Telangana DA Arrears Payment Instructions
All Departments of the Secretariat and Heads of Departments must issue instructions to Drawing and Disbursing Officers to ensure compliance. The Director of Treasuries and Accounts, Director of Works Accounts, State Audit, and Pay & Accounts Officer in Hyderabad are also tasked with directing subordinate offices to adhere strictly to the guidelines .
In the event of an employee's death before the issuance of orders or during the payment of instalments, the legal heir(s) are to be paid the arrears of Dearness Allowance in a lump sum .
Drawing Officers must ensure the bills have a proper schedule in duplicate with employee details and General Provident Fund Account information. These are submitted to the respective Pay & Accounts Officers, who then follow protocol by sharing one copy with the Accountant General, who credits the amounts. The second schedule copy goes back to the Drawing Officers with Voucher Numbers .
Employees who joined after September 1, 2004, under the Contributory Pension Scheme will have 10% of their Dearness Allowance arrears from January 1, 2022, to May 31, 2023, claimed and credited to their PRAN accounts, along with the government share. The remaining 90% will be paid in seventeen equal monthly instalments starting July 2023 .
Arrears for Part-Time Assistants, Village Revenue Assistants, and Full-Time Contingent employees who do not qualify for GPF accounts will be paid in July 2023 as they are not eligible for instalment-based payment options .
Drawing Officers are tasked with submitting schedules showing employee details with their bills to the Pay & Accounts Officers, who then need to furnish schedules to the Accountant General for GPF account crediting. Compliance is ensured by sending a copy of returned schedules to drawing officers with Voucher Numbers .
Arrears for Dearness Relief to pensioners, covering January 1, 2022, to May 31, 2023, are to be paid in seventeen equal monthly instalments starting from July 2023 .
The expenditure on account of Dearness Relief to pensioners is allocated among the various States following Rule-24 of the Incidence of Pension Rules found in Appendix III-B of the Telangana Accounts Code, Volume-I .
For employees who are due to retire on or before October 31, 2023, the arrears of Dearness Allowance shall be drawn and paid directly as they are exempted from making any subscription to the General Provident Fund during the last four months of service .
The process involves multiple checks: Proper schedules are required with bill submission to ensure accurate employee details, submission to the Pay & Accounts Officers for further processing, and marking one copy for the Accountant General to verify credits to GPF accounts. Drawing Officers receive feedback in the form of returned schedules with Voucher Numbers, enabling accountability .
