MODULE 4

4.1 Professional team

4.1.1 Appointment

 Architect is appointed by the client


 Quantity surveyor is appointed by the client who wish to invest in property
development or carry a construction project.
 Engineers are appointed by the client or architect or project manager.
 Contractor is appointed by the client to complete a project
 Project manager is appointed by the project steering committee or client.

4.1.2 Functions

 Architect are responsible for the plan, design and oversees the construction of
buildings and /projects.
 Quantity surveyor is responsible for the management of project costs and
estimations, preparation of the tender documents and final accounts etc.
 Engineers are responsible for the structural, electrical and mechanical part of
the project, ensuring the encounter of safety and achievement of standards.
 Contractor
 Project manager is responsible for the management of the entire project,
ensuring that it is completed on time and within the drawn budget

4.1.3 Termination of service

The employer or client is entitled to terminate the employee services or require them
to leave with immediate effect due to reasons like disputes, conflicts, breaking of
confidentiality, or the client does not need the services of the employee anymore.

4.1.4 JV between QS and PDI FIRM

Joint partnerships between Quantity Surveying businesses and PDI (previously


disadvantaged individuals) firms are intended to enhance inclusion and skills transfer
in the construction industry. In a joint venture, the QS firm and the PDI firm work
together to provide quantity surveying services on projects. Negotiations between
the participating firms and the customer often define the price structure in a JV, often
taking into account the PDI firm's empowerment aims and the QS's market rates.
FEES SCALE

Quantity surveyors are paid according to approved scale of fee in the Tariff of
Professional charge published by the ASAQS. The fee is based on a percentage of
the amount of work handled,

Architects are paid according to the fee scale based on the percentage of the project
cost, time and specific activities or outcome of the project

Engineers are paid by determining the set pricing amount involves adding up the
projected engineering costs for fees, expenses, and non-salary expenses, as well as
allowing for unforeseen interest on invested money, ready to serve, and a suitable
profit rate.

Contractor is paid according to the fee percentage of construction cost for large
project and for small project, they are paid daily or hourly rate.

Project manager is paid according to the guidelines of services and tariff of fees
based on the percentage of work carried and timed.

4.2 CBE, BEE, CIDB certificate, feasibility studies and cash flows

4.2.1 Council for the Built Environment [CBE]

CBE is a statutory body established in relation to the council for the Built
Environment, Act 43 of 2000. The CBE is an organization of the Department of
Public Works, regulating the activities of the six councils for the Built Environment
profession, named engineering, architecture, landscape architecture, quantity
surveying, property valuation and project and construction management.

4.2.2 Black Economic Empowerment [BEE]

BEE is a policy established to empower black people and increase distribution of


income among all members of the population of South Africa. The Broad-based
Black Economic Empowerment Act 53 of 2003, as improved in 2013, was approved
to correct the apartheid inequalities and advance the reconstruction of the economy.
4.2.3 Construction Industry Development Board [CIDB]

CIDB, act 38 of 2000 is a law in South Africa that aim to provide the growth of the
Construction Industry Development Board, to Implement a detailed strategy for the
growth and improvement of the construction sector, as well as to address issues
related accordingly.

4.2.4 Certificates from JBCC

4.2.5 Feasibility Studies [ from South Africa]

4.3 Roles of Quantity surveyor in the BIM

 Quantity Surveyors use BIM to


access information about the
project’s quantities and
specifications
 BIM allow the Quantity surveyor’s cost estimations to be more accurate and
details
 The Quantity surveyor can speed up the process of the cost estimation by the
of the BIM’s new rule of measurement.
 They can produce the Bills of Quantities easily, by using the 3D models from
the BIM reducing workload and errors.

Influence BIM has towards tendering and estimating.

 BIM allows tenderers to successfully arrive at a set price for their project work
while giving clients assurance that the finished construction will resemble that of
the first tender.
 BIM enables more accurate procurement decisions and strategic approaches, as
well as more effective collaborative planning, collaborative design, integrated
decision, scenario analysis, product comparison, document automation, process
automation, contract management, and performance management.
 Tendering contractors may be given access to BIM models in order to gain a
better understanding the project's detail2.
 BIM gives tenderers with more precise and accurate bills of quantities to price2.

4.4 Functions of recovery statement


Recovery statement is a financial statement provided by the Principal agent when it
is needed, indicating the balance owed to the employer or contractor between
accumulated expenses and loss and the amount collected. Recovery statement is
used to manage financial negotiation between the employer and the contractor,
which does not have any impact on the contract value and not part of the final
account.

4.5 Uses and differences

4.5.1 Joint Building Contract Committee

[Link] Minor works is an agreement used where the works are simple and
considered period time of construction does not exceed 9 months. JBCC Minor
works agreement is carried by principal agent and the contract is less detailed and
provide a simplified approach.

[Link] Principal Building agreement [PBA] is the principal document in the JBCC
suite of documents. It is used to give clear, balanced and lawful policies, rights and
responsibilities which protects the employer, contractor and subcontractor when
managed and administered efficiently

4.5.2 General Conditions of Contract [GCC]

Uses: It is used to bring particular attention to a few general conditions that apply to
government bids, contracts, and orders. It also makes sure that clients are aware of
their rights and responsibilities of each party involved in conducting business with the
governments.

Differences: The GCC is mostly used as a template to define general contractual


conditions.

4.5.3 New Engineering Contract [NEC]

Uses: NEC is used to manage any project from start until finish, with the aim of
preventing costly disputes.
Differences: NEC contract ensure the contractor’s profit while also protecting the
client’s interested. It also ensures contractors get paid properly and on time while
helping clients to obtain more details about the project’s outcome.

4.5.4 The International Federation of Consulting Engineers [FIDIC]

Uses: The FIDIC is used to represent consulting engineering globally mainly by


promoting for business groups and engineers who offer technology-based services.

Differences: The well known FIDIC contracts are as follows,

 Red book is drawn by the employer for the building and engineering works
 Yellow book is drawn by the contractor for N&E, building and engineering
works.
 Silver b0ook is drawn by the contractor for international major turnkey
projects.

SUMMARY

This assignment reflects my understanding on how to read and understand


specification and double story plan, how to measure a double story house plan
measuring take-offs, abstracting using cut and shuffle, preliminaries and preambles
and compiling unpriced Bills of Quantities.

Furthermore, compiling priced Bills of Quantities with rates and amounts. The final
summary which determines the total amount in the Bills of Quantities. The rate
breakdown due to the material cost, labour cost and profit percentage. The
professional team, the relevant information in the Built environment.
