Abstract

Riverfront development entails incorporating water into urban developments, which include
townships, neighborhoods, and commercial areas near bodies of water. The concept is founded
on four pillars: historical and cultural heritage preservation, modern physical functioning,
social well-being, and aesthetic appeal. It also entails following appropriate legislation,
encouraging entrepreneurship, securing continued funding, and maintaining historical context.
Since the 1960s, there has been a rise in urban waterfront regeneration, linking the public-
private and commercial-residential sectors.
For connecting public and private, business and residential sectors, waterfronts are crucial.
Waterfronts can link commercial and residential areas and function as tourist and recreation
hotspots for the city.

This study focuses on riverfront development projects, which can revitalize urban
environments, create vibrant public places, and increase local economies. However, their
success depends on various factors that impact outcomes. Understanding these critical factors
is critical for stakeholders to improve project success and avoid prior challenges.
The study's conclusion strongly suggests doing a global review of riverfront projects, with an
emphasis on design and planning factors. The primary goals include identifying critical
elements critical for ensuring long-term success in riverfront development, delving into
challenges encountered in such projects to provide valuable insights and potential solutions,
examining global riverfront initiatives to distinguish their achievements and limitations, and
ultimately formulating comprehensive guidelines for achieving prosperous riverfront projects,
all of which will be guided by the riverfront development framework.

2.2 Riverfront Renewal for Sustainable Urban Improvement – (Mula – Mutha


Riverfront)
The Mula-Mutha River transformation in Pune exemplifies strategic development that
transforms blighted areas into valuable urban assets. It addresses issues like flooding, pollution,
and accessibility, integrating equitable access, design, and cultural preservation. The study
emphasizes the importance of considering external factors like macroeconomic conditions,
political stability, and climate change in Riverfront regeneration projects. Understanding these
influences' interactions is crucial for developing resilient and adaptable strategies.

Research shows that successful riverfront development requires planning, stakeholder


engagement, environmental awareness, and cultural sensitivity. An integrated approach can

allowing everyone to participate, while slum remediation, health programs, skill development,
and river-focused job possibilities promote community welfare. Through inventive
landscaping, indigenous art and culture take center stage, increasing aesthetic value. Local
craftsmen benefit from vibrant cultural hubs such as creative plazas, galleries, and workshops,
which draw locals and visitors. Riverfront areas morph easily into exhibition halls, creating a
harmonic visual coherence.

Regular cleaning is crucial for maintaining clean rivers, promoting flora and wildlife habitats,
and preserving ecosystems. Passive recreational landscape designs enhance well-being and
natural resources using indigenous plants and materials. Enhancing riverfront accessibility and
utilizing local plant species for low maintenance and diverse fauna support are beneficial.
Buffer zones play a vital role in flood control, soil erosion prevention, runoff management, and
riverbank stabilization. Restoring embankments and instream habitats is essential for aquatic
species, and avoiding structural water resource management approaches is advised to prevent
water quality degradation, floods, and wildlife habitat disruption.

Minimizing impermeable surfaces reduces hardscape, replenishes groundwater, and mitigates


runoff. Prioritizing stormwater management and revitalizing polluted riverbanks through
brownfield development rejuvenates the environment and stimulates local employment,

Addressing Climate Challenges while Ensuring Environmental Preservation requires the
implementation of innovative design approaches to ensure water quality, meet environmental
standards, provide flood protection, and prevent erosion. This is crucial for effectively
addressing the impacts of climate change. This includes improving sewer systems, maintaining
water quality, and guarding against pollution and industrial poisons from poisoning the water.
In addition, it is crucial to maintain the Riverfront's ecosystem, including preserving the local
flora and fauna.

II. Prioritizing Universal Access


Riverfronts must be accessible to all people. This requires physical and visual considerations,
culminating in building a continuous route for simple access.

III. Promoting integration and connectivity in cities


A crucial component of comprehensive urban expansion is seamless communication between
Riverfront regions. This entails constructing overpass bridges for various forms of
transportation and revitalizing directional corridors. By transforming Riverfronts into lively
gathering spots, cities may better integrate their neighborhoods, facilities, and city centre-
district hubs.

IV. Enhancing and promoting city development


Cities may launch extensive rehabilitation projects, generating a distinctive urban character and
an enduring city image, by using Riverfront revitalization as a catalyst. It calls for revitalizing

Ghats to the Mula River in Pune. It is formed by the confluence of the Mula and Muta rivers,
which then meet the Bhima and Krishna rivers before emptying into the Bay of Bengal. The
project spans 820 hectares and is located within the boundaries of the Pune Municipal
Corporation (PMC), Pune Chinchwad Municipal Corporation, and Kirkee Cantonment Board.
Pune is located at 18°32' N and 73°51' E and has an elevation of 560 meters (1837 ft). Due to
unplanned development, the three neglected rivers are creating unhealthy and unsanitary

The Pune Riverfront Development Project's objective is to build a "Safe, Clean, Beautiful, and

observations made during the comprehensive site research and analysis and are described below
as critical to this vision.

IV. Reduce the Risk of Flooding
The central main channel segment and the left and right over bank channel sections make up
most of any river cross-section. The middle main channel makes the largest contribution to
moving river discharge, with very little help from the left and right over bank channel sections.
Thus, the left and right banks' combined contribution to the carrying capacity of the conveyance
is essentially nonexistent.

V. Urban Riparian Embankment


Urban riparian embankments, sloped protective borders with a green cover, and pedestrian
access, protect private property near rivers in moderately developed areas from flooding. These
embankments have a 1:2 pitching slope and can be created using stone, allowing plants to cover
the sloping surface while supporting river banks.

VI. Clean the River and make it pollution-free


Infrastructure Proposal
The proposals under the riverfront project cater to both the existing scenario and the NRCD,
and JICA proposals the highlights for the same are as follows:

• Sewage Treatment Plants have been proposed on the upstream side of the Mutha River at 2
locations (at Shivane & Ram Nagar) with tertiary treatment facilities having a capacity of
30 MLD each which will improve the water quality.
• It is essential to do the cleaning and maintenance tasks outlined below to keep the retained
water in the river clean:
1. Filtration of the river's water, trash removal, etc.
2. The oxygenation of water through fountains
• Aeration fountains are recommended for maintaining the desired DO level in still water. 15
spots are available, with a recommended runtime of 15 minutes per hour. Increased
frequency is needed in summer.

VII. Retain and Replenish water


Existing check dams and weirs restrict water flow and smother areas upstream. Advanced
barrages with low crest levels should be changed to avoid obstruction. To guarantee water
availability over the whole length of the river, the HECRAS model provides suggested water
retention facilities.

VIII. Establish a continuous public area alongside the river


The construction of the dam will also make it possible to extend the public realm along both of
Pune's rivers. The lower promenade, which has been intended to be submersible for high floods
during the monsoon, will be a continuous path along the entire riverside and be at least 6 meters
wide. A dedicated network for pedestrians and cyclists will be formed by the public promenades
along the riverside. People will be able to move along the entire length of the river, unlike today,
thanks to the existence of such a continuous public environment.

4.2.1. Cheonggyecheon River Restoration Project, Seoul, South Korea

Cheonggyecheon’s is a little location in the city’s center. It is home to the Cheonggyecheon’s


River, which was reconstructed in 2003 after being badly damaged previously. Rehabilitation
was required due to the river's extensive history of human manipulation. These changes had a
huge impact on the water balance in this degraded urban watershed:

1. There was almost no vegetation hence there was no evapotranspiration.


2. The river was completely enclosed, limiting evaporation and resulting in an urban drainage
system and wastewater being the sole inputs into the system.
3. The flow rates were highly erratic, affecting the stream's biodiversity and sediment balance.
4. Water quality was very poor.

4.2.1 Dravyavati Riverfront, Jaipur

Due to rapid urbanization and industrialization, the Dravyavati River in Jaipur has been
transformed into a Nullah (Amanishah Nallah). Originating from Nahargarh hills, the river
flows through the western side of Jaipur, spanning 47.5 kilometers before merging into the
Dhund River. A rejuvenation project aimed to restore lush greenery and revitalize the aquatic
ecosystem. The project has played a pivotal role in resurrecting Jaipur's historic river,
transforming it into a peaceful and accessible corridor for the public. This transformation has
fostered a harmonious relationship between citizens and the rejuvenated natural environment,
creating a more sustainable coexistence.

The Dravyavati River rejuvenation project has transformed the river's ecological, social, and
cultural dynamics in just three years. It reduced pollution, displaced informal settlements, and
redeveloped riverbanks for public spaces. Aims to examine the daily struggles of the displaced
population and highlight important aspects of the transformational project, as there is limited
academic research on this project due to its limited focus on infrastructure development, urban
informality, and "banishment."

• Unlined Channel section: In the Unlined channel section of the upper two reaches i.e., 0-
5100 chainage, Gabion Structures are proposed to check the velocity as well as the soil
erosion

of 0.3m had been provisioned.

Recreational and commercial activities such as restaurants, stores, Riverfront communities,

Impact of the project -

• Now it is possible to retain surface water in the river all year around.
• The ground strata are recharged with 12.5 million cubic meters of river water storage.

Environmental Improvement –
Reduction in erosion and flood to safeguard the city sewage diversion to clean the river water
retention and recharge.

Reduction in Erosion in Flood

The Sabarmati River flood protection project, based on


extensive hydrological and hydraulic analysis, has been
optimized by implementing a 263-meter-wide waterway,
bolstered by diaphragm walls and strategically placed
retaining walls. This has allowed the project to withstand flood
levels of up to 4.75 lac cusecs without city overflow,
enhancing flood resilience and protection.

Sewage Diversion

A stormwater and sewage system with interceptor sewers has


been deployed to combat pollution from untreated sewage and
industrial effluents. The system captures sewage discharge
from 38 points, directs it to pumping stations, and transports it
south of Vasna Barrage to treatment facilities.

Water Retention and Recharge

The project involved constructing a 263-meter-wide


waterway, reinforced by diaphragm walls, to protect the
Sabarmati River from flooding. The river's width was
regulated to accommodate floodwaters, and treated sewage
plant water was considered for sustaining year-round river
levels, fostering a resilient aquatic ecosystem.

River Cleaning

The Riverfront Project uses floating trash skimmer equipment


to clean the river, revitalize the neighborhood, and draw
various bird species. In order to maintain the health and vitality
of the river, SRFDCL monitors water quality and oxygen
levels while promoting environmental preservation and
marine biodiversity.

transition of informal activities, such as the weekly "Ravivari"
flea market.

Creation of Parks & Public Spaces

The project aims to revitalize Ahmedabad's riverfront by


reclaiming 202 hectares of riverbed land, providing five
million residents with a network of parks and promenades. The
upper level will house public amenities, while the two-level
promenade serves pedestrians and cyclists. Over 25% of the
reclaimed land will be used for parks and plazas.

Provision for Socio-Cultural Facilities

The project transforms the city's private riverfront into a public


realm, offering markets, laundry facilities, trade fairs, and
cultural institutions, transforming it into a comprehensive
public space for the five million residents.

The significant facilities that have been provided in the project

Revitalisation of Neighbourhoods

The project aims to revitalize downtown Ahmedabad's


downtown and surrounding neighborhoods by dividing
reclaimed land into eighteen precincts. The goal is to promote
integrated, high-density growth, prioritize walkability, and
public transportation, ultimately improving the quality of life
for locals and workers in central Ahmedabad.

River Promenade –

The key feature of this project is a two-level, continuous promenade at the water’s edge along
each bank of the river. The lower-level promenade is built just above the water level to serve
pedestrians and cyclists, and to provide access to the water. The upper-level promenade shall
host a variety of public features at the city level. Together these provide Ahmedabad with an
uninterrupted, pedestrian walkway, nearly 11.5km in length, in the heart of the city.

The width of the promenade varies from 6-18m. Facilities provided at the River Promenade
include:

• Access points from the city level via staircases and ramps at regular intervals and under
every bridge.
• Lifts or Elevators to make lower-level promenade accessible for people with disabilities.
