 ORGANISATION FOR CO-OPERATION BETWEEN
RAILWAYS (OSJD)
The Organisation for Co-Operation between Railways (OSJD) is an
international Organisation established at the Railway Ministers Conference
in Sofia, Republic of Bulgaria, by the ministers, responsible for the railway
transport, on June 28th, 1956. The OSJD activities are undertaken according
to the OSJD Statute, which is of an international treaty nature.
OSJD is a depositary of two international agreements, being of vital
importance for the cross-border rail traffic: Agreement on International
Passenger Traffic (SMPS) and Agreement on International Goods Transport
by Rail (SMGS).
Among the OSJD members there are transport ministries and central
transport bodies, responsible for the railway transport, from 29 countries.
According to the Statute of the Organisation for Co-Operation between
Railways, other forms of participation in the OSJD are possible, e.g.: as an
observer - for ministries or railways (there are 6 of them at present), and as
an affiliated enterprise (the total number of them is 38) - for the organisations
and companies, involved in railway activities.

FIELDS OF ACTIVITIES

Major OSJD activities comprise:

- development and improvement of international railway transportation

with the traffic between Europe and Asia in the first place, to include
combined transportation;
- development of consentaneous transport policy in the field of
international railway traffic, elaboration of railway transport and OSJD
activity strategies;
- improvement of international transport law, administration of the
Agreement concerning International Passenger Traffic by Rail (SMPS),
Agreement concerning International Goods Transport by Rail (SMGS)
and other legal documents connected with the international railway
traffic;
- co-operation for the solution of the problems connected with the
economic, information, scientific, technological and ecological aspects
of railway transport;
- development of measures aimed at the increase of railway transport
competitiveness in comparison with other modes of transportation;
- co-operation in the field of railway operation and technical matters
connected with further development of international railway traffic;
- collaboration with other international organisations, engaged in railway
transportation matters, including those of combined transport.

 GOVERNING BODIES

The OSJD Ministers Conference (MC) is the supreme OSJD governing

body. The Ministers Conference considers and takes decisions at the
governmental level concerning all matters related to the OSJD field of
activities, taking into account the proposals of the OSJD Railway General
Directors Conference.
In 2020, due to the restrictions imposed world-wide to prevent the
spread of the pandemic, session XLVIII of the Ministerial Conference was
held in the OSJD Committee in Warsaw (Republic of Poland) using
videoconferencing format from 28 to 30 September, and in 2021 Session
XLIX is planned to be held from 15 till 18 June in the OSJD Committee
using the videoconferencing mode, as well.
The Conference of General Directors (Authorized Representatives) of
OSJD Railways (CGD) is the highest OSJD steering body on the level of
railways and railway undertakings. The Conference organises work and
makes decisions on the issues related to the OSJD fields of activities within
the capacity of railways and railway undertakings. In 2021, due to the
restrictions imposed world-wide to prevent the spread of the pandemic,
meeting XXXVI of the Conference was held on 19-23 September in the
OSJD Committee in Warsaw (Republic of Poland) with the application of
a videoconference format, and in 2022 CGD meeting XXXVII is planned
to be held in the city of Kiev (Ukraine) from 18 till 22 April.
The Ministers Conference and the General Directors Conference take
decisions within their competence on the following issues:
- setting-up of working and other bodies, as well as their quantity,
structure, work programme, duties, active life and their working
procedure;
- appointment of the Committee’s managerial staff and post distribution
between the OSJD members of the chairmen and specialists of the
OSJD Commissions and experts of the OSJD Permanent Working
Groups and on other matters related to the OSJD activities.

EXECUTIVE BODY

The OSJD Committee is the executive body of the Organisation.

It exercises control over OSJD activities in the period between the
sessions of the Ministers Conference and General Directors Conference
meetings. The Committee functions as a depository for the agreements and
contracts, concluded within the OSJD framework.
The Committee is manned by the experts, appointed to the OSJD by its
member countries. The Committee is headed by the Chairman, with two
Deputy Chairmen and an Executive Secretary complementing the
Committee’s directorate.

railway and waterway traffic.

Joint Working Groups with Other International Organisations:

− OSJD/ERA Contact Group on the subject: “Collaboration between ERA

and OSJD on the analysis of the relationship between 1520-mm/1524-mm
and 1435-mm rail systems of EU and non-EU states”;
− Joint Working Group (Legal Group) of CIT/OSJD on CIM/SMGS
transport law harmonization;
− Joint OSJD/UIC Group “Coding and Information Technology”;
− OSJD/UIC Joint Working Group of concerned railway companies in
reviewing and converting the OSJD/UIC joint leaflets, included in the
priority list, into draft OSJD/UIC international technical solutions in
the field of railway transport of voluntary accession.

 PUBLICATIONS

The OSJD Committee publishes:

• The “OSJD Bulletin” journal. Six issues per annum are available in
Chinese, Russian and English. The Bulletin contains information on
OSJD activities, articles on current problems of railway transport
modification and development; it also highlights the inter-railways
experience exchange in the field of operational performance, introduction
of new equipment and technology, economic indices improvement;
• OSJD Bulletin of statistical data on railway transport in Russian,
Chinese, German and English – once a year;
• Report on OSJD activities in Russian, Chinese and English – once a year;
• Information Guide (available in Russian, Chinese, German and English)
twice a year;
• Map of OSJD Railway Transport Corridors – once a year in Russian,
Chinese, English and German.

The OSJD Committee administrates the OSJD Website in Russian,

Chinese and English: [Link].

OFFICIAL LANGUAGES

The working OSJD languages are Chinese and Russian. When holding
international activities, English and German may be used.

CONVENTION
ON DIRECT INTERNATIONAL RAILWAY TRAFFIC

The draft Convention has been developed as a result of a 10-year work

of the AWG for the Improvement of the OSJD Fundamental Documents.
International agreements and treaties currently existing within the
OSJD framework, including SMPS and SMGS Agreements, have been
incorporated as annexes to the draft Convention. To consider and adopt the
draft text of the Convention, an International Conference has been
established with the participation of the delegations of the OSJD member
states. Six sessions of the International Conference have been already held
in Warsaw (November 2016, March 2017, November 2017, March 2018,
November 2018 and March 2019), and the next one is planned for 2021.
