 In line with the new professional standards for teachers, the Department of

Education (DepEd), through the Teacher Education Council (TEC), issues this

DepEd Order entitled National Adoption and Implementation of the Philippine

Professional Standards for Teachers (PPST).

The DepEd recognizes the importance of professional standards in the

continuing professional development and advancement of teachers based on the

principle of lifelong learning. It is committed to supporting teachers, and taking

cognizance of unequivocal evidence that good teachers are vital to raising student

achievement. Quality learning is contingent upon quality teaching. Hence, enhancing

teacher quality becomes of utmost importance for long term and sustainable nation

building.

The changes brought about by various national and global frameworks such

as the K–12 Reform, ASEAN Integration, globalization, and the changing character

of 21st century learners necessitate improvements and call for rethinking of the

National Competency-Based Teacher Standards (NCBTS), resulting in the

development of the PPST. To guarantee that teachers are fully qualified to

implement the K to 12 Program, the PPST will be used as the foundation for all

learning and development activities for teachers. It can also be utilized for teacher

recruitment and advancement. This set of standards must be used to evaluate

teachers’ performance.

The regional offices’ training and development specialists will assist them in

organizing and orienting all of the school divisions under their authority for the PPST.

It will also be in charge of monitoring and evaluating the implementation at the

division level. In school districts and secondary schools, the schools division office

will have the same roles and responsibilities.

Recognizing the importance of professionalizing standards for teachers and

for their continuous development, the Department of Education (DepEd), through the

Teacher Education Council (TEC), adopted the Philippine Professional Standards for

Teachers (PPST).

In DepEd Order No. 42, series 2017 or the National Adoption and

Implementation of the Philippine Professional Standards for Teachers, Education

Secretary Leonor Magtolis Briones stated that the new set of standards for teachers

is propelled by the introduction of national and international frameworks, such as the

K to 12 program and ASEAN integration. The PPST outlines the required skills and

competencies of quality teachers, enabling them to cope with the emerging global

frameworks. The PPST basically aims to: 1) set the clear expectations of teachers

along well-defined career stages of professional development from beginning to

distinguished practice; 2) engage teachers to actively embrace a continuing effort in

attaining proficiency; and 3) apply a uniform measure to assess teacher

performance, identify needs, and provide support for professional development.

Briones pointed out that the PPST will be the basis for all learning and development

programs for teachers to ensure that they are properly equipped to effectively

implement the K to 12.

Teacher quality for the 21st century

The PPST targets to produce better teachers in the country by improving their

qualifications skills and by increasing their levels of knowledge, practice and

professional engagement.
 The six modules of the PPST are the following: 1) The Department of

Education; 2) The Filipino Teacher; 3) The K to 12 curriculum; 4) The Teaching

Process; 5) the Learning Process; and 6) The School and Community Linkages.

These are all anchored on the seven domains that quality teachers should exhibit

including: 1) Content Knowledge and Pedagogy; 2) Learning Environment; 3)

Diversity of learners; 4) Curriculum and Planning; 5) Assessment and Reporting; 6)

Community Linkages and Professional Engagement; and 7) Personal Growth and

Professional Development.

Career stages

Anchored on the principle of lifelong learning, the set of professional

standards for teachers articulates their developmental progression.

Career Stage 1 or Beginning Teachers have gained the qualifications for entry

into teaching position; Career Stage 2 or Proficient Teachers are professionally

independent in the application of skills vital to the teaching and learning process;

Career Stage 3 or Highly Proficient Teachers consistently display a high level of

performance in their teaching practice; and Career Stage 4 or Distinguished

Teachers exhibit the highest standard of teaching practice in accordance to global

best practice.

The regional offices are set to orient their respective schools divisions on the

PPST, including the monitoring and evaluation of its implementation. The school

divisions will cascade it to schools districts and schools .

2017 PPST activities

DepEd, through the Teacher Education Council (TEC) headed by Director

Runvi Manguerra, has initiated the PPST workshops on Module Development,

Enhancement and Validation attended by curriculum specialists, school heads, and

other stakeholders. A workshop on the Development of Implementing Guidelines for

PPST was also conducted in coordination with the Research Center for Teacher

Quality (RCTQ), and attended by DepEd Regional Directors and officers of Basic

Education Sector Transformation (BEST) program .TEC also spearheaded the PPST

National Roll-Out, as well as the Teacher Induction Program (TIP) National

Orientation of Trainers in three clusters – Luzon, Visayas, and Mindanao, which was

participated by DepEd Directors, Schools Division Superintendents, chiefs, district

supervisors, principals, education program specialists, master teachers, and RCTQ

officials. This was followed by TIP module review workshops and module pre-

finalization workshops. The concept of the PPST was first introduced during the First

National Assembly of Education Leaders held at PICC, Pasay City, and attended by

3,800 education managers nationwide. It was formally launched during the World

Teachers’ Day (WTD) celebration held in Legazpi City that was attended by 6,000

teachers across the country.

THE PHILIPPINE PROFESSIONAL STANDARD FOR TEACHERS

The Philippine Professional Standard for Teachers (PPST) has 7 domains

and comprises 37 strands in each domains refer to more specific dimensions of

teachers practices.

DOMAIN 1 : CONTENT KNOWLEDGE AND PEDAGOGY(7 STRANDS)

1. Content knowledge and its application within and across curriculum areas

2. Research-based knowledge and principles of teaching and learning

3. Positive use of ICT

4. Strategies for promoting literacy and numeracy

5. Strategies for developing critical and creative thinking, as well as other

higher-order thinking skills

6. Mother tongue, Filipino and English in teaching and learning

7. Classroom communication strategies

DOMAIN 2 : LEARNING ENVIRONMENT(6 STRANDS)

1. Learner safety and security

2. Fair learning environment

3. Management of classroom structure and activities

4. Support for learner participation

5. Promotion of Purposive learning

6. Management of learner behavior

DOMAIN 3: DIVERSITY OF LEARNERS(5 STRANDS)

1. Learner’s gender, needs, strength, interest and experience

2. Learner’s linguistic cultural , socio-economic and religious backgrounds

3. Learner’s with disabilities, giftedness and talents

4. Learner’s in difficult circumstances

5. Learner’s from indigenous group

 According to DO No. 42, s. 2017, the PPST “shall be used as a basis for all

learning and development programs for teachers to ensure that teachers are

properly equipped to effectively implement the K to 12 Program.” Teacher

performance appraisals shall also be aligned to the PPST. Further, the PPST can

also be used for the selection and promotion of teachers.

The PPST was developed after major consultations with key stakeholders,

particularly the senior officials of the Department of Education. The wide

consultations emphasized the rethinking of the National Competency-Based Teacher

Standards (NCBTS) because of changes brought about by various national and

global frameworks such as the K to 12 Reform and ASEAN Integration, as well as

globalization and the changing character of the 21 st century learners.

Internationally, teacher quality is articulated in teacher standards. The PPST

is a framework for teacher quality and teacher development.

Among others, the Philippine Professional Standards for Teachers can be

used in: (i) endorsing programs for initial teacher education; Registering and

accrediting teachers; Raisiing the quality of professional learning; Identifying and

recognizing exemplary high level practice;Developing standards for leadership;

Establishing a consistent evaluation/assessment process associated with each

Career Stage that preserves the integrity of the PPST; and Maintaining an efficient

documentation process associated with achievement of the Indicators across Career

Stages.

The Department of Education through the Joint Advisory Board chaired by the

Secretary of Education approved the development and validation of developmental

teacher standards comprising distinct career stages. The importance of PPST is to

ensure better accountability – holding teachers and schools responsible for what

goes on in the classrooms. The practice of aligning learning to standards also helps

ensure that a higher level of learning is attained, guides teachers in the process of

assessment and helps keep them on track. Empowerment comes from finding

multiple ways to show students that technology can help them to perhaps learn more

easily and on a higher level. This in turn helps them to develop their own love for

lifelong learning. The empowerment continues as I create situations for learning in

such a way that students decide what they need to learn and how they will go about

learning it. The use of technology creates many opportunities for self-directed

learning.

The PPST basically relevance to Technology for Teaching and Learning by

set the clear expectations of teachers along well-defined career stages of

professional development from beginning to distinguished practice. To engage

teachers to actively embrace a continuing effort in attaining proficiency. And apply a

uniform measure to assess teacher performance, identify needs, and provide

support for professional development.

The Philippine Professional Standards for Teachers was developed through

the Research Center for Teacher Quality (RCTQ) with support from the Australian

Government.

The Philippine Professional Standards for Teachers defines teacher quality in

the Philippines. Thevstandards describe the expectations of teachers’ increasing

levels of knowledge, practice and professional engagement. At the same time, the

standards allow for teachers’ growing understanding, applied with increasing

sophistication across a broader and more complex range of teaching/learning

situations.

The Philippine Professional Standards for Teachers shall be used as basis for

all learning and development programs for teachers to ensure that teachers are

properly equipped to effectively implement the K to 12 Program.
