4. PREPARATION FOR NEW WATER PIPE INSTALLATION


1. To arrange site survey to check on site situation.
2. Obtain approval from consultant for pipe routing and installation methods.
3. To apply Permit-To-Work (PTW) to FM on the scheduled date for connection work.
4. The new pipelines shall be first installing in advance along the proposed route. And find-
out suitable location to allow for the connection with the existing pipes.
5. Pressure testing shall be carried out in the presence of RSS (RE/RTO) for the new pipes
to ensure pipe integrity.
6. To calculate existing pipe working pressure remove nearest tap point and install the
pressure gauge. Flow out some water until air release and close valve after pressure
gauge. Take the reading from pressure gauge.
7. The connection of the new pipe to existing underground pipe will be carried out
sequentially and ensure that the connection works are completed at same day.
8. After the pipe connection is completed, the visual inspection with the RE/RTO will be
carried out along the pipe route, and the connection point.
9. After inspection excavated connection points backfill with sand/soil.

5. WORK METHODOGY
5.1 Delivery of machinery, equipment & materials
1. Loading & unloading of material using lorry crane.
2. Applied PTW before work start.
3. Only competent person will be allowed to use lorry crane and competent lifting crew to
assist.
4. Designated location for unloading will be established.
5. Prepare barricade, signs & necessary things.
6. Provide Banks man & Traffic controller. Banks man & Traffic controller must escort delivery
vehicle from the main entrance to designated unloading area.
7. Park the lorry crane at designated area. And unload the materials directly to the working
area.

5.2 Unloading of excavator by low bed


1. Only authorized/ competent operator will be allowed to unload the excavator from low bed.
2. Designated location for unloading will be established.
3. If unloading to be done on access road, all necessary road closure and traffic
marshal/banks man to be provided.
4. Ensure Low Bed trailer parked at firm ground.
5. Provide barricade & signage at unloading area.

5.3 Excavation and Trenching works for pipe installation


1. The Person in-charge (PIC)/Engineer/Manager shall take necessary safety precaution
and conduct trial trench to ensure the working area does not affect by services.
2. To notify and conduct inspection with RSS (RE/RTO) before starting the excavation
works.
3. Before start the excavation works mark all existing services on site.
4. If existing service detect at working area, do manual excavation until the service
exposed.
5. Temporary C channel on the floor level and install support bracket to existing service.
6. The Person in-charge (PIC)/Engineer/Manager shall brief to all the Workers about
existing underground services.
7. Excavation should be supervised by competent person (RES- TAMILSELVAN
SARAVANAN Pass no:443U14/08/1982)
8. Inspections conducted after every rainstorm or any hazard increasing occurrence. During
rain or inclement weather exposed soil should cover with ECB/ CANVAS.
9. Application of PTW for excavation will be submitted to Expand, and only after the
approval is obtained, the physical work will be commenced.
10. Safe means of access and egress should be provided by means of an access ladder or
scaffold steps.
11. For excavation depth exceedingly more than 1.5 meter, shoring or supporting systems
shall be designed with PE endorsement. Alternatively, the excavation sides can be
battered back in a step/terrace fashion for stability.
12. Rigid barricades or guardrail should be erected along the edges of the excavation to
prevent persons from falling into the excavated trench. GI pipe barricade with toe board
provide at all opening area.

13. Warning signage & signs to be displayed prominently to give appropriate warnings to
person within the vicinity of excavation area.
14. Sufficient protection will be provided to the existing pipe/services which are exposed
during excavation. Use of mechanical means to clear the soil from the pipes shall be
avoided – only manual works to clear the soil around the pipes.

15. Excavated materials, heavy machinery & other loads should be placed 1000mm away
from the edge of the excavation.
16. Workers will be restricted to work only within the supported section of the excavation and
should not be allowed to enter unsupported parts.

17. The excavation trench/hole shall be secured by the end of each work day shift. Trench
width is 1.5meter. Provide temporary support to cover up the trench with plywood pieces
or canvas sheet to prevent wildlife fauna from getting trapped into trench.
18. The sides of the excavation shall be lined with sandbags to act as a bund wall.
19. Cover all pipe ends to avoid the small animals trap into pipe

5.4 Lifting or carrying of equipment or materials using excavator


1. LM, LE & LG cert is valid and available
2. Appointed competent lifting team.
3. All lifting is followed the lifting plan.
4. Apply Lifting permit and ensure PTW approved by EXPAND.
5. Ensure excavator bucket and lifting point are good condition.
6. Provide barricade and signages.

5.5 Pipe Laying (Underground)


1. Checked and ensure the site conditions by Engineer/Supervisor.
2. Mark the pipe routine.
3. Measure and cut the require pipe length and joint together with blazing joint
4. As far as practical, the pipes shall be installed using excavator. Where impractical due to
limited access, the pipes shall be manually manhandled into position.
5. The new pipes shall be laid sequentially, connected prior to the next pipe being installed.
The pipes shall be progressively laid up to the connection points, to the extent suitable to
carry out the connection to the existing pipes.
6. Upon completion, pressure tests shall be carried out. All testing shall be witnessed by
RSS (RE/RTO). Once the testing is passed, the necessary thrust or anchor blocks shall
be constructed
7. All underground pipe installation fully haunching with G25 normal concrete.

5.6 Concreting
1. Order Grade 25N concrete.
2. Prepare steel plate concrete unloading.
3. After concrete unload on steel plate immediately fill in plastic cement pails.
4. Use lorry to transfer the concrete pails to the diversion area.
5. From the lorry transfer the concrete to pipe support casting.

5.7 Pipe installation (Above ground)


1. Mark the above ground pipe routing on wall.
2. Mark the drilling location for bracket
3. Drilling on mark and install the bracket
4. Install the pipe as per approved drawing
5. Secure the pipes with bracket support
6. Conduct the pressure test
7. Painting the pipe and place label.

5.8 Water Pipe Pressure Test (Underground & aboveground)

1. Fix the end cap with valves both sides. 1st point to release the Air/Water and 2nd point
to fix T-connection with stop cock/gate valve and pressure gauge.
2. Ensure pressure gauge have valid calibration certificate.
3. Fill water in the system through the stop cock/gate valve on the T-connection. Release
the Air from another end valve. Once Air fully releases close the valve.
4. Pump water in the system through the stop cock/gate valve on the T-connection by
means of manually operated test pump until a pressure of 175 ±3% psi is registered on
the dial pressure gauge and close the valve. Duration of pressure test 24 hours
Maximum.
5. Observe for any leakage by sight or by checking if there is any loss of pressure on the
pressure gage placed at the lowest point.
6. Submit Inspection Form along with calibration certificate. Call RTO for Inspection.

7. Take 1st reading with RTO. 2nd reading after 24hrs.


8. On successful completion of the pressure testing process, the T-connection shall be
disconnected from the pipe and the pipe properly plugged.

5.9 Potable Water Pipe Flushing and sample testing


1. After pressure test release all the water from the pipe.
2. Connect the temporary water pipe at connection point-1
3. Flush out the water from connection point-2
4. Repeat the flushing 2 times.
5. Ensure no dust or discoloration on flow
6. Fully flush out the water from the pipe
7. After pipe flushing take a water sampling for lab test from the connection point-2
8. Call RTO for witness of collect the water for sampling test. RTO/ECPL staff to follow the
sample to lab for testing.
9. Close the connection point- 1&2 valves.
10. Connection works will start after the sampling test pass.

5.10 Pipe Connection Works


1. To arrange and inform WRS for the approval to carry out the diversion pipe work.
2. Once approval is obtained, physical work will be carried out.
3. All materials shall be ready on site prior to carry out the works.
4. Connection work carryout one by one.
5. All personnel and respective engineer/ supervisor are well informed on location for the
pipe connection (cutting and joining with fittings) to be performed onto the existing
Potable water pipe.
6. Identify main supply/ return pipes control isolation valves for shut down
7. Mark the pipe cutting area on existing Potable water pipe.
8. Request FM to shut down valve.
9. Cut the pipe and drain out the water at connection point and pump out the water to
existing drain/ECM tank.
10. Connection point base must be 500mm below the bottom of existing pipe.
11. Submersible pump will standby for immediate discharge of water.
12. After pipe cutting installed rubber balloon/ plug to provide water mixing.
13. Ensuress pipe cutting is straight to avoid any leaking once connect to fittings and valve.
14. Fittings and valves with bolt, nut and washer will be installed to the existing pipe. The
total shutdown period for pipe connection is requested to be approximately 4 hours.
15. After the fittings and valve are installed, request WRS staff to turn on the valve to check
for any leakage and arrange RE/RTO for inspection.
16. After inspection cast the connection points with G25 concrete.

5.11 Backfilling Work


1. Fine and dry material selected from the excavated earth shall be packed and well
rammed underneath and at the sides of the pipeline up to half pipe height.
2. The filling shall then be carried up to 300mm above the socket of the pipes with selected
material and well rammed.
3. The remainder of the excavation shall be filled in with the most suitable portions of the
excavated material in layers of not more than 300mm deep. Each layer shall be well
rammed before the next layer is placed.
4. The top of trenches shall be filled with material originally taken from the surface and set
aside for subsequent reinstatement.

5.12 House keeping


1. Gather up and remove debris to keep the work site orderly.
2. Plan for the adequate disposal of scrap, waste and surplus materials.
3. Keep the work area and all equipment tidy. Designate areas for waste materials and
provide containers.
4. Keep stairways, passageways, ladders, scaffold and gangways free of material, supplies
and obstructions.
5. Secure loose or light material that is stored on roofs or on open.
6. Ensure structural openings are covered/protected adequately (e g. sumps, shafts, floor
openings, etc.)
7. Remove temporary hoarding and fix up permeant hoarding.

6. CONTINGENCY PLAN
In an event of Heavy Rainfall;
1. All excavation works shall be suspended;
2. All tools and material shall be properly stored away from the edge
3. The trench shall be covered to prevent rainwater from entering
4. During the connection work overhead shelter/ tent provided at both
connection points.

If the trench is filled with rainwater;


1. Lower the submersible pump into the trench
2. Direct the discharge hose to nearest cut-off drain/discharge point
3. Pump out the water inside the trench

3.3 Safe work procedures for trenching & excavation work

3.5 Safe work procedure for installation of pipelines


1. Ensure PTW is applied & approved by Expand.
2. Worker to put on safety glass or eye protection when drilling of pipe bracket.
3. Ensure proper lifting techniques are used.
4. Ask for assistance when moving heavy or bulky object.

3.6 Safe work procedure for water hydrostatic pressure test


1. To provide adequate sign board e.g. No Entry, Pressure Test in progress, etc.
2. To barricade the pressure test area.
3. Ensure calibrated record is available and submitted.
4. Ensure no one enters into the testing area without authorization
5. Ensure SWP & RA is briefed and made clear to all involved in operation
6. Due to overnight testing, ensure that proper and efficient barricade is provided with
warning sign
7. Testing Pressure is 150psi and duration is 24hrs.

3.7 Safe work procedure for Electrical tools


1. Before using the electrical tools must check valid LEW sticker place on it.
2. No cables are allowed to lie on ground or floor. If unavoidable, the cables shall be of
weatherproof types, with adequate protection.
3. Use proper warning sign.

3.9 Other general safety measure and precaution

4. ENVIRONMENTAL CONTROLS
11.1 General Environmental Controls

d. At all times, the diversion work team shall be accompanied by an authorised


ECPL staff and/or delegated MPD/stakeholders’ representative.
e. During the inclement weather (heavy downpour), the excavation work and
diversion work shall be suspended until the work is safe to proceed assessed
by the ECPL’s Project Manager/Safety Officer.
f. Hard barricade will be erected around the work area to prevent workers from
entering and excavator from unauthorized flora disturbances.

11.2 Water Pollution Controls


i. Key activities with potential environmental impact:
a. Silt water discharge into public drain and/or Lower Seletar Reservoir
ii. Environmental Controls:
a. Silt fence shall be properly installed and embedded onto the ground along
perimeter cut off drains.
b. Silt fences shall be set up along the road to prevent earth erosion in the event
of rainfall.
c. ECPL shall deploy only 100% biodegradable Erosion Control Blankets (ECB)
on site.
d. ECPL shall ensure that all stockpiles (except for earth that are excavated
from the project boundary), temporary or permanent, and exposed earth
surfaces are maintained below a maximum height of 2m and covered by the
end of the work day or in anticipation of rain with canvas sheets or tarpaulin.
e. ECPL shall ensure control measures be put in place to prohibit temporary
stockpiled material being washed into surface water courses, e.g. temporary
drainage which is connected to ECM facilities with collection sumps around
stockpiling area; booms; regular removal and disposal of waste spoil, etc.
f. Provide temporary ECM tank or pump out the silty water to ECM treatment
plant. After treatment clean water discharge to drain.

11.3 Air & Dust Pollution Controls


i. Key activities with potential environmental impact:
a. Fugitive dusts from excavation, stockpiles and vehicles
ii. Environmental Controls:
a. Any exposed excavated surface shall be covered with tarpaulin sheets or
erosion control blankets within 3 hours of non-usage (during dry periods and

during windy conditions) or immediately during rain. Only completely
biodegradable erosion control blankets shall be used.
b. Any spoil or earth spillage along the haulage routes shall be cleaned up
immediately. Proper housekeeping of the construction site, as well as
roadways link to the entrances of the worksites, shall be undertaken.
c. Water and dust suppression measures shall be adopted twice a day during
excavation and earth handling at exposed areas during dry conditions, in
order to mitigate against dust emissions, especially at exposed areas.
d. Vehicles shall adhere to speed limit (15 km/h) within site boundaries to
minimise dust rising from the ground.
e. All stockpiles near excavation areas shall be of a temporary nature and are
limited to 2m high.

11.4 Wildlife Management Plan


i. Key activities with potential environmental impact:
i. Potential impact to wildlife when entry into work areas

ii. Environmental Controls:


a. Hard barricades shall be set up around the trench location to prevent wildlife
from entering the work area. Daily checks shall be conducted prior to and end
of work activities to ensure no gaps or openings are present that will allow
entry of animals.
b. Wildlife response plan shall be adhered during construction works.
c. Construction activities in the immediate area shall stop immediately upon
detection of any dead or injured animal, and the MPD wildlife Management
Office (WMO) shall be notified. No attempts shall be made by construction
staff to handle the animal. The MPD WMO shall promptly arrange for wildlife
handlers and veterinarians to attend to the animal as soon as practicable.
Construction activities in the immediate area shall resume only after notice
has been received from the WMO that it is safe to continue with the work.
d. All personnel shall undertake biodiversity awareness training prior to
commencement of any work at site.

11.5 Waste Management Plan

a. Stockpile at worksite shall be minimized.
b. Construction wastes shall be disposed offsite daily.
c. Separate bins shall be used to store construction wastes / debris and organic
food waste. All bins shall be properly covered when not in use.
d. Construction wastes (if any, after backfilling) shall be disposed by licensed
third party waste contractors.
e. Adequate refuse bins shall be provided. There shall be no spillage of refuse
around the bins at any time.
f. Food shall not be consumed on site, but only at designated area approved by
MPD (with designated bins for proper disposal of food waste).
g. All food waste shall be contained in plastic bags before disposal into bins.
They should be removed daily to prevent attraction of pests and smell
nuisance.
h. All workers and visitors shall be educated to ensure that all work places are
kept clean and waste materials are not left in open areas.

11.6 Noise Management Plan


i. Key activities with potential environmental impact:
a. Operation of construction equipment/machineries may cause disturbances to
general public and animals within the enclosures.
ii. Environmental Controls:
a. Works shall not commence until noise mitigation measures have been fully
deployed on site.
b. Noise barriers (i.e. noise reduction net) of at least STC 20 shall be erected
around the service diversion area where noisy activities will be carried out
over a short-term period.
c. Portable noise monitoring device (i.e. Type 1) shall be provided to monitor the
noise level during site works.
d. All machinery and equipment shall be noise reduced types or quiet models.
Quieter models are defined as those having sound pressure levels at least 5
dB quieter than other models readily available locally, when measured 1 m
from the equipment body while the equipment is operating at its rated load.
e. All construction equipment and machinery shall be labelled with weatherproof
stickers showing its noise specification clearly on the machine.

f. ECPL shall check and ensure subcontractors bring in well-maintained


machinery / equipment.

material as acoustic barriers and shall be a minimum height of 2.4m and
maximum height of 6m.

11.7 Vector Management Plan


i. Key activities with potential environmental impact:
a. Potential breeding of mosquito at water ponding areas leading to vector-borne
diseases.
ii. Environmental Controls:
a. Proper housekeeping shall be done to minimise water ponding / stagnant
water. Worksite shall always be maintained and kept free of litter.
Construction wastes shall be promptly disposed into bulk waste containers
and the containers should be emptied daily.
b. Building materials shall be stored under shelter as far as possible.
c. Stagnant water shall be pumped out regularly and ground depressions should
be cover with earth whenever possible.
d. Supervisors shall observe, on a daily basis, the signs and symptoms of
dengue in all personnel.
e. Manual removal of water ponding shall be adopted without use of chemicals.
Thermal fogging is not allowed in Mandai EMMP.

12 SAFETY AND HEALTH


1. All necessary safety precautions shall be taken to ensure the safety of the person(s)
carrying out the work. Safety and environmental induction shall be carried out to any
persons to ensure that those persons at work have adequate instruction, information,
training & supervision as is necessary for them to perform their work.
2. At all times, the person(s) shall be escorted while within the site. Approval shall be
sought from the relevant stakeholders for entry to carry out the survey;
3. The survey shall be limited to existing structures in public accessible areas. In restricted
areas, this shall be carried out with approval from MPD/stakeholders; and
4. All personnel are to follow strictly to the ECPL’s Safety Management System, which will
be disseminated to them through an initial safety induction program followed by
compulsory daily toolbox meetings.
