The Cordillera Administrative Region faces significant environmental sustainability challenges primarily due to its geographic features and reliance on natural resources. As a watershed region with abundant rivers, it is crucial for water resource management to ensure sustainable agricultural and hydroelectric power generation . The mining industry's exploitation of gold, copper, and other minerals poses risks of environmental degradation if not managed responsibly . Furthermore, the region's mountainous topography increases its vulnerability to landslides and erosion, especially with intensifying agricultural activities that may disturb the natural landscape. These challenges necessitate strategic approaches in resource management, emphasizing sustainable practices to preserve the natural environment while supporting economic growth.

The historical development of Mountain Province mirrors the broader history of the Cordillera Administrative Region through its administrative evolution and cultural preservation. Mountain Province was established as a special province in 1907, encompassing sub-provinces like Bontoc-Lepanto, Benguet, and Ifugao, reflecting the region’s historical administrative complexities and territorial adjustments . The Cordillera Administrative Region's mountainous geography significantly influences its economic activities. The mountainous terrain promotes agriculture as a dominant sector, with the region being a top producer of upland vegetables and fruits such as rice, cabbage, and strawberries . Additionally, the region is dubbed the 'Watershed Cradle Of North Luzon,' hosting nine major rivers that provide water for irrigation and energy, further supporting agricultural activities and hydroelectric power generation . The region is primarily accessible by land, with major routes like the Mac Arthur Highway and interconnected expressways linking it to Manila and surrounding regions . Regular bus services facilitate movement for tourists and residents alike, enhancing regional connectivity despite geographical challenges . However, the dependence on land-based transportation can lead to accessibility issues during adverse weather conditions or infrastructural challenges, which can disrupt these routes and impact local travel and economic activities. This reliance on specific transportation arteries underscores the need for continuous infrastructural improvements to mitigate isolation risks and enhance regional development.

Agriculture and mining serve as critical pillars of the Cordillera Administrative Region's economy. Agriculture is pivotal due to the region's topographic suitability for growing upland crops, including strawberries, rice, and cabbage. This sector supports local livelihoods and food supply chains, playing a key role in domestic food security . Conversely, mining leverages the region's rich mineral resources, with significant deposits of gold, copper, and other metals driving economic activity through resource extraction and exportation . While agriculture provides sustainable and community-oriented economic benefits, mining contributes to economic growth but raises concerns about environmental impact and sustainability. Both sectors, though differing in scale and sustainability, collectively bolster the economic landscape of the region by leveraging its natural resources.
