KEO and M/s Riyadh Bank have entered into agreement on 16 November 2021 for the sake of
providing Project Management / Construction supervision Consultation services as detailed in
the services agreement.

o SCOPE OF SERVICES

The agreed scope of services in general include review the design proposals provided By RB
Contractors / Designers, manage, and supervise the Construction works of the projects,
evaluate, comments, Recommend, review, approve, manage, supervise the contracts for
respective disciplines which are issued by RB during the duration of the project .

The services to be performed by KEO’s personnel’s in relation to the project to include evaluate
bidding’s documents , like design , supply, installation & Commissioning and Construction
Supervision Services as required by RB .

KEO’s personals shall co-ordinate and liaise with other RB’s departments to provide the services
as required.

Submission of certain deliverables including, reports to advise on the progress achieved for
performance of the services as required by RB .

Identify the technical / economic solutions, which are the most suited to the requirements of RB .

Attend and participate in the meeting held in relation to the projects and prepare the Minutes of
meeting thereof where appropriate , follow the outcomes with the actions needful .
Co-ordinate with Construction Contractor’s, the requirement of all relevant authorities in relation
to the project,

1. PROJECT MANAGEMENT PLAN

KEO to submit within (2) weeks of signing the Contract , PMP for RB’s review and
approval , PMP should incorporate as minimum comprehensive details , procedure and tools
used to manage the following :-

- Project execution plan


- Administration and Co-ordination procedure
- Project Quality PLAN
- HSE plan
- Planning & scheduling , progress measurement , progress reporting procedure
- Project document controlling procedure
- Communication plan
- E-mail Protocol
- Request for information (RFI’s ) register
- Project Variation Control Procedures ( actual and /or potential Variations )
- Project Closeout Procedures

2. Design management

A. Review, evaluate and approve, design criteria , design documents in compliance with
project requirement , codes specified in design Guidelines

B. Provide advice for cost saving, that doesn’t compromise the quality and safety
standard of the works
C. Instruct to redesign non-complaint design work, approve all related shop drawing ,
materials ..etc submittals for the

3. Proposal Evaluation Management

a) Proposal clarification, Evaluation , and reporting


b) Evaluation for technical part, commercial part shall be done by RB .
c) Formulate and finalize the Form of Contract.

4. Time Management
a) Prepare and submit for approval, detailed work plan ( Master Plan ) , including the
methodology suggested on Computerized program .
b) Review / approve submitted detailed project schedule and Control Logs, including
updates submitted by Contractor on monthly basis, update master plan, by
coordinating data to develop an aggregated Master schedule .
c) Monitor the Contractor’s work progress on monthly basis
d) Prepare monthly executive report covering site activities, utilizing Contractor achieved
progress
e) Executive report to include Performance indicators and utilize standard forms for data
reporting

5. Project Cost Management and Cost Estimating

a) Monitor and Controlling of the Contract Costs related to budget, review and rollup to
high level figure, breakdown of the costs presented by the Contractor to ensure that
it’s adequate for controlling project budget
b) Review the schedule , developed by the contractor and use it to compile and submit
to RB costs and progress analysis progress
c) Prepare with the contractor an estimate of cost of various Contracts and incorporate
updated quantities , variations order, day work, potential costs of claims and
projected expenditure from provisional sum
d) Prepare an estimate for cashflow up to the end of the Contracts to be updated based
on the revised contract costs , the cash flow to be submitted monthly to notify RB
with any revised costs
e) Review and Comment the Contractor’s Procurement Plan
f) Review and endorse the Contractor’s monthly payments for final processing by RB

6. Communication and Documentation Management


a) Review, evaluate and approve the submitted project procedures manual and
responsibility / Communication matrix after RB’s approval an necessary
instruction .
b) Organize regular meeting and participate in meetings that are required by RB
and Contractor, organize meetings from time to time with appropriate party(s)
to resolve and work out on the matters in concern .
c) Create a meeting plan (agenda )
d) Ensure that all project’s parties are well informed and actions are assigned to
all project stakeholders, such like authorities , services providers , adjacent
property owner , developers .
e) Maintain documents and samples in one soft and one hard copies at the site,
the projects document shall be submitted to RB at the end of the project .
f) Liaise with the RB, design / supervising team, contractors and subcontractors
to monitor the information flow .

7. Risk Management

a) The Consultant will prepare and update the Risk Management Plan
b) Ensure that all requirement of risk management plan are being implemented
c) Identify Risks, perform qualitative risk analysis , quantitative risk analysis , risk
response, and monitor and Control risk

8. Contracts Management and administration

9. Claims and variation Management

a) Manage the claims process to protect the interest of RB,


b) Manage the claims resolution process within seven (7) days and completely
resolve the change order disagreement, ( within (30) days , conduct settlement
negotiations , mediate all contractor’s claims and assist RB in any dispute
resolutions proceeding concerning the same .
c) Check the impact of resolution that are likely to alter the cost of the works or
the time required for the project
d) Review, check and assist RB in administration of Vos , through analysis ,
evaluation, documentations and negotiations support

10. QA/QC
a) institute a quality Control / Quality assurance process that the Contractor s
need to comply within managing their scope of work .
b) institute a healthy, safety and environment process that the contractor need to
comply with in managing their scope of work , ensure that the contractors are
applying the process.

KEO has no obligation to provide any Bonds or performance warranty , however the
project is currently under tender procedure for selecting Fit-out / Remedial works’ prime
Contractor , all insurance and project performance Bonds are to be supplied from the
Successful Bidder ( potential Contractor )
