The least developed countries (LDCs) of the world "are the ones that need markets for their
products most and are the least capable of competing with other countries for manufactured
ones that are based on raw materials produced by them. Their exports are also concentrated
on a few products. This situation arises principally from the difficulties encountered in
exporting these. United Nation’s SNPA (Substantial New Program of Action.) for the LDCs
contains a special section aimed at facilitating the LDCs’ exports by promoting and
supporting appropriate commercial policy measures at the international level. In spite of a
large majority of economic theorists in those countries advocating free trade, progress in the
liberalization of world trade in favor of the LDCs’ export is very limited indeed. As a matter
of fact current protectionist tendencies, including tariff and not-tariff measures adopted by
developed countries are widely supported there and pose a real threat of imposing further
restriction on LDCs’ exports to them.
In recognition of this situation, the SNPA contains specific recommendations ensuring an
improvement of LDCs’ access to markets for their exports. These recommendations include

treatment as far as possible. Extension of the list of products, examination of the rules of
