NATIONAL INDIGENOUS PEOPLES (IP) MONTH CELEBRATION

To: Schools Division Superintendents


All Others Concerned

1. Presidential Proclamation No. 1906, s. 2009 declares the Month of October of


every year as the National Indigenous Peoples (IP) Month. DepEd SOCCSKSARGEN
Region shall be joining with the various indigenous cultural communities in this
nation-wide celebration.

2. The theme for this year’s celebration is “Kasaysayan, Karunungan, at Wika ng


mga Katutubong Pamayanan: Mga Saligan ng Katutubong Pagkakakilanlan at Tulay
Tungo sa Inklusibong Kaunlaran.”

3. This IP Month intends to highlight the importance of the indigenous histories,


indigenous knowledge systems and practices (IKSPs) and languages of the IP
communities as we are recognizing and commemorating the International Decade of
Indigenous Languages, 2022-2023.

4. In support to this national celebration, the Schools Division Offices (SDOs)


and schools implementing IPEd Program in the Indigenous Cultural Communities
(ICCs) in SOCCSKSARGEN Region are enjoined to design school-based or classroom-
based activities. Specifically, the SDOs and schools may do the following:
4.1 Integrate in the lesson plans indigenous knowledge systems to be
taught to the learners;
4.2 Invite IP Elders/Culture bearers to share in the classroom about
indigenous practices as part of the lessons;
4.3 Set a storytelling session focusing on indigenous stories aligned with
the topics discussed;
4.4 Hanging of tarpaulins in the SDOs and schools indicating the theme
for this year’s celebration; and
4.5 Wearing of IP Attire (See DO 51, s. 2014).

5. It is further encouraged that conduct of these activities, as applicable, should


adhere to IP community protocols and the IATF protocols for the well-being and
safety of everyone. Utilize DepEd Order 51, s. 2014 or the Guidelines on the Conduct
of Activities and Use of Materials Involving Aspects of Indigenous Peoples Culture as
reference in the implementation of activities to ensure adherence to ethical
standards.

6. The Regional IPEd Focal Person and Division IPEd Focal Persons shall
monitor the conduct of these activities at the school level to ensure cultural-
sensitivity, appropriateness and relevance of the activities to the learners and
the indigenous cultural communities served. Monitoring shall be conducted
on October 3-31, 2022.

7. The monitoring shall observe the schools integration of the indigenous


knowledge systems and practices, histories and languages in the teaching-learning
process, involvement of the IP Elders and culture bearers in the month-long
celebration, and the design of the classroom-based or school-based celebration.

8. The emphasis of this year’s celebration is to make it classroom-based or


school-based to avoid disruption of classes and pulling-out of teachers and learners.

9. The Regional IPEd Focal Person shall closely coordinate with the Division IPEd
Focal Persons for the specific schedule of monitoring in their respective divisions.

10. Expenses related to the conduct of these activities shall be charged against
the IPEd Program Support Fund (PSF) and School MOOE for schools implementing
the IPEd Program, subject to the usual accounting and auditing procedures.

11. Immediate dissemination of this memorandum is desired.
