CHAPTER Fifth Pillar - Community Community as a pillar is very indispensable in the system because in the absence of citizen’s assistance, the criminal justice system will not be able to handle effectively the complicated task of preventing and controlling crime. There is a need for more balance allocation of peacekeeping duties between the criminal justice system and the prevention responsibilities. Crime prevention activities must include those that have greatest potential for crime reduction and improving the quality of life. These may be accomplished by are the following: 1. Reinforcing and strengthening the basic social institution which is the family through programs formulated by the government such as Department of Education (DepEd), the Department of Social Welfare and Development (DSWD) and the concerned Local Government Units (LGU’s) with coordination with Non- governmental Organization (NGOs) 2. To provide quality but less costly education up to tertiary level. Full scholarship must likewise available for those who are cannot afford to expend for their education with through programs of DepEd, CHED and TESDA. 3. Providing health-care programs by the DOH and PHILHEALTH for those who are considered victim of illegal drugs especially in the areas where there are rampant drug abuse problems. Chapter 6: Fifth Pilar - Community 99NY 4. Providing recreation programs for the youth to prevent delinquency and drug abuse. 5. Active participation of the mass media in educating the public against criminality. 6. Providing and creating job opportunities for those unemployed and underemployed with the assistance of Department of Labor and Employment. The success of the Criminal Justice System, specifically the communi pillar will be based on the role performances of the following: iy 1. the Family 2. the Barangay 3. the Schools 4, the Government 5. the Private Sectors (NGO's) 6. the Church 7. theMass Media The Role of the Family Asa basic social institution, family must be strengthening their ties to avoig criminality. The first teacher of the child is his/her parents and all other persons living in their house. The parents and other adults must serve as a model to the child; hence they must avoid any activities that the child may mistakenly think is right. If one of the family member becomes a criminal, and after service of sentence, this member will return, the family must be open minded in accepting this member. No one will accept an ex-convict if his own family refuses him. The Role of the Barangay Barangay must likewise exercise their role, aside from those functions vested to them by laws. They must monitor all those residents within their jurisdiction specially those who are engaged in criminal activities. Barangay officials are in the best position to know these people. Close coordination with the police department within their locality must be established for the purposes of crime prevention and even criminal detection and apprehension, The Role of the Schools Teachers are considered as the second parents of the students. They must incorporate in their teaching the importance of law obedience and the implication or consequences of violating the same. 100 Introduction to Philippine Criminal Justice SystemThey must inculcate likewise to the young minds of their students that everyone in this world deserves a second chance which include convicted criminals who are already reformed and rehabilitated. Do not create false knowledge about convicted persons that make the students believe that this people had no place in the community. The Role of the Government Officials of the government must provide opportunity for those reformed and rehabilitated offenders. Without this opportunity, we cannot assure that these persons will remain to act as rehabilitated and reformed offenders. They may likewise provide livelihood programs to avoid repetition of crime for those who previously engaged in crime against property because of poverty. The Role of the Private Sectors Private sectors are very important in our community specially in providing jobs and opportunity to people. They must not hesitate to employ reformed and rehabilitated offenders especially if they are qualified. They must always remember that not all criminals are criminals by choice, they may be became one not because of their own choice but rather because of other reasons or circumstances which depreciate their free will to act. Always give chance to those willing to change. The Role of the Church It cannot be denied that religion is a very important to a person. Regardless of sect affiliation, those persons believe that there is God and with fear of Him will likewise afraid to commit crime. Having a strong faith with God will likewise help those convicted persons to be righteous again. The Role of the Mass Media Mass media nowadays are very powerful. They possess the power of information and communication with people. Hence, they may use this power by providing information to the public about the disadvantages of commission of crimes. In emphasizing these disadvantages people may fear of committing the same. In the same manner, they may provide information about the role of the community as a pillar of the Criminal Justice System.
