1.0 PURPOSE
This quality procedure describes the minimum quality requirements to ensure that piping internal
cleaning activities are performed in accordance with the applicable Saudi Aramco requirements
and relevant international codes.
2.0 SCOPE
The scope of this procedure is to establish the internal cleanliness of pipes, piping components or
piping spools before releasing from fabrication shop, prior to erection/installation at site and
prior to pressure testing of piping systems at Ras Tanura Refinery Clean Fuels Project.
3.0 DEFINITIONS

5.0 RESPONSIBILITIES
5.1 Project Manager shall be responsible for the overall implementationof the company safety
& quality plan and ensure efficient execution piping internal cleaning activities in
accordance with project specification and this procedure.
5.2 QC Manager shall be responsible for ensuring all piping internal cleaning activities are
carried out & documented as per the project quality plan, project specifications, and the
approved quality control procedures.

5.3 Construction Manager shall be responsible for the proper implementation of quality and
safety in piping internal cleaning activities pertaining to this project.
5.4 Piping Manager shall be responsible to ensure the piping internal cleaning activities are
cmTied out as per the approved procedure.
He shall allocate the job to the piping superintendents and have close co-ordination with
project quality control department at all stages of work.
5.5 Piping Superintendent shall plan the daily work schedule, the job to concerned Supervisors
and controlling the works.
He sha ll be responsible for the overall implementation of quality and safety in piping internal
cleaning activities.
5.6 Piping Supervisor shall be responsible to ensure the safe and efficient working environment
that the safety and quality are maintained by their subordinates.
They are also responsible to guide and ensure the proper materials & tools are being used
and the proper procedure is being followed for piping internal cleaning activities.
5.7 QC Supervisor shall be responsible to monitor all QC activities and ensuring that all
activities & inspections are performed in proper method and timely manner.
Responsible to make sure that the piping internal cleaning activities are perfo1med as per the
approved procedure and to ensure the required inspections are performed & documented as
per the requirements.
5.8 Piping Inspector shall be responsible for proper inspection and documentation of piping
internal cleaning activities during fabrication and erection/installation activities.
Shall be responsible to make sure that all the crew members m·e follow in g p roject
requirements and piping internal cleaning is performed and documented as per the
requirements.

6.10 After assembly and installation, assembled piping shall be cleaned by one or more of the
methods outlined in Appendix A of SAES-L-350.
6.11 Flushing medium used are any of the following:
A) Plant/process water
B) Raw water (Fire water OK when process water is not available) , Appendix A, SAES-L-350
Note : Sea water is not acceptable
6.12 For stainless steel lines, flushing medium chloride ion content is less than 50 mg/L.
(NOTE: After flushing, the piping systems shall be completely drained, dried to a dew point
below -1°C and protected against con osion as per SAES-A-007.)
6.13 During cleaning operations, special precautions shall be taken to ensure that debris is not
flushed into associated vessels, equipment, instruments or " dead ends".
6.14 All personnel involving in piping cleaning and flushing shall be trained for safe piping
internal cleaning procedures.

7 .3 .4 The general flushing medium shall be plant/process water or raw water. Fire water may be
used where process water is not available. Sea water is not acceptable as per SAES-L-350,
appendix-A.
7.3.5 After completion of water flushing, the piping system shall be completely drained and
dried by blowing with dry air.
7.3.6 During drying operation after water flushing and testing, all the drain points shall be
opened (One by one) and closed after removing the debris or foreign materials at each
drain points that can be collected during water flushing or testing to make sure the 100%
internal cleanliness of the system.
7.3.7 When flushing stainless steel lines, the chloride ion content shall be less than 50 mg/L.
After flushing, the piping systems shall be completely drained, dried to a dew point below
-1°C and protected against corrosion as per SAES-A-007 (Hydrostatic Testing Fluids and
Lay-up Procedures) or NSH-RCF-PRO-PI-009 (Quality control procedure for hydrostatic
testing of above ground piping).
7.3.8 For those parts where water flushing is not practical or not suitable, flushing /cleaning
with air shall be performed.
7.3.9 Water quality shall be in accordance with SAES-A-007 Para. 4.2

8.3 After successful completion of internal cleaning and inspection for internal cleanliness, the
required inspection checklist/reports shall be prepared and maintain the quality control
documentation.

flushing with air or water is inadequate in the removal of debris from valve cavities and low po lnts. This accumulated debris (sand, scale, metal shavings, slag, etc)
