WHAT IS QLASSIC?
❑ QLASSIC is a standard assessment system on the quality of construction projects

❑ It is a yardstick developed by CIDB Malaysia for measuring construction quality


QLASSIC OBJECTIVES
❑ QLASSIC is designed and developed to enable users to achieve any or combination of the
following objectives
❑ To benchmark the level of quality of the construction industry
❑ To establish a standard and a system to assess construction quality
❑ To establish as a KPI to assess the quality performance of contractors
❑ To compile and analyze data for Continuous Quality Improvement (CQI)
QLASSIC ASSESSMENT
PRINCIPLE
1. 3rd party assessment:
❑ Assessments shall be carried out by individuals that has no interest over the project that is to be
assessed.
❑ These individuals shall also be certified by CIDB to conduct the QLASSIC assessment

2. Predetermined and statistical sampling


❑ Prior to the site assessment, the assessor shall calculate the sampling size based on the specified
sampling guideline and subsequently determine the sample location in the building plan. AT the same
time, the assessor need to ensure that the samples adequately cover the whole project or phase
❑ For architectural works assessment, the sampling size is calculated based on the size of floor area of
the project
❑ As it would be impractical to conduct 100% inspection, the sampling size for architectural; works is
approximately 20% from the total no. of units
QLASSIC ASSESSMENT
PRINCIPLE
3. Guided assessment
❑ the assessor shall follow the assessment procedure (i.e sampling guideline) specified in the
standard.
❑ the assessor shall verify the compliance of constructed elements against the standards
requirement and record the compliance in the assessment form (inspection check list

4. One-time assessment
❑ no re-scoring of works that are rectified or repaired after the assessment
❑ to encourage industry players particularly the builders/ contractors to “do it right the first time
and every time”.

CIS 7 - BACKGROUND
❑ Developed in 2006 through consensus by technical committees which comprise balanced
representation of industry stakeholders

❑ The requirements of Construction Quality Assessment System (CONQUAS) Singapore have


been taken into consideration during the development of this Construction Industry
Standard
CIS 7 - INTRODUCTION
❑ Intended to reduce contentious disputes between property buyers, clients, developers,
building contractors, architects, engineers and others with regard on what constitutes as
acceptable construction quality as well to ensure that the interest of the public is
safeguard

❑ The QAS requirements specified in this Construction Industry Standard are


complementary to requirements for a construction project’s:
❑ contract document (contract specification, building plan, contract drawing and others).
❑ QA/QC measures (site inspections, testing & commissioning and others).
CIS 7 - INTRODUCTION
❑ This standard can be used by internal or external parties including the project owner to
assess the construction quality their building project

❑ The requirements of this standard can be integrated into a Quality Management System
(QMS) ISO 9001 requirement by setting a minimum QLASSIC Score (%) as a quality
objective

❑ The requirements of this standard can also be used compatibly with the inspection
checklist (ICL) under a QMS ISO 9001 requirement

QLASSIC ASSESSMENT
❑ Assessment for Architectural Works (AW), External Works (EW) & Basic m&E Fittings (B M&E F)
takes place upon project completion with Certificate of Practical Completion (CPC) but before
handing over of project.
❑ Assessment for these components involve:
❑ site inspection: visual assessment (1.2m or 1.5m distance from building element) & physical assessment
❑ use assessment tools to inspect for defects. (i.e: QLASSIC tapping rod, angle mirror & others)
❑ use assessment tools to measure the building element is within the specified tolerance. (i.e: L-square, steel
rule, steel wedge, spirit level & others)

4 types of building category and examples are as follow
◦ Cat A (Landed Housing) – Detached/ Semi-Detached/ Terrace/ Cluster House & others related.
◦ Cat B (Stratified Housing) – Flat/ Apartment/ Condominium/ Service Apartment/ Town House &

◦ Cat C (Public Building) – Office Building/ Schools & other related facilities or buildings built intended
for public use.
