EVE Uni Eviction Report: J211936 Incident

The document summarizes an eviction of EVE University's Wormhole Campus located in the J211936 system. A attacking fleet comprised primarily of Legion strategic cruisers evicted the structures over 75 hours. During the eviction, EVE University's Ferox doctrine was stolen, hampering defense efforts. After reinforcements, the final structures were destroyed despite resistance. The Northland Foundation secured most assets but lost around 6 billion ISK total. Plans are underway to establish a temporary base and acquire ships to assist other communities with incursions.

Incident: Eviction of J211936 (codenamed "Innuendo")

Report Author: Caleler Adoulin (Northland Foundation Associate)

Report Reviewer: Caleler Adoulin

Restricted Level: Class-01 (Director Access) Downgraded to Class-05-P (Public Access)

Summary:
At 0624h on 12/15/2023, EVE University (abbreviated "E-UNI") experienced an eviction of their
Wormhole Campus (abbreviated "WHC"), in the system of J211936, lasting for a total of ~75
hours leading up to the eventual destruction of the Fortizar-class Upwell structure (codenamed
"The Rock") and various medium-sized Athanor-, Raitaru- and Astrahus-class Upwell structures.
The attacking fleet comprised primarily of Legion-class Tech 3 Strategic Cruisers (serving both
damage dealer (DD) and logistics roles) with several support ships, such as Sabre- and
Heretic-class Interdictor destroyers.

5 hours into the eviction, a corporate theft of E-UNI's Ferox-class battlecruiser strategic
operations ("stratop") doctrine was reported, leaving WHC members with little capability to
engage the attackers. Members of the WHC as well as staff have also been reported to be
engaged in fleet operations, focused on bringing E-UNI members into J211936 to defend the
structure. Unfortunately, these fleet operations were largely unsuccessful. The Fortizar was
reinforced at 2210h on 12/16/2023, starting the final hull timer

During the hull timer, WHC members shifted focus towards securing as much assets as they
could through the use of "suitcases" (ships with large cargo holds such as freighters,
Deep-Space Transports and/or Orcas) and "deepsafe" bookmarks to prevent personal and
corporate assets from being seized by the attackers. A final battle report of the hull timer shows
WHC members valiantly opposing the attackers, although the defenders were quickly
overwhelmed by the attackers

The Northland Foundation was successful in securing a majority of its assets, although about
5-6 billion ISK in ships, production department goods and fittings were lost to the attackers (see
Appendix A - Valuation of Losses). Plans of evacuation are in the works by the board of
directors, and will be put in place to ensure safe exfiltration of Foundation assets from J211936.
Post-Incident Actions:
E-UNI leadership has declared Jita as the current staging system for WHC operations for an
undefined period of time, until Operation Pavilion is underway.

Operation Pavilion is aimed at securing a temporary base of operations for the WHC to stage
out of in wormhole space, to allow WHC members to operate at and for WHC Community
Coordinators to plan their next steps in rebuilding the WHC.

As part of Operation Pavilion, Foundation staff trained in signature scanning and identification
will be assigned to assist in this operation. The following staff members and associates have
been assigned with this task:
- Onamela Kurvora
- Acirater Preldent
- Muerbeller Codolle
- Hoshino Kujo (E-UNI member)
- Caleler Adoulin (E-UNI member - ad hoc)
- Omalie Arnoux (E-UNI member - ad hoc)

The Foundation has also authorized the release of reserve funds to Caleler Adoulin and Omalie
Arnoux for the acquisition of fully-fitted Kronos-class marauders to assist with the
incursion-denial efforts of the following communities:
- EVE University Incursion Community (abbreviated “E-UNI Incursion Community”)
- Contingency Incursion (abbreviated “COIN”)
- The Ditanian Fleet (abbreviated “TDF”)

The Foundation hopes that through collaboration with these communities, the assigned
individuals will be able to secure mid- to long-term funding for future Foundation endeavors and
contingency plans (see Appendix B - Contingency Plans for WHC-specific plans), in the WHC or
otherwise.
Appendix A - Valuation of Losses:
Foundation-wide losses: ~500 million ISK
Production Department losses: ~2.1 - 2.3 billion ISK
Seeding Department losses: ~3.6 billion ISK
Total losses: 6.2 - 6.4 billion ISK

Appendix B - Contingency Plans:

- Foundation staff are to be properly skilled into E-UNI doctrines ("Shield Battlecruisers
(SBC)", "Armor Assault Frigates (AAF)", "Ferox Stratop Doctrine"), to aid in defense
operations or other E-UNI objectives
- Copies of E-UNI doctrine and support ships are to be kept in Foundation shared hangars
at all times, and reserve funds to purchase new doctrine ships in the event of the
aforementioned stockpiles being exhausted
- An Orca-class Industrial Command Ship is to be staged in future WHC bases of
operations, to be used as a "suitcase" in the event that a successful eviction against
E-UNI is imminent.
- A priority list of ships, equipment and other assets should be kept on hand at all times, to
speed up the evacuation of critical Foundation assets
- All Foundation staff, staged in or out of the WHC, should be adequately skilled into the
use of scanning equipment and cloaking technology, to aid in the evacuation of
Foundation- and E-UNI designated "suitcase" ships.
- Minimum requirements: Probe-class exploration frigate with T1 Core Probe
Launcher and Sisters Core Scanner Probes, Improved Cloaking Device
- Ideal: Cheetah-class Covert Ops with Sisters Core Probe Launcher and Core
Scanner Probes, Covert Ops Cloaking Device
