Measurement Methods in Civil Engineering
A) Unless otherwise noted, the following measurement methods and units shall be applied to the
site investigation works which are defined in ANNEX-1. (FWBS CODE : 1100)
B) The quantities shall be "Net" based on JGC GULF's drawings and specifications unless otherwise
noted.
C) The work progress is measured when all the steps of work in sequence are finished and JGC
GULF's final inspection is executed with a satisfactory result.
It shall be enumerated.
Topographic survey shall be measured by area. The area to be measured shall be the net
projected area on the drawings limited by the boundary lines of the site.
It shall be measured along the route centerline by linear meters taken from the survey
drawings.
It shall be measured at site in cubic meters, equal to two dimensions (i.e., length and width)
multiplied by the depth.
Unless otherwise noted, the depth shall be up to the bottom of the services. Sides of
excavation shall be deemed to be vertical. In the case of plural services are exposed, the
deepest measure shall be taken for the calculation of the volume.
They shall be measured based on the total depth of bore hole by linear meters as taken
from the survey drawings and specifications.
1122 Sampling

They shall be quantified by the number of tests executed except for Cone Penetration
(FWBS 1123B) and Soil Resistivity (FWBS 1123K).
The Cone Penetration test shall be quantified by length from the commencing surface to
the bottom of the shaft.
The soil resistivity test shall be quantified by the number of bore holes to be tested.
They shall be measured by period of time (day). The period of time to be measured shall
begin on the day in which the first reading is taken or registered and shall terminate when

Bathymetric survey shall be measured by area taken from the survey drawings.
It shall be measured by period of time (day). The period of time to be measured shall
begin on the day in which the first reading is taken or registered and shall terminate when
the last reading is recorded.

FWBS 1000
A) Unless otherwise noted, the following measurement methods and units shall be applied to the

B) Work volume shall be deemed "Net Volume" based on JGC GULF's drawings.
It shall be measured by volume. The volume to be measured shall be the total volume
subject to demolition. Excavated volume to be demolished shall not be measured.
Buildings shall be measured by area. The area to be measured shall be the total floor
space delimited by the outer wall centerline; canopy, veranda and the like shall not be
considered as floor space. In the case of open structures, i.e. shelters, total area to be
measured shall be that delimited by the centerline of the outer columns.
1213 Disassembling
1213A Disassembly of Steel Structure KG
⚫ The following item covers the clearing and grubbing work (FWBS 1220)
It shall be measured by area taken from the drawings within the dimensional boundary line.
Unless otherwise specified, the measured area shall also include a two meter wide strip
beyond the site boundary lines, e.g. fence lines, toe of road shoulder, toe of outer slope or
embankment, outer edge of ditch or channel, and the like.

It shall be measured by volume. The volume shall be quantified from the grading drawings.
Quantity shall be understood to be the bulk before cutting.

It shall be measured by area. Surface voids and other intrusion shall not be deducted
where such area of intrusion is less than 0.25 m2.
1240G Riprap M2
It shall be measured by area. The area of surface voids or intrusion shall not be deducted
where such area of intrusion is less than 1 m2. Overlapping of lined areas shall be
deducted.
1250A Turfing M2
1250B Seeding M2
They shall be measured by area. Surface voids and other intrusion shall not be deducted
where such area of intrusion is less than 1 m2.
Planting hedges shall be measured by their developed lengths along center lines. Gaps
(e.g. access opening) shall be deducted.
SUBSOIL IMPROVEMENT

A) Unless otherwise noted, the following measurement methods and units shall be applied to the
subsoil improvement works as difined in ANNEX-1.

Vex = All Volume of excavation based on the measurement method stipulated
for 1310A above.
Vbf = All Volume of backfilling by excavated soil based on the measurement
method stipulated for 1310Ba above.
They shall be measured at site by total linear meters of inserting depth made by each
composer pipe or vibroflot pipe. The length shall be measured along the axis of the pipe
from the commencing surface to the bottom of the same.
It shall be measured by area projected on the drawings. The area shall be to the net area
to be improved by means of dynamic consolidation.
1322B Backfilling
1322Ba Excavated Soil M3
1322Bb Borrow Soil M3
They shall be measured by volume. The volume shall be the compacted volume of the
embankment. The height of embankment shall be measured from the ground elevation
at the toe of slope of embankment to the elevation of the top of embankment.
Shrinkage/settlement factors are not to be applied. If the areas at sides of the
embankment have different elevations, the base of embankment cross section shall be as
per the straight line connecting the toes of the slopes.
1331C Removal M3
It shall be measured by volume which is arising from removal of the soil surcharge excluding
the volume of depression.
They shall be measured by actual length of material to be placed. The length shall be
measured along the axis of the drain from the commencing surface (as shown on the
drawings) to the drain tip.
1333C Disposal M3
It shall be measured by volume which is arising from removal of the sand mat excluding the
volume of depression.
1340 Solidification
1341 Grout & Injection
1341A Cement Grout M3

C) The following the measurement methods are respectively applied to each type of the piling
work.
(1) Driving piles shall be measured by length taken along the axis of piles, stating size, from
the grade level to the bottom of pile toe.
(2) The following measurement methods are also commonly applicable to each of the
above pile driving work.

(1) It shall be measured by area when in final position. The area shall be equal to the
length taken along the center line times the average depth measured from the
commencing surface to the bottom edge of the sheet pile.
(2) The following measurement methods are also commonly applicable to each of the
above pile driving work.
143*A Coating M2
It shall be measured by weight of steel materials to be used for wailing and/or strutting
without adding for rolling margin, welding materials and without deduction of fixing, holes,
splay cuts, mitred ends, notches and the like.
(1) It shall be measured by area. The area shall be calculated by the following concept.
(2) The measurement method of “Excavation”, “Backfilling” and “Disposal” under FWBS
1000 and 2000 shall not be changed even JGC GULF instructs the Contractor to
implement temporary sheet pile for shoring of side of excavation.
(3) Because the type of sheet pile shall be selected and determined by the Contractor,
any other associated items such as support, anchoring and coating, etc., shall not be
measured for payment.
1435 Jointing

It shall be enumerated based on the quantity of joint of lower and upper piles.

(2) The following measurement method is also commonly applicable to each of the

Reinforcing bar shall be measured by weight. The weight of reinforcing bar shall be the
net weight based on the rebar bending schedule of which the Contractor developed and
JGC GULF approved without addition for rolling margin, supports, spacers and tie wire.

structure works as defined in ANNEX-1
B) Work volume shall be deemed "Net Volume" based on JGC GULF's drawings.
C) The work progress is measured when the work was completed and the inspection result was
accepted by responsible supervisors.
D) The marking of " ** " in FWBS code shall be considered to be selective and be applicable to
each category of earth structure work.

Excavation Volume = S x d
S: Projected horizontal plan as per the drawings. Leveling concrete shall not be
included in projected horizontal plan.
Contractor to consider additional excavation spacing required for working space

and slope stability. However this additional spacing shall not be included in the
measurement.
(2) The width of the trench shall be taken from the standard drawings including the
minimum spacing as specified on it. The depth of the trench shall be calculated from
the bottom of trench (BOT) indicated on the drawing and grade level.
(3) The trench length shall be measured between tie in points and/or from outer face to
outer face of permanent constructions, such as pits, manholes, buildings, etc. as per
the drawings. It shall be the length projected on the drawings.
Common Conditions
(1) Unless otherwise specified, over excavation for working space, shoring, protection for
existing structures, etc. shall not be measured.
(5) Water level shall be verified by an authorized inspection report for which a
measurement is to be made in 24 hours after excavation.
15**B4 by Gravel M3

(1) Backfilling shall be measured by volume of the excavated volume quantified in this
ANNEX less the void of the permanent structure.
(2) Despite of the measurement method in (1) above, void of cable(s) shall not be
deducted.
(1) The volume shall be the compacted volume. Shrinkage factors shall not be applied.
(2) If the areas at sides of the embankment have different elevations, the base of the
embankment cross section shall be the straight line connecting the toes of the slopes.
Disposal off site of material arising from excavation shall be measured by volume.
Final measurement shall be quantified when all the earthwork is completed, as using the
following formula.
V = Vex - Vbf
Where:
Vex = All Volume of excavation based on the measurement method for 15**A**
Vbf = All Volume of backfilling by excavated soil based on the measurement method for
15**B**.
15**D Form
15**D1 Form (except for Massive Concrete) M2
(1) It shall be measured from the drawings by area taken as the net area in contact with
the finished face of concrete.
Each voids of contact face less than 0.1 m2 are not deducted.
(2) Each box out less than 0.01 m3 in volume, grooves, throats, rebates, chamfers and the
like shall not be measured.
Reinforcing bar shall be measured by weight. The weight of reinforcing bar shall be the net
weight based on the rebar bending schedule of which the Contractor developed and
JGC GULF approved without addition for rolling margin, supports, spacers and tie wire. Lap
length shall be measured as minimum required as per standard drawings.
It shall be measured by weight from the drawings without addition for rolling margin or

welding material. Fixings (for example, bolts, distance pieces, and the like) shall be
measured. Bolt holes splay cuts, mitred ends, notches and the like shall not be deducted.
Steel supports for jig plate and anchor bolt shall be excluded.
It shall be enumerated.
Expansion joint includes isolation joint. They shall be measured by linear meters of the joint
as taken from the drawings.
15**G Concrete
15**Ga Leveling Concrete M3
(2) This shall be measured in accordance with the standard drawings, such as protrusion
and thickness, regardless of actual volume.
(1) It shall be measured by volume as taken from the drawings. No deduction shall be
made for the following
(a) Volume of any embedded items & rebar in the concrete and volume of chamfers.
(b) Each void including grouting space not exceeding 0.01 m3. In the case of duct
bank or pipes or sleeves embedded in concrete, volume of pipes or sleeves shall
be deducted. embedded in concrete, volume of pipes or sleeves shall be
deducted.

(2) Covers and other intrusion shall not be deducted where the area of the intrusion is less
than 0.1 m2.

It shall be measured from the drawings as the net area covered by the membrane.
Overlapping of sheet shall not be measured. Foundations and other intrusion shall not be
deducted where the area of intrusion is less than 0.25 m2.
F) The following measurement methods are particularly applied to each work categories
regardless the definitions in above E).
It shall be measured from the drawings by area. The area of manholes cover or other
intrusions where the area is less than 1 m2 shall not be deducted. Overlapping at paved
areas shall not be measured.
FWBS 1000
It shall be measured from the drawings by area. The area of manholes cover or other
intrusions where the area is less than 1 m2 shall not be deducted. Overlapping at paved
areas shall not be measured.
It shall be measured from the drawings by area. The area of manholes cover or other
intrusions where the area is less than 1 m2 shall not be deducted. Overlapping at paved
areas shall not be measured.
It shall be measured from the drawings by area. Sloping transversally shall not be
considered. Overlapping at crossing with roads and paved areas shall be deducted.

It shall be measured from the drawings by area. The area of manholes cover or other
intrusions where the area is less than 1 m2 shall not be deducted. Overlapping shall not be
measured.
⚫ The following cover the accessory installation of earth foundation (FWBS 1514)

⚫ The following covers the slope protection of earth dike (FWBS 1522) and for dike slope/surface
protection of earth pit and pond (FWBS 1557).
It shall be measured by area as taken from the drawings. Manholes and other intrusion
shall not be deducted where the area of the intrusion is less than 1 m2.

This shall be measured by volume of non-shrink grout applied for the pipe penetration point
on the concrete structure, such as manhole, catch basin, etc. taken from drawing.

It shall be measured by area, stating thickness. No deduction shall be made for each void
not exceeding 0.1 m2 in the face of walls.
(2) Covers and other intrusion shall not be deducted where the area of such intrusion is less
than 0.1 m2.
(3) The following measurement methods are respectively applied to each work category.
(1) It shall be measured in linear meters stating the diameter and type to be measured
along the pipe centerline and overall pipe fittings, short running length and
branches( including drip funnels and cleanouts ). Length of valves and fittings shall be
understood to be the spaces in-between pipes, where valves and fitting are
connected. Individual length of drip funnels/cleanouts shall be added to the piping
length. In the case of building, it shall be measured from the tie-in point with the
building plumbing or pipework.
Multiple handling of pipe spools, in-line components and materials due to construction
sequence, testing, alignment, adjusting, flushing, drying, reinstatement, correction and the
Contractor’s convenience, making correction attributable to the Contractor and the
Contractor’s convenience shall not be counted as additional bills of quantities.
(2) Any ancillary welding (or other connection method) to the piping such as lugs, cables
etc. shall not be measured.
Re-connection of whole or part of the material due to the Contractor's deficient works shall
not be measured.
FWBS 1000
(1) It shall be measured from drawing by point of flange connection in each size.
(2) Same measurement principle shall be applied any type of flange connection such as
connection of piping flange to piping flange, piping flange to equipment nozzle, valve
flange connection, etc.
(3) Multiple opening and closing of flange due to construction sequence, testing,
alignment, adjusting, flushing, drying, reinstatement, and the Contractor’s
convenience, making correction attributable to the Contractor shall not be counted
as additional bills of quantities.
(1) It shall be enumerated from drawing by set of flange type of valve installed in each
size. Setting and installation of valves not flange connection type shall be counted
under FWBS 1613B.
(2) Same measurement principle shall be applied any type of valve such as gate valve,
check valve, pressure relief valve, control valve, butterfly valve, etc.
(3) Removal of valve and re-installation of valve due to construction sequence, testing,
alignment, adjusting, flushing, drying, reinstatement, the Contractor’s convenience,
and making correction attributable to the Contractor shall not be counted as
additional bills of quantities.
(1) It shall be measured in linear meters stating the diameter and type to be measured
along the pipe centerline and overall pipe fittings, short running length and

quantities.
It shall be measured by volume. The area of manhole covers or other intrusions where the
void is less than 0.05 m3 shall not be deducted. Overlapping at paved areas shall be
deducted.
It shall be measured by area. The area of manhole covers or other intrusions where the
area is less than 1 m2 shall not be deducted. Overlapping at paved areas shall be
deducted.
1639 Sundries/Cover

It shall be measured by area without addition for rolling margin or welding material.
A) Unless otherwise noted, the following measurement methods and units shall be applied to the
road and paving works which are defined in ANNEX-1 (FWBS CODE : 1700).
B) Work volume shall be deemed "Net Volume" based on JGC GULF's drawings or specifications
unless otherwise noted.
C) The work progress is measured when the works were completed with satisfactory results of
inspection and accepted by responsible supervisors of JGC GULF.
D) The marking of " ** " in FWBS code shall be considered to be selective and be applicable to
each category of the road and paving work.

of such intrusion is less than 0.25 m2. Overlapping of paved areas, curbs and "L" gutter
shall be deducted.
Copings, kerbs, channels and other similar units end-jointed to form continuous run shall be
measured in meters. Gaps shall be deducted.

A) Unless otherwise noted, the following measurement methods and units shall be applied to the
fence & gate work which are defined in ANNEX-1 (FWBS CODE : 1800).
B) The work volume shall be deemed "Net Volume" based on JGC GULF's drawings and

C) The work progress is measured when the installation work has been completed with satisfactory
inspection results and accepted by responsible supervisors of JGC GULF.
