EXECUTIVE ORDER NO. 01 s. of 2018
CREATION OF BARANGAY ANT-DRUG ABUSE COUNCIL (BADAC) AND ITS
COMMITTEES
WHEREAS, the use of illegal drugs has significantly contributed to the
incidents of heinous crimes;
WHEREAS, the problem of illegal drugs has to be addressed much more
effectively to ensure community peace and harmony;
WHEREAS, Section 16 of the Local Government Code 1991 provides that
local government units shall pursue undertakings to improve public morals and
maintain peace and order, among other equally significant concerns;
WHEREAS, DILG Memorandum Circular No. 2015-63 dated June 16, 2015
enjoins the revitalization and creation of Anti-Drug Abuse Council and its
Committees at the barangay level;
NOW, THEREFORE, I, MAREFE D. PAMIL, Punong Barangay of barangay
Bacong, Salug, Zamboanga del Norte, by virtue of the powers vested in me by law,
do hereby order the creation of Barangay Anti-Drug Abuse Council (BADAC) and
its Committees of Barangay BACONG, Municipality of Salug, Zamboanga del
Norte.
SECTION 1. The Barangay Anti-Drug Abuse Council will be composed of the

SECTION 2. The Barangay Anti-Drug Abuse Council shall perform the following
powers and functions:
Conduct regular meeting at least once a month and call for special
meetings whenever necessary.
Plan, strategize, implement and evaluate programs and projects on
drug abuse prevention in the barangay
Orient the BADAC Auxiliary Team on their roles and functions in the
campaign against street-level illegal drug trade through seminars or
trainings.
Coordinate and collaborate with their institutions implementing
programs and projects on drug abuse prevention
Continuously gather and update data on all drug related incidents
and its effect on the peace and order situation in the barangay
including listing of suspected drug pushers and users.
Submit a monthly report to the Municipal Anti-Drug Abuse Council;
copy furnished the DILG Municipal field Office.
Refer suspected drug users to MADAC and other institutions for
corresponding counselling and/or rehabilitation.
Conduct an Information, Education Campaign (IEC) on illegal drug
demand reduction.
Perform other related functions.
Section 3. BADAC COMMITTEES
A. Committee on Operations shall be composed of the following:

B. The roles and functions of the Auxiliary Team shall be the following to
wit:
1. Prepare and maintain a confidential list of suspected users, pushers,
financiers and/or protectors of illegal drug trade found in the area of
jurisdiction to be submitted to the MADAC, copy furnished the PNP Anti-
Illegal Drugs Operation Task Force (AIDSOFT).
2. Establish rehabilitation/referral desks and process applications for
rehabilitation of drug dependents.
B.1 Pre-Operations
Identification of drug affected house clusters, work places, streets, puroks
and sitios where manufacture, delivery, sale or use of illegal drugs are being
constructed and to report the same immediately to the PNP or the
Philippine Drug Enforcement Agency (PDEA).
Conduct briefings, meetings prior to the launching of operations to ensure
positive results and safety of the operating teams and the community.
B.2 During Operations
Ensure safety of the community and regularity of the operations.
Any elected barangay official present during the operations to witness the
inventory of seized drugs including but not limited to the preservation of
evidence and protection of witness and suspects against unlawful acts.
B.3 Post-Operations
The elected barangay official present the operations shall execute an
affidavit and act as witness in court hearings in the prosecution of drug
cases.
Submit reports of drug-clearing operations conducted, if any, to the
MADAC copy furnished the DLG-MLGOO.
B.4 For operations conducted/initiated by PDEA/PNP, an elected barangay
official should be involved immediately after the raid and be present to
stand as witness during the conduct of inventory.
C. Committee on Advocacy shall be composed of the following:

C.1 Roles and Responsibilities of the Committee on Advocacy
Coordinate and collaborate with other institutions in the barangay, if
any, (i.e. Barangay Intelligence Network), ‘The Eye in the Barangay’,
Barangay Peacekeeping Action Team (BPAT) n implementing
programs and projects on anti-illegal drug abuse.
Conduct consultative meetings with organizations in the barangay,
such as PTCA, Youth Groups, Boy and Girls Scouts, religious
organizations, senior citizens, purok organizations, Tricycle Operators
and Drivers Association (TODA) and other organizations existing in
the community to get their commitment to assist in curbing the drug
menace in the community;
Strengthen the family by promoting values, parental care and
guidance that will prevent children from attempting to and/or use of
prohibited drugs;
Conduct necessary seminars for the community on the dangers of
illegal drugs in coordination with the PNP;
Empower the community in reporting drug related cases through an
award/commendation system; and
Identify and implement sustainable livelihood projects as a
reintegration program to former drug pushers and addicts.
This order shall take effect immediately.
