SUBJECT: REORGANIZATION OF THE BARANGAY PEACE AND ORDER

COMMITTEE (BPOC)

WHEREAS, the socioeconomic development of our country depends to a large

extent to the peace and order condition in local communities;

WHEREAS, our national government encourages a unified effort and

commitment of our local leaders, the various stakeholders and the community in
the promotion, preservation and maintenance of peace and order in our society;

WHEREAS, Section 116 of RA 7160 mandates local government units to

establish a local peace and order council;

WHEREAS, Section 2 of EO No. 366 provides that every barangay shall

reorganize the Barangay Peace and Order Committee (BPOC) as the implementing
arm of the Municipal Peace and Order Council (MPOC), and enhance the partnership
of all concerned in the planning, implementation and evaluation of programs and
projects for the control of criminality, public safety keeping and emergency
concerns in the barangay;

NOW THEREFORE, I ROSEMARIE S. ABELLA Punong Barangay of Barangay

Piapi III, Hamtic, Antique, by virtue of the power vested in me by law, do hereby
order:

Section 1. The Barangay Peace and Order Committee (BPOC) is hereby

organized with the following composition, to wit:

 Section 2. The Barangay Peace and Order Committee (BPOC) shall have
the following functions:

a. Monitor and coordinate the implementation of peace and order

programs and projects;
b. Serve as an information-gathering mechanism;
c. Monitor and check the nefarious activities of criminal elements;
d. Identify barangay constituents with strong deviant behavior for referral
to appropriate authorities;
e. Maintain continuing dialogue, close coordination and rapport with the
higher level peace and order councils;
f. Formulate plans and recommend measures which will improve or
enhance peace and order;
g. Monitor, coordinate and supervise the operation of all community-
based anti-crime movements; and
h. Make periodic assessment of the prevailing peace and order in their
respective areas and submit a report with appropriate
recommendations to higher level POC.

Section 3. The BPOC Secretariat shall perform the following functions:

a. Prepare peace and order plans and projects at the barangay level
taking into consideration the prevailing peace and order situation in
the areas of responsibility;
b. Implement and monitor the BPOC operations;
c. Provide a forum for dialogues on problems and issues affecting peace
and order at the barangay level;
d. Assist in the conduct of research projects and evaluation activities;
e. Take actions on matters affecting peace and order that require
immediate attention at their level and within the scope of their
authority; and
f. Perform related tasks.

This order shall take effect immediately.

FOR APPOINTMENT AS BARANGAY TANODS OF BARANGAY PIAPI III,

HAMTIC, ANTIQUE

WHEREAS, the term of office of the previous set of elected barangay officials
has ended noon of October 30, 2023;

WHEREAS, the appointive barangay officials, which include the Barangay

Tanods are co-terminus with the appointing authority;

WHEREAS, considering the above premises, it is deemed necessary to

appoint Barangay Tanods to assist the barangay officials in maintaining peace,
order and security in the barangay;

WHEREAS, DILG Memorandum Circular No. 2003 – 42 provides that

Barangay Tanod shall be appointed by the Punong Barangay through the
recommendation of the Barangay Peace and Order Committee (BPOC);
 WHEREAS, the Committee, after thorough discussion and deliberation, was
able to identify persons to be recommended for appointment as Barangay Tanods of
this barangay;

NOW THEREFORE, on motion made by JOHN REY H. ESTOCADO and

seconded by FERDINAND C. GUMIA, be it

RESOLVED, as it is hereby resolved to recommend Reynante P. Roncal,

Fernando S. Josue Jr., Rolando B. Mustafa, Michael S. Niebre, Ryan A.

Rolos, Rodita P. Abella, Ursula N. Patalbo, Glades A. Lorete, Jimbo V.

Labios, Mark Anthony L. Daguinotan for appointment as Barangay Tanods of

Barangay Piapi III, Hamtic, Antique.

RESOLVED FURTHER to furnish with copies of this resolution the

Sangguniang Barangay of Piapi III, the Municipal Mayor, the DILG, the Municipal
Accountant and other concerned offices, this municipality, for their information and
guidance.
