RESOLUTION RECOMMENDING THE DEMOLITION OF THE UNUSED 3-CLASSROOM


BUILDING IN OLD KAWAYAN ELEMENTARY SCHOOL (OKES)

WHEREAS, the Republic Act (RA) No. 10121, entitled “Philippine Disaster Risk Reduction and Management
(DRRM) Act of 2010” mandates all national government agencies to institutionalize policies, structures,
coordination mechanisms and programs with continuing budget appropriation on disaster risk reduction and
management from national to local levels;

WHEREAS, under the DRRM Act, provinces, cities, and municipalities now play a greater role in building the
disaster resilience of communities, and in institutionalizing measures for reducing disaster risks, enhancing
disaster preparedness and response capabilities;

WHEREAS, Barangay 102 (Old Kawayan) Council, adheres to the provisions of RA No. 10121 and has
instituted policies to safeguard the well-being of its inhabitants and mitigate the effects of any disaster – natural
and man-made;

WHEREAS, during the conduct of the 4th Quarterly Portfolio Day and PINTAKASI in Old Kawayan
Elementary School by the parents and Barangay 102 Council, the BDRRM Committee inspected the unused 3-
classroom building on top of the hill behind the classrooms of the Kindergarten, Grades 1,2,3, & 5 and noted the
precarious state of the structure which may cause endangerment to the teachers and students, especially that
Tacloban City sometimes experiences strong earthquakes and torrential rains which result in landslides in some
areas, including Old Kawayan;

WHEREAS, during the consultative meeting with the teaching and non-teaching personnel, it was collectively
agreed to request the DEMOLITION of said 3-classroom building to prevent damage to life and property;

WHEREFORE, upon the motion of Hon. Rey PJ B. Luna, duly seconded by Hon. Carla C. Caldoza, with the
concurrence of all members present as recorded with NO NAYS, the Body;

RESOLVED, as it is hereby resolved, to approve and pass this Resolution;

RESOLVED FURTHER, to furnish a copy of this Resolution to Old Kawayan Elementary School (OKES) and
to the City DPWH for reference and guidance.
