Policies and Issues on the Internet and Implications to Teaching and Learning
Introduction
• Globalization is a reality and ICT has become a fundamental part of the process.
• A networked society is one in which the entire planet is organized around telecommunicated
networks of computers.
ICT Policy
• ICT Policies are a course of action, adopted and pursued by various governments, organizations
or entities involving ICT.
• These include principles and guidelines in the use of ICT which cover three main areas:
telecommunications, broadcasting and internet.
New ICT Technologies
1. Information Technology
2. Telecommunications Technology
3. Networking Technologies
Information Technology
includes the use of computers, which has become indispensable in modern societies to process data and
save time and effort. What are needed will be computer hardware and
peripherals, software and for the user, computer literacy.
Telecommunication Technology
include telephones (with fax) and the broadcasting of radio and television often through satellites.
Telephone system, radio and TV broadcasting are needed in this category.
Networking Technology
The best known of networking technologies is internet, but has extended to mobile phone technology,
Voice Over Internet Protocol (VOIP) satellite communications and other forms of communications are still
in their infancy.
DICT Roadmap

The Department of Information and Communication Technology (DICT) has formulated a roadmap to
guide all agencies in the utilization, regulation and enhancement of ICT.

(This roadmap aims to ensure that the Filipino workforce is future-ready and capable of leveraging the
technological advancements of tomorrow. Its functions are to: Set frameworks and standards for the
development of software applications for government. Enforce standards and procedures pertaining to
the administration and management of software systems throughout the department.) (Role: Aside
from formulating and implementing national policies, plans, programs and initiatives with government
agencies and instrumentalities to promote and develop use of ICT in education, DICT is also mandated
to foster ICT resource sharing, build the capacity of the government in terms of ICT, and improve public
access.)

DICT Roadmap

This roadmap laid down the Philippine Government’s strategies and programs, and which would signal
the country’s resolve and commitment to developing a vibrant, accessible and world-class ICT sector.

ICT of Education (ICT4E)


Is a program under DICT that supports all efforts of the education sector in incorporating the use of ICT as
well as in determining and gaining access to the infrastructure which are necessary to use and deploy
learning technologies at all levels of education. Among the policy recommended programs are the ff:
1. ICT in Education Masterplan for all levels
• Including a National Roadmap for faculty development in ICT Education.
• A National Framework Plan for ICTs in Basic Education was developed.
2. Content and application development through the Open Content in Education Initiative (OCEI)
Converts DepEd materials into interactive multi-media content, develop applications used in schools and
conduct students and teachers’ competitions to promote the development of education-related web
content.
3. PhedNET
Is a walled garden that hosts educational learning and teaching materials and applications for use by the
Filipino students, their peers and teachers. All public high schools are part of this network with only
DepEd approved multimedia applications, materials and mirrored sites accessible in school PCs.
4. Established Community eLearning Centers
Called eskwela for out-of-school youth (OSY) providing them with ICT-enhanced alternative education
opportunities.
5. eQuality Program for Tertiary Education
Through partnerships with state universities and colleges (SUCs) to improve quality of IT education and
the use of ICT in education in the country, particularly outside of Metro Manila
6. Digital Media Arts Program
Which builds digital media skills for government using Open Source technologies. Particular beneficiary
agencies include the Philippine information Agency, Cultural Center of the Philippines, National
Commission for Culture and Arts, and other art agencies, state colleges and LGUs.
7. ICT Skills Strategic Plan
Develops an inter-agency approach to identifying strategic policy and program recommendations to
address ICT skills demand-supply type.
All the seven programs were guided by the roadmap that embeds policy statements that relate to
education.
Some Issues on ICT and Internet Policy and Regulations

Freedom of Expression and Censorship
1. Individual Rights are given up in order to have access to electronic networks.
2. Censorship restricts the transmission of information by blocking it or filtering the information.
Blocking is preventing access to whole areas of internet based upon the blacklist of certain internet
address.
3. Defamation may be used to silence critics. This action deters freedom of expression.
Privacy and Security
1. Personal privacy, the right of individual not to have their home, private life or personal life interfered
with.
2. Privacy of communication refers to the protection from interference with communication over
phone or internet.
3. Information privacy relates to the use of computers and communications systems which are able to
hold and process information at high speed.
Surveillance and Data Retention
• The use of electronic communications has enhanced the development of indirect surveillance,
there is no direct contact between the agent and the subject of surveillance but evidence can be
traced.
• Dataveillance is the use of personal information to monitor a person’s activities while data
retention is the storage and use of information from communication system.
E-Pollutants and E-Waste
• Large amount of e-waste is generated by ICT. These are particular, terminal equipment used for
computing (PCs, laptops), broadcasting (television and radio sets), telephony (fixed and mobile
phones) and peripherals (fax machines, printers, and scanners).
• The accumulated e-waste is due to rapid improvement of software.
• While material waste can be destroyed by crushing, toxic material brought by the different
equipment requires utmost management.
• Remedies include standardization and regulatory measures to increase the life cycle of equipment
before they become obsolete.

The ICT Skills Strategic Plan aims to identify strategic policy and program recommendations that address the demand and supply mismatch in ICT skills. By developing an inter-agency approach, it seeks to ensure that educational institutions produce graduates equipped with the skills needed by the ICT industry, thus bridging the gap between education and employment in ICT sectors .

Challenges in privacy and security arise from the ability of ICT systems to hold and process large amounts of information quickly, leading to concerns over personal privacy, communication privacy, and information privacy. Evolving networks enhance surveillance capabilities (dataveillance), increasing risks of unauthorized data access and breaches, thereby impacting personal privacy and necessitating robust security protocols .

'Community eLearning Centers' (Eskwela) play a crucial role in offering ICT-enhanced learning opportunities for out-of-school youth (OSY) by providing access to educational resources and technologies. These centers facilitate alternative education pathways, enabling OSY to gain vital skills and knowledge that contribute to their personal and professional development, thus bridging educational gaps and promoting inclusivity .

The Digital Media Arts Program benefits government agencies and the cultural sector by building digital media skills using Open Source technologies, thus enhancing the capabilities of agencies like the Philippine Information Agency and the Cultural Center of the Philippines. It promotes creativity and innovation within the arts and culture sectors, facilitating the development of digital content and engagement with advanced technologies .

'PhedNET' serves as a digital platform hosting educational materials and applications, allowing access exclusively to DepEd-approved content in public high schools. It provides a safe and controlled environment ('walled garden') where students can access high-quality learning resources, thus supporting education by ensuring regulated access to curriculum-aligned digital content .

The DICT Roadmap includes setting frameworks and standards for software application development for the government, enforcing standards and procedures for software system management, fostering ICT resource sharing, and building government capacity in ICT. These components aim to ensure that the Filipino workforce is future-ready by promoting and developing the use of ICT in education, improving public access, and leveraging technological advancements of tomorrow .
