1. Introduction
1.1. Background
Haramaya University is one of the oldest universities in the country which was established in
1954. The university offers more than 78 undergraduate, 110 masters and 28 PhD programs
in nine colleges, one institute and one Directorate. College of Health and Medical Sciences
(CHMS) is among the largest academic units of the university. The College was established
in September 1996 in Harar (Which is about 23 kms from the main campus). The College
was attached to Hiwot Fana Hospital in October 2003 and both serve as a training ground for
undergraduate and postgraduate medical Students. The CHMS is highly committed to
rendering academic, research and community services since its establishment. The number of
undergraduate graduates since the establishment of the programs.

In addition to its human resource capacity development effort, the college has shown a
tremendous progress in its research and community service engagement, and output. In this
regard, the academic staff members have been engaged in addressing a number of health
problems deserving research attention. These include, among others, epidemiology of
infectious and non-infectious diseases, reproductive health issues, human nutrition, and
prevalence of different diseases, disease control approaches and strategies, and others.

It established kersa demographic surveillance and health research center which generates data
on different aspects of health to be used for health policy interventions .Community services
are primarily offered through training the community on different issues of health at different
health stations and hospitals. The research and community engagement activities are being
planned in thematic research approach.

In addition to the existing postgraduate programs (PHD and master of public health
(MPH),MSC in Adult nursing ,Medical Microbiology ,Water supply and Sanitation
Management, Integrated Emergency and obs. Surgery),the Collage has Finished its
preparation to launch two new postgraduate MSc. Program: Maternity Nursing and Tropical
and Infections Disease.

Haramaya University CDC project and College of Health and Medical Sciences have been
undertaking different activities to strength the HIV prevention, care and treatment efforts of
the college and health facilities contained by the college.

1.2. Justification
Protection and Security Services Directorate of the college was organized to create a peaceful
learning environment and a general safe education environment to achieve the missions of
learning, teaching; research and social services. To implement structural organization by
receiving and accepting the mission of giving assured and secured protection and security
which are derived from institutional strategic plan.

The directorate is striving to meet new manpower needs through training, increasing the
ability of security personnel to carry out their missions, and by reducing the number of
unqualified personnel in cooperation with the Directorate of Human Resources Management;
and improving; equipping offices with material facilities, making preparations for crime
prevention, and making the work environment comfortable.

In order to deliver customer oriented and convenient service, expanding responsibility and
accountability, work process and customer oriented service and providing services free from
corruption and discrimination; which are part and parcel of the broad domain of its basic
governing principles the directorate is embarked in finding remedies for acts that are against
the basic principles through curative approach using disciplinary and legal measures as an
instrument.

Despite the initiatives to improve the problem of ethics as well as disciplinary bases of the
employees through curative approach, achievements observed so far were not as anticipated.
In addition, the problems of ethics and corruption in the government offices increased highly
from time to time in the recent years. Hence; to alleviate this difficulty, it is very essential to
give different trainings to strengthen and improve the commitment of employees in fighting
of ethical problems observed, so that they can be able to know their responsibilities to do
what is expected from them.

After realizing the existing discipline gap this training project is proposed to stress that,
beside the curative measures taken by the directorate on those who violate the basic
principles, there is an urgent need to pave the way for launching preventive ways by

organizing planned, timely and value adding training on the basis of Moral, Ethics, Work
Ethics, Conflict of Interest and Customer Handling Strategies to protection and security
services employees of Harar Health Sciences and Medical College.

1.3. Goal of the Project


The overall goal of the project is to build the capacity of protection and security services
employees of Harar Health and Medical Sciences College on the basis of Moral, Ethics,
Work Ethics, Conflict of Interest and Customer Handling Strategies.

1.4. Implementation Strategy


 The training needs of concerned stakeholders in relation to their duties have been
gathered and identified by Ethics and Anti-Corruption Directorate in collaboration
with concerned body.
 The training will be participatory and discussions will be deployed
 Each participant will be provided with soft copy of all documents that will be
presented on the training
 The proceeding activities and project reports will be presented to CED office and to
all the concerned bodies.

1.5. Project Activities


In the process of achieving the above-intended objectives of the project the following specific
activities will be performed during the project lifetime.

1.5.1. Legal Basis of the Training


As clearly stated on the revised proclamation of the re-establishment of Ethics and Anti –
Corruption Commission of the Federal Democratic Republic of Ethiopia No.1236/13 and
directive No. 20/2013 on determining the structure and duties of ethics and anti-corruption
directorates; providing the provision of training on ethics and corruption prevention to
employees, heads and employees appointed, assigned or employed in public offices,
enterprise and organization before engage to work are part and parcel of broad domain of
corruption prevention strategy.

Thus, under this scenario, Ethics and Anti-corruption Directorate of Haramaya University is
striving to implement this national strategy across different departments in University level.

Moreover, beside the sole move made by the directorate, the involvement of different stake
holders is very much vital in fighting corruption and ethical violations.

1.5.2. Need Assessment


To make the training relevant to the needs of protection and security services employees of
Harar Medical and Health Sciences College, training needs assessment has been done by
conducting field visit, participant observation and by evaluating records of disciplinary
measures taken by the committee. Based on the need assessment conducted, relevant contents
will be selected. Thus, the specific activities include:

 Identify training titles and documents


 Purchase of stationery items and other necessary materials needed for training
 Preparation of the training materials
 Undertake monitoring and evaluation of the training process and the impact of the
project as planned

1.6. Project Outputs


The following outputs will be expected to be realized at the end of the training.

 The ethical behaviour of leaders and employees will be improved.


 Preparation and implementation of plan and monitoring and evaluation at the lower
level in line with ethics and anti-corruption will be improved.
 The relevant stakeholders’ involvement in anti-corruption and ethical performance
will be enhanced.
 Discipline of civil servant will be improved.
 Lessons will be drawn from such interventions for future action.

Ethics and Anti-corruption Directorate of Haramaya University will be responsible for
organizing and conducting the training, as well as proposing the necessary materials.

1.13. Organization & Management


Normally, Ethics and Anti-Corruption Directorate of Haramaya University will facilitate the
smooth running of the project. Particularly, the face to face training team of the office will be
responsible for overall implementation and management of the project and take all necessary
initiatives to make the project successful.

1.14. Monitoring and Evaluation
The effectiveness of the training will be monitored and evaluated by active involvement of
the team having Ethics and Anti-Corruption Directorate of Haramaya University and the
CED, and Good Governance department in collaboration with the beneficiaries, a month after
the training is given.

1.15. Sustainability
For the effective sustainability of the project, the team will ensure the importance of the
project to beneficiaries. It is expected that the project will be sustained by initial active
participation of beneficiaries and stakeholders in the project.

Regular follow ups and monitoring will be important to the sustainability of the project as it
will help in supporting its stakeholders. Problems faced can easily be handled by the team
and they can also play a great role in devising solutions.

1.16. Basic Contents of the Training


The training will be given on selected topics those clearly identified during needs assessment.
Thus the major training topics are the following:

 Ethics
 Work ethics
 Corruption prevention
 Conflict of Interest and Customer Handling Strategies

1.17. Venue of the Training


The training will be expected to take place in Harar Health Sciences and Medical College,
SGS building.
