providing investigation of crimes and security for industrial concerns also serves as the
intelligence gathering arms of the Union Army during the Civil War. In 1909, the William J.
Burns, Incorporated was formed to become the sole investigating agency for the American
Banking Association. Pinkerton and Burns were the only National Investigative bodies concerned
with non-specialized crimes until the advent of the Federal Bureau of Investigation.

In the Philippines, it would be wise to trace the step leading to the final signing by President
Ferdinand E. Marcos on June 13, 1969 of the Republic Act No. 5487, the “Private Security
Agency Law. The succeeding Amendments are Presidential Decree No. 11, Presidential Decree
No. 100. With the creation of the Philippine National Police on January 1, 1991 pursuant to
Republic Act No. 6975 became the Supervisory Office for Security and Investigation Agencies.
To date there are more or less two thousand (2,000) registered security agencies operating in the
Philippines.

b. Legal Bases of Security

The following are the legal bases for Security Profession and Services in the Philippines:

i. Natural Authority

The highest law is the law of self-preservation. By instinct, man naturally reacts in order to
protect himself, his family, his honor, freedom, liberty and property from danger, threat or
hazard. He does it personally or thru the help of others.

ii. Constitutional Authority


a. The prime duty of the Government is to serve and protect people. The government may
call upon the people to defend the state and, in fulfillment thereof, all citizen may be
required, under conditions provided by law, or to render personal military service (Art.
II, Sec. 4, 1987 Constitution).

b. No person shall be deprived of life, liberty or property without due process of law, nor
shall any person be denied the equal protection of the law (Art. III,Sec. 1, 1987
Constitution)

c. Private Property shall not be taken for public used without just compensation (Art. III,
Sec. 9, 1987 Constitution).

d. The right of the people to be secured in their persons, houses, papers, and effects
against unreasonable searches and seizure of whatever nature and for any purpose shall
be inviolable, and no search warrant or warrant of arrest shall be issued except upon
examination under oath or affirmation of the complainant and the witnesses he may
produce, and particularly describing the place to be search and the persons or things to
be seized (Art. III, Sec. 2, 1987 Constitution).
iii. Statutory Authority
a. The Revised Penal Code (Act No. 3815, as amended)
b. Private Security Agency Law (Republic Act No. 5487)
C. Summary
1. Discuss the concept of Security in General.

Security given by many authors and experts in the fields of Industrial Security, it can be
summed up as any measures taken to keep an individual or group from dangers or hazards that

2. Elaborate the Importance of Industrial Security Management.

Security measures are inevitable or necessary for the attainment of the goals and objectives of
a certain individuals, group or organization. The security of any business establishment today
is a complex process. Security work involves active and passive measures so those effective
defense can be established against crimes. Industrial Security is an indispensable part of the
Philippine Economy because it serves as partner of Law Enforcement Agencies in the Country

3. Identify the types and divisions of security.

In the field of industrial security, various types of security are applied depending on the
installation and the security needs of the installation. The types of security are as follow, such
as, physical security, Communication security and its sub area (like transmission security,
cryptographic security, and physical security), hotel security, bank security, documents
security, personal security, crises security, industrial security, operational security, and other
types of security like, air cargo security, school security, supermarket security, and personnel
security.

In providing security and protection to industrial establishments, security and protective
measures are focused on the following major divisions, like physical security, personnel
security, and document and information security.

4. Trace the Historical Background and Legal bases of Industrial Security in the
Philippines.

The need for security of lives and properties is as old as the history of man. Man’s existence is
characterized by constant exposure to dangers, like those hazards caused by nature and those
dangers posed by man’s fellowmen. The means and methods of human beings to secure
themselves are also as old as the history of policing.
Thousand years ago before the birth of Christ, man knew law enforcement which is security.
From the time of the Chinese, the Greeks, the Hebrews, the Persians, and the Roman empires
are replete with the historical background of security.

In the Christian era or after the birth of Christ, the watchman, forerunner of the security guard
was known in the Old Testament. During the age of Feudalism, the Anglo-Saxons brought
with them to England organizations made up individuals to protect civil and military groups.
The Norman (1066-1199) administered by William of Normandy brought about such
personality as “shire reeves” whose duties are directed toward preservation of peace and order
within their jurisdiction.

During the Industrial Revolution on the latter half of 18 th century began gather momentum.
The crowding of the cities with wealth seeker brought theory, crimes of violence and juvenile
delinquency. Then came the “Laisses Faire” which contended that labor was the source of
wealth, and it was by freedom of labor, that public wealth would best be promoted. This was
the beginning of private security.

In America, security practices in the early days of the colonization followed those of England.
Mutual protection and accountability characterized the various groups. In the advent of World
War II causes an even more dramatic development of private security agencies. Security
personnel constituted of large work force, looking for job involving security services and thus
usher in the era of modern security.

In 1850, Allan Pinkerton of Scotland became the Chicago Police Department’s first detective
who established one of the oldest private security forces in the United States. In 1909, the
William J. Burns, Inc., was formed to become the sole investigating agency for the American
Banking Association. Pinkerton and Burns were the only National Investigative bodies
concerned with non-specialized crimes until the advent of the Federal Bureau of Investigation.

In the Philippines, it would be trace back during the time of the late President Ferdinand E.
Marcos when he signed the Republic Act No. 5487, which was known as the Private Security
Agency Law and other amendatory laws like Presidential Decree No. 11 and 100 which
permits the Philippines Constabulary to deputize any private detectives, watchman or security
guard to assist in cases of emergency and disaster. With the creation of the Philippine National
Police by virtue of Republic Act No. 6975 it transferred the obligation to the PNP as the sole
Supervisory Office for Security and Investigation Agencies.

The Industrial Security and the practice of Security Profession in the Philippines are regulated
by different laws, like the so called Natural Authority which is the highest law of Self-
Preservation, the Constitutional Authority/Law, and Special Statutes like, Act No. 3815 or the
Revised Penal Code, and the Republic Act No. 5487 otherwise known as the “Private Security
Agency Law of the Philippines.”

Security is important in the life of every person because security is on of the most important needs of
every person based on the maslow’s hierarchy of needs that need to be fulfill. Because if we feel
secure and safe we can do what we want to do without any hesitation and we can move freely.
2. As Criminology Student, what is the importance of this subject in your chosen profession?
Answer:
As a criminology student, this subject important to us and big help/knowledge to our future
profession, as a future law enforcement we are the one who initiate security in our country inorder to
become our country secure. In order to prevent threats and loss of life. If we are educated with what
we are doing we can identify the risk and the proper way of handling and responding to threats.
3. Distinguish the applications of the different types of Security.
Answer:
The different types of Securiy are first Physical, Communication and Documentary Security are those
protection of equipments, document, facilities and materials from unauthorized persons; second
Hotel,Bank,Industrial, Operational Air Cargo and Supermarket Security are protection of assests,

Answer:
There are some security strategies applied at home inorder to secure oue belongings and properties.
First it is usual part of building a house or building the owner will build a Gate and fences in order to
avoid strangers attending indside without the consent of the owner. Security gate are often reffered to
be on of the most important aspect of our house security. Second having a Dog because dogs provide
a sense of security for human companions. Trained watchdogs can provide a high degree of security,
while even small dogs can offer a sense of protection by alerting their owners to approaching strangers
or unsual circumstances at home. Third Doors and windows at home having a secure doors and
windows in order to to protect the belonggings or important things inside. Fourth, having a CCTV at
home can deter intruders and impose security through remote monitoring inside and outside of your
property and lastly some of the rich family has a personal security guards outside of thier house
because they can prevent unsual person and and provide monitoring services for property ensuring a
safe envoronment.
5. As Criminology Student, what is/are the best security strategy/ies to prevent damage, destruction,
loss of property or even life? Discuss it/them with reason.
Answer:
As a criminology student I think the best security to prevent damage, destruction, loss of property or
even life sre putting advance and high technology security in the area of your house or even in public
places, buildings for example cctv to have a full digital record and to have a sense of security and
sometimes it can be use as evidence of proof idf something happened because if you have a cctv’s in
your area it gives a sense of security and safety. We need to be alert and observant at all times because
we didn’t know what would be happen.
