1.1 The main objective of this document is to specify a comprehensive overview of the
ADMA-OPCO requirements for Construction Works from the Quality Assurance and
Quality Control points of view.
1.2 Meeting the job quality requirements will assist job officer and/or project engineer to
minimize non-conformity throughout construction phases.
2. SCOPE OF APPLICATION
2.2 Existing facilities may have been constructed to earlier specifications which may
differ in detail aspects from this specification. Users are reminded that this
Specification is not intended to be applied retrospectively to existing facilities, but
shall be considered when drafting scope of works/specifications for new facilities or
extensions of existing facilities.

Primary members (Indicated by I on drawings) are those which are essential to the
overall structural integrity of the structure. Examples of these are as follows:-
For decks or modules : Nodes of deck legs, main plate for lifting pad-eyes.

3.2 Abbreviations
4.1 Only approved Contractors & sub-Contractors shall be employed for the
ADMA-OPCO jobs.
4.2 The Contractor shall at all times be fully responsible for the quality of his and sub-
contractors works.
5.1 The latest editions of the codes, standards, specifications and documents listed in
Appendix A shall to the extent specified herein represent part of this Specification.
5.4 Construction and related activities for a specific job shall be in accordance with One
Governing Code only, supplemented as necessary by its own referenced Codes and
Standards.

5.5 Where differences and/or any conflict occur between the referenced Codes,
ADMA-OPCO requirements, if any, shall overrule.
5.6 Standards equivalent to those referred to herein shall not be substituted without
written approval from ADMA-OPCO. Approval of equivalent specifications will not,
in any way, remove responsibility from the Contractor to meet the requirements of
this Specification.
The Contractor shall equip himself with copies of all the reference referred to in this
Specification.
6. DOCUMENTATION REQUIREMENTS
All documents associated with the fabrication, erection, assembly, commissioning and start
up of the job shall be systematically documented under controlled conditions. Refer to
Appendix ‘B’ and ADMA-OPCO Specification SP-1009, Rev.1 for additional guidance &
information.
6.1.1 The Contractor quality system should be in line with the requirements of
ADMA-OPCO Specification SP-1009, Rev.1.
6.1.2 Before commencing fabrication the Contractor should prepare a quality plan
complying with ADMA-OPCO Specification SP-1009 Rev. 1 as appropriate
and a set of Quality Control (QC) documents, both of which shall be subject
to approval by ADMA-OPCO. Appendix ‘C’ of this Specification shows
copy of blank quality plan for guidance and information.
6.1.3 The quality plan and the QC documents are expected to be received at the
same time, as a single submission, in order to reduce approval time and for
better job control.

6.1.5 Contractor should also submit the weld maps which identify each weld joint
with the relevant welding procedure specification. Symbols for welding and
NDE should comply with ADMA-OPCO Code of Practice CP-103. Location
of the fabrication activity (Contractor yard, Offshore or Das Island) should be
clearly stated.
6.1.6 The quality plan shall include brief details and the sequence of all testing,
inspection and examinations that will be performed by or for the Contractor.
The names and CV (s) of the individuals responsible for the implementation
of all quality assurance and quality control functions shall also be included.
6.2.1 At all stages of the work the Contractor shall maintain all relevant production
records using an easily traceable/retrievable recording and filing system. The
records shall include but not limited to :-

Quality Control requirements shall be governed by Codes and Standards referenced against
the following items i.e. 7.1 - 7.15 below. However, ADMA-OPCO Job Officers/Contractors,
shall select One governing Code to be applied for each of these items throughout the
Project Stages as indicated in subsection 5.4 and 5.5 of this Specification.
7.1.1 Procedures for material receipt, storage, identification, traceability and tagging
in addition to the baking of welding consumables shall be prepared by
Contractor, referred to in the job Quality Plan and approved by ADMA-
OPCO.
7.2.2 Previously qualified welding procedures may be considered for use where
they comply with the present document and are appropriate to the proposed
scope of work . However, for critical applications, welding procedures shall
require re-qualification, as directed by the ADMA-OPCO requirement.
7.2.4 Welding/Hot Tapping onto pipelines under pressure shall comply with the
ADMA-OPCO Specification SP-1005 requirements.

7.4.1 Pre-heat and post weld heat treatment requirements shall comply with
ADMA-OPCO Specification SP-1035.
7.4.2 Post weld heat treatment should be conducted before the application of NDE.
7.4.3 On joints where examination is necessary prior to and after heat treatment, a
dual approach to examination should be conducted as follows:-
7.4.4 The ADMA-OPCO approved contractors list for heat treatment services is
attached (Appendix E).

7.8.1 The pressure testing shall be executed in compliance with the following
Engineering Documents :-
7.8.2 The Pressure test shall be carried out on completion of all the fabrication
activities.

7.9.1 Corrosion Protection Coating of Concrete Weight Coated Carbon Steel Line
Pipe shall be in accordance with ADMA-OPCO Specification SP-1012.
7.9.2 Field Joint Coating for Concrete Weight Coated Carbon Steel Line Pipe shall
be in accordance with ADMA-OPCO Specification SP-1013.
7.9.4 Pipeline Welding During Laying - Sour Services shall be in accordance with
ADMA-OPCO Specification SP-1025.
Quality Control requirements for Small Bore Carbon Steel Piping Connections shall
be in accordance with ADMA-OPCO Code of Practice CP-111 Rev. 1.

All activities regarding surface preparation, painting and coating shall comply with the
ADMA-OPCO Specification SP-1020 and the relevant Painting Specification (PSN)
as appropriate.

1. Drawings Format
1.1 Each of the selected Contractors will receive a copy of the “ADMA-OPCO Drawing
Office Practice (DOP)” Manual and a blank draughting sheet for each of the sizes 30”
x 40”, A1, A2 and A3 together with the different types of schedules (for manual
draughting) and a 3 ½” DOS formatted diskette containing the standard format for all
sizes of draughting sheets and schedules (for CAD draughting).
1.2 Wherever appropriate, the drawings produced by the Contractor shall be of the same
format as the submitted blank draughting sheets or the diskette, where Contractors
name and title block shall appear above ADMA-OPCO’s. Also, symbols,
abbreviations, details and drawings in general shall be in accordance with the DOP.
Any deviations shall first be approved in writing by ADMA-OPCO.
1.3 Each Drawing shall be given a Drawing Number by the Contractor as follows:-

C: Is the section identification, see Drawing Office Practice, Section 1, for more

d. Is the Drawing Number, which starts from 001 to infinity. Each drawing
shall carry a unique number. A separate block of drawing numbers shall be
allocated to each of the three disciplines, i.e. Mechanical/Piping,
Civil/Structural and Electrical/Control. The Contractor will be allocated a
block of drawing numbers according to his request.

1.5 The Contractor shall tag instruments and control equipment in accordance with the
system described in (DOP) section 5. Instrument tag numbers shall be preceded by
the area number.
1.6 The Contractor shall tag pipelines in accordance with the system described in (DOP)
section 2.
1.7 The Contractor shall request ADMA-OPCO to allocate the required block of tag
numbers for the instruments, valves, pipelines, cables, pneumatic tubes, marshalling
boxes, equipment, etc.
1.8 The Contractor shall produce the Drawings with high quality of presentation,
sufficiency and clarity of detailing and notes, drawings cross-reference, symbols, etc.
as explained in the relevant sections of the DOP.
1.9 The Contractor shall submit to ADMA-OPCO two complete sets of prints of the
Approval Package Drawings for checking purpose. Drawing Office will check these
drawings to ensure their compliance with the DOP. ADMA-OPCO will return to the
Contractor one set of those prints with comments (if any) marked-up in red. The
Contractor will amend the package drawings accordingly.
1.10 ADMA-OPCO Drawing Office shall receive another complete set of the construction
Drawings to ensure their compliance with our requirements prior to their final issue
for construction.
1.11 During construction stage, the Contractor shall mark any deviation from the
construction design details on a set of prints of the construction package drawings
and update drawings originals to the “As Built” status accordingly.

Existing ADMA-OPCO CAD system uses Sun Sparc workstations running Autocad release
12 on Solaris 1.1 (Sun 0S4.x) operating system. PRO-Pipe 12/11.1 and PRO-Flow 11.1 are
used for piping and P&ID’s or latest version of Autocad.
The CAD Drawings received from the Contractor shall be fully compatible with ADMA-
OPCO CAD System.
2. Records Format
In addition to hard copies of Contractor documents and manuals, the Contractor may also
offer to provide this information in a format suitable for electronic viewing and
reproduction.
Calculation Sheets:
Calculation Sheets should be produced using MS Excel latest Version and or
mathcad sheets be produced using latest version of software.
Embedded Drawings/Sketches:
Within Manuals/documents should be produced using Autocad Version 12.
Media: The above information should be supplied to ADMA-OPCO preferably on
CD-ROM format. Alternatively 3.5” HDD Diskette can be accepted. In
either case, a comprehensive menu index shall be included.

(2) Applies to all welds other than butt welds (such as T, K or Y-joints, tubular
joints) having full penetration, or partial penetration with weld metal cross-
section exceeding 12.7mm (1/2”).

(6) Ultrasonic testing applies when material thickness is more than 12.7 mm
(1/2”). Ultrasonics may be replaced by radiography where wall thickness is
less than or equal to 30 mm.
(8) 100% of extent for radiography (WT 40mm) or ultrasonics (WT > 40 mm)
of:
- Flanges of main beams and columns
- Circular welds of main tubulars.
(9) If defect rate in the inspected welds which are not 100% tested (i.e. by
radiography, ultrasonics, magnetic particle) exceeds 10%, the remaining welds
shall be 100 % NDT tested at the main CONTRACTOR’s expenses.
(10) Magnetic particle to 100% extent only when welding on semi-hard or hard
steels and alloy-steels liable to quenching under welding operation (for
instance welding of bearing plate). Purpose of inspection mainly to ensure
freedom of cracks, excessive undercuts or other injurious notch defects.
