STANDARD OPERATING PROCEDURE FOR
EMERGENCY OPERATION CENTER
I. RATIONALE
As a town being situated in a National Highway, Buug, Zamboanga
Sibugay has been recording numerous vehicular accident annually. Few
barangays are flood prone and some are high risk on landslides. Considering the
ongoing threat of CoViD-19, the response on disasters and crisis has never been
harder this time. In connection with this, the Municipality of Buug, Zamboanga
Sibugay has formulated a Standard Operating Procedure (SOP) for all emergency
operations in responding disasters and crisis to serve as lead to all activities this
office will cater. All respective offices will be having different responsibilities and
duties in ensuring the safety and well-being of the community. All key officers
will be guided on their actions to be safer not only to themselves but also for
their comrades and clients alike especially to the Local Disaster Risk Reduction
and Management Council personnel and responders.
II. OBJECTIVES
1. Systematic flow of Operation during emergency operations and all
other activities related to this office.
2. Ensure responders’, victims’ safety and all frontline operatives during
response times.
III. SCOPE
This shall cover all the emergency response operations and other
activities involving the LDRRMC Responders.

V. GENERAL GUIDELINES
1. Operation Center should be open 24/7 with personnel ready to
receive emergency calls and respond.

2. All operations must be referred to the OpCen/EOC prior to
deployment.
3. During response operations OpCen shall coordinate to the referral
facility for possible incoming patient to their vicinity.
4. Standard infection control and Anti-Covid19 protocol shall be applied
from deployment to cut off time of response.
5. Freelance or fishing response is strictly discouraged.
6. No PPE no response policy. Safety shall be above all.
7. Only trained personnel shall be allowed to respond and assist
emergency operations.
8. Every operation shall be guided by a competent officer that will serve
as ground commander of the operation.
VI. RESPONSE PROTOCOL
Upon receiving the call about an emergency incident the OpCen
personnel who received the call shall do the following:
1. Evaluate information. Get the name of the caller, the place and time
where the incident happened.
2. Record the incident in the incident logbook and advice a team of
responders to respond. Record the time of deployment.
3. Evaluate the site of incident for potential hazards before entering the
area.
4. Assess the situational needs and provide first aid as needed.
5. Load the victims on the rescue vehicle and transport to the referral
facility.
6. Safety will be the utmost priority before anything else.
7. Record cut off time of response in the incident logbook.
VII. ROLES AND RESPONSIBILITIES OF THE RESPONDERS
All responders must:
1. Ensure the safety of its Team and Patient all the time.
2. Provide proper, adequate and necessary first aid to victims of every
incident.
3. Coordinate with other team clusters and community responders in
providing primary response to victims.
4. Consolidate all activities made by the responders in one report.
5. The EOC will be activated per Executive Order and shall operate 24/7
to provide immediate response. All responders shall be on duty.

VIII. FEATURES OF INCIDENT COMMAND SYSTEM
Single command shall be used in managing depending on the how
severe the impact of a disaster occurred. The on duty responders shall be
deployed to different clusters according to their capabilities. The
Municipal Incident Management Team will carry out the tactical
operations of the clusters.
