1. Introduction

i) Geographical location of the district

Traditionally known as “Pearl City”

on account of the prevailing Pearl fish in the

Since 1997 as in the case of other

districts of Tamil Nadu, this district has also
been named after its headquarters town
Thoothukudi. Thoothukudi district is situated

Common questions

Powered by AI

The main economic activities in Thoothukudi district include agriculture, fishing, and various industries such as salt manufacturing and textile production. These activities are closely tied to the region's natural resources. Agriculture, which is the primary occupation for 70% of the population, benefits from the district's conducive climate, diverse soil types, and irrigation from rivers like the Tamiraparani . The district's coastline supports a significant fishing industry, with fishermen using various methods that affect marine life sustainability . Industrial activities leverage local raw materials, including salt and textiles, while the district's mineral resources support other small and medium enterprises . Erosion and environmental changes due to resource extraction and industrial development have impacted these activities .

Coral mining and natural hazards have severely impacted the islands of the Gulf of Mannar near Thoothukudi. Prior to the 2004 Indian Ocean tsunami, extensive coral mining had already caused significant erosion on these islands. The combination of coral mining and sea level rise has led to land loss, with one island completely submerged . Van Island, for instance, has split into two parts due to erosion and now covers only 5.7 hectares, down from 16 hectares . The degradation not only affects the physical structure of the islands but also threatens the biodiversity habitat they support .

Thoothukudi's pilgrim centers, such as Thiruchendur Temple and the Holy Cross Church in Manapadu, hold substantial historical and cultural significance, shaping the district's identity as a spiritual and cultural landscape. Thiruchendur is recognized as one of the six sacred abodes of Lord Muruga, attracting numerous pilgrims and embedding religious traditions deeply into local culture . Similarly, Manapadu, linked with St. Francis Xavier, adds a historical dimension to the cultural mosaic, drawing both Christian pilgrims and tourists . These sites not only reinforce the region's diverse religious heritage but also support local economies through tourism, thereby maintaining their integral role in Thoothukudi's identity .

The Tamiraparani river is of great significance to the Thoothukudi district as it provides crucial water resources for agriculture, which is the main occupation in the region. Originating from Agasthiyamalai in the Western Ghats, it traverses through key taluks like Srivaikundam and Thiruchendur before reaching the sea at Punnakayl. Its tributaries, Pambayar and Manimuthar, also contribute to the district's water supply . Furthermore, various dams have been constructed on this river, enhancing irrigation and supporting the predominantly agrarian economy .

Industrial activities in Thoothukudi district significantly impact the natural environment, particularly through air pollution and effluent discharge. The presence of large-scale industries, such as salt production and textiles, contributes to air quality concerns, although average pollutant levels generally remain within acceptable limits . Industrial effluents, especially from thermal power stations and chemical plants, are released into the land and sea, affecting marine biodiversity . Moreover, the region's ecosystems, such as those in the Gulf of Mannar, face degradation risks from emissions and resource extraction, leading to severe erosion and habitat loss over time .

Thoothukudi district's climate, characterized by a maximum temperature of 41°C and a minimum of 26°C, is conducive to agriculture. The region experiences low rainfall, primarily relying on the north-east monsoon, which accounts for 65% of the total annual precipitation of 662.2 mm . This predictable seasonal rainfall supports the cultivation of paddy, the main food crop, along with other cereals and commercial crops such as cotton and groundnut . The climatic conditions, coupled with fertile soil types like montmorillonitic and vertisols, enable the district's 70% agriculture-dependent population to sustain their livelihoods .

Thoothukudi serves as a significant cultural and religious tourism destination in South India due to its rich historical and religious sites. Key attractions include the Thiruchendur Temple, one of the six abodes of Lord Muruga, which draws numerous pilgrims throughout the year . Additionally, Manapadu is notable for the Holy Cross Church, visited by St. Francis Xavier, and attracts thousands during its annual festival . Furthermore, the area hosts the unique Kazhugumalai Jain temple and the monolithic Vettuvan Kovil, showcasing ancient Jain heritage . These sites not only reflect the district's diverse cultural and religious history but also contribute significantly to local tourism and economy.

The Gulf of Mannar Marine National Park plays a vital role in conserving biodiversity along the Thoothukudi coast by protecting critical marine habitats such as coral reefs, seagrass beds, and mangroves. This area supports a rich diversity of species, including 117 coral species, 13 seagrass species, and numerous marine animals, like sea turtles and dolphins . By establishing protected zones, the park mitigates human impacts such as overfishing, habitat destruction, and pollution, which have historically threatened these ecosystems. Conservation efforts aim to restore degraded habitats and maintain ecological balance, ensuring the sustainability of these biodiversity-rich marine environments .

Thoothukudi district faces several environmental challenges, including coastline erosion, sea-level rise, and biodiversity degradation, primarily due to human activities like coral mining and industrial pollution. The district's islands and coral reefs have suffered significant erosion, with some islands partly submerged as a result . In response, coral and seagrass restoration projects have been implemented to mitigate these impacts and enhance ecosystem resilience . Additionally, solid waste management efforts are in place to manage the district's urban and industrial waste, although challenges remain with pollution levels . These initiatives reflect a growing environmental governance effort, albeit amid ongoing challenges such as air pollution from industrial activities .

Urbanization in Thoothukudi district contributes to environmental degradation primarily through increased waste generation and water usage. With Thoothukudi town as the most populous urban center, there is a significant burden on municipal services to manage sewage and solid waste. The district generates 155 lakh liters of sewage and 35.10 tonnes of solid waste per day, leading to environmental stress due to the open drainage systems and the high proportion of non-biodegradable waste, such as plastics . This urban expansion, coupled with industrial activities, exacerbates air and water pollution, posing threats to regional ecosystems and public health .
