Regular payment of land revenue solidifies the landowner's responsibilities while affirming their legal claim under the framework of the West Bengal Land Reforms Act. This obligation binds the landowner to comply with state-imposed financial duties, ensuring a structured relationship where fiscal compliance equates to secured ownership rights .

The landowner, Sri/Smt Sampa Mandal, must apply for a long-term settlement of the land on terms and conditions set by the State Government, including the payment of salami and rent. Should the land already be vested in the State, the landowner must make over vacant and peaceable possession of the land to the State Government without claiming any rights .

The Declaration Form strongly protects government interests by allowing state intervention to reclaim land if vested or acquired, imposing revenue obligations, and enforcing compliance with governmental terms. This framework prioritizes governmental management and control, ensuring land use aligns with public policy, thus minimizing unilateral actions by landowners .

The Declaration Form shows a complex interplay where individual rights are recognized but heavily contingent upon compliance with state regulations. Despite acknowledging ownership, the State retains ultimate authority to reclaim land if it is vested or acquired, indicating a legal framework that favors public over individual interests .

The declaration implies that the landowner currently holds full ownership rights without government intervention or acquisition processes. This condition allows the landowner to manage, use, and potentially transfer the land without any pending legal proceedings from the Government impacting these rights .

The landowner assures that the plot is free from encumbrances, not vested or acquired by the Government, and is not under any court case. Additionally, the land is not subject to the Urban Land (Ceiling & Regulation) Act, 1976. The plot is asserted to be owned absolutely via transfer through a registered deed or through inheritance .

The absence of court cases signifies legal clarity and security for the landowner, suggesting no current legal disputes that might cloud ownership or use rights. This positions the landowner advantageously for future transactions or developments, reducing the risk of legal challenges .

The Declaration Form commits the landowner, Sri/Smt Sampa Mandal, to pay the land revenue regularly as fixed by the State Government, in accordance with the provisions of the West Bengal Land Reforms Act, 1955, as amended over time .

If any information in the mutation application is found to be false, the granted mutation may be cancelled. This would potentially nullify the legal recognition of the landowner's rights to the land, impacting their ability to use or transfer it .

Future dealings with the State Government may involve the landowner complying with specific terms for the long-term settlement of the land, including financial obligations like salami and rent if the land is vested. Additionally, the State Government’s rights to acquire the land without compensating the landowner further complicates dealings, potentially requiring the landowner to forfeit the land without making claims .
